Abstract

The research problem addressed in this study, titled “Innovations in Electronic ID Card (KTP-el) Services through the Digital Population Identity (IKD) Application in Majalengka Regency,” stems from the public’s lack of interest in switching from the physical KTP-el to the digital ID card, low digital literacy, and the fact that the IKD has not yet been fully integrated into various public service systems which are still used in parallel with the physical KTP-el (dual system). The objective of this study is to analyze the innovation in e-ID card services through the Digital Population Identity (IKD) application in Majalengka Regency, the barriers to its implementation, and the efforts made to improve IKD activation services in Majalengka Regency. The research method employed is qualitative, using a descriptive-analytical approach through in-depth interviews, observations, and document analysis. This study utilized the Diffusion of Innovation theory proposed by Everett M.Rogers, which encompasses the dimensions of innovation, communication channels, time, and social systems. The results indicate that the IKD system offers relative advantages in terms of ease of access and service efficiency; however, its adoption has not yet reached its full potential. Efforts to address this include increasing public awareness, providing direct assistance to the community during the activation process, strengthening the capacity of government officials, improving technical systems, and integrating the IKD into various public services. It is concluded that the IKD innovation has great potential to improve the quality of public services. However, its success is greatly influenced by public acceptance, effective communication, and systemic and policy support.

Abstract

The goal of this study is to assess and investigate the effectiveness of the Sentuh Tanahku application’s implementation as a form of e-governance transformation in the Cirebon City Land Office’s Sertifikatku service. This study employs a qualitative methodology, gathering data via document analysis, in-depth interviews with relevant informants, and field observations. Effectiveness was measured using five dimensions of organizational effectiveness: resources, funding, facilities and infrastructure, quality and quantity, and time. According to the study’s findings, this application has effectively reduced public wait times at physical service counters and improved information transparency by utilizing an online queuing system. However, its implementation has not yet achieved maximum efficacy due to a number of challenges. In terms of resources, users low levels of digital literacy, especially among the elderly, lead to a high reliance on staff assistance at the service. Significant problems with digital infrastructure also exist, including errors in the system, poor synchronization of document movement data (slow status updates), and problems with verification codes (OTPs) not getting to email inboxes. In addition to lowering service quality, rigid complaint responses in the form of automated replies (robot templates) ultimately waste the public's time by requiring manual checks. In conclusion, this digital innovation greatly promotes transparency in land administration; however, in order to achieve the goal of effective public service, it urgently needs more dependable server infrastructure maintenance from the federal government and the thorough implementation of digital literacy education programs at the local level.

Abstract

Bureaucratic reform is an effort to make fundamental changes and renewals to the government administration system. However, bureaucratic reform in recent years has shown that bureaucratic restructuring still requires significant improvements, necessitating a shift in government paradigm. This study aims to identify bureaucratic reforms in optimizing service performance in Buyut Village, Gunung Jati District, Cirebon Regency. This study uses a descriptive empirical method with a qualitative approach. Data sources include secondary and primary data. Data collection techniques include observation, interviews, and documentation. Data analysis is carried out through data reduction, data reading, and drawing conclusions. This study applies public policy theories with the optimization concept proposed by Sirigoringo in 2005, which consists of objectives, decision alternatives, and limiting resources. The results indicate that service performance in Buyut Village, Gunung Jati District, Cirebon Regency is not yet optimal, but there are aspects that still require optimization, particularly the limiting resource indicator. This situation has led some residents of Buyut Village to complain about the lack of adequate facilities, infrastructure, and resources to support the various services provided by the village. Optimizing bureaucratic reform for village government services requires careful attention to these facilities, infrastructure, and resources before implementing this policy.
