Abstract

Abstract Birth of Law Number 32 Year 2004 on Regional Government in which regions have theauthority to make policy in the village to provide services, increased participation and empowerment asstated in Law No. 32 Year 2004 on Regional Government. Embodiments of village autonomy is a process ofimproving the ability of people to participate to the public life with the principles of, by and for thecommunity.This study aimed to: determine the extent of village autonomy in financial management in the ruralvillages of the districts wayaloar wayaloar Halmahera district south. This study is trying to see the truth andhave to trace it farther something tangible as a qualitative method. Data used in this study to encompassprimary data obtained from the village government, chairman / deputy, secretary and treasurer or otheradministrators who will be in the interview.Results of this research is expected to provide sumbangsi to science especially the social sciences inparticular disciplines of public administration policies village autonomy in the management of villagefinances and also to contribute ideas for policy makers especially village government wayaloar one districtwayaloar Halmahera district south in management of village finances.Keyword :village autonomy policy, management, finance

Abstract

ABSTRAK This study aims to determine the effectiveness of the education and training of civilservants in improving the performance of the apparatus in Ternate City BKD; in other words, todetermine whether the education and training of civil servants effective in improving the performanceof the apparatus in BKD Ternate.This study used qualitative methods. Informants were taken from structural officials andemployees of the staff / implementers in BKD Ternate, entirely as many as 10 informants. Collectingdata using interview techniques, while the analysis of data using qualitative analysis techniquesinteractive model of Miles and Hubernann.The results showed: (1) Training civil servants (Structural / Leadership, Technical,Functional) can develop or improve the competence of knowledge, skills, and attitudes; (2) Training ofcivil servants may also develop personality, ethics and morals, and the dynamics of the mindset of theapparatus; (3) Training of civil servants provide benefits and positive impact on the ability to carry outthe task that in completing the task quickly and on time, manage and use the organization's resourcesefficiently, responding to the development of work tasks, make decisions, and handle and solveproblems in execution of duties ,Based on the results of these studies conclude that education and training of civil servantseffectively improve the performance of personnel in the Regional Employment Board of Ternate. Thismeans that more and higher education and training of civil servants who followed the higher orincreasing the performance of the apparatus.Based on the results of this study, it is necessary to put forward some suggestions (1) TrainingApparatus Training both Structural and Technical Training and Functional Training needs to beimproved. For the allocation of the budget (APBD) for Training Apparatus which has been felt stillvery small / minimal, needs to be improved. (2) Training of civil servants should be based on theprinciple of correspondence between the types of training with the objective needs and the realimplementation of the tasks at all levels in accordance with the principles of organizationaldevelopment. Abstract

ABSTRACT : This research was carried out over an alleged that while the quality of public services inthe Department of population and civil registration Kabupoaten of North Halmahera they are still low.Thus, this research aims to find out and analyze the compensation pengaru to the quality of publicservice in the Department of population and civil registration North Halmahera Regency.The methods used in this research is descriptive method quantitative approach. The data andinformation gathered using a questionnaire which was distributed to 33 respondents, engineeringwawawncara and obsrvasi directly to the Office of civil registration and Residency North HalmaheraRegency. After the data is collected and then analyzed using descriptive analysis techniques, namelyportraying the reality of the match is.Research results indicate that the variable compensation is set at "medium" category as well as thevariable quality of public services in the Department of population and civil registration North halmaheraRegency also has been in the category of "high". Compensation berpengaruk a positive and highlysignificant to the quality of public services, as well as the two related variables in kontributuf. Whencompensation is increased it will be followed by improvement of the quality of public services.Thus, it can be concluded that the proposed research hypotheses have been tested empiricallykeberlakuannya at once can justify the underlying theories. To optimize the setup required public serviceHR management apparatus that leads to reform the bureaucratic apparatus, particularly the humanresources in the service of the population and civil registration North Halmahera Regency.Keywords: compensation, quality of public services.

Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.

