Abstract

Sebagaimana yang terjadi di Indonesia. Arah dan kecendrungan administrasi publik di Bali tidak terlepas dengan latar belakang keilmuan yang dimiliki dan tradisi yang terbangun dari asal perguruan tinggi yang notabena berafiliasi pada perguruan tinggi di Jawa,. Sehingga dari sisi “wadah” ada yang bernaung pada Fakultas Ilmu Sosial dan Ilmu Politik, seperti di UNUD, Warmadewa, Ngurah Rai, Undiknas, Mahendradata, Panji Sakti, Stipol Wirabakti, dan yang lainnya, ataupun ada yang di bawah Ilmu Administrasi seperti STIA. Merubah dan/atau menyesuaikan nomenklatur untuk keseragaman “wadah”, tentu sangat menyulitkan secara administratif. Akan tetapi, menyesuaikan isi menjadi keharusan sehingga teks tentang konsep, teori, pendekatan dan metodologi ilmu administrasi publik menjadi relevan untuk menjawab persoalan dan kepentingan publik. Dengan demikian, arah dan kecendrungan administrasi publik di Bali, mengacu pada konsep dan teori administrasi publik yang bersifat hibrid-interdisipliner, dengan mengangkat nilai-nilai kearifan lokal yang sudah tumbuh dan berkembang dalam masyarakat seperti Tri hita karana (keseimbangan dan harmonisasi), yadnya (pengorbanan suci), tatwam asi (penghargaan, pelayanan), desa, kala patra (otonomi), inovasi, kolaborasi. Nilai-nilai tersebut sangat relevan dengan focus dan orientasi administrasi publik pada manajemen dan kebijakan publik dan manajemen pemerintahan darah dan paradigma mutakhir administrasi publik yakni NPS.

Abstract

The general election directly conducted to vote for the regent and vice regent(Pemilihan Kepala Daerah, abbreviated to Pilkada) by the people in Badung Regency in2005 was the first one. The people’s direct involvement in the local political life movedhighly dynamically. The struggle for power by various strengths affected variousdimensions of the people’s lives; therefore, it is interesting to investigate the localpolitical dynamics in the Pilkada directly conducted in Badung Regency in 2005 in theperspective of cultural studies. There are three problems formulated in this study. Theyare (1) what was the dynamics of the Pilkada directly conducted in Badung Regency in2005 like?; (2) how the relation of strengths affected the local political dynamics in thePilkada directly conducted in Badung Regency in 2005?; (3) what were the implicationsand meanings of the local political dynamics of the Pilkada directly conducted in BadungRegency in 2005?The results of the study show that fluctuative changes took place continuouslywith regard to the form and functions of societal structure. Culturally, the people’sideology changed from being mono centric into being multi centric. The relation ofstrengths became segmented into three main strengths forming a new formation ofstrength referred to as trisula. This led to an institutional configuration, differentiation ofpower and locality sedimentation, and provided meanings to competition and tolerance,emancipatory, political comodification, adaptive leadership and local democratic culturalstrengthening.

Abstract

Street vendors are informal types of work (small businesses) that arise primarily in urban areas, carried out by low-income people (daily salaries), have limited capital, and consist of only one worker (self employed). The presence of street vendors in various major cities in Indonesia, including in Denpasar City, has become a dilemma that creates pro-contra, and has the potential to clash between citizens and officials of government. This is because street vendors sell their wares in public places that are considered strategic, thus disrupting public order, and other public peace. On the other hand, according to one of the SDG’s programs, the government has an obligation to realize decent work for everyone. In the effort of structuring street vendors, as well as helping small traders of economic actors in the informal sector, the government of Denpasar City issues Denpasar City Local Law No. 2 of the year 2015 about Street Vendors. Therefore, an analysis is needed to find out the implementation of Denpasar City Local Law No. 2 of the year 2015, as well as to find out the supporting factors and inhibiting factors of its implementation. This research is a qualitative descriptive study, where the data obtained through the process of observation, interviews, and documentation studies. Selection of informants through purposive sampling technique, and data analysis techniques using Merilee S. Grindle's theory of policy implementation and contingency theory by James Lester. The results of the analysis show that the implementation of Denpasar City Local Law No. 2 of the year 2015 for arranging street vendors is still faced with several obstacles such as: lack of location according to allotment, lack of adequate budget, evaluation that is rarely done, and sanctions that are not in accordance with what is written in the Regional Regulation and the lack of understanding of street vendors on the local law. An interesting finding is that it turns out that governemtn of villages and custom village have an important role in organizing street vendors in their areas.

