Abstract

Abstract : The research is to know whether Facility (Computer, Office Working, Transportation, Electricity)influence to civil servant performance (work process, working condition, time in work, number of mistakes,amount in job type, job quality, punctuality, ability Work, evaluating ability.) At the Education Office ofSoutheast Minahasa District Under guidance. Where the data has been collected to 22 orga pimpinaan tosubordinate results o, 837 expressed relationships influence very strongly. Utuk determine the amount ofthe contribution (coefficient determinant coefficient determinant) Effect of work facility, on theperformance of civil servants in the office of Education Department National Minahasa Southeast result of70% and the remaining 30% is determined by other variables not examined by the author. To know theresult t arithmetic result is 6,432. So that obtained t table = 1.725. It turns out t count>> from t table or6.432> 1.725. Abstract

ABSTRACT: To maximize the benefits of decentralization in accordance with the mandate of the Act. No. 32 of 2004 so the arrangement of the New Autonomous Region became one of the important issues that are still focusing of the Government. PP. 129 of 2000 about the Formation Requirements and Criteria for Expansion, Elimination, and Regional Merger later replaced by Regulation 78 of 2007 about Procedures for the Establishment, Abolition, and Region Merging.The efforts regional division is seen as a breakthrough to accelerate development through improving the quality of and easy access to the public service for the people. Considering the regional autonomy objective is to improve the welfare of the community, get closer to public services, and strengthen regional competitiveness. This research is intended to answer the question about what is extending impact of division policy on the social economic conditions of the society in sub district Gemehof Talaud islands.This research used a descriptive-Evaluative, with a quantitative approach. Informants in this research are 15 people that were taken by proportion 5 villages: 1 rural village is in the center of town, each village in north, south, east, and west. Instrument this research is using data collection with interview. Analyze the data with quantitative analysis.The results showed: 1) Impact of the policy of regional expansion program, 2) implementation of the policy of regional expansion program. Based on the this research results conclusion that: division policy districts Talaud islands in the form of implementation programs for infrastructure development, community empowerment and community service, especially in the sub district Gemeh of Talaud islands.Based on the results of this research, the conclusion are: 1). To improve the social economic conditions of rural communities, particularly in Sub district Gemeh, it would require concerted effort of the government together with other stakeholders to work together to improve the development of rural community infrastructure, empowering people and providing excellent service to community.2) considering the division policy had a positive effect and significantly to the improvement of social economic conditions of the people, then the government needs to deal with programs that touch directly to the community that needs as an integral part of regional divisions implemented destination itself.Keywords: Impact of Regional Expansion Policy

Abstract

Abstract: This research moved from the initial observation that the application by the amah VillageAutonomy Law. No. 6 Year 2015 About the Village is not optimal so that the impact on the low participation ofrural communities, especially in the district of South Sorong Regency Saifi. Thus, this study aimed to analyzethe effect of implementation of village autonomy to public participation in the development of Saifi village inthe district of South Sorong regency. Denagn applying the method of descriptive and quantitative approachesand applying imntrumen questionnaire, distributed to 46 people selamnjutnya government officials Kampungdistributed into five villages. After the data and information collected, then processed and analyzed by usingfrequency tables and analysis product moment correlation analysis and simple linear regression to test thehypothesis.The results of data analysis menunkkan that (1). The implementation of village autonomy is in thecategory "medium" tend to be "low", while the level of community participation in rural development are inthe category of "moderate" tend to be "high". (2). The implementation of village autonomy as one of the factorsthat influence people's participation in rural development. The implementation of village autonomy contributepositively and significantly on the level of participation of rural communities, especially in the district of SouthSorong Regency Saifi. Thus, it can be concluded that the hypothesis can be tested by empirical validity as wellas to justify the underlying theories.It is necessary to give some suggestions, among others: (1). Not optimal application of Village Autonomy,it is expected that the government (district / city and province) is committed to delegate authority under thelegislation in force regarding some matters that are directly handled by the village government so as toencourage an increase in the intensity of the implementation of village autonomy. (2). It is recommended thatthe local government encourages well as streamline the functions of village institutions as a partner with thevillage government through education and functional training.Keywords: Autonomy village, community participation, rural development

Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities

Abstract

ABSTRACTThe purpose of this study was to determine the relationship between the system of promotion andmotivation of employees working in the Secretariat of the South Halmahera District.This study uses a quantitative method that is associative. Sample of respondents were taken byproportional random sampling technique as many as 50 people or about 52% of the population (97 peoplePNS) Regional Secretariat of South Halmahera. Collecting data using questionnaires / questionnaire andassisted with interview techniques. The analysis technique used is descriptive statistical analysis is theanalysis of the frequency distribution and percentage, as well as analaisis chi-square and contingencykooefisien.Based on the analysis of data drawn conclusions: (1) System promotion of civil servants in SouthHalmahera District Secretariat is generally performed quite well in accordance with the criteria / basicpromotional applicable, objectively, fairly, and accurately. (2) The level of employee motivation is generallyquite good. (3) There is a significant correlation between promotion and motivation system of employeesworking in the Secretariat of the South Halmahera District; that the better the promotion system is gettingbetter or increase the motivation of the employment.Based on the conclusions of this study it can be suggested: (1) The employee promotion system stillneeds to be improved, especially in terms of the consistency of the use of criteria/ basic promotion,objectivity, and fairness; (2) work motivation of employees still need to be improved; (3) The promotionsystem let be used as one tool to increase employee motivation.Keywords: Promotion System, Work Motivation.

