The National Movement to Save Natural Resources is a joint program of ministries and institutions related to natural resources in Indonesia. This program was initiated, coordinated, and supervised by the Corruption Eradication Commission (CEC) as part of corruption prevention programs. In the National Movement to Save Natural Resources, licensing reform is one of the program priorities. This paper is the result of evaluative research; data were collected through literature study as well as interviews and discussions with relevant stakeholders. This paper is intended to report the progress of the licensing reform program as well as to formulate lessons learned and recommendations for the future.

Kebijakan izin lokasi dan pertimbangan teknis pertanahan pasca penerapan Online Single Submission (OSS), mengalami perubahan dalam tata kelola. Kementerian Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional (ATR/BPN) menerbitkan Peraturan Menteri ATR/BPN Nomor 14 Tahun 2018 tentang Izin Lokasi dan Peraturan Menteri ATR/BPN Nomor 15 Tahun 2018 tentang Pertimbangan Teknis Pertanahan. Penelitian ini terfokus pada evaluasi kebijakan izin lokasi dan pertimbangan teknis pertanahan pasca OSS baik retrospective (ex post) untuk melihat apa yang terjadi, dan apaperbedaannya dengan pengaturan sebelumnya maupun prospective (ex ante) untuk melihat apa yang akan terjadi dan apa yang seharusnya dilakukan. Metode penelitian menggunakan metode yuridis normatif. Hasil penelitian menunjukkan bahwa terdapat perbedaan dalam kewenangan pemberian izin lokasi, yang sebelumnya diterbitkan oleh Bupati/Walikota, Gubernur, dan Menteri sesuai dengan kewenangannya menjadi diterbitkan oleh Lembaga OSS berdasarkan Komitmen Pelaku Usaha (ex post) sementara itu secara prospective (ex ante) hal ini mendorong percepatan perizinan berusaha dan sinkronisasi tata ruang serta pemanfaatan ruang, didukung oleh kebijakan satu peta dan Satu Data Indonesia.

Kebijakan reformasi regulasi menjadi elemen kunci dalam reformasi administrasi publik Indonesia. Reformasi regulasi mengurangi hambatan terhadap daya saing dan keterbukaan pasar serta dinamika pasar untuk memastikan tercapainya kesejahteraan sosial. Implementasi Omnibus Law di Indonesia menjadi daya tarik bagi kalangan pengambil kebijakan, akademisi dan praktisi. Dalam iklim berusaha yang penuh dengan persaingan, kenyataan menunjukkan kondisi regulasi Indonesia sangat banyak (hyper regulation) dan tumpang tindih (overlap) antara satu dan yang lain, serta tidak sesuai lagi dengan keadaan era Revolusi Industri Keempat saat ini. Penelitian ini terfokus pada kebijakan reformasi regulasi melalui implementasi Omnibus Law di Indonesia, untuk mendeskripsikan implementasi Omnibus Law di Indonesia, sebagai sarana utama dalam penataan regulasi. Metode penelitian yang dipergunakan adalah penelitian hukum normatif. Hasil penelitian menunjukkan bahwa implementasi Omnibus Law penting untuk diterapkan di Indonesia, dan mampu untuk melakukan perubahan terhadap berbagai Undang-Undang dalam satu Undang-Undang.

The policy for imposing 0% (zero-percent) Land and Building Title Acquisition Fee in DKI Jakarta Province under Governor Regulation Number 126 of 2017 has been implemented for a period of 4 (four) years. In practice there have been found various advantages and weaknesses in the course of policy implementation. This study aims to describe the result of the evaluation on the implementation of the policy imposing zero-percent of Tax Object Acquisition Value (BPHTB). This study used qualitative descriptive method which suggests the explanation and understanding of the phenomenon in the grant of tax incentive. The outcome from the study reveals that the benefit from the policy is the ease of tax burden for the lower middle class communities to own house in DKI Jakarta and to encourage the acceleration of the land certification. The policy implementation also however implies that many taxpayers avoid the tax by using loophole in the Governor Regulation to enjoy this tax facility.

The policy of the imposition of 0% (zero percent) of the Land and Building Tax in DKI Jakarta based on Governor Regulation Number 126 Year 2017 has been implemented for a period of 4 (four) years. In practice the implementation found many advantages and disadvantages of applying the policy. The purpose of this study is to describe the strengths and weaknesses of the implementation of exemption BPHTB policy. This study uses descriptive qualitative methods that provide an explanation and understanding of the phenomena that occur with tax incentives. The results of the study show the advantages of this policy are to ease the tax burden on the middle to lower class of society to be able to have a house in DKI Jakarta and to encourage the acceleration of land certification. While the weakness of applying the policy is that many taxpayers do tax avoidance by utilizing loopholes in the Governor's Regulation to be able to enjoy this taxation facility

This paper aims to analyze the factors that influence the implementation of the corruption prevention program by the Corruption Eradication Commission (KPK) in the local tax revenue sector. In order to approach this problem, the theoretical reference from the 7-C Protocol analysis model from Cloete (2018) is used. Qualitative data were collected through interviews and documentation studies from activity reports, research results, and media news, which were analyzed using a post-positivism approach and descriptive analytical research methods. The unit of analysis is the implementer of the corruption prevention program in the regional tax revenue sector, namely the Prevention Task Force at the KPK Coordination and Supervision Directorate (Korsupgah KPK). This study concludes that to find out the factors that influence the implementation of corruption prevention programs in the local tax revenue sector implemented by Korsupgah KPK can be analyzed using the 7-C Protocol analysis model from Cloete (2018) which consists of the variables Content, Context, Commitment, Capacity, Client/Coalition, Communication, and Coordination.