Abstract

ABSTRACTTo realize the discipline of civil servants UU.NO.43 1999 mandates the need enactment ofgovernment regulations regarding the discipline of civil servants. In connection with it will emergeGovernment Regulation No. 53 of 2010 on Discipline of Civil Servants civil service discipline. This studyis intended to engetahui bagamana Impementasi the policy in Parliament Secretariat North Sulawesi, andthe extent of the impact of the implementation of that policy to increase employee discipline.This study uses research kualtatif.informan taken from elements of leadership and the elements of staff /executive secretariat in the northern Sulawesi Provincial Parliament, entirely as many as 15 peopleinformer. Insrumen in this study is the researchers themselves, while collecting data using techniques ofdata wawancara.analisis dilaukan with anaisis techniques Qualitative interactive model of Miles andHumbernann.research results conclusions: (1) Implementation of policy discipline PNS (PP.53 in 2010) has beendone with good views of pnting dimension of public policy implementation model of Edward III, kususnyacommunication factor (socialization) policies, and disiposisi (koitmen and consistency ) implementing thepolicy. In concrete policy implementation PNS discipline shown by some reality; socialization rules ofdiscipline, commitment and leadership to menerepkan mengakan disciplinary regulations, adnya efforts toraise awareness of employees to implement the provisions of the discipline as well as creating a culture ofdiscipline, and the enforcement of disciplinary punishment consistently; (2) Implementation of policydiscipline has given a positive dampa to increased discipline seen from increased adherence and provisionof personnel to the provisions concerning the obligations and prohibitions applicable to civil servants Yngsebagaiman stipulated in the PP. 53 out of 2010.Based on the conclusion of the study put forward suggestions: (1) the implementation of civilservice discipline policy should be more emphasis on the progressive increase in awareness that willmanifest pure discipline; (2) the employee should be encouraged to have a high commitment andconsistency in applying the rules of discipline of civil servants.Keywords: Policy Implementation, PNS Discipline Policy

Abstract

Abstract: Since the implementation of the Act. Number 32 of 2004 on Regional Government, the localgovernment in Indonesia has entered a new era known as the era of regional autonomy. This bringsthe consequence that in order to optimize or accelerate the success of development in various regions,including rural development, required the support or participation of all components; and one ofthemain component that exist at the village level is the village officails. This study aimed to:"determine the relationship between the empowerment of village government policy to accelerate thesuccess of development in Sub Kendahe Sangihe Islands District". This research uses descriptivemethod with quantitative approach. The instrument used in this study to capture the primary data is aquestionnaire or a list of questions and assisted with interview guides (interviewguide).Results of thisstudy are expected to provide benefits, both theoretically and practically. Theoretically, the results ofthis study are expected to enrich the social sciences, particularly in the field of public administrationstudies. Abstract

BSTRACTDistrict head as leaders of districts is one of the principals in the district PNPM that as Trusteesimplementation to villages in the districts. Therefore the Head role in coordinating the implementationof PNPM Mandiri districts. The purpose of this study was to determine how the district headcoordination in the implementation of PNPM Rural in the district Pasan Southeast Minahasa Regency.This study used qualitative methods. The focus of research is camat coordination in planning activitiesand in the implementation of activities funded by PNPM Mandiri. Data sources / informants drawnfrom elements PNPM actors at the district level and village level, as many as 15 people. Collecting datausing interview techniques. While the analysis of data using qualitative analysis techniques interactivemodel of Miles and Hubernan.The results showed: (1) Coordination Head PNPM Mandiri in planning activities carried outeffectively through inter-village meetings (MAD) Dissemination and Proposed Priority MAD discussand rank the proposed activities, and through MAD Determination Proposal for decision making.With the coordination of the planning of these activities so that the activities set out in the villages canfit the needs of local communities; (2) Coordination Head in the implementation of PNPM Mandiriactivities carried out effectively through Early in the District Coordination Meeting, MeetingEvaluation, Monitoring and Auditing, and Reporting. With District head coordination in theimplementation of activities dilaksanakanpada activities so that villages can run orderly, smoothly andsuccessfully.The research results provide the conclusion that the sub-district coordination in the implementation ofPNPM Rural in the district Pasan Southeast Minahasa Regency implemented effectively.Based on the results of this penellian it can be recommended some suggestions: (1) Coordination HeadPNPM Mandiri in planning activities need to be improved. In this case the sub-district must provideguidance and direction effectively against all perpetrators of PNPM Mandiri in the district and in thevillage; (2) Coordination Head in the implementation of PNPM Mandiri still needs to be improved. Abstract

