Abstract

Certainty of climate information is essential for farmers in developing farming decisions but, climate forecasts produced by Climatology Station contain 30 per cent uncertainty. The fact that climatology station has carried out climate information dissemination to farmers in Lombok. However, many farmers experienced harvesting and planting failure due to climatic uncertainty. The objectives of this research are to describe the communication strategy implemented by the Kediri Climatology Station in communicating climate information to farmers on Lombok Island and to identify obstacles experienced in disseminating climate information. This research was conducted at the Kediri Climatology Station and on the island of Lombok using a descriptive method. Data were collected through in-depth interviews. The collected data were analyzed using descriptive qualitative analysis. The results show that the strategies implemented by the Kediri Climatology Station were strategies to increase the station's credibility through the improvement of data collection technique and analysis to minimize uncertainty, compiling and packaging messages so that farmers easily understand them, conducting direct dissemination through climate field school (SLI) and indirect using media, trying to understand the social and economic conditions of the communicants as well as utilization of feedback. However, there are obstacles faced by the Kediri Climatology Station in providing climate information namely: many extension agents are reluctant to convey climate information to farmers, climate change that affects forecast accuracy, difficulty convincing the public, and lack of funds to conduct Climate Field School, limited personnel, and language barriers.

Abstract

Kemiskinan masih menjadi isu strategis di NTB dalam 20 tahun terakhir. Data menunjukkan bahwa tingkat kemiskinan di NTB pada tahun 2005 mencapai 25,92% dari jumlah penduduk, dan di tahun 2009 tercatat jumlah penduduk miskin mencapai 1.014.745 atau sekitar 21,88% dari jumlah penduduk, pada tahun 2013 proporsi penduduk miskin mencapai sekitar 20.08%, dan pada tahun 2021 angka kemiskinan turun menjadi sekitar 13,8%. Fakta ini bermakna bahwa berbagai program pengentasan kemiskinan yang dilaksanakan selama 20 tahun terakhir cukup berpengaruh pada pengurangan atau penurunan angka kemiskinan. Atas dasar permasalahan ini, maka dilakukan penelitian tentang peran kelompok sebagai modal sosial dalam pengentasan kemiskinan dan pembangunan pedesaan dengan tujuan untuk mengetahui (1) kapasitas dan peran kelompok ternak dalam pengelolaan usaha peternakan, yang meliputi aspek input, produksi dan pasca panen (pemasaran dan pengolahan). (2) pengetahuan, persepsi, sikap, motivasi, ketrampilan, dan praktek pengelolaan usaha peternakan dari pengurus dan anggota kelompok ternak. (3) visi kelompok dan anggota terhadap pengelolaan usaha peternakan. (4) Mengetahui gap (distorsi) dan faktor-faktor penyebab gap antara kondisi saat ini dan kondisi ideal dalam pengelolaan kelembagaan peternak dan pengelolaan usaha peternakan. Penelitian ini menggunakan metode kaji-tindak termodifikasi, kombinasi metode penelitian kuantitatif dan kualitatif, dan pengumpulan data dilakukan melalui survey, in-depth interviews, dan focus group discussion (FGD) pada 7 (tujuh) kelompok tani ternak di empat kabupaten di Pulau Lombok. Hasil penelitian ini menunjukkan bahwa kelompok tani ternak masih memberikan peran terbatas kepada petani peternak, yaitu memberikan pengamanan terhadap ternak sapi yang dikelola petani. Petani peternak belum berorientasi kepada pengelolaan usaha peternakan secara komersial melalui kegiatan pengolahan daging dan kulit sapi, dan termasuk pengolahan limbah padat dan cair. Pada tahapan ini petani baru pada tingkatan memanfaatkan sendiri pupuk kompos dan pupuk cair yang dipelajari dan diproduksinya. Memfasilitasi kelembagaan atau organisasi petani untuk tumbuh dan berkembang menjadi Badan Usaha Milik Petani (BUMP) yang bersifat komersial adalah menjadi tantangan berikutnya.

Abstract

Service excellence in healthcare is critical in order to providing quality care and maintaining doctor and patient loyalty. In an effort to provide maximum service, of course, health facilities must think of excellent service as the main option to realize a perfect service quality. The Puskesmas is one of the First Level Health Facilities which is the main reference when people need first aid for health problems. The Puskesmas in this context is the first gateway for health services aimed at providing first aid to the community. The purpose of this service is to present important issues related to achieving service excellence in healthcare and the role of customer service in Puskesmas. This community service uses a controlled and participatory descriptive observational approach as well as Focus Group Discussion (FGD). The output of this community service is increasing awareness, knowledge and skills about excellent service and maximizing existing resources to provide the best service to the community. On the other hand, this dedication is also aimed at providing further understanding about promotions using digital media to facilitate service activities at the Bayan Health Center.

