Abstract

The Naval Academy (AAL) is one of the educational implementing units within the Indonesian Navy which is tasked with producing graduates of Indonesian Navy Officers with a Bachelor's Degree in Applied Defense. One of the study programs is the Warship Mechanical Engineering Study Program which has an A accreditation based on the decision of BAN-PT. With this achievement, it is hoped that the qualification profile of graduates can be improved with international standard abilities as a supporter of professional duties as Assistant to the Head of the Machinery Division on the Corvette Warship type Sigma class. For that we need a strategy in improving the quality of education that refers to the vision and mission of AAL. This study aims to identify the influencing factors in determining the development strategy of the Warship Mechanical Engineering Study Program, formulating alternative development strategies and determining strategic priorities along with a development roadmap. The methods used are the Borda method to calculate the weight of each factor, the SWOT method to formulate strategies and the ISM method to determine the roadmap for the next five years. The conclusion of this study is the WO strategy as the chosen strategy with nine substrates in the form of a roadmap for the Warship Mechanical Engineering Study Program which will start from 2022 to 2026. Abstract

Third Fleet is the Main Command of the Indonesian Navy as Operation City which is tasked with carrying out defense and security operations of the maritime dimension by securing the territorial waters of eastern Indonesia. The operation in these waters is faced with the vulnerability of frequent violations, geological conditions consisting of thousands of islands and shallow straits, extreme weather and also with limited state defense budget conditions. Therefore, it is very necessary to have a KRI that is right and ready to face these challenges and obstacles so that the goals of the organization can be achieved. The purpose of this study was to analyze the criteria and determine the type of KRI needed in accordance with the conditions in Third Fleet. This study uses an integration between the Delphi method and the AHP method. The results of this study are expected to be input and consideration for the leadership of the Indonesian Navy. The next 299 are fast boats with a weight value of 0.149 then Amfibious ships with a weight value of 0.154 then Bantu ships with a weight value of 0.131 then Mine ships with a weight value of 0.119 and Submarines with a value of 0.114. Abstract

The Indonesian National Army (TNI) in general and the Navy in particular as a national defense tool, according to the government's program, has taken policies, one of which is the Modernization of the KRI. This policy demands balance from the point of view of the KRI maintenance system. Maintenance and repair facilities in Surabaya are based on Kep Kasal Number kep/1059/2016 concerning the Instruction Manual for Ship Platform Material Development within the Indonesian Navy (PU-7.08) regarding the duties and authorities of Fasharkan as an agency and unit for providing maintenance assistance in the field of platforms. The electrical workshop is one of the elements that need to be prepared to welcome the KRI modernization program at the Indonesian Armada II Command Headquarters. In line with the results of the maintenance and repair processes that have not been maximized, it is necessary to measure the physical and mental workload of all electrical workshop personnel so that they are able to solve the problems faced. The measurement results show that technology and personnel factors according to the needs of KRI maintenance are dominant in influencing excessive workload. Physical measurement results require the addition of 1 (one) personnel for each type of job position. Using the NASA TLX approach method produces mental indicators In line with the results of the maintenance and repair processes that have not been maximized, it is necessary to measure the physical and mental workload of all electrical workshop personnel so that they are able to solve the problems faced. Abstract

Navigation Radar has a very vital role for the readiness of KRI operations. However, with the age of the KH MKVII X-Band radar on the KRI Type-Z class which has reached eleven years and is faced with high operational tasks, making the radar has a high risk of damage. While the repair process takes quite a long time, especially if it requires replacement of spare parts. Therefore, preventive maintenance is needed to maintain radar readiness. In this study using FMECA to determine critical components and reliability to determine the replacement time of critical components with a minimum reliability of 0.65. The results of FMECA,analysis Risk Matrix, data distribution and reliability of 17 components obtained 5 components withcategory risk rating a high, namely Modulator RPN value of 365.25 with a proposed replacement of 3482 hours, Tx Microcontroller value of RPN 302.62 with a proposed replacement of 5803 hours, LNFE RPN value of 261.75 with proposed replacement of 5887 hours, Power Supply Trx value of RPN 260,05 with proposed replacement of 5498 hours and Magnetron with RPN value of 256.12 with proposed replacement of 5148 hours. By following the proposed component replacement before the component is damaged, it can save a budget of 12.87% or Rp. 27,612,000.00. Keywords: FMECA, Risk Priority Number, Reliability, Risk Rating

Abstract

Presently, the rapidly increasing population growth has been shown to create the growing needs of sea transportation services, both for freight and passengers. The augmentation of sea transportation fleets causes the ever-increasing number of all types of ships and the vessel traffic congestion in many connected sailing lanes. The development of sea transportation media significantly affects the potency of sea pollution. Therefore, it requires an analysis of the development feasibility of the Reception Facility in Tanjung Perak Port Surabaya. The first analysis is by doing the evaluation of investment feasibility based on the law, market, technical and financial aspects. After that, the measurement is done by using the methods of Net Present Value (NPV), Payback Period (PP), Internal Rate of Return (IRR), Average Rate of Return (ARR), Profitability Index (PI) and investment risk analysis. In this research, the gained NPV is about Rp. 431.257.167, PP value about 8 years 9 months 26 days, IRR 22,695%, ARR 30,32%, PI about 1,39, so the infrastructure investment program of Reception Facility in Tanjung Perak Port Surabaya is feasible to be carried out. Abstract

