Abstract

E-Government merupakan upaya mengembangkan penyelenggaraan pemerintahan berbasis elektronik meningkatkan kualitas layanan publik secara efektif dan efisien, sesuai Inpres No. 3 Tahun 2003 tentang Kebijakan dan Strategi Pengembangan e-Government. Perkembangan teknologi mempengaruhi pengelolaan administrasi perpajakan baik keperluan pemerintah maupun wajib pajak dari manual ke sistem online, sehingga menghemat waktu, proses kerja, dan kertas. Dengan diterapkan pajak online sehingga tercipta good governance. Rumusan masalah, yaitu : 1) Bagaimanakah implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? 2) Apakah faktor-faktor pendukung dan penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? Teori yang digunakan adalah teori implementasi kebijakan publik model Merilee S. Grindle dan Teori implementasi kebijakan publik model George C. Edwards III. Pendekatan penelitian menggunakan deskriptif kualitatif. Teknik pengumpulan data menggunakan obvservasi, wawancara, dan dokumentasi. Teknik penentuan informan menggunakan purposive sampling. Teknik analisis data adalah analisis data deskriptif kualitatif, meliputi : reduksi data, display data, serta penarikan kesimpulan dan verifikasi. Hasil temuan penelitian disimpulkan bahwa : 1) Implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung sudah terimplementasi dengan diterapkannya sistem online pajak daerah melalui e-SPTPD. 2) Faktor-faktor pendukung implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : komitmen Pemerintah Kabupaten Badung dalam pelayanan publik melalui e-Government, resources (sumber daya), sosialisasi, jaringan internet, dan kesadaran Wajib Pajak. Sedangkan faktor-faktor penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : pengetahuan dan kesadaran wajib pajak serta pandemi Covid-19.

Abstract

Pembangunan kepariwisataan di Bali berperan penting dalam perekonomian masyarakat. Namun tanpa disadari eksplorasi pariwisata berdampak pada lingkungan dan budaya masyarakat Bali. Hal tersebut dapat dilihat dari alih fungsi lahan, pergeseran nilai-nilai budaya dan gangguan ketertiban sosial lainnya yang semakin marak. Untuk meminimalisir dampak negatif industri pariwisata, pemerintah mengembangkan pembangunan pariwisata ekologi (ecotourism) atau pembangunan pariwisata berkelanjutan dalam bentuk ekowisata. Implementasi kebijakan ekowisata memiliki kendala yang harus dihadapi oleh aktor-aktor kebijakan. Pemerintah sebagai pemegang kendali kebijakan selayaknya melibatkan aktor lain seperti universitas untuk dapat berkontribusi didalamnya. Tulisan ini mendeskripsikan kontribusi universitas dalam hal ini Warmadewa sebagai salah satu aktor dalam kebijakan ekowisata di Bali.

Abstract

STIKesWiraMedika Bali as a private higher education, has made efforts to obtain quality health workers who are capable of realizing change, growth and renewal as well as optimal health services for the entire community. This was done because he realized that as an institution in the field of education there were many competitors in its business activities, thus making STIKesWiraMedika Bali continue to improve the performance of its employees. Performance appraisal in the 2019 period shows that there are several aspects of the assessment that have decreased the performance of the employees.This research is a quantitative research. The number of samples was 92 peoples with the sampling technique used was Non Probality Sampling, namely total sampling. The data collection used questionnaires and data analysis was performed using the multiple linear regression method. The results showed that leadership has an influence on the performance of employees, the t value is 2,062 with a probability value (sig value) of 0,042. Motivation has an influence on employee performance, the t value is 5,019 with a probability value (sig value) of 0,000. Work discipline has an influence on the performance of employees with a t value of 2,008 with a probability value (sig value) of 0,048. Leadership, Work Motivation, Work Discipline jointly influence the performance of employees with a calculated F value of 13,427 with a probability value (sig value) of 0,000.

Abstract

Dusun Siladan is located in Taman Bali Village, in about seven minutes it has arrived at the city center. Natural conditions and the environment still look beautiful, because tourism activities have not been touched. The potential of the hamlet is very suitable to be developed as a supporter of Bangli in realizing Bangli as a tourism city, in order to complement Penglipuran Village as a tourist attraction. Penglipuran Village, which is known as one of the cleanest villages in the world, does not seem to have local products to support tourism, both in the form of entertainment and souvenirs. For this reason, the presence of the Jayapangus Foundation has the potential to be empowered, both as a provider of entertainment and souvenir services. To find out and understand the potential of Siladan hamlet, we used the observation method to observe people's attitudes and behavior and the interview method with a purposive system, namely interviewing several local community leaders, then supplemented with a literature study. The data that has been collected is processed and analyzed using a qualitative descriptive analysis method.

