Abstract

The policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, is one of policies by Semarang city government to facilitate, help, and accompany the victims of gender-based violence, to get justice demanded their rights by services provide through integrated services centre SERUNI, such as the handling of complaints, medical service, psychological-spiritual and rehabilitation service, legal assistance, repatriation and social integration. The purpose of this research is to find out and analyze the process of implementation, also the factors that support and hinder implementation. Based on Van Meter and Van Horn’s theory, factors that support and hinder such as the goals and basic/standard size policy, Resource policy, communication and Implementation Activities, the implementing Agency Characteristics, Social, political and economic conditions as well as the disposition of the Implementor. This research is qualitative research with a descriptive approach. The result of this research showed that the existence of SERUNI already well underway, its proven by the growing number of incoming cases and handle by SERUNI, but in its implementation still hampered by the lack of member’s commitment, the lack of resources availability, such as human, finance and facilities work. Based on the existence obstacles on the policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, the author provides recommendations to strengthening the role of SERUNI when counseling the victims, allocate the budget for the member institutions and fix the disbursement system, add facilities and infrastructure as well as providing adequate secretariat, more embracing the victim to open up, support the existence of specialized medical services for victims, handling the violence by involving two sides, both the victims and the doers, contact the victims continuity, improve the standart operating procedure, improve the coordination between the implementing agents, immediatelly legalize the federal regulations on the protection of women an children in Semarang, tried to input of another funds besides from APBD.

Abstract

Kebijakan Ijin Mendirikan Bangunan mengacu pada Peraturan Daerah Kota Semarang Nomor 5 tahun 2009 bertujuan agar kegiatan pembangunan di Kota Semarang dapat diselenggarakan secara tertib, terarah, dan selaras dengan tata ruang kota. Setiap bangunan gedung harus memenuhi persyaratan administratif dan persyaratan teknis sesuai dengan fungsi bangunan gedung. IMB akan melegalkan suatu bangunan yang direncanakan sesuai dengan Tata Ruang yang telah ditentukan. Selain itu, adanya IMB menunjukkan bahwa rencana kostruksi bangunan tersebut juga dapat dipertanggungjawabkan dengan maksud untuk kepentingan bersama. Persyaratan administratif yang dimaksud meliputi persyaratan status hak atas tanah, status kepemilikan bangunan gedung, dan izin mendirikan bangunan. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi ijin mendirikan bangunan dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori George C Edward III faktor yang mendukung dan menghambat berupa tujuan dan ukuran dasar/Standar kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana (Disposisi), Struktur Birokrasi. Berdasarkan hambatan yang ada dalam implementasi kebijakan Ijin Mendirikan Bangunan di Kota Semarang, penulis memberikan rekomendasi berupa: (1) penguatan strategi dan komitmen dari pelaksana program agar hasil yang diperoleh bisa mencapai target yang telah ditetapkan dan juga hasil kegiatan mampu mencapai tujuan, (2) melakukan pendekatan baik secara struktural maupun emosional dengan kelompok target, agar dapat merangkul dan menciptakan suasana yang sinergis dalam Implementasi Kebijakan IMB, (3) monitoring secara intensif baik dari dinas maupun pihak lain yang bekerjasama dalam kegiatan tersebut agar kegiatan-kegiatan yang sudah berjalan tidak berhenti begitu saja, (4) Pendampingan kelompok harus benar-benar dilakukan hingga mereka dirasa cukup mampu untuk mengelola kegiatan secara mandiri

