Abstract

Penelitian ini bertujuan untuk menganalisa kelengkapan pengisian berkas rekam medis rawat inap guna menunjang aspek legal di RS PMI BOGOR. Jumlah berkas yang di teliti sebanyak 58 berkas yang terdiri dari tanggal masuk berkas lengkap sebanyak 58 berkas, waktu masuk 56 berkas, anamase sebanyak 37 berkas pemeriksaan fisik 40 berkas, diagonisis 44 berkas, pengobatan/tindakan 36 berkas, persetujuan tindakan 53 berkas, catatan obserbvasi klinis 40 berkas, ringkasan pulang 31 berkas, nama dan tanda tangan dokter 55 berkas, dan yang tidak lengkap terbanyak sesuai penelitian adalah ringkasan pulang. Jenis penelitian ini deskriptif dengan pendekatan kualitatif dengan menggunakan metode wawancara yang mendalam dari pernyataan kepada sepuluh informan yang terdiri dari enam Dokter spesialis dasar, dua Perawat, Manajemen Rumah Sakit, Kepala Petugas Rekam Medis. Disarankan bagi pihak manajemen RS PMI BOGOR untuk membuat SOP (Standar Operasional Prosedur) yang jelas bagi semua pihak untuk memudahkan pelaksanaan proses kelengkapan pengisian rekam medis serta evaluasinya, mensosialisasikan secara terus menerus terhadap semua komponen rumah sakit terutama dokter untuk menanamkan bahwa pengisian rekam medis merupakan kewajiban yang harus dijalankan, perlu adanya pertemuan rutin untuk mengkordinasikan unit satu dengan yang lainya dan bersama-sama mengevaluasi hasil temuan penyebab rekam medis yang tidak lengkap dan mencari jalan keluar yang baik.

Abstract

Light bulb waste is one type of waste that is categorized into B3 waste which can cause environmental pollution, environmental pollution produced by waste and the absence of efficient handling methods is a problem currently faced by the government, especially non-organic waste which includes hazardous waste. and cannot be decomposed. Light bulb waste is included in the inorganic waste category, although the production of light bulb waste is still small, the waste has great potential for environmental pollution, so it is necessary to study environmental conservation efforts from this waste. Another problem is the potential for recycling waste light bulbs which is currently not fully utilized by the government and the public. The Innovation of Emergency Lighting Design based on Environmentally Friendly Technology (TRL) is a study to find out and analyze the results of recycling waste light bulbs into energy-efficient emergency lighting with the concept of Reduce, Reus, and Recycle to produce a product that can be reused. Research with analytical methods is carried out as an approach to the implementation of research. The analysis was carried out to find out the results of the field review data, besides that the analysis was also carried out from the electrical side in the form of measuring the electrical components contained in the light bulb so that it could support the success of the research. The results showed that recycled lighting can be implemented as an alternative lamp that is environmentally friendly.

Abstract

Employees have special rights in the settlement of bankrupt debts to obtain their rights as regulated in the Indonesian Bankruptcy Law. However, employees must compete with other creditors who also have privileges under bankruptcy law, such as the tax office, insurance policy holder, and bankruptcy fees. Due to the existence of several special creditors, employees do not get their rights in the first order as regulated in the labor law. This study aims to determine the mechanism for filing bankruptcy against debtors in terms of legal entities and the position of employees in paying bankruptcy debts compared to other creditors in the Indonesian and German legal systems. This type of research is normative legal research conducted by examining library materials or secondary data. This study analyzes the mechanism for filing bankruptcy against debtors as legal entities according to the Indonesian and German legal systems which are divided into 3 (three) stages, namely registration, trial, and implementation of the bankruptcy decision. The position of employees in the settlement of bankrupt debts differs between Indonesia and Germany. In Indonesia, for the payment of ''wages'', the position of employees has a ''privilege'' which takes precedence over other creditors. However, for the settlement of ''other rights'' owned by employees, they do not have a privileged position as wages, so they are not included in priority payments. Whereas in Germany, there is a special feature called “bankruptcy money” where the payment of three months' wages will be paid at the preliminary stage of the bankruptcy proceedings. In addition, the position of rights to the social plan, the position of employee receivables are payments that are prioritized over other creditors. Finally, rights that are not included in the bankruptcy money, whose position in a settlement is after the demands of the creditor whose position is higher than the unsecured creditor have been fully fulfilled.