Abstract

The country of Indonesia, which has abundant natural resources, with diverse tribes, races, religions, cultures, customs and thousands of islands that we often hear, the term jambrud equator is one of the many words that praise the richness of the archipelago. If you look at the data from the Central Statistics Agency (BPS) in 2018 about the human development index in Indonesia, the trend has experienced a good increase in 2018 at 71.39%, with a trend in a period of almost a decade. from 2010-2018 experienced an average national growth of 0.88%, the highest position was occupied by DKI Jakarta Province with the human development index figure at 80.47% with 0.51% growth from 2017-2018 and the lowest was occupied by the Papua Province with 60, 64% position with 1.64% growth from 2017-2018. This research uses a conceptual approach. The conclusion in this study is that social justice in Indonesia which has a Pancasila ideology foundation provides a comprehensive concept of justice space, covering all sectors of national and state life that must be carried out by all citizens of the nation. In order to create comprehensive justice, the State must attend and have a scale of development priorities so that eastern Indonesia can have a quality of life that is equivalent to the population of Indonesia in the west.social justice

Abstract

Abstract—Bale Sakenem Building is one of the buildings that were in the order of Traditional Bali House. This study identified Bale Sakenem building located in the Central Singapadu Village and that is observational research by using cross sectional design. This research was done by means of retrospective observational that is considered the factor that can affect Bale Sakenem Building Anthropometry. From the data analyze of research identification, 30% height bataran not in accordance with the average size of an ideal height bataran and 20% height bale-bale also not in accordance with the average of the ideal height bale-bale in Bale Sakenem building in the Central Singapadu Gianyar have not yet undertaken anthropometry users and more dominant to follow measurements that based on the size of Undagi, as a consequence there was uncomfortableness. Height bataran and height bale-bale is based on the tolerance of anthropometry using the 95 percentile and 5 percentile for tolerance limitKeywords—Anthropometry, Balinese Architecture, Culture, Percentile, User Comfort.

Abstract

The purpose of this research is to find out the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS) to public services in the Land Affairs Office of Badung Regency. The quality of the service given in the Land Affairs Office of Badung Regency has not yet maximum and there are still many complaints from the people. Based on the reality, the problem proposed are that how the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS), and how effective and efficient of the implementation affect to the land affairs service quality in the Land Affairs Office of Badung Regency. In order to answer these problems, the research was qualitative research method with descriptive research type. The data obtained through observation and comprehend interview processes, secondary data and also utilizing documentary results. Informant selection was carried out by purposive sampling. Data analysis process was performed by using the Donald Van Meter and Carl Van Horn theories, categorizing and combining data that was obtained, and also determining some relevance correlations with those data. Data validation was carried out with triangulation of data source so data served are valid data. Result of this research shows that there has been improvement of land affairs service quality in Land Affairs Office of Badung Regency after implementing the SIMTANAS policy, although not yet maximal and it need system information and management development so that the land affairs service quality that given will enjoyed by all of the society.

Abstract

This study, aims to determine the implementation of Regional Regulation No. 2 of 2015 in the arrangement of street vendors in Denpasar City, which includes the process of socialization of local regulations, implementation, up to the enforcement carried out by Satpol PP Denpasar City as law enforcement and to determine the factors that influence the implementation of street vendors in Denpasar City, both in the form of supporting factors and inhibiting the implementation process. To answer this problem, a qualitative descriptive research method was used. Data analysis was carried out using Merilee S. Grindle's policy implementation theory and contingency theory developed by James Lester. The results showed that the Implementation of Regional Regulation No. 2 of 2015 in the Arrangement of Street Vendors (PKL) in Denpasar City could be divided into street vendors organized by banjars or traditional villages and independent organized PKL. The street vendor arrangement has not run optimally so far, this is because there are still many street vendors who have been netted and the number of street vendors continues to increase every year. The Merilee S. Grindle theory is used as a measurement tool for policy implementation, using two variables: the degree of change desired and the aspects of the power, interests, and strategies of the actors involved. In practice, the arrangement of street vendors is still faced with several obstacles, especially in terms of implementation and precisely the village or customary village that plays an important role in managing street vendors in its working area. Whereas the supporting factor comes from the aspect of local regulation socialization. In contingency theory shows that the implementation of the law in the arrangement of street vendors in the city of Denpasar is still stuggler.

