Abstract

Facing the Covid 19 pandemic, Indonesia is faced with the quality of essential health services that are still not optimal in various provinces. The main problems of vital health services that have emerged in West Java Province include the number and infrastructure of public health centers, the affordability of services and types of services such as maternal and child health, immunization, nutrition, environmental health and coverage of public health nursing performance. service quality variable, the theoretical approach of Fitzsimmons & Fitzimmons (2011) is used with Tangibles, Reliability, Responsiveness, Assurance and Empathy factors. The research method used is an informative survey approach by collecting data from library analysis sources and field experiments, including questionnaires, observations, and interviews. The sampling method used is Plain Random Sampling. The selected sample (n) was 92 people. The data analysis methodology used is route analysis. The results of the study reveal the positive and significant impact of policy implementation on the effectiveness of the quality of critical health services. In addition, it was also found that communication effectiveness variables that affect the quality of essential health services in West Java Province are also found

Abstract

Penelitian ini dilatarbelakangi oleh belum optimalnya kualitas pelayanan dalam proses pemberian izin praktik dokter di Kota Bandung, yang ditandai dengan keluhan keterlambatan, ketidakjelasan prosedur, dan minimnya transparansi informasi. Penelitian ini bertujuan untuk menganalisis pengaruh implementasi kebijakan terhadap kualitas pelayanan, khususnya pada pelayanan izin praktik dokter oleh DPMPTSP Kota Bandung. Metode yang digunakan adalah pendekatan kuantitatif dengan teknik survei melalui kuesioner kepada 88 responden. Analisis dilakukan menggunakan regresi linear berganda untuk mengetahui pengaruh variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi terhadap kualitas pelayanan. Hasil penelitian menunjukkan bahwa keempat variabel tersebut berpengaruh positif dan signifikan secara parsial maupun simultan terhadap kualitas pelayanan. Simpulan dari penelitian ini adalah bahwa implementasi kebijakan yang baik meningkatkan mutu pelayanan izin praktik dokter. Implikasinya, perbaikan komunikasi, penyediaan sumber daya, peningkatan responsivitas petugas, dan penyederhanaan struktur birokrasi dapat menjadi langkah strategis dalam meningkatkan kualitas pelayanan publik di bidang perizinan tenaga kesehatan.

Abstract

Penelitian ini menggambarkan Strategi Kolaborasi Implementasi Kebijakan Pemberdayaan Desa di Provinsi Jawa Barat, Masalah penelitian: 1) Implementasi Kebijakan Pemberdayaan Desa. 2) Faktor-faktor yang mempengaruhi Implementasi Kebijakan Pemberdayaan Desa. dan 3) Strategi Kolaborasi Kebijakan Pemberdayaan Desa di Provinsi Jawa Barat.  Metode penelitian yang digunakan peneliti adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian adalah Kebijakan pemberdayaan desa di Provinsi Jawa Barat telah diimplementasikan, hasilnya diindikasikan adanya penurunan jumlah desa tertinggal dan desa berkembang di Provinsi Jawa Barat meningkat menjadi desa maju dan desa mandiri. Implementasi kebijakan pemberdayaan desa di Provinsi Jawa barat dipengaruhi oleh faktor produktivitas, linearitas, dan efisiensi, Sedangkan faktor determinan yang mempengaruhi implementasi kebijakan pemberdayaan desa mencakup subtansi kebijakan, prilaku tugas pelaksana, interaksi jejaring kerja, partisipasi kelompok sasaran dan sumber daya. Sementara upaya untuk mengatasi kendala yang mempengaruhi implementasi kebijakan pemberdayaan desa yaitu dengan kesiapan kelembagaan, kesiapan program, dan kesiapan SDM serta kolabrasi penta helix. Terdapat tiga faktor dominan yang menjadi kendala dalam implementasi kebijakan pemberdayaan desa yaitu waktu, regulasi, dan kehati-hatian. Hasil analisis Strategi SOAR terkait dengan implementasi kebijakan pemberdayaan desa menghasilkan strategi koleborasi penta helix. Hasil temuan penelitian ini adalah model implementasi kebijakan dengan pendekatan kolaborasi melalui skema penta helix untuk mewujudkan desa mandiri di Provinsi Jawa Barat.