Abstract

Semarang is a city that has a dense population. The number of residents who live or occupy the city of Semarang make the problems that must be faced by the City of Semarang one of them is the problem of congestion. Based on data from the Central Bureau of Statistics of Semarang, Semarang number of motor vehicles until the year 2013 has increased, which consists of 11,111,071 1,572,652 motorcycles and four-wheeled vehicles. To minimize traffic congestion in the city of Semarang then made mass transport is Bus Rapid Trans (BRT), which until now has operated 4 koridor.Tujuan of this study was to analyze the quality of service Bus Rapid Trans (BRT) in Semarang based Theory by Zeithaml et al (1990) namely the quality of service can be measured from the 5 dimensions, namely: Tangible (Tangible), Reliability (reliability), Responsiveness (Responsiveness), Assurance (Guarantee), and empathy (Empathy) Data collection was conducted through field surveys and interviews from some of the informants related that BLU head BRT, passengers from the public and officers BRT, Based on the analysis and the results showed that the Quality Service Bus Rapid Trans (BRT) in the city of Semarang is less well characterized by a decrease in the number of passengers BRT in 2013, this indicates if people do not make the BRT as the main mode of transportation in the city of Semarang, based on the 5-dimensional indicator Parasuraman that of the 5 dimensions are 3-dimensional result is not good so it can be concluded that the quality of the ministry is still kurangbaik BRT is direct evidence dimensions (tangibles), Reliability (responsiveness) and empathy (Emphaty ), and these factors are becoming inhibitors, and the driver of the decline in the number of passengers BRT in 2013, the authors suggestion that the improvement and increase the number of shelters BRT, re-evaluation of the tariff system for BRT, socialize etiquette to people who can facilitate the purchase of tickets, and the scheduled departure and arrival BRT should be more flexibility so that people can more easily access under any circumstances.

Abstract

The arrangement green zone is planning spatial regulation covers semarang city number 14 years.2011 who supported with impetus to maintain its function and managing the green space is.The green space serves as absorbs required in development planning in mijen space.The purpose of this research to find solutions to the green zone private using the regulations no. 14 years 2011 about the spatial semarang city.The result of this research aimed to locate supporters factors and barrier faced by the government to find solutions to the low private green space. This research using the theory the effective implementation of riant nugroho to look at the process implementation and the theory of the van meters and van horn to know factors that encourage and hinder the implementation of policy .This research in a qualitative,using information from bappeda semarang city,the town planning housing,pt.karyadeka nature sustainable and society.This research result indicates that the implementation of the green zone in district mijen started from the design,the use and control.Broad green zone in district mijen until 2015 of 1,15 % to private green space and 49,66 % to public green space of all the area . Factors that encourage and hinder the provision of private green space is size and policy aims,resources,disposition implementor,communication between organization,and economic environment,social and political. Need to be repaired private green space in the form of socialization, establish procedures programs established a systematic,in the effectively and efficient,and using strategy land less by plant in polybag,and other media such as vat, pot cement.

Abstract

The Implementation of the Semarang City Regulation No. 11 Year 2000 on setting And Fostering Street Vendor In District South Semarang is not in accordance with the prescribed rules. Implementation of the Semarang City Regulation No. 11 Year 2000 on setting And Fostering Street Vendor In District South Semarang reap many problems on place setting, licensing and levies so that the background of this study. Research conducted aiming to analyze the implementation of the policy-setting and coaching hawkers in the district of South Semarang, analyzed the factors supporting and implementing policy, and formulate measures necessary to ensure implementation of the policy can be effective. This study uses qualitative research by collecting data through observation, interviews, and documents. The results showed the implementation of regulatory policies and guidance PKL is still not good. This happens because of the lack of the number of officials implementing the policy, the lack of response apparatus against street vendors and there is no SOP. Based on these concerns, there should be efforts to minimize the problems start, increasing the number of officials implementing the policy setting and coaching vendors in terms of the Market Office as the implementing agency shall do the recruitment of employees, increased responsiveness or sensitivity of the apparatus to listen to the aspirations of street vendors and immediately made operational standards procedure (SOP).

