Abstract

ABSTRAKPenelitian ini diangkat berdasarkan masalah yang ditemui yaitu: distribusi alat dan obat kontrasepsi kuranglancar, terbatasnya kemampuan pengelola di kab/kota, tenaga petugas lapangan keluarga berencana menurunsehingga pemakaian alat kontrasepsi terus mengalami penurunan untuk itu tujuan dari penelitian ini adalahuntuk mengetahui dan menggambarkan Evaluasi Kebijakan kependudukan program keluarga berencanaberdasarkan kriteria evaluasi seperti Efektivitas, Efesien, Kecukupan, Pemerataan, Responsivitas, dan ketepatanadapun objek penelitiannya di Badan Kependudukan dan Keluarga Berencana Provinsi Sulawesi Utara. Jenispenelitan adalah penelitian kualitatif dengan Teknik pengumpulan data terdiri dari observasi, wawancara dandata primer. Sementara teknik analisis dengan cara, reduksi data, penyajian data, penarikan kesimpulan. HasilKajian menunjukkan bahwa kebijakan kependudukan telah terlaksana dengan baik terbukti dari indikatorefektifitas, efisiensi, kecukupan, pemerataan dan ketepatan sedangkan pada indikator responsivitas masih kurangbaik. Efektifitas sudah baik karena terbukti dengan telah berhasilnya menekan laju pertumbuhan penduduklewat penggunaan alat dan obat kontrasepsi (Alkon), efisiensi sudah baik karna biaya untuk mengikuti programKB yang dibayarkan sebanding dengan pelayanan yang diberikan dan sesuai dengan yang telah ditetapkan,kecukupan sudah cukup membantu pemerintah karena banyak program keluarga berencana yang dikeluarkanuntuk mengatasi serta mengurangi permasalahan kependudukan yang terjadi di lapangan, pemerataan sudahbaik karena program KB sudah di ikuti oleh semua kalangan baik yang ada di perkotaan maupun yang ada dipedesaan lewat program kampung KB, ketepatan sudah baik karena program KB sudah tepat dalammengendalikan laju pertumbuhan penduduk lewat penggunaan alat dan obat kontrasepsi sedangkanresponsivitas masih kurang baik karena masih banyak keluhan dari masyarakat tentang alur/prosedur dalammengikuti program KB.Kata Kunci: Kebijakan, Evaluasi.

Abstract

the purpose of this study was to determine the accountability of public services in the East MahakeretVillage, Wenang District, Manado City. This study used a descriptive-qualitative approach. Public serviceaccountability is seen from three aspects, namely financial accountability, benefit or effectiveness accountability,and procedural accountability. The research informants were the lurah, head of the public service section andgovernment staff / implementers of the East Mahakeret village and several community members. Data collectionuses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles andHubernann. The results showed: (1) 1. Financial accountability in public services in the East Mahakerat Districtwas good because financial planning of the implementation of public service programs / activities was stipulatedin the SKPD work plan for the Kelurahan Government, and budget realization for public service deliveryactivities in each fiscal year was made / compiled in the Government Agency Performance Accountability Report(LAKIP) which is informed and accessible to the public. (2) Benefit Accountability or Effectiveness in the PublicServices in East Mahakeret Village is good because the type of public service that is held is public services whichare the scope of authority of the kelurahan government, and policies taken / implemented for the implementationof public services according to the authority and the interests of the community. (3) Procedural Accountability inpublic services in the East Mahakeret Village is good because the implementation of services already has aStandard Operating Procedure or SOP that is appropriate to the type of service, clear, uncomplicated, concise,and easy to implement by officers / village officials, and is followed by the people served.Keywords: Accountability, Public Services, Kelurahan.