The principle of "The Right Man On The Right Place" is in line with the concept of a merit system that has been formulated in the State Civil Apparatus Law. Increasing the capacity and capability of bureaucratic performance is one of the important things in Bureaucratic Reform in Indonesia. Methods that can be used to improve employee performance can be done by implementing civil servant management that pays attention to one of the issues related to employee placement. Employee placement is an organizational strategic planning because it is a policy in determining the level of effectiveness of employees and organizations in achieving goals. The formulation in this research is how to implement merit-based civil servant management in the placement of structural positions for DKI Jakarta Provincial Government employees in accordance with the qualifications, competencies and performance needed by the organization. This research aims to prepare the best scheme to ensure that the placement in structural positions for employees is in accordance with the merit system theory, which includes competence, qualifications and performance based on existing phenomena. The data was analyzed using qualitative data analysis techniques, namely descriptive phenomenological analysis. In the discussion of the research focus, the implementation of civil servant management based on 3 aspects of the merit system, namely qualifications, competencies and performance, as well as a discussion of the framework for civil servant management based on the merit system in the placement of structural positions for employees are presented. The results found that the DKI Jakarta Provincial Civil Service Agency uses the results of the Assessment Center as policy material for stakeholders to be able to reduce the mismatch between employee competency profiles and the tasks needed or to be carried out. The process of civil servant management based on the merit system begins with an analysis related to the formation needs, qualifications and competencies needed for civil servants and organizations. Then the process of mapping employee competency profiles through the Assessment Center is carried out to determine employee competence as a basis for placement. In another context, the management of civil servants based on the merit system has also been prepared and developed the concept of talent management in supporting efforts to map the 9 Boxes of talent for existing civil servants to get a picture of the competencies and profiles of civil servants that can be projected according to organizational needs.

Penelitian ini dilatarbelakangi keingintahuan peneliti terkait peran tim perumus dalam pembentukan Lembaga Pengelila Investasi. Penelitian ini bertujuan untuk meneliti peran policy entrepreneur dalam mendorong agenda pembentukan Lembaga Pengelola Investasi yang saat ini dikenal dengan Indonesia Investment Authority yang dijelaskan dengan teori Multiple Streams dari Kingdon. Penelitian ini menggunakan metode kualitatif. Data dikumpulkan dengan metode wawancara dan Analisa sumber-sumber terkait. hasil dari penelitian ini menunjukkan bahwa ada peran besar tim perumus dalam mendorong agenda pembentukan INA mulai dari merumuskan masalah, Menyusun dan mengawal perumusan Lembaga Pengelola Investasi hingga menjadi sebuah kebijakan, serta mengontrol kondisi politik dan opini publik sehingga dapat diterima oleh pembuat kebijakan dan masyarakat Indonesia.

The purpose of this writing is to find out the Realization Of Coal Domestic Market Bondage Policy In 2018-2022. The approach used in this research is post-positivism with qualitative data collection. The research results show that the realization of DMO absorption from 2018-2022 can be considered not good. Moreover, 2021 and 2022, the annual production plan in 2021 is 625 million tons, and the DMO is 137.5 million tons, but it has not been completely absorbed, from the data obtained until the beginning of 2022, the DMO target in 2021 is only reached 21%, from the target of 22%. PLN faces a coal deficit in early 2022 and threatens 10 million families with the potential to lose electricity in early 2022. In an effort to overcome this coal deficit, the Indonesian government through the Ministry of Energy and Mineral Resources (ESDM) has implemented an export ban policy on all coal companies in Indonesia. The long step is to include additional clauses for mining companies to be more compliant with the policy so that they do not choose to pay fines.

: Pembatasan Administrative Silence untuk Sertifikat Halal menarik untuk dikaji lebih lanjut. Target Pemerintah 10 (sepuluh) juta Sertifikat Halal untuk UMKM hingga 2024, mendorong adanya terobosan kebijakan dalam UU Cipta Kerja yang telah melakukan simplifikasi bisnis proses penerbitan Sertifikat Halal. Saat ini Pemerintah sedang menyusun Rancangan Peraturan Presiden tentang Penetapan Keputusan Fiktif Positif sebagai peraturan turunan UU Cipta Kerja. Penelitian ini dilakukan dengan tujuan menganalisa pembatasan Administrative Silence untuk Sertifikat Halal dan menganalisa peluang dan tantangan Keputusan Fiktif Positif dalam UU Cipta Kerja. Penelitian ini memiliki signifikansi baik secara akademik untuk pengembangan Hukum Administrasi Negara maupun secara praktis sebagai masukan kebijakan Pemerintah dalam penyusunan peraturan turunan UU Cipta Kerja. Metode Penelitian yang digunakan adalah Kualitatif dan penggunaan Konsep Administrative Silence sebagaimana dikemukakan oleh Dragos. Hasil penelitian menunjukkan bahwa Administrative Silence perlu dipertimbangkan untuk penerbitan Sertifikat Halal, mengingat dalam penerbitan Sertifikat Halal melibatkan penggunaan Hukum Syariat Islam sehingga terkait hal ini, pembatasan menjadi alternatif kebijakan yang dapat diusulkan. Guna menjawab peluang dan tantangan Keputusan Fiktif Positif dalam UU Cipta Kerja, Pemerintah perlu meningkatkan pelayanan pemberian Sertifikat Halal dengan mengedepankan prinsip legalitas, kepastian hukum, dan Asas-Asas Umum Pemerintahan Yang Baik (AUPB).
