Abstract

ABSTRACTThe purpose of this study is to illustrate how sub-district governments manage performance during a time of crisis, specifically the COVID-19 pandemic. When the pandemic struck, the government, which had been criticized for its excessive concentration on routine and administrative affairs, was at a loss for how to respond. COVID-19 requires the government to perform double duty since it must continue to deliver ordinary public services while also working harder to contain the spread of COVID-19 at all levels. Thus, performance management is critical for assuring organizational performance and managing the performance of its personnel in the face of increasing work stress and work-related weariness. This study employed a qualitative method and a case study approach in the North Indralaya sub-district government. The study’s findings indicate that, aside from implementing work- from-home policies and increasing the use of information and communication technologies in public services, the sub-district government has made few modifications to performance management. As a practical consequence, adaptive and evidence-based performance management must be implemented to enable a more rapid response to the dynamics of society as a result of the COVID-19 pandemic. Due to the qualitative nature of the current study, a future study may examine the same issue using quantitative research, assessing the influence of current performance management on employee satisfaction, performance, and motivation. Keywords: Performance management, sub-districts, Covid-19 ABSTRAKTujuan dari penelitian ini adalah untuk mengkaji bagaimana pemerintah kecamatan mengelola kinerja pada masa krisis, khususnya pandemi COVID-19. Ketika pandemi melanda, pemerintah yang dikritik karena konsentrasinya yang berlebihan pada urusan rutin dan administrasi, memiliki sedikitpengetahuan tentang bagaimana meresponsnya. COVID-19 menuntut pemerintah untuk melakukan tugas ganda, karena harus terus memberikan pelayanan publik biasa sambil juga bekerja lebih keras untuk menahan penyebaran COVID-19 di semua tingkatan. Dengan demikian, manajemen kinerja sangat penting untuk memastikan kinerja organisasi dan mengelola kinerja personelnya dalam menghadapi peningkatan stres kerja dan kelelahan terkait pekerjaan. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus di Pemerintah Kecamatan Indralaya Utara. Temuan studi menunjukkan bahwa, selain menerapkan kebijakan bekerja dari rumah dan meningkatkan penggunaan teknologi informasi dan komunikasi dalam layanan publik, pemerintah kecamatan hanya melakukan sedikit modifikasi pada manajemen kinerja. Sebagai konsekuensi praktis, manajemen kinerja yang adaptif dan berbasis bukti harus diterapkan untuk memungkinkan respons yang lebih cepat terhadap dinamika masyarakat akibat epidemi COVID-19. Karena sifat kualitatif dari studi saat ini, studi masa depan dapat memeriksa masalah yang sama menggunakan penelitian kuantitatif, menilai pengaruh manajemen kinerja saat ini terhadap kepuasan, kinerja, dan motivasi karyawan.Kata Kunci: Manajemen kinerja, kecamatan, Covid-19

Abstract

The lack of a clear definition of radicalism leads Islamic organisations to feel entitled to interpret it. It results in contention for the meaning of radicalism and forms a different reality for each reader. By taking a case study on two spectra of Islamic organisations, moderate Islamic organisation (NU Online) and Islamic extremist organisation (Portal Islam), this study aims to understand the construction of radicalism in two Islamic news portals. We utilised a dataset of news about radicalism from September 2018-2019 and analysed it using a combination of corpus linguistic (CL) and critical discourse analysis (CDA). While CL helped to reveal emerging discourses, CDA intended to observe the patterns and relate them into socio-political contexts critically. The results indicate that each site was blurring the information function of news portals into a propaganda function. They also generate fragmented knowledge, which leads to a misrepresentation of paradigm towards radicalism. This leads to discriminatory actions against other groups. The meaning of radicalism in the media may encourage group dichotomy, which is counterproductive to countering terrorism in Indonesia. This study contributes to a comprehension of the terrorism phenomenon by providing a closer view of how moderate and extreme Islamic organisations interpret radicalism.

Abstract

Practitioners and academics are faced with problems about why public policy fails to achieve its goals and is met with resistance from the public. This then led to the birth of an evidence-based policy (EBP) concept that is trusted and has been proven to increase policy success. Unfortunately, this concept has not yet reached the village government level. Therefore, this community service aims to socialize this concept and put it into practice by taking a case study on the environmental resilience index as one of the compilations of the village developing index (IDM). We took a case study in Desa Lorok, Kecamatan Indralaya Utara, Kabupaten Ogan Ilir for several reasons, such as governance and their readiness to accept this new concept. This community service is a model for implementing EBP by the needs and characteristics of the community because it is formulated jointly between us as academics and the community. Another result is policy recommendations for increasing environmental resilience by focusing on the criteria composing the index.