Abstract

Abstract : This research aims to analyze the performance of a Public Broadcasting Institution theradio Indonesia Republic in Manado. Public Broadcasting Institution the radio Indonesia Republic inManado as a government bureaucracy is the one work unit in North Sulawesi. Public BroadcastingInstitution the radio Indonesia Republic in Manado is institutions that convey information as well as news –actual and reliable news as well as provide entertainment to the community particularly the city of Manado.To carry out its work, Public Broadcasting has a function a. Deliver/broadcast news and Information toactual and reliable, providing wholesome Entertainment to the community. The central problem in the studybased on the pre survey, for example, the protection of the rights of women workers, safety (safety securitywork) and also a guarantee against social workers. Qualifying employees in particular HR limitations ofEchelon IV also become constraints in the implementation of tasks and jobs. In addition still lack of trainingtrainingis to support the technical skill employees create a work to be hampered due to the lack of technicalknowledge of employees in carrying out his job. Therefore, in a situation like this, the head of Department orhead of the need to conduct performance assessment to review the extent to which employee performance andevaluate the effectiveness of the deficiencies contained therein so that action can be taken as soon as possibleto resolve the issue.In this study the author uses a quantitative approach. quantitative data processing-data that isobtained from the location of the research with data collection techniques: study library and study field, asfor Informants in this study was the assessment of officials is tops on Public Broadcasters, among them headof the radio Indonesia Republic in Manado Station, the head of the field and the head section.The results of this research are generally speaking the performance of employees in the PublicBroadcasting Institution the radio Indonesia Republic in Manado can be said to have good, based on thefinal value of each employee's performance with Employees Working Objectives values accumulate (SKP)and overall work so that Behavior can be inferred to be on the level of "good". But there are some drawbackson a number of aspects that need to be addressed. There are also some drawbacks in the system assessmentsbased Government Regulations No 46-year 2011 as in some aspects of the assessment that does not have aclear criteria in measuring these aspects in the assessment being thus causing less accurate, as well as theassessment is very subjective because it is only rated by his superiors only and does not involve otherelements associated with it. Further, the ratings only measure the performance on an individual basis andnot on the team's performance while at the moment the work more charged on teamwork, not merely on theindividual.Referring to the discussion and the conclusions above, the suggested performance in order toimprove Employee Public Broadcasting Institution the radio Indonesia Republic in Manado then needs to bein the presence of Required training To suggest as well as employee development programs so that theperformance achieved by the Public Broadcasting Institution the radio Indonesia Republic in Manado can beincreased again in all its aspects. Abstract

Supervision is a process to ensure that all activities carried out in accordance with what has beenplanned and taking action that can support the achievement of the expected rasults in accordance with thespecified performance. Basically supervision is part of the management function. Supervision has threetypes of supervision: preliminary supervision, councurrent supervision, feedback supervision. Localgovernment is one of the tools in the governance system. This research uses qualitative research typeresearch than is research used to examine natural objects where researchers as a key instrument. Theresults of the study showed that the supervision of the local government in the distribution of alcoholicdrinks in the eastern Pinolosian sub-district of Bolaang Mongondow district, namely the supervision andcontrol of alcoholic drinks, explicitly regulates that only sellers of alcoholic berverages must have a permit.But in the field still found some sellers do not have permission but freely sell these alcoholic drinks for aare no sanctions or confinement measures from the local government. Even thoung regulations on thesupervision and control of alcoholic drinks in south Bolaang Mongondow Regency especially in eastPinolosian subdistrict have been made since 2016, but the presence of policy has not shown changesregarding the distribution of alcoholic drinks in east Pinolosian subdistrict. This is because the function oflocal government supervision of the circulation of alcoholic beverages in the eastern olosian region has notbeen carrien out properly,seeing the reality in the field so far the government has not been consistent inapplying the rules of circulation and alcoholic drinks.if severe alcoholic beverage sellers can still be foundin various places, then the governmrnt will find it increasingly difficult to control the buying interest ofconsumers.although the local government has appealed that especially in east Pinolosian it must be nonalcoholicand pressurize every village head and the shari’ih must make village regulations so thansupervision in east Pinolosian is maximal because the seller or diluent is still free to sell drinks even thoughhe does not have permission from the governmrnt.Keywords: Surveillance, Local government, Alcoholic Drinks

