Abstract

ABSTRACT This research described the influence of arms embargoes from U.S for Indonesia’s military in 1999 that implied the military technical cooperation between Indonesia and Rusia in 2003. This research is using qualitative method with literature review and secondary data. This research using security dilemma concept for observed the increase of military capability from countries around Indonesia when Indonesia’s military capability has decrease because of U.S embargo, and then using defensive realism theory for apprehend Indonesia’s action to build military technical cooperation with Rusia. The result from this research showed that U.S arms embargo causes the reduction of Indonesia’s military power and security dilemma in Indonesia. The conclusion from this research is U.S arms embargo influenced Indonesia’s action for build on military cooperation with Rusia, which is the behavior from defensive realism. Abstract

This research aims to explain about conflict between Sikka’s Local Leader and the Local Legislative Assembly (DPRD) in preparation of Local Government Budget (APBD) for term 2019 year. Sikka regencies is one of district that led by candidate from independent line. Fransiskus Roberto Diogo, (Roby Idong) and Romanus Woga won the District Election Head at 2018 without any party nor coalition. Problem arise when Local Leaders and members of Local Legislative Assembly did not reach mutual agreement about house and communication allowance budget. This research uses qualitative methods with primary data sourced from in-depth interviews with all parties in the conflict. This research used Maswadi Rauf's conflict theory, which is classified based on the results of research by Mark and Synder. In addition, it is known that there are conflicting interests between Local Leader and Local Legislative Assembly about budgeting. Meanwhile, Local Leader in Sikka aim to control Local Legislative Assembly with negative issue about marking up budget of house and transportation allowances, but thus assembly obtain to increase the budgeting for their right.

Abstract

Pemilih muda/pemilih pemula merupakan kelompok yang menguasai 60% yang diisi oleh generasi internet (Gen Z ) yang fasih mengguunakan internet. Diiperlukan pengabdian yang terfokus pada dua poin penting yakni pelatihan terhadap anak muda di Desa Sumerta Kauh untuk menyaring informasi hoax yang misleading dan misinformasi. Selain itu, sosialisasi mengenai pemilihan umum serentak tahun 2024 nanti kepada anak muda mayoritas pemilih pemula di Desa Sumerta Kauh juga dilakukan. Pengabdian ini juga akan bekerjasama dengan Mafindo (Masyarakat Anti Fitnah Indonesia) Wilayah Bali. Pengabdian ini menggunakan 3 metode tahapan dimulai dari identifikasi masalah, menjalin kerjasama dengan mitra dan pihak ketiga serta melakukan pelatihan literasi digital/literasi media. Hasilnya kegiatan ini bermanfaat bagi masyarakat desa/perangkat desa dalam mengenali hoax. Para peserta juga diajarkan cara menggunakan tools pemeriksa fakta lewat dengan simulasi aktif bersama narasumber seperti Aplikasi Hoax Buster Tools, mengakses situs http://cekfakta.com dan http://turnbackhoax.id, mempelajari penggunaan Google Reverse Image serta mengenali sistem Chatbot Kalimasada (0859-21-600-500).

Abstract

Program pendidikan politik memiliki tujuan untuk menambah wawasan masyarakat mengenai politik, terutama kepada pemilih pemula pada pilkada serentak tahun 2024 di Desa Sumerta Kauh, Kecamatan Denpasar Timur, Provinsi Bali. Pendidikan Politik yang diberikan kepada pemilih pemula sejatinya berupaya agar pemilih pemula ini memiliki informasi, akses, dan kemampuan untuk menghadapi pilihannya pada pilkada serentak tahun 2024 ini. Pendidikan politik menjadi kunci utama dalam meningkatkan demokrasi substansial terutama bagi pemilih pemula yang sebagian besar didominasi oleh Generasi Z ini. Metode yang digunakan dalam pengabdian masyarakat ini menggunakan beberapa tahapan yang terdiri dari tiga tahap yakni tahap persiapan, tahap pelaksanaan dan tahap evaluasi. Tahap persiapan terdiri dari identifikasi masalah dan penentuan target pemberdayaan, koordinasi bersama mitra dan perencanaan pelaksanaan. Pada tahap pelaksanaan pengabdian dilakukan pre-test, pelaksanaan pemberdayaan politik, dan post-test paska pemberdayaan politik. Tahap evaluasi berisi hasil evaluasi kegiatan yang didasarkan pada hasil pre-test dan post-test dan penyusunan kerangka acuan yang cocok dengan target pendidikan politik, penyusunan kerangka luaran akan diberikan pada pihak mitra yang mampu mengimplementasikan kerangka tersebut. Terdapat dua permasalahan utama yang ditemukan yakni masih rendahnya keinginan untuk dapat berpartisipasi dalam kegiatan kepemiluan seperti menjadi pengawas pemilu dan masih rendahnya pengetahuan politik tentang proses politik seperti pengetahuan tentang calon-calon walikota. Hasil yang ditemukan bahwa rendahnya kesadaran berpartisipasi dikarenakan kurangnya paparan pendidikan politik informal diluar pendidikan formal serta minimnya pendidikan literasi tentang memanfaatkan gawai untuk memilih sumber informasi politik terkait dengan pilihan-pilihan politik.

