Abstract

Penelitian ini mengidentifikasi faktor-faktor yang menyebabkan munculnya resistensi masyarakat desa terhadap kepemimpinan desa mantan tahanan. Masalah perceraian yang beredar dan hilangnya hak kepemilikan tanah bagi petani menjadi katalis utama perlawanan. Kecewa dengan pertunjukan dan program desa juga memicu ketidakpuasan di masyarakat dan mendorong mereka untuk menuntut perubahan. Hasil penelitian ini memberikan wawasan mendalam tentang bentuk-bentuk perlawanan yang dilakukan oleh masyarakat desa dan faktor-faktor yang mendorong perlawanan tersebut. Hasil penelitian ini diharapkan berkontribusi untuk memahami dinamika perlawanan publik terhadap kepemimpinan mantan kepala desa tahanan dan membuka jalan bagi upaya peningkatan dan perubahan yang lebih baik dalam pemerintahan desa.

Abstract

Development is something that is important for a region and a country though. The purpose of development itself is to improve the welfare of the community. Therefore, development is carried out continuously as a process in order to achieve a better state of society. Development milestones come from the most basic level of government, namely the village, the village has the right to run and develop its own area according to the competence of each region. As for village development, there are many parties who participate in the implementation of village development, one of which is the participation of the village community. However, in its implementation, community participation is considered less active in contributing. This may be the case in Puseur Jaya Village, where most of the villagers work as employees who do not have much time to participate in the implementation of development. The method used in this research is descriptive analytical with qualitative research type. The results of this study explain that there are two forms of village community participation in the implementation of village development, namely by being physically present and secondly contributing ideas and ideas for the implementation of village development. Abstract

This research aims to analyze the role of Karawang Regency Government in encouraging collaborative action on the implementation of Karawang Regent Regulation Number 22 of 2021 concerning Reduction of Plastic Bags. The approach used is qualitatively descriptive with Emerson and Nabatchi's 2015 Collaborative Governance theory, with a focus on collaborative action dimensions. The data was collected through in-depth interviews with the Regional Apparatus Organization (OPD), business actors, environmental communities, and communities, as well as through documentation studies and field observations. Research results show that collaborative action has emerged in the form of socialization by local governments and education by environmental activists. However, this collaboration has not been strategic, unified, and has not touched the main target group evenly. Many business actors and the public are not aware of the existence of the regulation, which shows weak communication across sectors. Actions taken are more formal and not accompanied by participatory feedback mechanisms. This study concluded that collaborative efforts in policy implementation still need to be strengthened, both in terms of inclusion, sustainability of participation, and cross-sectoral strategy design. In this case, the local government needs to form a collaboration forum across actors to organize a more adaptive joint program and reach policy targets directly.