Abstract: The purpose of this study was to find out the quality of free public health service in Nabire district general hospital.Research benefits as an information material for district goverments and communities. The method used is qualitativemethod with descriptive appoarch type and research location at general hospital of Nabire district. Based on the results ofresearch in accordance with the speed,timelines of service,accurate and quality but in the district general hospital Nabireuntil now the quality of healt services is not timely in health services and provide inaccurate data in the service and qualitythat is given has not run well in public health service because the quality of free public health service in Nabire districtpublic hospital has not done well. Abstract

Abstract: This study berwal of experiences to the principal that is, the extent to which the influence of theleadership of the head of the village to increase public awareness in paying taxes on land and buildings inthe village kaayuran south district under the District Langowan minahasa. Thus this study aims to analyzethe influence of the leadership of the head of the village to increase public awareness in paying taxes on landand buildings in the village kaayuran south district under the District Langowan minahasa. This study usesquantitative methods to approach the descriptive analysis of data and information collected throughquestionnaires distributed to the technique 53 respondents were equipped with observation technique byapplying the technique of frequency tables, analysis of product moment and simple linear regression. Basedon the results of the data analaisi known that the answer respoenden on leadership clod village is in a classinterval between 22-25 with a .frequency of 25 respondents, or 47.2% This indicates that the average scoreof variable Leadership Village Head (X) are in the category of "high" while in the pay of the UN Awareness(Y) beada the class interval between 22-25 with a frequency of 23 respondents, or 43.4% , It can beinterpreted that the average scores in the Public Awareness variable pay land and building tax (Y) in thevillage of Down District Langowan Kaayuran the South are in the category of "high" It can be concludedthat the Leadership Village Head Down Kaayuran Southern District Langowan very ignifikan positive effecton the level of public awareness in paying property tax The village head in implementing transformationalleadership style tends to rely more effective in raising public awareness and building earth to pay tax, inparticular in Kaayuran village Down South Minahasa District Langowan.Keywords: Leadership village head, Awareness In Pay Property Tax

ABSTRAKPenerapan Sistem Informasi Manajemen merupakan segala bentuk kegiatan yang dilakukan di dalaminstansi yang didalamnya memerlukan informasi. Terkait dengan penerapan sistem informasimanajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan ada beberapa faktor yang dapatdilakukan untuk penerapan sistem informasi manajemen yang baik yaitu berdasarkan teori dariMurdick 2000 yang dapat dilihat dari beberapa faktor meliputi Faktor teknis, faktor operasional, danfaktor ekonomis. Penerapan sistem informasi manajemen dinas kesehatan Kabupaten MinahasaSelatan diadakan tahun 2006. Sistem Informasi Manajemen ini dilaksanakan di Dinas KesehatanKabupaten Minahasa Selatan ditunjukan untuk seluruh Puskesmas yang ada di Kabupaten MinahasaSelatan, dalam Hal ini penerapan sistem informasi Manajemen yaitu berupa pengelolaan data melalulikomputerisasi. Dalam penelitian ini bertujuan untuk mengetahui Bagaimana Penerapan SistemInformasi Manajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan. Hasil penelitian yangdilakukan melalui pengumpulan data yang diperoleh melalui observasi dan wawancara. Hasilpenelitian menunjukan bahwa proses penerapan Sistem Informasi Manajemen Di Dinas Ini masihkurang optimal di sebabkan oleh keterbatasan sarana dan prasarana dalam hal ini menyangkut faktorteknis dan operasional yang masih kurang memadai juga didukung dengan keterbatasan anggaranyang masuk di dinas kesehatan yang diberikan oleh pemerintah daerah. Sebagai saran yang adaBerkaitan dengan faktor teknis, Dinas kesehatan kabupaten minahasa selatan dalam menerapkanSistem Informasi Manajemen perlu memperhatikan secara saksama dan teliti, dimana dalam halteknis sendiri sangat membawa pengaruh yang besar terhadap keberhasilan suatu penerapan SIMagar mampu bekerja secara optimal. Untuk faktor operasional sendiri dinas kesehatan kabupatenminahasa selatan, dalam menerapkan sistem informasi manajemen agar tepat sasarannya, diperlukanadanya Sumber Daya manusia yang dimaksud dengan staff atau pegawai yang memiliki keahlian dibidang komputer, yang mampu mengoperasikan komputer dalam pelaksanaan sistem informasimanajemen agar dapat diterapkan dengan baik di dinas ini. Untuk faktor ekonomi diharapkanpemerintah lebih lagi melakukan pengawasan untuk ketersedian kebutuhan sarana dan prasaranajuga kebutuhan yang lain.Kata Kunci: Penerapan, Sistem Informasi Manajemen