Abstract

Retribution Policy Control Telecommunication Tower aims to control the utilization of space in the area reserved for the implementation of telecommunication towers in order to be borne in accordance with the spatial regularity and the environment and meet the aesthetics and increase regional revenue. This study was conducted to describe and analyze the factors that stimulate and inhibit, and how levies Control Policy Implementation Telecommunication Tower in Wonogiri. The research method used is to observe the accuracy policy, the accuracy of the implementation, the target accuracy, precision environmental and policy implementation model of George C. Edwards III. The process of policy implementation Levy Control Telecommunication Tower At Department of Communication and Information in Wonogiri practice there are inhibiting factors and supporting its implementation. The author recommends: (1) co-coordinating and awareness tower providers in terms of transfer of ownership of the tower immediately communicated to the Department so that appropriate billing and payment processes and fast, (2) Provide sanctions on providers that tower over the time of payment.

Abstract

Under UU No. 12 In 1985, PBB is a major source of funds contributed to the development of the country, because the people are required to pay to participate in PBB. Participation in this study is still problematic in stages interpersonal communication still often have mis communication and socio- economic communities is problematic on many dependents. The purpose of this study was to determine the effect of interpersonal communication and socio- economic level of people's participation in the PBB pay. While the theory is used in connection with the factors that affect people's participation raised by Tjokroamidjojo, Santoso Sastropoetro, and Slamet. The number of samples in this study was 96, while data analysis is done with quantitative data analysis using explanative type of research, which tests the hypothesis using Kendall Rank. From the data analysis, there was a positive relationship between interpersonal communication against public participation, in which Kendall Rank correlation coefficient of 5.368 with a coefficient determinant of 13.83% and a positive relationship between socio-economic level of people's participation which Kendallnya Rank correlation coefficient for determinant coefficient of 5.757 with 15.92% and there is a positive relationship between interpersonal communication and socio-economic level of people's participation in PBB where the pay is obtained by calculating the chi-square of 101.224 with a determination coefficient of 27.77%. So that the hypothesis is accepted at the 5% significance level. Recommendations made in this fieldwork is that taxpayers are more aware of the obligation to pay the PBB and sanctions must be confirmed delays.

Abstract

Policy implementation of street children handling is one of the effort made by the government to remove the children lived in the street by fulfill their rights. Policy implementor are Social Service, Labour and Transmigration of Yogyakarta and the Association of Social Worker Yogyakarta. The purposes of this research are to analyze the process of policy implementation of street children handling and factors that support and hinder policy implementation of street children handling in Yogyakarta city. The effectiveness of the policy implementation process viewed from 4 factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, and precision of the environment. For enabling and inhibiting factors using the theory of Van Meter and Van Horn are standard and policy objectives, resources, communication between organizations and implementing activities, the characteristics of the implementing agency, social, political, and economic environment and disposition implementor. This study used a qualitative approach with descriptive type of research, because research aimed to illustrate how the process of policy implementation of street children handling performed deeply by the facts. Analysis of this research were field observation, interview, and literature study. Then doing reduction data, data presentation, and drawing conclusions based on the analysis and presentation of data. The results of this research wasn’t able to solve the existing problems of street children yet, but able to reduced the number of street children. The inhibiting factors were funds, private role, social and economic environment of Yogyakarta city.

Abstract

Parking is part of a sub-system of the implementation of the road freight traffic carried by local governments, in order to improve the organization of the society in the field of environmental management, order and smooth flow of traffic as well as a source of revenue (PAD). Pekalongan city parking retribution policy refers to the Regional Regulation No. 21 of 2011 on Service Fees for parking. Has the objective to increase transparency and accountability, and to support the process of monitoring the implementation of parking retribution. These objectives can be achieved through the implementation of the views of the appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the process environment. Parking Retribution Policy Implementation process in achieving the objectives are factors inhibiting and supporting factors. But in its application in the field face many obstacles that the implementation of parking charges less walking is not optimal. This research was conducted with descriptive qualitative research methodology that aims to identify and analyze the implementation of parking charges implementation of the results of this study is not optimal due to the presence of obstacle factor the resource factor in the number of staff employees and the bureaucratic structure of the relevant Department. Parking attendants themselves are also often delayed depositing retribution results due to use such proceeds to their daily lives. In addition, public opinion against the parking retribution to be indifferent to never ask for proof of parking tickets after paying.
