Abstract

Di era perkembangan jaman yang semakin modern yang dimana penggunaan teknologi dalam kehidupan sehari-hari menjadi sebuah kebutuhan termasuk dalam kegiatan pelayanan publik. Maka dari diperlukan inovasi pelayanan publik dengan unsur teknologi di dalamnya agar terciptanya sebuah pelayanan yang Smart Service. Oleh sebab itu melalui Aplikasi Gita Ceria PDAM Giri Tirta Kabupaten Gresik memberikan inovasi pelayanan digital kepada masyarakat guna mempermudah pelayanan. Tujuan penelitian ini mendeskripsikan tentang pelayanan dan juga hambatan pada Aplikasi Gita Ceria. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini menunjukan bahwa pelayanan PDAM Giri Tirta Kabupaten Gresik melalui Aplikasi Gita Ceria ini masih ada beberapa prinsip yang belum sepenuhnya sesuai dengan prinsip-prinsip yang sesuai dengan Peraturan Presiden No. 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik.

Abstract

The city of Surabaya itself has received an award as a city that has implemented good governance at the world level. However, the facts in the field are still found some principles of good governance that have not been applied, therefore it is necessary to conduct research on the application of good governance in central agencies in the city of Surabaya. In this study, the object chosen was the Government Administration and Regional Autonomy Section, because this agency is a central part of the process of governance and autonomy in the city of Surabaya. This type of research is qualitative, which from this research shows that there are 2 principles that are not implemented properly there, namely transparency and efficiency, limited access to information to the public because only the SITOMAS application can be accessed by the public. Then for efficiency, sometimes many tasks overlap because there are many complaints from the public who come to the BAPOD office even though it is not their job, as a result many tasks are not completed according to the deadline.

Abstract

The government in organizing a country must surely pay attention to services. service itself is a form of communication between the government and the community. Service plays an important role in a government. In providing a service to the public, of course, it must consider several principles so that the services provided can be maximally accepted by the public. In an effort to organize maximum public services at the Karangan District Office, Trenggalek Regency, the principles of good governance must be applied. According to Andre Roudonuwu, Welson Rompas, and Jericho Pombengi, the principles of good governance include participation, transparency, responsiveness, justice, efficiency & effectiveness, and accountability. The purpose of this study is to determine the implementation of the principles of good governance in public services at the Karangan District Office and to find out the obstacles in applying the principles of good governance to public services at the Karangan District Office. The method in this research is descriptive qualitative by describing as clearly as possible the information in the research.             From the results of the research, it is known that the implementation of the principles of good governance in improving public services at the Karangan District Office has been implemented. The principles of participation, justice, and accountability are more dominantly implemented than the principles of transparency and responsiveness which are not dominantly implemented