Abstract

This study aims to explain the extent of the work ability of government officials in serviceto the community in the West Tahuna District Office in Sangihe Regency. This study uses qualitativeresearch, with primary and secondary data sources, then the data obtained by interview,documentation and observation. The collected data is then analyzed through data reduction and datapresentation then conclusions and verification are carried out so that they can provide answers tothe research problem. The results of this study indicate that the ability of the apparatus to provideservices to the community in the West Tahuna District of the Sangihe Islands Regency is evidentfrom intellectual abilities and physical abilities. 1. The intellectual ability of the apparatus to provideservices to the community is seen from their educational background, understanding of the rules,previous positions and support from leaders and colleagues. 2. The physical ability of the apparatusin providing services to the community is good because it is supported by the age factor of relativelyyoung employees, the ability to take advantage of new technological work facilities as well as theexistence of a good working relationship with the leadership and coworkers. And in order to improvethe ability of officials in providing services to the community in the District of West Tahuna, SangiheRegency, it is necessary to create an employee capacity development program in accordance withthe existing work. And the nature and character as an apparatus that is responsive and cares for theneeds of the community must be owned by every state civil apparatus.

Abstract

Abstract: Government Regulation 42 of 2004 on Life Coaching Corps and the Code of Conduct for civil servants, explicitly and clearly stated ethical obligation for civil servants in carrying out official duties. But in reality there is still the attitude and behavior of civil servants that do not fit. This research is to answer the question "to what extent the application of ethics of civil servants in the discharge of public service personnel in the sub-district office Wanea Manado.Research using qualitative methods. In this case the application of ethics of civil servants visits of eight indicators: (1) carry out the duties and powers according to the provisions; (2) establishing a work ethic to improve performance; (3) comply with and adhere to operational standards and obedient labor; (4) ensuring cooperatively work in realizing the efficiency and effectiveness; (5) sought to develop competencies and creative and innovative thinking in the implementation of tasks; (6) accountable in carrying out the task; (7) responsive, open, honest, and accurate, and timely in completing tasks; (8) use of resources in an efficient and effective organization; Informants in this study were officials and staff at Head Office Wanea, as many as 10 people. Data collection by interview; while data analysis using interactive model analysis techniques of Miles and Hubernann.The results showed that the application of ethics of civil servants of eight indicators that can be applied to everything is pretty well by the public service personnel in the sub-district office Wanea, but not optimal.Based on the results of these studies conclude that the application of ethics of civil servants specified in the PP. No. 42 of 2004 has not been optimally performed by the apparatus of public services in the sub-district office Wanea Manado, but generally has been good enough. Based on the conclusions of the research results can be put forward suggestions to improve the application of ethics among civil servants in the public service apparatus, as follows: (1) need more intensive socialization of the PP. 42 of 2004 to the whole apparatus of public services (2) enforcement of civil etika needs to be improved by implementing a consistent and objective sanctions against any ethics violations.Keywords: Application, Ethics, Public Service.