Abstract

The political empowerment program aims to increase public awareness of politics, particularly for first-time voters in the 2024 simultaneous regional elections in Sesetan village, South Denpasar district, Bali province. Political empowerment focuses on efforts carried out by those with access, to information, and the capability to formulate policies for others who must be involved in the implementation of those policies. Political education is the key to empowering young voters, particularly those belonging to Generation Z (Gen Z). The method used in this community service involves several stages, consisting of three phases: preparation, implementation, and evaluation. The preparation phase includes problem identification, determination of empowerment targets, coordination with internship partners, and implementation planning. The implementation phase involves pre-test data collection, the execution of political empowerment activities, and post-test data collection following the political empowerment. The evaluation phase includes activity evaluation based on the pre-test and post-test results, the development of frameworks suitable for the empowerment targets, and the preparation of output frameworks to be provided to partners capable of implementing these frameworks. Two main issues were identified: the low awareness of participating in electoral activities such as becoming election supervisors, and the lack of political knowledge about distinguishing political hoaxes related to elections. The findings revealed that the low participation awareness is due to the lack of exposure to informal political education outside of formal education, as well as the minimal literacy education on how to utilise gadgets to select reliable sources of political information.

Abstract

Purpose: This research was conducted to determine the political campaign strategy used by Ni Luh Putu Ary Pertami Djelantik in winning votes in the 2024 Regional Representative Council (Dewan Perwakilan Daerah/DPD) Legislative Election. Research method: This research uses a qualitative approach by collecting data through observation, interviews and documentation. With a sample size of 3 (three) people. The data analysis technique uses an interactive analysis. Results and discussion: The political campaign strategy implemented by Ni Luh Putu Ary Pertami Djelantik includes an emotional approach to voters, emphasis on social issues especially in Bali, creating a simple image, and highlighting herself as the only female candidate in the DPD legislative election Bali 2024. She succeeded in implementing an effective campaign strategy in the 2024 Bali DPD legislative election. Implication: Her approach included strengthening his image through the role of a "mamak" who is close to the community, using social media to strengthen personal branding, focusing on issues of women's empowerment, and paying attention to social and humanitarian problems.

Abstract

Kebijakan revitalisasi pasar tradisional di Indonesia merupakan salah satu kebijakan yang masuk dalam program prioritas Presiden Joko Widodo. Pasar Seni Sukawati sendiri mengalami perubahan yang cukup drastis semenjak menjadi salah satu pasar yang mendapat jatah revitalisasi dari pemerintah pusat. Perubahan tersebut menyangkut jenis barang yang diperdagangkan. Penelitian ini menggunakan metode kualitatif untuk melihat perubahan sosial yang terjadi pada paguyuban pedagang di Pasar Seni Sukawati, Gianyar paska kebijakan revitalisasi pasar tradisional. Sudut pandang pedagang pasar atas perubahan sosial paska revitalisasi akan dianalisa secara kualitatif melalui teknik depth interview. Pedagang yang dipilih secara purposive akan menjadi informan utama dalam penelitian ini. Hasilnya adalah perubahan yang terjadi pada paguyuban pedagang pasar seni Sukawati dan paling terasa memberatkan adalah terjadinya perubahan tata kelola di Pasar Seni Sukawati. Perubahan tata kelola ini mencakup berubahnya jenis dagangan yang diperbolehkan untuk dijual di pasar yang selesai di revitalisasi. Pasar Seni Sukawati kini hanya menjual barang kesenian saja tanpa menjual kebutuhan upakara dan kebutuhan pokok sehari-hari. Beberapa pedagang yang mengikuti ketentuan paska revitalisasi ini memiliki beragam ketidakpuasan dan pengetahuan yang masih belum mumpuni untuk beralih jenis dagangan. Hal ini dikarenakan para pedagang belum siap secara mental dan pengetahuan untuk beralih jenis dagangan. Kemampuan manajerial seperti mencari distributor untuk barang khas oleh-oleh dan juga modal yang besar serta waktu balik modal yang lama, membuat para pedagang cukup kewalahan untuk beralih jenis dagangan dibanding jenis dagangan mereka sebelumnya.Kata kunci: Revitalisasi, Perubahan Sosial, Pedagang, Pasar Seni

Abstract

The Swandya Prapen knife craftsmen group in Sukawati Village plays a significant role in the local home industry sector but faces challenges in marketing, occupational safety, and productivity. This community service program aimed to empower the craftsmen group by implementing digital marketing strategies, providing occupational health and safety (OHS) training, and utilizing a participatory approach to enhance their productivity. Activities included hands-on training, technical guidance, and collaborative evaluation based on the group’s specific needs. The program successfully increased the craftsmen’s ability to promote their knives through digital platforms, improved workplace safety practices, and fostered stronger teamwork within the group. As a result, the productivity and market competitiveness of the Swandya Prapen knife craftsmen improved significantly. In addition, the artisans became more aware of the importance of adopting personal protective equipment and maintaining a safe workspace to sustain their long-term health and performance. The participatory approach also encouraged more active involvement of members in decision-making, strengthening ownership and commitment to shared goals. This initiative highlights the effectiveness of combining digital tools, safety measures, and participatory methods in advancing the sustainability and growth of traditional knife-making communities while simultaneously preserving cultural heritage and empowering local economies.