Abstract

This study aims to determine the performance accountability of the Regional Development Planning Agency (BAPPEDA) of Muara Enim Regency in 2017, including supporting factors and inhibiting factors. Accountability for the performance of regional apparatus is needed to measure the level of success and or failure of regional apparatus in achieving common goals and targets according to the performance targets set in the district RPJMD. This research was conducted with a qualitative approach and using descriptive analysis. The data collection technique used interview, observation, and documentation methods. The results showed that the performance accountability of BAPPEDA Muara Enim Regency in 2017 was very good, which was shown by the existence of excellent performance planning, performance measurement, performance reporting, internal evaluation, and performance achievements. The supporting factors for the performance of BAPPEDA in Muara Enim Regency are the existence of a strong team work, the development of achievement motivation, consistent monitoring and supervision of leaders and conducive organizational conditions that support the development of employee creativity and innovation. Meanwhile, the inhibiting factor felt by BAPPEDA employees was the absence of a special performance allowance for high workloads. This can lead to counter-productive and demotivating employees. It is recommended that in the future, consider the existence of a special performance allowance for the employees of BAPPEDA Muara Enim Regency and make BAPPEDA as a role model for performance development for other Regional Apparatus Organizations in Muara Enim Regency.

Abstract

Desa adalah sebuah perwujudan geografis (wilayah) yang ditimbulkan oleh unsur-unsur geografis sosial, ekonomi, politik, dan kultural dalam hubungan dan pengaruh timbal baliknya dengan daerah-daerah lain disekitarnya. Sebagai wujud pengakuan Negara terhadap Desa, khususnya dalam rangka memperjelas fungsi dan kewenangan desa, serta memperkuat kedudukan desa dan masyarakat desa sebagai subyek pembangunan, diperlukan kebijakan penataan dan pengaturan mengenai desa yang diwujudkan dengan lahirnya UU Nomor 6 Tahun 2014 Tentang Desa. Pedamaran memiliki beberapa sumber daya alam yang dapat dimanfaatkan warga. Disana terdapat lebak lebung atau danau yang dapat dimanfaatkan warga untuk mencari ikan, mengambil tanaman purun untuk dimanfaatkan sebagai berbagai macam kerajinan tangan dan menggembalakan kerbau rawa. Hasil dari kegiatan ini adalah melalui program kerja utama, masyarakat Desa Menang Raya sadar akan besarnya andil pemasaran online (digital marketing) dalam memasarkan produk unggulan desa berupa kerajinan purun dan kemplang. Kesadaran ini didukung dengan pelatihan pembuatan akun e-commerce dan juga pengambilan foto produk agar menarik perhatian pembeli, sehingga masyarakat khususnya pengrajin purun dan pembuat kemplang siap untuk merintis bisnis online-nya. Kata Kunci: KKN, Pedamaran, Purun, e-Commerce

Abstract

The advancement of Palembang City family planning programs was not followed by community participation in this program, particularly by young spouses. This is a fascinating topic of discussion as the government's failure in identifying the causes of the decrease in the participation rate in family planning would have consequences for choosing alternative policies and the policy targets are not eventually reached. Therefore, this study aims to provide alternative viewpoints in looking at options for not participating the family planning program, through the meaning of young spouses to the program. This study used a qualitative design by interviewing five young spouses. By using the theory of symbolic interactionalism, this research found that from the dimension of mind, children are an investment that can strengthen their relationship with God while lightening their lives in their pension time. While from the dimension of self, a spouse does not show spontaneity, impulsive, and creative as an individual, but shows themselves as a husband and wife where the decision is in a joint decision. Lastly, from the dimension of society, the informants tend to be closed in making decisions. In more detail, they decide based on the information they know. This indicates the ineffectiveness of information dissemination from government, religious leaders and the mass media. The practical implications of this research are meaning of the individual intersects with the community, so the government must improve the dissemination of information, more holistically, so that messages do not reach only the individuals concerned but the community at large. The results could be the key to enhancement of quality family in Palembang.

