Abstract

Implementasi Peraturan Pemerintah Nomor 94 Tahun 2021 terhadap pegawai negeri sipil di Badan Kepegawaian Pendidikan dan Pelatihan Daerah Kabupaten Boyolali, terutama dalam kedisiplinan masuk kerja. Metode yang digunakan adalah pendekatan kualitatif melalui studi kasus. Data diperoleh melalui wawancara, pengamatan langsung, dan analisis dokumen terkait. Hasil penelitian menunjukkan bahwa implementasi peraturan tersebut memberikan dampak positif dalam meningkatkan kedisiplinan masuk kerja. Kehadiran peraturan yang jelas dan sanksi yang tegas terhadap pelanggaran aturan memiliki efek deterrent yang signifikan. Pegawai di Badan Kepegawaian Pendidikan dan Pelatihan Daerah Kabupaten Boyolali menunjukkan perubahan perilaku yang positif. Mereka lebih disiplin dalam mematuhi aturan kehadiran, termotivasi untuk hadir tepat waktu, dan mengurangi absensi tidak sah. Peraturan ini juga menciptakan iklim kerja yang lebih teratur dan efisien. Secara keseluruhan, implementasi Peraturan Pemerintah Nomor 94 Tahun 2021 memberikan manfaat yang signifikan dalam meningkatkan kedisiplinan masuk kerja pegawai. Penelitian ini memberikan pemahaman tentang pentingnya peraturan yang jelas dan sanksi yang tegas dalam menciptakan lingkungan kerja yang disiplin dan efektif. Rekomendasi penelitian ini dapat digunakan sebagai acuan untuk pengembangan kebijakan kedisiplinan masuk kerja pegawai negeri sipil di berbagai instansi pemerintah.

Abstract

Domestic Violence (DV) is a major cause of divorce in Indonesia. Although the law stipulates mediation as the initial step in the divorce process, its effectiveness in the context of domestic violence remains questionable. This study aims to examine in-depth the process and obstacles to mediation in divorce cases due to domestic violence at the Boyolali Regency Religious Court. The research method used is empirical juridical with a qualitative descriptive approach, through observation, interviews, and literature review. The results indicate that despite clear procedural stages and the involvement of mediators in facilitating communication, the success rate of mediation in domestic violence cases remains low. This is due to regulatory factors, victim trauma, the absence of parties, third-party intervention, and limited mediator resources. Mediation in domestic violence cases remains a complex challenge that requires a specialized approach.

Abstract

Sexual violence against women and children is a serious violation of human rights that has a comprehensive impact—physical, mental, and social. In criminology, this crime is influenced by structural and cultural factors such as patriarchal domination, power imbalances, and a lack of legal protection and sexual education. The purpose of this study is to examine the characteristics of sexual crimes and assess the effectiveness of the legal system in protecting victims. The research was conducted using a normative-empirical legal method: the normative approach was conducted through an analysis of regulations such as the Child Protection Law and the TPKS Law; while the empirical approach involved interviews with law enforcement officials and victim advocates. The results indicate that although regulations are in place, their implementation is suboptimal, as evidenced by weak synergy between institutions, limited psychological support, and stigma that discourages victims from reporting. This study recommends a more holistic approach—including victim-centered legal reform, increased understanding of law enforcement, and public education. By combining criminological and legal analysis, it is hoped that the protection system for women and children can become more responsive and inclusive to the dynamics of sexual violence.