Abstract

Empowerment is one of the popular concepts in the field of social science and community development. In Indonesia, the word empowerment started to be used in 1998. Recently many empowerment projects were implemented in Indonesia but most of them failed to achieve their goals. The question is, then, what causes empowerment programs to fail? Many factors lead to the program fail, however in this paper, the focus of discussion will be the power of communication in empowerment processes. Empowerment is a process where individuals, groups and communities may obtain control over their lives. The empowerment process is an effort to reduce powerlessness by equipping people with self-awareness, self-competence, self-confidence, self-determination and perceived access to. To accelerate these effort, communication plays important roles. Communication is simply the act of transferring information from one person or group to another. Similar to empowerment: the process to transfer power from one person or organisation to others. Through effective communication people feel more empowered, developed a sense of belonging and responsibility. Most importantly, when the the communication process are open, people feel more comfortable with the relationship developed by change agent. As a result, they have feeling being empowered. The powering process. Consists of two mirror-image that show dialectical processes such as empowering and overpowering (disempowering). The process will undergo empowering when the change agent communicates clearly, honestly, caring, caring, valuing, respecting others and affirming, enhancing, and growing; these will lead to people being free, having self-control and independence and will become overpowering/disempowering if communication is unclear with distortion, objectifying, devaluing, diminishing, negating, constricting and subsuming these will lead to a feeling of being controlled, dominated and make them dependence.

Abstract

The people of West Nusa Tenggara especially in Mataram City, also felt the impact of COVID-19 pandemic. Although the COVID-19 information and its health protocols has been spread widely, Mataram’s residents dealing with the pandemic in different behaviors. This becomes a question of the effectiveness of COVID-19 health protocol message conveyed to Mataram’s residents by the government and medical team as the parties who makes policies and tackles this pandemic. This research aims to determine the form, process of communication messages, and the effectiveness of COVID-19 health protocol message from the perspective of Mataram local residents. This research uses qualitative descriptive method, with data collection techniques through observation, interviews, and documentation. The data analysis technique uses Miles and Huberman model analysis, and the data checking technique uses triangulation method. The results indicate that the government and medical team in conveying the COVID-19 health protocol message used interpersonal communication forms, primary and secondary communication message processes, and the health protocol messages conveyed were effective. However, there are still obstacles that hinder the process of understanding and implementing the COVID-19 health protocol. In this research also provides recommendations to help improve the pattern of conveying COVID-19 health protocol messages to public.

Abstract

Pada tahun 2022 kasus penyalahgunaan narkoba meningkat pada angka 1.138 tersangka dengan 959 kasus. Untuk mengurangi adanya penyalahgunaan atau penggunaan narkoba maka Bidang Pencegahan dan Pemberdayaan Masyarakat (P2M) BNNP NTB membuat program untuk memberdayakan masyarakat salah satunya yaitu pelatihan atau sosialisasi. Pelatihan ini ditujukan untuk masyarakat penerima layanan di desa yang sudah ditetapkan oleh BNNP NTB sebagai desa yang termasuk dalam kawasan rawan narkoba. Pelatihan pada bidang P2M BNNP NTB terbagi menjadi dua pelatihan, yaitu pelatihan lifeskill dan pelatihan softskill. Pelatihan lifeskill difokuskan untuk masyarakat penerima layanan yang pernah menjadi tersangka dalam kasus penyalahgunaan narkoba, sedangkan pelatihan softskill diperuntukkan untuk siswa/siswi sekolah MTS/SMP dan SMA/MA. Penelitian ini bertujuan untuk mengetahui proses komunikasi antarpribadi yang terjadi antara pegawai P2M BNNP NTB dengan masyarakat penerima layanan serta untuk mengetahui respon dari masyarakat penerima layanan terhadap pelatihan yang diberikan oleh P2M BNNP NTB dengan mengambil data penelitian di Desa Kuta, Kecamatan Pujut, Kabupaten Lombok Tengah dan Desa Pemenang Barat, Kecamatan Pemenang, Kabupaaten Lombok Utara. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data menggunakan wawancara dan dokumentasi. Analisis data menggunakan teknik analisis Miles & Huberman. Menguji keabsahan data dalam penelitian ini menggunakan triangulasi sumber.