Abstract

This community service program aimed to build a collaborative multi-stakeholder governance system for Indonesian Migrant Workers (PMI) protection through drafting Village Regulations (Raperdes) in Ngamprah Subdistrict. The main problems addressed were regulatory vacuum, low legal drafting capacity of village officials, absence of PMI data systems, minimal integration of PMI issues in village planning and budgeting, and weak cross-sectoral collaboration. Methods employed included legal drafting training, collaborative workshops, Focus Group Discussions (FGD) with stakeholders, development of manual and digital data templates, and advocacy for PMI issue integration in RKPDes and APBDes. Outputs included: draft PMI Protection Raperdes, training modules, PMI database system, assessment reports, and migrant village collaboration forums. The educational, collaborative, and local regulation-based approach proved effective in enhancing village capacity to protect PMI inclusively and sustainably.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi birokrasi dalam meningkatkan kualitas layanan Penerangan Jalan Umum (PJU) di Kabupaten Cianjur, dengan menekankan pada efektivitas kelembagaan, pemanfaatan teknologi, dan partisipasi masyarakat. Layanan PJU merupakan bagian dari pelayanan dasar yang berdampak langsung terhadap keselamatan, kenyamanan, dan aktivitas sosial ekonomi masyarakat. Namun, implementasi program “Cianjur Caang” masih menghadapi berbagai tantangan, seperti keterbatasan sumber daya manusia, belum terbentuknya Unit Pelaksana Teknis Daerah (UPTD) khusus PJU, serta belum optimalnya sistem pelaporan dan pemeliharaan. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus, melalui wawancara mendalam, observasi non-partisipatif, dan studi dokumentasi. Analisis data dilakukan dengan model interaktif Miles dan Huberman serta analisis SWOT. Hasil penelitian menunjukkan bahwa kinerja birokrasi masih berorientasi pada output fisik, belum pada outcome sosial. Ketimpangan distribusi PJU antara wilayah perkotaan dan pedesaan, serta rendahnya partisipasi masyarakat dalam pengawasan, menjadi isu utama. Penelitian ini menawarkan model strategi integratif berbasis tiga pilar: penguatan kelembagaan melalui pembentukan UPTD, inovasi teknologi seperti Smart PJU berbasis IoT dan dashboard GIS, serta pendekatan partisipatif melalui komunitas peduli PJU. Kebaruan penelitian ini terletak pada integrasi ketiga pilar tersebut dalam satu kerangka kebijakan yang adaptif, kolaboratif, dan berkelanjutan. Temuan ini memperkaya literatur tentang reformasi birokrasi dan pelayanan publik berbasis teknologi dan masyarakat, serta memberikan rekomendasi praktis bagi pemerintah daerah dalam mewujudkan pelayanan PJU yang responsif, akuntabel, dan inklusif.

Abstract

The control of alcohol distribution and consumption in Medan City is part of the local government's efforts to maintain social order and public health. This study aims to evaluate the effectiveness of policy implementation based on Hasibuan’s (2016) theory, which includes four stages: setting performance standards, measuring actual performance, comparing results with standards, and taking corrective actions. In addition, Nugroho’s (2018) policy control theory is used to examine aspects of monitoring, evaluation, and law enforcement. The findings indicate that control efforts have been carried out through enforcement operations, public education, and minor criminal court proceedings (tipiring). However, challenges such as illegal distribution via COD systems, limited resources, and low public awareness remain significant obstacles. Policy evaluation has not yet fully adapted to technological developments and new distribution patterns. Therefore, regulatory revisions, strengthened intersectoral coordination, and improved institutional capacity are needed to ensure more effective and sustainable alcohol control.

Abstract

Pembangunan kepemudaan merupakan bagian integral dari strategi peningkatan kualitas sumber daya manusia (SDM) menuju Indonesia Emas 2045. Secara legal-formal, kebijakan ini berlandaskan Undang-Undang Nomor 40 Tahun 2009 tentang Kepemudaan, namun implementasinya masih menghadapi tantangan struktural, seperti tumpang tindih antar program kementerian dan belum optimalnya peran Kemenpora sebagai aktor utama. Di tingkat daerah, Kabupaten Bekasi memiliki kewenangan luas dalam pembangunan kepemudaan melalui asas desentralisasi, namun masih dihadapkan pada rendahnya partisipasi pemuda, minimnya pemahaman terhadap program pemerintah, serta meningkatnya keterlibatan pemuda dalam tindakan kriminal. Penelitian ini bertujuan menganalisis implementasi kebijakan pembangunan kepemudaan di Kabupaten Bekasi dengan pendekatan deskriptif-kualitatif, menggunakan teori implementasi kebijakan Van Meter dan Van Horn sebagai kerangka analisis. Hasil kajian menunjukkan bahwa meskipun telah tersedia regulasi dan fasilitas pendukung, pelaksanaan program belum sepenuhnya efektif dan merata. Diperlukan penguatan koordinasi lintas sektor, pemanfaatan media komunikasi, serta pendekatan yang lebih adaptif dan inklusif untuk menjangkau seluruh lapisan pemuda. Dengan strategi yang tepat, pembangunan kepemudaan di Kabupaten Bekasi dapat menjadi fondasi penting bagi regenerasi yang berkualitas dan berdaya saing.