Abstract

ABSTRACT It is projected that the spread of disinformation infodemic among the COVID-19 pandemic will be as quickly or even more rapidly than the virus itself. The absence of the government in quickly and accurately providing information is suspected of being the basis of this phenomenon. Several studies have attempted to examine how the disinformation is shared, absorbed and driven to other behaviors. Meanwhile, no preliminary study maps the features of disinformation to be used practically for prevention and for overcoming disinformation itself. This study aims to fill this gap by examining 174 disinformation during the pandemic of COVID-19. There are five types of COVID-19 disinformation in Indonesia, namely governance, health, foreign relations, business and crime. We argue that if these five categories are not taken seriously, they will create a public distrust of government and science. Another result that arises is the apathy towards the virus which will endanger the wider community. On the basis of these results, we propose a strict government intervention in the provision of knowledge and clarification of disinformation in different forms of social media.Keywords:  hoax news, COVID-19, disinformation, misinformation  ABSTRAK Infodemi disinformasi di tengah pandemi COVID-19 diproyeksi sama cepat atau bahkan lebih cepat dari virus itu sendiri. Fenomena ini ditengarai terjadi karena absennya negara dalam menyediakan informasi yang cepat dan tepat. Berbagai macam studi telah mencoba menguji bagaimana disinformasi dibagikan, dikonsumsi dan mengarahkan masyarakat untuk melakukan aktivitas tertentu. Sementara itu belum ada studi pendahuluan yang memetakan karakteristik disinformasi secara praktis untuk dimanfaatkan bagi tindakan preventif dan penanggulangan disinformasi itu sendiri. Studi ini bertujuan untuk mengisi celah tersebut dengan menganalisis 174 disinformasi selama pandemi COVID-19. Hasil penelitian menunjukkan terdapat lima kategori disinformasi tentang COVID-19 di Indonesia yaitu politik, kesehatan, luar negeri, bisnis, dan kriminalitas. Kami berargumen bahwa kelima kategori tersebut jika tidak ditangani secara serius akan memunculkan sikap ketidakpercayaan publik terhadap otoritas pemerintah dan ilmu pengetahuan. Akibat lain yang muncul adalah sikap apatis terhadap virus tersebut yang akan membahayakan masyarakat luas. Berdasarkan temuan tersebut, kami merekomendasikan kehadiran pemerintah yang tegas dalam memberikan informasi serta mengklarifikasi disinformasi yang muncul di berbagai macam media sosial.Kata Kunci: berita hoaks, COVID-19, diinformasi, misinformasi

Abstract

This study aimed to examine the influence of expectations on vaccines, trust in government, perceived threats, and information overload to cognitive dissonance and its implications for vaccine use, behavioral negotiation, and information avoidance. After we formulated eight hypotheses, all of them was tested using the partial least squares structural equation modeling (PLS-SEM) method. This study involved 173 community members to fill out a questionnaire with 31 questions. The results showed that expectations of vaccines and information overload affected cognitive dissonance. In contrast, the perceived threat due to the COVID-19 pandemic and trust in the government did not affect cognitive dissonance. We also found that cognitive dissonance negatively and significantly affected vaccine use and positively and significantly affected behavior to continue negotiating and avoiding information related to COVID-19 vaccination. This study is among the first to examine members of the anti-vaccine community quantitatively and practically attempts to intervene in the anti-vaccine community so that they are cognitively dissonant are to increase expectations of vaccination and confuse them by presenting the information overload they receive.

Abstract

This study investigates how different facets of social capital affect community resilience in The face of disasters. There has not been a thorough study that examines social capital across various types of frequently occurring disasters and across the different phases of a disaster, that is, pre-disaster, during disaster, and post-disaster. Previous research on social capital has been conducted in both developed and developing countries using various disaster cases. To synthesize previous research, identify knowledge gaps, and set the course for future research, this study used a literature review technique. This method is both methodical and rigorous. The current analysis found a rising trend in the amount of research on the use of social capital in disaster management, demonstrating a growing interest in the function of social capital in boosting community resilience in the face of disasters. The findings of this study showed that community resilience in disaster management is influenced by social capital components. The study found that the trust and network components of social capital—which include trust, beliefs, norms, rules, networks, and values—have the greatest effects on community resilience. Greater knowledge of the function of social capital in disaster management and the aspects of social capital that are most important for fostering community resilience are provided by these results, which have a substantial impact on future research and disaster management methods.

Abstract

Covid-19 telah menimbulkan krisis yang membutuhkan penanganan dan kebijakan pandemi di berbagai Negara termasuk Indonesia. Artikel ini bertujuan menganalisis kebijakan tata kelola untuk mengurangi dampak kemiskinan di Ibukota Indonesia membahas mengenai koordinasi pemerintah dalam merespon  dampak pandemi.  Metode yang digunakan dalam penelitian ini yaitu studi literatur. Sumber data    diambil secara tidak langsung dari hasil pencarian (browsing) secara online yang meringkas dataset dari OECD, SMERU, Kementerian Dalam Negeri, Kementrian keuangan.  Berdasarkan hasil penelitian pemerintah telah melakukan beberapa langkah untuk mengatasi krisis melalui kebijakan dan tata kelola.. Meskipun terdapat kerumitan dan birokrasi kelembagaan , namun penerapan Prinsip-prinsip tata kelola, partisipasi, transparansi dan akuntabilitas tetap berjalan lancar.  Kesimpulannya, kebijakan komprehensif untuk memitigasi situasi krisis telah disiapkan mulai tanggap darurat, penanganan dampak sosial-ekonomi, dan model kesiapsiagaan ke depan. Melalui mekanisme partisipasi dan transparansi, pemerintah Indonesia telah memberikan serangkaian prosedur yang wajar dan sesuai dengan aturan yang berlaku untuk memberikan akses kepada masyarakat secara sosial-ekonomi melalui program kartu pra-kerja dan rencana respon lainnya. Diusulkan agar sinergi dan koordinasi diperluas ke tingkat internasional untuk mengatasi meningkatnya kemiskinan akibat dampak krisis tersebut