Abstract: The purpose of this research is to know the effectiveness of the Ministry on students whohad been given by the officers and employees that are on the honorary academic headquarters unsrat. In theframework of the management of higher education in accordance with the Government Regulation Number49 by 2013 about higher education, on article 11 explains that The Academic has the task of implementingthe service giver education, research and community service. In the framework of the management of highereducation in accordance with the Government Regulation Number 49 by 2013 about higher education, onarticle 11 explains that The Academic has the task of implementing the service giver education, research andcommunity service. So in this case can be in describing how the importance of the academic section at theUniversity of Sam Ratulangi.The research methods used in this research is qualitative, descriptive methods with gatheringtechniques by using the method of Observation and question form. as for the respondents/informants of thisresearch was 5 officers, five honorary degrees, and 10 students. So a Total of 20 people was the informant.The results showed that 50% of student respondents were not satisfied with the Ministry's officersthat there is the Head Office of academic Unsrat. According to this study of student dissatisfaction because ofthe way delivery of employee information on students who are less friendly and does not provide informationthat would be expected by the student convey information, both the study also shows that 50% of studentsrespond less well enough and with payment of tuition fee online because according to observation andresearch is less in case of disruption of students agree the internet is often the current payment of tuition feecan't be done and it is very detrimental for students. The results showed that students are less agree withclosing the online graduation registration 2 weeks before graduation day. Because of the internet studentopinions often have disorders that does impact on the clearance delay graduation by the student file.Referring to the discussion and conclusions on top then suggest employees should be able to provideservice and afford maximum to students because students are the main customers of the University of SamRatulangi. The friendly nature of the staff in providing service to give satisfaction in the student. Accurateinformation can be given to a student in any communication directly between the leadership with employeesfor example 1 Provost Academics should be down directly control and provide the latest information relatingto the existing services in the field of academic excellence in order to provide the information needed by thestudent is not Academic leaders can be expected to provide services manually for the payment of theregistration FEE, graduation and others in order to cope with the loss on students because in these days offrequent disruptions of the internet that could slow down the Affairs of the students ' needs.Keywords: Service, Effectiveness

Abstract: The majority of women are still confined within the limitations or poverty , whether caused bystructural poverty , cultural and natural . If when viewed from the standpoint of structural poverty , thepoverty caused by discriminatory policies or regulations , it is the reality of women's groups to bemarginalized . This is evident from the persistence of the treatment was discriminatory , either in theprovision of access to education , economic access ( including access to the world of work , salary , accessto the distribution of economic independence ) , as well as access in the political field .The research method is basically determined by the research question . Based on the researchquestions , the research was conducted using qualitative and quantitative research methods . Qualitativeresearch methods focus to see the pattern of the empowerment of women coastal conducted by theDistrict Government of Sangihe while quantitative method for measuring the success of the results(intermediate outcomes) women's empowerment programs coast at the same time to see the impact (finaloutcomes) change perceived by women after getting the programs carried out by the TechnicalImplementation Unit of PNPM Mandiri , especially in improving the living standards of families ofwomen who benefit from the program.Results of analysis of data obtained from the results of Questionnaire ( questionnaire ) to 60respondents women / mothers of households spread across three sample villages in the subdistrict of WestTahuna Regency of Sangihe Islands . Results of the study are presented in three parts: the first part ,presenting the results of research concerning the description of women's empowerment factors , whichinclude : ( 1 ) educational factors ; and ( 2 ) factors training / skills ; The second part , presenting theresults of research on the condition of the family living standards ; while the third section presents theresults of statistical analysis and discussion of the influence of factors of women's empowerment on thecondition of the living standards of families .Keywords : Coastal Women's Empowerment Policy .

Abstract

Abstract :Organizational climate is an important factor to explain employee motivation as itrelates to job satisfaction. But, common phenomenon indicates that the organizational climate isoften not gained great attention in organizations o rgovernment bureaucracy.Relative to this,theresearch was conducted to determine the effect of organizational climate on work motivation ofpersonnel in the Office of Mayor of Manado.This study using the quantitative methods. Source of data/research respondents was 37 theofficers/employees were taken with astratified random sampling technique according to the levelof class rank of 186 civil servants of Mayor's Office in Manado City (RegionalSecretariat).Techniques of data collection using the questionnaires and assisted with theinterview guide. Technique of analyzing data used for hypothesis testing is a simple regressionanalysis/linear and simple correlation/product moment.The results showed: (1) organizational climate variable regression coefficient of the apparatuswork motivation is a positive, meaningful and significant.(2) The correlation coefficient and thepower of determination of organizational climate variables on work motivation of personnel ishigh / tight and significant.Based on the results of the statistic alanalysis be concluded that organizational climate andsignificant positive effecton the motivation of personnel working in the office of the Mayor ofManado.Based on the conclusion of the study suggested: (1) organizational climate in Manado Mayor'soffice needs to be improvedon all dimensions of the organizational climate of the structure ofthe task, relationshipreward-punishment, communicationin organizations, human resourcedevelopment personnel, equipment and facilitiesto support the implementation of tasks,as wellas the comfort of the working environments; (2) It takes a strong commitment from theleadership of the local government to create a climate of Manado City organization that iscapable of creating or improving high employee motivationof the personnel/employees.Keyword: Organizational Climate, Work Motivation