Abstract

Siangan Village is one of the villages in Gianyar Regency which is being developed into a tourist village. Beautiful natural panoramas, local arts and elements of unique cultural traditions have the potential to be used as spiritual ecotourism attractions. The community of six traditional villages in Siangan, namely Siangan Traditional Village, Lokasrana, Bandung, Sawan, Purna Desa and Munduk Traditional Village are determined to preserve and utilize these cultural resources. Although an inventory and arrangement of cultural heritage has been carried out, it has not been managed optimally. Therefore, community empowerment is needed in packaging cultural heritage, and relevant ecotourism management strategies are applied in Siangan. The Community Partnership Program (PKM) on the Development of Cultural Heritage-based Spiritual Ecotourism is carried out by targeting community groups, especially the pretenders in the Siangan Village area. The target partner is the village head of Siangan. The problems faced by partners are: (1) the cultural heritage has not been packaged and utilized as a support for spiritual ecotourism, (2) the management of the ecotourism potential has not been integrated. This PKM seeks to carry out the packaging of ecotourism potential in Siangan Village, and a partnership-based ecotourism management model (collaborative governance). The method applied is the method of archaeological documentation, counseling and mentoring. The results of this PKM are expected to increase awareness of cultural heritage conservation, ecotourism management partnership models, which have an impact on community welfare.

Abstract

Advances in technology provide convenience in the implementation of public services in the global era. Ease in public services, among others, by providing facilities that facilitate the process of public service itself, such as the management of various certificates related to the needs of the community in Semarapura Kaja Village. The problem is that there is no system at the kelurahan level that makes it easier for the community to administer a residence certificate. The method of activity in this case is making application for certificate management and socialization as well as assisting the use of applications in managing population certificates in the village. The output of this activity is an application for managing a residence certificate and optimal use of information technology by the people of Semarapura Kaja Village as a form of implementing public services.

Abstract

The phenomenon of migrants is not foreign to the island of Bali and Denpasar city. Denpasar city as a metropolis with many amenities offered according to the function and its strategic role as the center of government, economy and trade, the activity center of education and health services, as well a center of tourism activities that contribute to the development of Bali's economy, the reason migrants come storming Denpasar city. The rapid flow of migrants coming into the city of Denpasar cause various social problems crate slums, pollution, economic competition, crime and so on. This paper aims to present the various policies adopted by the government of Denpasar to curb settlers, one of them involving indigenous villages. It is therefore interesting to observe how the role of indigenous villages in the demolition of migrants in the city of Denpasar. From observation and interviews as well as studying the existing documentation, it can be said that the role of indigenous villages in the discipline of migrants is very important, because the territory of the island of Bali in general and in particular Denpasar divisible in indigenous villages. The traditional village with customary rules of direct contact and bind communities and this can be one of the strategies in the discipline of migrants in the city of Denpasar.

Abstract

Community Service on the development of the Gelgel Traditional Village as Spiritual Tourism aims to empower the community in realizing the Gelgel Traditional Village as a Spiritual Tourism Destination Area. The service partner is the Bendesa Adat Gelgel with the target audience of the Gelgel Traditional Village ‘krama’ community groups. The selection of Gelgel Traditional Village as the location of service because Gelgel has the potential to be developed into a spiritual tourism model, in accordance with the development direction of the Klungkung Regency government, and has become a guided village for the Postgraduate Program of Warmadewa University. This second year of service is programmed on the arrangement of temples and packaging of spiritual DTW icon designs as well as the preparation of Human Resources for spiritual tourism managers. The three focus partner problems that were solved were: (1) there was no physical form of "icon" information (nameplate, candi bentar building) to mark the Gelgel Traditional Village as the center of the Swecapura palace and the kawitan center complex for various clans/soroh in Bali, (2) the arrangement of the potential of cultural heritage that can be packaged into a Spiritual tourism attraction has not been carried out, (3) the human resources of Pekraman Village are not yet skilled in utilizing and managing the potential of Spiritual Tourism they have. The solutions offered are: (1) Assistance in drafting the 'icon' design for the Royal Swecarapura Center and Kawitan centers throughout Bali to support Gelgel Village as a Spiritual DTW, (2) FGD in structuring and packaging Spiritual Tourism, (3) Assistance in heritage management temple culture by Gelgel Traditional Village as a collaborative Spiritual Tourism. The outputs produced are articles in national journals with ISSN, activity videos, publications in print/online media, increased competitiveness, increased application of science and technology, and improved values in society. Additional benefits are in the form of IPR posters that are registered as copyrights.

Abstract

The application of information technology as a form of e-government implementation contributes to improving the welfare and progress of society. E-government is better known as a form of public service by an electronic-based government. Besides being intended to provide information openly about government activities, it is also to facilitate the public in obtaining services related to population administration. However, electronic-based public services in Semarapura Kaja Village are not yet optimal. This can be seen from the very few people who use (visit) the site and the complaints of the public in accessing population administration services. The method of activity in this PKM is making an application for managing a residence certificate, socializing and assisting the use of the application. The output of the activity is in the form of an e-PAK application, namely an application for electronic-based village administration as well as assistance for officers and the community to take advantage of these services.

Abstract

Public services in Penatih Village are conducted with web-based System Information Penatih (SIPENA). SIPENA program implementation conducted by Penatih Village is done to be able to provide public services that are fast, precise and accurate. The purpose of this research is to know and understand SIPENA-based public services and what factors become obstacles in SIPENA-based public services in Penatih Village. The approach used in this study is to use qualitative descriptive methods with the application of Edward III theory. Data collection is done by observation techniques, interviews, and documentation. The selection of informants is done by purposive sampling techniques, and qualitative data analysis is inductive. The results showed that the implementation of SIPENA program in the implementation of public services in Penatih Village has been running quite effectively. However, there are still several factors that become obstacles in the implementation of SIPENA program in Penatih Village regarding the content of policies, human resources support, facilities and infrastructure and communication.