Abstract

The USA as a pioneer has published Antitrust Law since the XIX century. Indonesia also has business competition laws which are regulated in Law No. 5 of 1999. However, the scope of the definition of business actors in Indonesia is still very narrow. It does not strictly regulate the extraterritorial principle in Article 1 paragraph 5 so that there are legal loopholes for business actors who are outside the jurisdiction. However, KPPU has already made decisions on business actors domiciled abroad from the case Temasek Holdings, Ltd. (No. 07/KPPU-L/2007) and VLCC (No. 07/KPPU-L/2004). Problem formulation of this research is: how is the definition of a business actor based on Indonesian law and USA law; and how is the application of Extraterritorial Jurisdiction in Indonesia law and USA law? The methodology of this research is normative legal research with library research method by tracing secondary data in the form of primary legal materials, secondary legal materials, and tertiary legal materials. Data were analyzed using qualitative analysis. The results of this study, there are differences in the understanding of business actors in Law No.5 of 1999 and Antitrust Law. Uncertainty regarding foreign elements in Law No.5 of 1999 makes judges use "Effect Doctrine" and "Single Economy Entity" in categorizing business actors who are outside the jurisdiction of Indonesia. From the existing problems, the Indonesian government should amend the definition of business actors in Law No. 5 of 1999 and provide the principle of extraterritoriality in the duties and powers of the KPPU.

Abstract

Soursop leaf contains various secondary metabolites with several functions such as antioxidant, antibacterial, and immune-stimulant. Supplementation of soursop leaf extract on fish pellet might become immune-stimulant which decreases the mortality of giant gourami seeds. The aims of this study were to obtain ethanol extract of soursop leaf and utilize the extract as immune-stimulant on fish pellet.  Leaf extraction was performed using explorative survey, while biological test was done using completely randomized design. Ethanol absolute was used as a solvent during extraction with the ratio between soursop mill and ethanol was 1:10. Pelarut yang digunakan untuk ekstraksi adalah ethanol absolute dengan perbandingan 1:10 (daun sirsak: etanol). Two treatments were done during biological tests, those was pellet with 0.5% of soursop extract supplementation and pellet without extract supplementation. The treatments were repeated for five times. Giant gourami seeds from both treatments were infected by 0.2 mL of A. hydrophila with cell concentration of 10-8 CFU. The seeds were reared and their survival and mortality were counted. The result of the extraction was analyzed descriptively, whereas survival and mortality were analyzed using t-test. The extraction of 700 g soursop mill results in 125 g of extracts.  The gourami seeds fed by commercial pellet with extract supplementation had 96% survival and 4% mortality. Nevertheless, gourami seeds fed by commercial pellet without extract supplementation was only has 8% survival and 92% mortality. The t-test proved that soursop extract supplementation on commercial pellet was able to increase fish survival and decrease the mortality. Therefore, ethanol extract of soursop leaf can be used as immune-stimulant on giant gourami seeds.

Abstract

The character of fond  reading is one of the characters that the government wants to build, this is marked by the issuance of Perpres (Presidential regulation) Number. 78 Year 2017 on Strengthening the Character Education. To develop the character of fond reading is not easy, like turning your palm, but it needs a long process that must be started from early childhood. With the descriptive method, the author described one of PAUD Terpadu Tunas Mentari programs in its efforts to instill the character of fond reading in early childhood through KSB2 program. The impacts of implementing the program are: (1) Children feel happy and enthusiastic when they are invited to the regional library, (2). Children after returning from the regional library, will tell about what they read; (3). Children ask their parents to buy picture books; (4). Children language skills increase, with increasing mastery of new vocabulary Karakter gemar membaca adalah salah satu karakter yang ingin dibangun oleh pemerintah, sebagaimana dituangkan dalam perpes No. 78 Tahun 2017 tentang Penguatan Pendidikan Karakter. Untuk membangun karakter gemar membaca tidak dapat dilakukan mendadak secara tiba-tiba, tetapi perlu proses panjang yang harus dimulai sejak anak usia dini. Dengan metode deskriptif, penulis menggambarkan  salah satu program PAUD Terpadu Tunas Mentari Kota Tasikmalaya dalam upayanya menanamkan karakter gemar membaca pada anak usia dini melalui program   Kenalkan, Senangkan, Biarkan, dan Biasakan (KSB2). Dampak implementasi program tersebut adalah : (1) Anak merasa senang dan antusias ketika akan diajak ke perpustakaan daerah, (2). Anak setelah pulang dari perpustakaan daerah akan bercerita tentang apa yang ada di buku; (3). Anak meminta kepada orang tuanya untuk dibelikan buku bergambar; (4). Kemampuan kebahasaan anak meningkat, dengan bertambahnya penguasaan kosakata baru .

Abstract

This study aims to determine the fulfillment of the elements of Article 19 letters a and b of Law No. 5 Year 1999 related to market control carried out by PT Pelindo III. Control of the market in the world of trading is not prohibited, it becomes prohibited if the business actor's behavior is in the sale of goods or services with the aim of killing competitors. In the Decision No. 15/KPPU-L/2018, the Commission Council only stipulated Article 17 paragraph (1) and (2) letter b of Law No. 5 Year 1999 regarding the monopoly carried out by PT Pelindo III. The Commission Council considers that the 100% mandatory stack policy stipulated by PT Pelindo III is not yet feasible to be established at a port that is multipurpose like a container port, especially with the additional logistics costs that are passed on to consumers, this results in losses for various parties. This research is a normative study using a conceptual, a statutory, and a case approach. The research show that it can be concluded that the consideration of the Commission Council in the decision on the actions committed by PT Pelindo III in the case is not in accordance with the rule of reason approach, the action refers to Article 19 letters a and b of Law No. 5 of 1999 which has been proven by considering an economic point of view, seeing the existence of witness evidence, expert testimony, and the Regulation of the Minister of Transportation which was violated by PT Pelindo III.