Abstract

The Smart Village concept in Indonesia seeks to integrate information and communication technology (ICT) into rural development to enhance public service efficiency, community empowerment, and overall quality of life. This study adopts a qualitative descriptive approach through document analysis to explore the implementation of Smart Village initiatives as a strategy to reduce disparities between urban and rural areas. Key challenges identified include infrastructure gaps, limited digital literacy, budget constraints, resistance to change, and data security concerns. Successful case studies such as Banyuwangi’s Smart Kampung, public-private partnerships in Pangandaran, and the adoption of telemedicine and e-learning platforms illustrate significant improvements in administrative efficiency, transparency, healthcare access, education, and local economic empowerment. The findings emphasize the importance of multi-stakeholder collaboration involving government, private sector, academia, and communities to overcome these barriers. Furthermore, the study outlines the phased process of digital transformation in public services: digitization, digitalization, integration, and intelligent governance, exemplified by initiatives such as e-KTP, the Village Information System (SID), and the One Data Indonesia portal. Policy frameworks including the National Electronic-Based Government System Architecture (SPBE) and the Digital Village Movement are identified as critical enablers. Ultimately, equitable infrastructure, comprehensive digital literacy, secure data governance, and sustainable funding models are essential to scale Smart Village initiatives nationwide, fostering inclusive and sustainable rural development.

Abstract

Food security is a vital aspect of regional development, especially in disaster-prone areas such as Sumedang Regency. Food security programs require strategic collaboration between local government and security institutions to ensure effective food distribution and enhance community resilience. This study aims to analyze the implementation of collaborative governance in the food security program in Sumedang Regency, focusing on the role of Brimob Polri as a strategic partner of the local government. The research uses a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and document analysis. Data are analyzed using Miles & Huberman's interactive model including data reduction, data display, and verification of conclusions. The research results show that collaborative governance has proceeded through three main stages: strategic planning, policy implementation, and monitoring-evaluation. Brimob Polri plays an important role in ensuring secure distribution, providing community education, and logistical support. However, challenges remain such as differences in institutional priorities, limited logistical infrastructure, the need to increase community participation, and geographic barriers. This research provides important contributions to understanding the mechanism of collaborative governance for food security in disaster-prone areas and offers strategic recommendations for optimizing cross-sector collaboration in the context of sustainable development and disaster risk reduction.

Abstract

The waste management problem in Bandung City has reached a critical level, marked by daily waste volume exceeding the capacity of the Sarimukti Final Disposal Site (TPA). This condition has prompted the Bandung City Government to implement a series of policies aimed at reducing waste at its source. This study aims to analyze the implementation of waste management program policies in Bandung City, focusing on the "Kang Pisman" (Reduce, Separate, Utilize) program using the analytical framework of the George C. Edwards III Policy Implementation Model which includes four key variables: communication, resources, disposition, and bureaucratic structure. The method used is a qualitative approach with literature studies and document analysis to collect relevant secondary data. This methodological limitation implies that the analysis focuses more on regulatory and structural aspects, while the dimensions of community behavior and implementation dynamics at the field level are examined through policy documents and official reports, rather than direct observation. The results of the study indicate that although implementation is supported by a strong legal basis such as Regional Regulation No. 9 of 2018 and various mayoral regulations, their effectiveness is hampered by unequal communication down to the household level, limited infrastructure and budget, and varying dispositions of implementers and the community. The theoretical contribution of this research lies in the systematic application of the Edwards III Model in the context of decentralized urban waste management in Indonesia, which enriches the public policy implementation literature by identifying that the success of innovative, community-based programs requires the simultaneous alignment of all four implementation variables. The practical implications are the need to strengthen locality-based communication, more proportional resource allocation, and the establishment of cross-sectoral coordination mechanisms to improve the effectiveness of sustainable waste management programs in Indonesian metropolitan cities.