Abstract

Membicarakan arah dan kecendrungan administrasi publik di Bali, tentu tidak bisa dilepaskan dengan perkembangan administrasi publik di Indonesia dan trend perkembangan ilmu adminstrasi publik global yang sangat tinggi. Munculnya begitu banyak orientasi dan paradigma ilmu administrasi publik menunjukkan betapa ilmu administrasi publik berkembang pesat searah dengan perkembangan masyarakat. Hasil penelitian menunjukan Berdasarkan karakteristik ilmu administrasi di Bali dapat dilihat bagaimana ilmu administrasi publik dapat merespon globalisasi yang merampbah melalui kegiatan kepariwisataan. Bahwa globalisasi telah merubah kebiasaan masyarakat dan memberikan kemudahan akses bagi seluruh aktor dalam mengakses informasi termasuk informasi tentang kinerja pemerintah. Dengan demikian, arah dan kecendrungan administrasi publik di Bali, mengacu pada konsep dan teori administrasi publik yang bersifat hibrid-interdisipliner, dengan mengangkat nilai-nilai kearifan lokal yang sudah tumbuh dan berkembang dalam.

Abstract

Abstract The Balancing Fund is Regional funding sourced from the State Budget consisting of Revenue Sharing Funds (DBH), General Allocation Funds (DAU), and Special Allocation Funds (DAK). The Balancing Fund is intended to reduce the imbalance of government funding sources between the Center and the Regions, and to reduce the funding gap between the Regions. The Special Allocation Fund is intended to help finance special activities in certain Regions which are the affairs of the Region and in accordance with national priorities, specifically to finance the needs of basic public service facilities and infrastructure that have not yet reached certain standards or to encourage the acceleration of Regional development. The Karangasem Regency Government has received a Special Physical Allocation Fund but in September 2017 there was an eruption of Mount Agung. The problems studied are: How is the Implementation of Physical DAK Management Policies in Karangasem Regency Government for the 2017 Budget Year due to the eruption of Mount Agung? What factors are the obstacles in carrying out physical DAK activities in the Karangasem Regency Government 2017 Budget Year? And what are the implications that occur due to obstacles in the implementation of programs and activities of the Special Physical Allocation Fund in Karangasem Regency, 2017 Budget Year? The theoretical basis used is the Van Meter and Van Horn theory, and Abidin theory. The research method used is a qualitative method with descriptive design, namely research that gives a careful description of a particular individual or group about the circumstances and symptoms that occur with information obtained from sources that are relevant to the issues raised. The object of research was carried out in the Regional DAK Management Organization Organization for the 2017 Budget Year in the Karangasem Regency Government. The results of the study concluded that the Implementation of Physical DAK Management Policy in Karangasem District Government 2017 Fiscal Year is in accordance with 6 Variables that affect the implementation performance, but external factors namely the eruption of Mount Agung caused the implementation of this policy could not achieve the target and the program was temporarily stopped until the revocation of the status of Mount Agung Eruption danger. Keywords: Policy Implementation; Mount Agung Eruption; Special Allocation Funds Abstrak Dana Perimbangan merupakan pendanaan Daerah yang bersumber dari APBN yang terdiri atas Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU), dan Dana Alokasi Khusus (DAK). Dana Perimbangan selain dimaksudkan untuk mengurangi ketimpangan sumber pendanaan pemerintahan antara Pusat dan Daerah, serta untuk mengurangi kesenjangan pendanaan Pemerintahan antar Daerah. Dana Alokasi Khusus dimaksudkan untuk membantu membiayai kegiatan-kegiatan khusus di Daerah tertentu yang merupakan urusan Daerah dan sesuai dengan prioritas nasional, khususnya untuk membiayai kebutuhan sarana dan prasarana pelayanan dasar masyarakat yang belum mencapai standar tertentu atau untuk mendorong percepatan pembangunan Daerah. Pemerintah Daerah Kabupaten Karangasem telah mendapatkan Dana Alokasi Khusus Fisik namun pada bulan September Tahun 2017 telah terjadi Erupsi Gunung Agung. Permasalahan yang diteliti adalah : Bagaimanakah Implementasi Kebijakan pengelolaan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017 akibat Erupsi Gunung Agung? Faktor-faktor apakah yang menjadi kendala dalam hal menjalankan kegiatan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017? Dan Implikasi apakah yang terjadi akibat adanya kendala pelaksanaan program dan kegiatan Dana Alokasi Khusus Fisik di Kabupaten Karangasem Tahun Anggaran 2017? Landasan teori yang digunakan adalah teori Van Meter dan Van Horn, dan teori Abidin. Metode penelitian yang digunakan adalah metode kualitatif dengan desain deskriptif, yaitu penelitian yang memberi gambaran secara cermat mengenai individu atau kelompok tertentu tentang keadaan dan gejala yang terjadi dengan informasi yang didapatkan dari sumber yaung relevan dengan permasalahan yang diangkat. Obyek penelitian di lakukan di Organisasi Perangkat Daerah Pengelola DAK Fisik Tahun Anggaran 2017 pada Pemerintah Daerah Kabupaten Karangasem. Hasil penelitian didapatkan kesimpulan bahwa Implementasi Kebijakan pengelolaan DAK Fisik di Pemerintah Daerah Kabupaten Karangasem Tahun Anggaran 2017 telah sesuai dengan 6 Variabel yang mempengaruhi kinerja implementasi, akan tetapi faktor eksternal yakni terjadinya Erupsi Gunung Agung menyebabkan implementasi kebijakan ini tidak dapat mencapai sasaran dan program tersebut dihentikan sementara hingga dicabutnya status bahaya Erupsi Gunung Agung. Abstract