The FMEA method is a tool used to identify the consequences or consequences of a system or process failure and reduce or eliminate failure. In determining risk factors and system improvement priorities, traditional FMEA still has weaknesses, where FMEA traditionally places severity factors, occurrence, and detection at the same level of importance, even though in reality different levels of importance and the importance of FMEA assessment teams are ignored. In this study, the fuzzy method is integrated into FMEA where the severity factor, occurrence, and detection are assessed in linguistic form. In this fuzzy method, the weight of the interests of the FMEA assessment team is taken into account to do ranking and repair priorities. The application of Fuzzy methods to FMEA to determine significant risk factors and prioritizing improvements from various alternatives chosen for the process of repairing KRI in Surabaya Lantamal V, so that it is expected that the application of this method can improve the operational performance of Fasharkan to eliminate or reduce the risks that occur in the repair process ships in the eastern region of the fleet. Abstract

Currently, various technologies are being developed which aim to improve the oxidation process so that its pollutant byproducts can be reduced. One of them is the development of the use of ozone as an alternative oxidizer which in the organic chemistry perspective has more free electrons so it is more reactive than oxygen. Ozone can be produced through several methods, such as the electrolysis method, the incandescent electrode method and the high voltage electrode method. This study aims to measure the feasibility of an ozone-producing reactor based on the high-voltage electrode method to produce photon strips initiating the formation of oxygen radicals. As the main indicators of the feasibility is the efficiency and level of performance of the reactor in producing ozone. As a comparison, the reactor is based on the previously made incandescent electrode method. Based on data from experimental results in the laboratory it can be shown that the high voltage method reactor is quite feasible. It can be proven in the discussion and analysis using linear regression and Minitab software that this method provides an increase in efficiency of 0.5% (0.714% to 1.214%) and an increase in performance of 1.8 ppm / min (2.57 ppm / min to 4, 37 ppm / minute ozone gas can be produced from 2.4 L / min of atmospheric air flowed into the reactor tube). Abstract

The maintenance and repair facility is one of the organizations within the Indonesian Navy that has the task of carrying out the maintenance and repair of KRI. In carrying out increasingly complex tasks, and the development of marine lift technology, maintenance and repair facilities require technological equipment and professional personnel in their fields. The purpose of this research is to determine alternative strategies to increase the effectiveness of the ability of Fasharkan Mentigi Tanjung Gray. This research uses the integration of SWOT analysis which is used to formulate and provide alternatives in the development strategy of the Mentigi Tanjung uban Fasharkan. Based on the results of the SWOT matrix analysis, in order to increase the effectiveness of the ability of the Tanjung Uban Mentigi Fasharkan to support the main duties of the Indonesian Navy, according to the SWOT method shows that the effectiveness strategy of fasharkan's ability lies in quadrant II with coordinates (0.38; 0.32) which indicates the SO strategy, namely the ability of the Mentigi Tanjung Uban Fasharkan to use optimal strength by taking advantage of existing opportunities, with alternative strategies The first is (1) the readiness of fasharkan to increase the effectiveness of the Mentigi Tanjung Uban Fasharkan capability which is supported by the Indonesian Navy policy and the Fasharkan operational strategy; and (2) the readiness of personnel supported by the development and training of personnel capabilities namely the ability of Fasharkan Mentigi Tanjung Uban to use optimal strength by taking advantage of existing opportunities, with the first alternative strategy being (1) Fasharkan readiness to increase the effectiveness of the Tanjung Uban Mentigi Fasharkan ability which is supported by the Indonesian Navy policy and Fasharkan's operational strategy; and (2) the readiness of personnel supported by the development and training of personnel capabilities namely the ability of Fasharkan Mentigi Tanjung Uban to use optimal strength by taking advantage of existing opportunities, with the first alternative strategy being (1) Fasharkan readiness to increase the effectiveness of the Tanjung Uban Mentigi Fasharkan ability which is supported by the Indonesian Navy policy and Fasharkan's operational strategy; and (2) the readiness of personnel supported by the development and training of personnel capabilities Keywords : Fasharkan Mentigi Tanjung Pinang, SWOT

Abstract

The success or success of an organization is achieved because of the ability of the organization in carrying out its vision and mission as expected, as it is known that one of the objectives of the process of organizing the functions of government is the guarantee of national security and welfare conditions for all its people. The purpose of the research was to obtain measurements of organizational performance by BSC method in Puspeknubika Kodiklatal Surabaya. In the test of variable validity of customer satisfaction level in service attributes for comfort criteria as much as 67.3%, criteria of ability to meet the needs as much as 71.7%, health and safety criteria as much as 65.1%, criteria of ability to provide the required information as much as 84.4% and good communication criteria as much as 65%. Balanced Scorecard (BSC) method can be applied to government and military organizations, especially in this case Puspeknubika Kodiklatal Surabaya, because with this method all aspects can be measured and known performance. Abstract

The border area of ​​a country is the main capital of a country's sovereignty. One of the islands whose position is at the forefront and at the same time the outermost border of Indonesia and other countries is Alfa Island. The research method used in this research is to use the integration of strength, weakness, opportunity, and threat (SWOT) analysis methods and the Borda method in formulating a strategy for developing the empowerment of the Miangas Island marine defence area. SWOT analysis is used to formulate and provide alternatives in the development strategy of developing a strategy for the empowerment of the Alfa Island marine defence area. And the Borda method is used to determine priorities for the selected strategy. With this research, it is hoped that it can encourage and become government input in managing the policies of the outermost islands by giving special attention to minimizing vulnerabilities and potential threats and increasing the positive potential that already exists on Alfa Island. Based on the research results, obtained 6 strategies. The weight calculation results show that the WO 1 strategy has the highest weight and is a priority strategy, which is to take advantage of the Indonesian Navy's MEF policy opportunities by increasing the Posal Alfa Capability that supports active patrols and sea operations of Posal Alfa.
