Abstract

The crucial issues face by Jokowi – JK  Administration is the poor performance of Indonesian civil state apparatus. The main objective of this research is to identify the main factors that lead to hamper the Indonesian civil state apparatus performance and to suggest recommendation on how to overcome the problem. Data is gathered from responses of selected informants through an interviewed and data analysis by triangulation analysis. The research finding the authority arrogance, intervention from others parties and managerial inability as a main factor of poor performance of Indonesian civil servant. This research highlights the importance of having strong commitment of manager, individual readiness, a good collaboration (solid team work) and independence of the state apparatus commission as a way out to overcome the problemKeyword: reform, performance,  state apparatus

Abstract

This research, in general, would like to describe the implementation of community empowerment by the Regional Government of Pesawaran District through a policy that is the Village Prosperity Movement Program, or often known as the GaDIS Program. This program is installed with a big hope and dream to encourage the village's independence in managing its potential, assets and wealth. The GaDIS Program is a financial stimulant assistance program for the Village Government which will be included as a capital investment for Village Owned Enterprises (BUMDes) of 100 million Rupiah starting in 2017. In this study, the design / research method used by the author is a qualitative method. The data used in this study are qualitative data that is primary data and secondary data. Primary data is processed from observations and interviews. Whereas secondary data was obtained from literature review / documents. The results of this study illustrate the implementation of the GaDIS Program which is well-organized, systematic, based on villages that excel and prioritizes business types or potentials that are based on village deliberations. Indirectly has a positive effect by encouraging some improvements as the goal of community empowerment is defined by Mardikanto (2018: 111), namely improving education, improving accessibility, improving actions, improving institutions, improving business, improving income and improving society. This is at least illustrated in the implementation of the GaDIS Program in 3 (three) villages, namely Wates, Mulyosari and Gunung Rejo, Way Ratai Districts.But on the other hand the lack of institutional strengthening and the low human resource capacity of BUMDesa administrators, as well as the low accessibility and actions, also led to low improvements in business, income and community improvement. This was at least experienced by the Caringin Village of Way Ratai District which was found by researchers in the field. Some obstacles faced in the implementation of the GaDIS program are divided into 2 (two) main obstacles, namely: First: Internal barriers consisting of limited human resource capabilities, weak BUMDes institutions, distribution delays, lack of optimal monitoring and evaluation, Second: External barriers consisting of the absence of BUMDes cooperation and partnership networks, the lack of assistance, and the lack of market access. Determinant factors that strengthen the course of the GaDIS Program include BUMDes management commitment, community awareness and cohesiveness in running the GaDIS program.

Abstract

Penelitian ini bertujuan untuk mengetahui tata kelola kolaboratif dalam pelayanan perizinan usaha mikro dan kecil di Kota Administrasi Jakarta Selatan dan bagaimana model tata kelola kolaboratif yang ideal ditawarkan dalam Layanan Izin Usaha Mikro Kecil (IUMK). Penelitian ini merupakan penelitian kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi dan dokumentasi. Kajian menunjukkan bahwa konsep Collaborative Governance yang ditawarkan terdiri dari delapan dimensi, yaitu (1) Struktur jaringan: struktur jaringan yang memungkinkan partisipasi aktif dalam jaringan, struktur jaringan tidak hierarkis tetapi cenderung datar dan tidak monopoli; (2) Komitmen pada tujuan bersama: komitmen pemerintah dalam memberikan pelayanan yang mudah, cepat, dan transparan; (3) Kepercayaan Di Antara Para Peserta: kepercayaan publik/pemohon harus diperkuat, terutama di masa pandemi ketika layanan tatap muka dan layanan online dibatasi; (4) Governance: Ketegasan siapa yang bukan stakeholder belum jelas karena belum ada kesepakatan/aturan tertulis terkait kerjasama. Penerapan konsep Collaborative Governance diharapkan dapat mempercepat pelayanan perizinan di setiap PTSP Kelurahan dan Kelurahan dimana lembaga ini sangat dekat dengan masyarakat sesuai dengan tujuan dan visi misi Pemerintah DKI Jakarta. Abstract

Penelitian ini bertujuan untuk mengetahui, menganalisis dan mendeskripsikan tentang implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua yang belum bisa dikatakan produktif dan juga menemukan model baru dari implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua. Penelitian ini menggunakan teori implementasi kebijakan dari Hamdi (2014). Dimana proses implementasi kebijakan ini meliputi dimensi produktivitas, linearitas dan efisiensi. Sedangkan model baru implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua adalah LISME (Legalistik, Inovasi, Sinergitas, Modern dan Efisiensi). Penelitian ini menggunakan metode kualitatif. Hasil penelitian dan pembahasan implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua, menjelaskan bahwa produktivitas kebijakan BANGGA Papua yang dilihat dari Jumlah Pencapaian Kelompok Sasaran masyarakat penerima manfaat. Kemudian dari dimensi linieritas yang dilihat dari prosedur, waktu, biaya, tempat dan pelaksana. Sedangkan efisiensi kebijakan BANGGA Papua yang dilihat dari asset, dana dan teknologi. Dimana implementasi kebijakan harus berkolaborasi dengan melibatkan berbagai unsur pemerintah, serta tokoh masyarakat, juga masyarakat, untuk meningkatkan kesejahteraan dan perbaikan gizi Anak dan Ibu di Kabupaten Asmat dalam membentuk Generasi Emas Papua.

Abstract

PurposeThis research aims to reveal the implementation of Large-Scale Social Collaboration (LSSC) policy in the food sector in DKI Jakarta, especially during the Covid-19 pandemic seen from the socio-cultural perspective to produce a solution policy model. MethodsThe study employed a qualitative approach with a descriptive research design as it tried to elaborate how the society perceived LSCC policy during the Covid-19 pandemic. The data of this research is the LSSC policy issued by DKI Jakarta Provincial Government, and the society's perception and opinions sourced from aggregators, collaborators, and beneficiary communities. The data was got by conducting a review on LSSC policy, interview, and observation of the policy implementation process.  FindingsThe study reveals the government of DKI Jakarta has implemented LSSC policy in the food sector during the Covid-19 pandemic well. However, there were several shortcomings must be improved, including data synchronization, socialization, and limited regulations by introducing two policy models, namely IEFFB and MATALI. IEFFB stands for improving DKI Jakarta's food security, ensuring people's food needs, fostering a sense of togetherness and care, forming a collaborative system between the government, private sector and the community to overcome common problems, and becoming a policy role model for other regions. MATALI that stands for motivation, actualization, trust, ability, leadership; and innovation is six important aspects of implementing the LSSC food sector policy. ConclusionThe study concludes that implementing LSSC policy in the food sector in DKI Jakarta still needs a serious improvement as a new policy solution for LSSC after Covid-19 pandemic.