Abstract

Abstract: Labor discipline is a behavioral containing technical aspects that work ethic is the norms that arebinding and are set explicitly and practices such as behavioral attitudes respect, honor, obey, and obey thatmust be held to be maintained and implemented in government agencies. Problems to be answered in thisstudy is the work discipline of employees about employee performance affects the performance ofemployees working in the department of Agriculture of North Sulawesi. This study aims to determine theeffect of labor discipline against the employees of performance. These results indicate that the labordiscipline and significant positive effect on the productivity of employees in the department of Agricultureof North Sulawesi. Based on these conclusions labor discipline must be observed and maintained on eachemployee so that the tasks and responsibilities can be a priority terselenggarakan well.Keywords: influence, discipline, work performance.

Abstract

ABSTRACT : Observe to the problem that faced by young generation, it is necessary to attempt that will helpthose young generation to solve problems which that attempt need a place to develop and direct them. Theimplementation of development is a government duty from national to local government with appropriateexpertise. Then the implementation will translate to society life especially in counselling such as build anorganization that become a place to develop young generation in village. As an example is Karang Tarunathat can be a place to accommodating the aspirations and involved young generation to manage. Beside,Karang Taruna also play role as place to grow sense of nationality, develop self potency and social welfare.Research Method : This research using descriptive qualitative approaching method by deep interview to 7responden, observe and files investigation using additional instruments such as interview guidance list,recorder and stationery. Research results : According the role of Karang Taruna from 4 villages, they haven’timplemented the main role and duty as a organization yet. There were only two villages that have a goodimplementation , they are Tewasen and Pondos Village while the other two haven’t optimal implementationyet. Karang Taruna of Pondos Village has a good program’s plan but in their role as a government partner insociety welfare hasn’t optimal yet while good partnership shown is social life but need more guidance. Elusanand Wakan Village had not an optimal program’s plan, society empowerment and social welfare. Conclution :There are only two Karang Taruna with a good role implementation of society empowerment from fourKarang Taruna as an object of this research. They are Karang Taruna of Tewasen and Pondos Village whileKarang Taruna of Elusan and Wakan Village haven’t good implementation yet.Keywords : role, Karang Taruna Organization, village society.

Abstract

The purpose of this research is to know the performance of Regional Personnel Agency In Civil ApparatusRecruitment Process. This research uses qualitative approach method. which was proposed by Gibson thatis effectiveness, efficiency, accountability and justice. The research informant is the Head of BK Service (1Person): Secretary BKD (1 Person); Employee BKD (3 Persons) Applicants CPNS (5 Persons). Data wascollected using interview guidelines, while the analytical technique used was interactive model analysisfrom. Based on the results of data analysis, it is concluded that the effectiveness of the administration of theWaropen Regency administration, especially the Regional Personnel Agency of Waropen Regency, is seenfrom the indicators of effectiveness, efficiency, accountability and justice is not good. Based on the resultsof research can be recommended suggestions: 1. Waropen County Government, especially the RegionalPersonnel Agency Waropen Regency. Expected to further improve its performance; 2. It is necessary tomaintain and enhance the integrity and integrity of resources in the scope of the BKD, especially the attitudeand consistency of the responsibilities in order for each realization of the work program to be resolved asexpected; 3.The form of responsibility is further enhanced so that the bias gives the public trust andmaintains the authority of the government at the community level; 4. Abstract

Leadership style of boss can influence the success of employees in achievement. In other words,leadership style of boss can influence on job satisfaction of employees in an organization. Be purpose ofresearcher who want to achieve in this research is to know how big influence of leadership style of lurah tojob satisfaction of kelurahan Bahu Kecamatan Malalayang Kota Manado. The method used in this researchis quantitative method, with correlation and regression approach. In this research, the variables used arethe leadership style of lurah as independent / independent variable while the job satisfaction of the apparatusas dependent variable. So the sample in this research is all apparatus of Sub-District of Bahu KecamatanMalalayang Manado City amounting to 15 people. The result of this research is Head of Lurah Leadershipstyle have negative effect to the Satisfaction of Sub-District Officer of Sub-District of Malalayang City ofManado which is shown by regression equation Ŷ = 27.513 - 0.058X + e and hypothesis test with t-test thatimplies that value (-0.211) less than ttab value (1.771) at error level of 5% and dk = 13 for acceptance of theHo and the rejection of HA. Besar influence is shown by the coefficient of determination of 0.003 whichcontains the meaning of 0.03%Keywords: Lurah Leadership Style, Job Satisfaction Apparatus

Abstract

The organizational culture in Molompar Dua Village is called Mapalus. Culture mapalus inMolompar Dua Village one of which is mapalus house construction. Which where consisting of thirtymembers each member of the mapalus of house building must include building materials and labor. Themethod used is descriptive with qualitative approach. The informants in this study include the Village Headof Molompar Dua, Mapalus Board of House Construction, Member Mapalus House Construction, HostReceiver. Data collection techniques used in the form of interviews, observation and documentation. Dataanalysis is done by data collection, data reduction, data presentation, and conclusionThe results showed that the application of family values must always exist in maintaining togethernessin the mapalus of house construction, the implementation of deliberation and consensus must always putforward the common interest to accept any opinion and the results of the decision can not be disputed. theimplementation of deliberation and consensus in the chairman's house and can be in the guard hall.Cooperation is needed to achieve the goal of building the home mapalus. Unity and unity are important inthe developmental mapalus of the house because with the unity and unity all members can work together, tobuild and complete the homes of the recipient members of the housing mapalus.Suggestion given in this research is if always maintain the value of kinship, deliberation and consensus,cooperation, and unity mapalus development of house to reach organizational goals.Keywords: Organizational Culture, Community, Mapalus, House Construction