Abstract

The research entitled "Analysis of Relevant Market in KPPU Decisions (Study on Case Decisions No. 13 / KPPU-I / 2019 and 10 / KPPU / -1 / 2016)" raises two problem formulations, namely: first, how is the determination of the relevant market in Case Decisions. No. 10 / KPPU-I / 2016 and 13 / KPPU-I / 2019? Second, is the determination of the relevant market in Case No. 10 / KPPU-I / 2016 and 13 / KPPU-I / 2019? This research is a normative or doctrinal legal research, which describes, explains, and analyzes legal materials that refer to laws and regulations and KPPU's decisions relating to the determination of the relevant market. Analysis in legal materials in this study uses a qualitative descriptive approach, which is carried out by collecting legal materials, qualifying them, connecting theories related to research problems, drawing conclusions to determine the results and recommendations. The results of this study indicate, in Case No. 10 / KPPU-I / 2016, KPPU does not consider indicators (price, characteristics, and function) of the relevant market and geography. Meanwhile, in the case No. 13 / KPPU-I / 2019, KPPU makes considerations based on indicator indicators (price, characteristics, and functions). Thus, it appears that the two KPPU decisions are not in accordance with the provisions of KPPU Regulation No. 3 of 2009.

Abstract

Tujuan: Mengidentifikasi masalah penerapan fungsi pengendalian mutu di ruang rawat inap dan mengembangkan solusi pemecahan masalah. Metode: Metode yang digunakan berupa mini project serta analisis hasil dan gap implementasi dengan pembahasan berdasarkan kajian literatur. Permasalahan dianalisis menggunakan diagram fishbone. Penyelesaian masalah menggunakan tools Plan Do Study Action (PDSA) dimulai dari Plan of Action (POA), implementasi, evaluasi, dan tindak lanjut. Data diambil melalui wawancara terstruktur, survei, dan observasi lapangan dengan responden 11 Kepala Ruangan dan 88 Staf Perawat. Hasil: Fungsi pengendalian mutu keperawatan belum dilaksanakan optimal pada tahap perencanaan, pemantauan dan tindak lanjut masalah (45,45%). Implementasi penyelesaian masalah berupa sosialisasi dan workshop penyusunan panduan, prosedur, kamus dan instrumen pemantauan indikator mutu keperawatan. Hasil evaluasi menunjukkan 62% Kepala Ruangan meningkat pengetahuannya tentang pengendalian mutu dengan rata-rata skor pre-post test meningkat 1,33 poin dari 6,10 menjadi 7,43. Survei pasca implementasi menghasilkan persepsi yang baik dari 86,67% Kepala Ruangan mengenai pengendalian mutu keperawatan. Diskusi: Pengendalian mutu merupakan salah satu fungsi utama Kepala Ruangan. Rumah sakit telah memiliki program pengendalian mutu yang dipersyaratkan oleh standar akreditasi rumah sakit, namun compliance penerapannya masih perlu dipertahankan. Rumah sakit dipersyaratkan secara mutlak untuk dapat mempertahankan kepatuhan dan kesinambungan pengendalian mutu untuk mengevaluasi proses kerja secara berkelanjutan. Kesimpulan: Sosialisasi, workshop, dan simulasi langkah-langkah dalam penerapan pengendalian kualitas keperawatan cukup efektif meningkatkan pengetahuan Kepala Ruangan dan membuka wawasan yang lebih luas tentang pemantauan mutu yang dipersyaratkan akreditasi rumah sakit. Persepsi yang baik dari Kepala Ruangan tentang pentingnya fungsi pengendalian mutu menjadi modal awal dalam menjalankan fungsinya dengan baik. Kata Kunci: management function, nurse manager, nursing quality, quality control.

Abstract

Notaries play a very significant role in the company acquisition process, including preventing delays in notification of acquisitions to the Indonesian Competition Commission (KPPU). This issue is related to the substance of Article 128 of Law Number 40 of 2007 concerning Limited Liability Companies and Article 1 of Law Number 2 of 2014 concerning Notary Positions. This research is a normative research supported by primary secondary and tertiary legal materials. The results show that notification of company acquisition is to prevent monopolistic practices and/or unfair competition. Such notification can be made starting from the acquisition plan by voluntarily conducting “consultation” until the mandatory notification time, which is 30 (thirty) days after the acquisition becomes legally effective. The Notary as a public official has the authority to make an authentic deed related to the acquisition, so that before ratifying the deed, the Notary can suggest to the company to conduct "consultation" first with KPPU.
