Abstract

Pada tahun 2020 tepatnya di bulan Maret, Indonesia dikejutkan dengan adanya Covid-19 yang menelan banyak korban jiwa sehingga pemerintah terus berupaya membuat kebijakan demi kebijakan untuk memutus rantai Covid-19. Berdasarkan hal tersebut pemerintah Provinsi Bali melibatkan Desa Pekraman dengan memberdayakan Pecalang. Penelitian ini bertujuan untuk mengetahui cara Pecalang menjalankan fungsi dan tugas sebagai satgas keamanan tradisional dalam penanganan penyebaran Covid-19 di Desa Pekraman Denpasar. Metode penelitian yang digunakan deskriptif kualitatif. Data yang diperoleh berasal dari hasil observasi, wawancara mendalam, dan studi pustaka. Hasil penelitian menunjukkan bahwa pandemi Covid-19, membuat adanya penambahan tugas dan fungsi dari Pecalang Desa Pekraman Denpasar, salah satunya dengan dibentuk satgas gotong royong di desa adat yang diberi nama Pecalang Wira Praja. Pecalang Wira Praja inilah yang memantau daerah Desa Pekraman Denpasar serta menghimbau masyarakat untuk selalu mematuhi protokol kesehatan. Adanya Pecalang Wira Praja sangat penting karena sampai saat ini Pecalang Wira Praja masih memiliki rasa kewibawaan dari masyarakat Bali sehingga jika Pecalang turun ke masyarakat, cenderung lebih dituruti atau mengikuti apa yang menjadi himbauan dari Pecalang Wira Praja.

Abstract

Bali, as a major tourist destination, has experienced a significant increase in energy consumption due to the growth of the tourism industry, leading to increased energy demand. Consequently, Bali needs to achieve energy self-sufficiency, as energy self-sufficiency not only contributes to environmental sustainability but is also a pillar of sustainable development. Bali Governor Regulation No. 45 of 2019 on Bali Energi Bersih (BEB) is a policy aimed at strengthening Bali’s energy supply through the promotion of renewable energy development, including rooftop solar power plants. However, the expansion of rooftop solar systems in Bali remains limited. Previous studies have mainly focused on technical and economic aspects, while limited attention has been given to the gap between policy ambition and implementation outcomes. This study aims to analyze the development of rooftop solar power plants before and after the Bali Clean Energy policy, and to identify the driving and inhibiting factors affecting their role in achieving energy self-sufficient in Bali Province. This study employs a qualitative descriptive research method. The data collection methods used include observation, interviews, and documentation. The findings show that the policy has increased awareness and encouraged initial rooftop solar adoption. However, implementation has not yet been optimal. The main barriers include high upfront investment costs, limited financing access, shortages of competent installation personnel, and regulatory uncertainty caused by changes in central government policies. These challenges have reduced public confidence and slowed adoption rates. This study fills the gap in local level policy implementation of energy transition by showing that renewable energy transition depends not only on technological readiness, but also on regulatory consistency, institutional capacity, and effective coordination between provincial and central governments.

Abstract

Good governance must be built so that the ideals of the Indonesian people contained in the 1945 Constitution of the Republic of Indonesia in the fourth paragraph can be realized. To make this happen, the Government of Indonesia is focusing on changes to 8 main areas contained in the 2010-2025 Bureaucratic Reform Grand Design which are devoted to excellent service to the community. The government is expected to be able to implement dynamic governance, according to the changing times but not ignoring the needs of the community. However, in carrying out this governance, of course there is an obstacle, especially in the health sector services at the Denpasar City Health Office. The mobility of the population is quite high and the pre-hospital services available to the people of Denpasar City are quite limited so to overcome this, the Denpasar City Government created a Health program, namely Denpasar Mantap Community Health or DAMAKESMAS. The program, which is coordinated by the Denpasar City Health Office, collaborates with the Denpasar City BPBD and the Denpasar City Communications, Informatics and Statistics Office. This research was conducted with the aim of analyzing and observing DAMAKESMAS management from dynamic governance. This type of research is descriptive research with a qualitative approach. Data collection techniques used are observation, interviews and documentation. Based on this research showing that the management of DAMAKESMAS is from a dynamic governance approach, the researchers found that the Denpasar City Government has been thinking ahead to improve health services. However, in its management there are obstacles that the government must rethink. To create complexity from managing this program, it must be run with cross-thinking.
