Abstract

This study aims to determine the performance accountability of the Regional Development Planning Agency (BAPPEDA) of Muara Enim Regency in 2017, including supporting factors and inhibiting factors. Accountability for the performance of regional apparatus is needed to measure the level of success and or failure of regional apparatus in achieving common goals and targets according to the performance targets set in the district RPJMD. This research was conducted with a qualitative approach and using descriptive analysis. The data collection technique used interview, observation, and documentation methods. The results showed that the performance accountability of BAPPEDA Muara Enim Regency in 2017 was very good, which was shown by the existence of excellent performance planning, performance measurement, performance reporting, internal evaluation, and performance achievements. The supporting factors for the performance of BAPPEDA in Muara Enim Regency are the existence of a strong team work, the development of achievement motivation, consistent monitoring and supervision of leaders and conducive organizational conditions that support the development of employee creativity and innovation. Meanwhile, the inhibiting factor felt by BAPPEDA employees was the absence of a special performance allowance for high workloads. This can lead to counter-productive and demotivating employees. It is recommended that in the future, consider the existence of a special performance allowance for the employees of BAPPEDA Muara Enim Regency and make BAPPEDA as a role model for performance development for other Regional Apparatus Organizations in Muara Enim Regency.

Abstract

: Kegiatan ini dilatarbelakangi adanya ketertarikan tim dengan fenomena pemilih pemula yang akan menggunakan hak suaranya pada pemilu berikutnya dengan kuantitas yang begitu banyak. Desa Burai, Ogan Ilir menjadi salah satu desa yang memiliki penduduk usia muda yang cukup banyak dari total penduduk desa. Peran partisipasi pemuda dalam kegiatan pembangunan menjadi hal positif namun juga dapat menjadi tantangan tersendiri dalam mempersiapkan regenerasinya. Untuk mempersiapkan regenerasi pemuda tersebut perlu diberikan wawasan yang lebih luas terutama bentuk-bentuk partisipasi politik yang lebih komprehensif, seperti bagaimana menjadi pemilih yang cerdas dan menyikapi isu-isu politik yang ada di sekitar serta aturan-aturan yang berhubungan dengan partisipasi politik. Kegiatan pelatihan dan pendampingan pemuda sebagai pemilih pemula di Desa Burai ini dilakukan dengan tujuan mendorong partisipasi politik pemilih pemula dalam sistem demokrasi di Indonesia. Kegiatan pengabdian ini akan dilakukan dalam 3 kali kunjungan ke lokasi pengabdian dan puncaknya dilakukan pada Rabu, 24 Agustus 2022. Metode pelaksanaan dalam kegiatan pengabdian kepada masyarakat ini berbentuk pendampingan, sosialiasi, serta kegiatan bedah film dan focus group discussion dan penilaian didukung dengan pretest dan post-test untuk mengetahui tingkat pemahaman peserta pra dan pasca kegiatan. Khalayak yang akan disasar dalam kegiatan pengabdian kepada masyarakat ini adalah 30 orang, yakni merupakan siswa/i Madrasah Aliyah Nurul Ulah Burai. Hasil kegiatan menunjukkan adanya peningkatan pemahaman peserta terhadap wawasannya mengenai demokrasi, dan peran penting pemilih pemula dalam proses politik dan demokrasi di Indonesia. Melalui kegiatan ini diharapkan dapat menghindari generasi muda terpengaruh isu-isu negatif yang seringkali muncul dan menimbulkan perpecahan ditengah-tengah masyarakat.This activity was motivated by the team's interest in novice voters who will use their voting rights in the next election with so many quantities. Bulai Village, Ogan Ilir, is one of the villages that has a young population that is quite a lot of the total village. The role of youth participation in development activities is positive but can also be a challenge in preparing for its regeneration. To prepare for the regeneration of youth, it is necessary to be given broader insights, especially more comprehensive forms of political participation, such as how to be smart voters and respond to political issues and rules related to political involvement. The training and mentoring of youth as novice voters in Burai Village was carried out to encourage the political participation of novice voters in the democratic system in Indonesia. This service activity will be carried out in 3 visits to the service location, and the peak will be carried out on Wednesday, August 24, 2022. The implementation method in this community service activity is in the form of mentoring, socialization, film review activities, and focus group discussions and assessments supported by pretest and post-test to determine the level of understanding of pre- and post-activity participants. The audience that will be targeted in this community service activity is 30 people, namely students of Madrasah Aliyah Nurul Ulah Burai. The activity results showed an increase in participants' understanding of their insights about democracy and the important role of novice voters in the political process and democracy in Indonesia. Through this activity, it is hoped that it can avoid the younger generation being affected by negative issues that often arise and cause social divisions.

Abstract

This research aims to (1) describe the scheme for distributing farmer cards to farmers; and (2) describe the urgency of implementing the farmer Card policy in improving the welfare of farmers in Indonesia. This research is qualitative-descriptive research. The results of this research show that (1) the scheme for distributing farmer cards to farmers is carried out through two models, namely non-cash fertilizer assistance funds and subsidized fertilizer quotas; (2) the urgency of implementing the Farmer's Card policy in improving the welfare of farmers in Indonesia, including equalizing agricultural fertilizer prices nationally, subsidized fertilizer policies that can be controlled by the government, and the effectiveness of the farmer's card policy in line with farmers' knowledge regarding the policy.

Abstract

The prevalence of slums remains a pressing global issue, with more than 1.1 billion people currently living in such conditions. This situation reflects persistent inequalities in access to adequate housing and basic services. To address this challenge, cross-country learning is essential to identify and adapt best practices for sustainable slum upgrading. This study employed qualitative methods to examine slum upgrading initiatives in South Korea, Colombia, India, and Indonesia. Data were collected through document analysis, literature review, and case study approaches. The findings indicate that the success of slum upgrading is determined not only by physical improvements but also by the quality of multi-stakeholder collaboration, community leadership, and consistent policy implementation. The cases of South Korea and Colombia highlight the importance of social mobilization and inclusive planning, whereas the cases of India and Indonesia underscore ongoing challenges related to coordination and funding constraints. This study underscores the need to strengthen local government capacity, enhance community participation, and develop multi-source financing schemes as key prerequisites for inclusive, empowered, and sustainable slum transformation. The cross-country insights presented here provide valuable policy lessons that can be adapted to improve slum upgrading practices in Indonesia.

Abstract

This study aims to analyze the implementation of tin and coal mining policies in the Bangka Belitung Islands. It uses a qualitative analysis approach and focuses on unconventional tin mining in the Bangka Belitung Islands. This study employs the implementation theory framework proposed by Donald Van Metter and Carl Van Horn, which includes policy objectives, resources, characteristics of implementing agents, implementers' dispositions, interorganizational relationships, and social, political, and economic conditions. Data were collected through literature review using administrative law to determine standards and their application. The findings of this study indicate that there are still numerous illegal tin mines, which cause losses for the local community and the Bangka Belitung region.
