Abstract

Abstract

Agrarian Reform is a major agenda of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency mandated by TAP MPR IX/MPR/2001 concerning Agrarian Reform and Natural Resources Management. TAP MPR IX/MPR/2001 Article 2 highlights two primary facets of agrarian reform: the ownership and control (land reform) aspect and the use and utilization aspect. Asset structuring, through asset legalization, implements the ownership and control (land reform) aspect. We implement aspects of land use and utilization through access arrangement activities. We have implemented asset structuring activities intensively. On the other hand, access handling activities have not been implemented optimally. The Cilacap Regency Land Office has designated Sidamukti Village, Patimuan District, Cilacap Regency as the location for the 2022 Cilacap Regency Land Office's Agrarian Reform Access Handling activity. This activity builds on the asset structuring activities conducted through PTSL in 2021. Research on Handling Access We conducted a quantitative study using the Sperm Correlation Test following the legalization of assets in Sidamukti Village, Patimuan District, Cilacap Regency. The study's findings demonstrate that we followed the Technical Guidelines for Handling Access to Agrarian Reform in 2022 when managing access to agrarian reform. There exists a correlation between the implementation of agrarian reform access management and the community's motivation to utilize land certificates. Additionally, a correlation exists between the community's proficiency in information and production technology, specifically in entrepreneurship, and their utilization of land certificates following asset validation.

Abstract

To effectively educate the future generation, instructors must keep up with the fast-paced global changes by being updated on advancements in science, technology, and educational trends. A very effective lecturer-teacher partnership program (KDS) that utilises lesson study can accomplish this objective. The primary objectives of the KDS are to foster educational innovation, facilitate academic research and publication, and actively involve educators and students in the field of education. The lesson study was carried out within the English Language Education Study Program, including two classes from the third semester of the Creative Writing Course, IIIA and IIIB. The program aims to cultivate and improve students’ social comportment and creative writing skills. Two iterations were carried out, and there was a noticeable augmentation in the students’ sociability from the first iteration to the second. Throughout Cycle 1, students exhibited tolerance and the ability to appreciate their peers’ perspectives. They enthusiastically participated and interacted during the group work. Their average achievement percentage was 67.47% and witnessed a remarkable increase of 85.14% in Cycle 2. The level of collaboration and unity in project completion rose from 57.61% in cycle 1 to 88.99% in cycle 2. The students’ receptiveness to the learning environment significantly increased from 52.09% in cycle 1 to 85.14% in cycle 2. The cognitive domain has significantly enhanced knowledge acquisition, particularly in students’ creative writing skills. The proportion of students in IIIA, exhibiting this proficiency increased from 37% in cycle 1 to 77% in cycle 2. In class IIIB, there was a significant 40% surge, as the percentage escalated from 43% to 83%. Thus, adopting lesson study allows students to improve their social behaviour and support their writing ability. Keywords: Creative writing; interactive learning; social character building; collaboration.

Abstract

The construction of the Ngawi - Kartasura Toll Road Segment, part of the 90.1-kilometer Solo - Ngawi Toll Road project, aims to improve connectivity and economic growth in Java, but also brings complex impacts in the land acquisition process. This process raises various social, economic, legal, and cultural challenges that require a holistic and participatory approach, including impact mitigation strategies, transparency, and integration with comprehensive regional development planning. This research aims to analyze the social, economic, legal, and cultural impacts of the land acquisition process for the construction of the Ngawi - Kartasura Toll Road Segment on affected communities, as well as evaluate the effectiveness of land acquisition policies and implementation in mitigating negative impacts and maximizing development benefits for local communities. This research uses normative legal research methods with statutory and conceptual approaches, focusing on the analysis of primary, secondary, and tertiary legal materials through literature study. The data analysis technique uses qualitative analysis methods with deductive reasoning. The results show that the land acquisition process for the construction of the Ngawi - Kartasura Toll Road Segment has multidimensional impacts on affected communities, including social, economic, legal, and cultural aspects. Although there are comprehensive legal foundations and mechanisms for impact mitigation and benefit optimization, the effectiveness of their implementation still varies in the field. Efforts to mitigate negative impacts and maximize benefits have been made, but still face challenges such as inconsistencies in land data, land speculation, and community resistance. To improve effectiveness, a more holistic and participatory approach is needed, including strengthening community participation, improving data accuracy, strengthening local government capacity, and better integration with regional development planning.

Abstract

This study aims to analyze the discrepancy between Protected Rice Fields (LSD) and the Regional Spatial Plan (RTRW) in Purworejo Regency, its impact on land management and spatial planning, and formulate solutions. The method used is a mixed approach with spatial overlay analysis techniques and in-depth interviews with relevant stakeholders. The results of the analysis indicate significant discrepancies concentrated in Grabag and Pituruh Districts, with a clustered distribution pattern. This discrepancy results in potential land use conversion, licensing conflicts, and irregularities in the implementation of spatial planning policies. To address this problem, recommendations for updating spatial data based on field verification, improving coordination between agencies, and strengthening education and outreach to land management communities were made. This study concludes that aligning LSD and RTRW data is crucial for achieving sustainable regional spatial management and protecting agricultural land.