Desa Adat Siangan merupakan desa tradisional yang terletak 31 KM sebelah timur laut Kota Denpasar. Desa ini memiliki potensi budaya yang dapat dikembangkan sebagai desa wisata spiritual. Di Desa Adat Siangan terdapat tujuh situs purbakala, keindahan alam, kesenian lokal dan unsur tradisi budaya yang bisa diberdayakan menjadi daya tarik wisata. Masyarakat krama desa adat belum menyadari sepenuhnya potensi warisan budaya yang ada untuk dijadikan basis wisata spiritual. Oleh karena itu, dibutuhkan pemberdayaan masyarakat dalam iventarisasi warisan budaya, dan pemanfaatannya sebagai DTW guna menunjang pengembangan desa wisata Siangan. Program Kemitraan Masyarakat (PKM) menyasar kelompok masyarakat pengelola desa Wisata dengan mitra Bendesa Adat Siangan. Permasalahan yang dihadapi mitra adalah: (1) belum teriventarisirnya warisan budaya yang ada dan (2) belum ada pemanfaatan warisan budaya sebagai ikon wisata spiritual. Pelaksanaan PKM ini merupakan wujud pemberdayaan masyarakat dalam pemanfaatan warisan budaya dengan cara menginventarisasi warisan budaya di Desa Adat Siangan, dan mengelola warisan budaya sebagai daya Tarik wisata. Hasil kegiatan adalah tujuh pura yang mengandung tinggalan arkeologi dapat diinventarisir dan dikonstruksi latar belakang sejarahnya, serta ditata sebagai basis wisata spiritual. Model pengelolaan warisan budaya dilakukan dengan metode dokumentasi arkeologi, dan pendekatan arkeologi publik. Melalui strategi demikian akan muncul kesadaran pelestarian terhadap warisan budaya, dan mitra memahami arti penting warisan budaya sebagai basis wisata spiritual yang berimplikasi kepada kesejahteraan masyarakat.
