Abstract

Abstrak Pelayanan publik yang diberikan oleh pemerintah kepada masyarakat merupakan tugas yang sangat. Pelayanan yang di berikan kepada masyarakat di bidang penerbitnan izin selama tiga tahun berturut-turut, oleh Badan Pelayanan Perizinan Terpadu Kabupaten Badung belum maksimal. Berdasarkan hal di atas, penulis dapat merumuskan masalah penelitian ini yaitu : Bagaimana kualitas pelayanan publik di Badan Pelayanan PerizinanTerpadu (BPPT) Kabupaten Badung. Dalam pelaksanaan pelayanan izin di Badan Pelayanan Perizinan Terpadu Kabupaten Badung dianalisis dengan menggunakan teori Kotler (dalam Supranto,1997 : 231) berdasarkan dimensi kualitas pelayanan, yaitu bukti fisik (tangibles), keandalan (Reliability), keresponsifan (Responsiveness), keyakinan (Confidence), dan empati (Emphaty). Pendekatan penelitian yang penulis gunakan deskriptif kualitatif, mempergunakan informan kunci (key informan). Dari hasil penelitian yang penulis lakukan bahwa belum maksimalnya pelayanan yang di lakukan oleh BPPT Kabupaten Badung di sebabkan oleh sering errornya system, dan masih ditemukan penempatan SDM yang kurang sesuai dengan keahliannya.

Abstract

Pelayanan publik yang diselenggarakan pemerintah saat ini masih dihadapkan pada sistem pemerintahan yang belum efektif dan efisien serta kualitas kinerja pegawai yang kurang efektif. Berkenaan dengan fenomena tersebut penulis dapat merumuskan masalah penelitian adalah bagaimana evaluasi kebijakan Penerbitan Tanda Daftar Usaha Pariwisata di Badan Pelayanan dan Perizinan Terpadu Kabupaten Badung? Adapun tujuan penelitian ini untuk menganalisis Evaluasi Kebijakan Penerbitan Tanda Daftar Pariwisata di Badan Pelayanan dan Perzinan Terpadu Kabupaten Badung dengan menggunakan metode penilitan deskriptif kualitatif melalui pengumpulan data wawancara dan dokumen. Menggunakan teori evaluasi kebijakan dari Jones (1996:359-360), yaitu : (1) Political evaluation (evaluasi yang bersifat politis), (2) Organizational evaluation ( evaluasi yang sifatnya organisasional), dan (3) Substantive evaluation (evaluasi yang bersifat substantif atau nyata) yaitu yang telah diimplementasikan ini memberikan manfaat yang nyata untuk kepentingan bagi wmasyarakat Kabupeten Badung,yang telah dilakukan menunjukkan bahwa kebijakan penerbitan TDUP di Kabupaten Badung melahirkan dukungan bagi badan-badan pelaksana seperti DPRD Kabupaten Badung, Dinas pariwisata, Satuan Kerja Polisi Pamong Praja, Bagian Hukum dan perangkat daerah lainnya,telah mencapai tujuan yang telah ditetapkan baik secara hukum maupun dalam detail kebijakan yang ingin dicapai selanjutnya, serta berdampak kepada BPPT Kabupaten Badung dalam penerbitan TDUP. Faktor-faktor yang menghambat Pelaksanaan Perizinan Usaha Wisata di Kabupaten Badung dengan tanda daftar usaha pariwisata yang dimohonkan oleh pelaku usaha digunakan sebagai landasan yuridis dalam membangun usaha wisata di Kabupaten Badung.

Abstract

The Denpasar City Investment and One-Stop Integrated Services Service (DPMPTSP) has utilized information technology by implementing Electronically Integrated Business Licensing or Online Single Submission (OSS). OSS is a business licensing system issued electronically by the OSS institution on behalf of the minister, head of the institution, governor or regent/mayor to business actors. The aim is to reduce bureaucracy and speed up the business licensing process which was previously complicated and took a lot of time. However, the implementation of OSS in issuing Micro and Small Business Permits (IUMK) in Denpasar City is not yet optimal because some business actors still do not understand the system. This research uses a qualitative approach to understand more deeply the phenomena related to fees in the licensing process. Carried out at the Denpasar City DPMPTSP Office because Denpasar City has implemented E-Government and is the capital of Bali Province. Government Regulation Number 24 of 2018 concerning OSS is the legal basis for implementing electronically integrated business licensing for IUMK

Abstract

The Regional People's Representative Council (DPRD) has the same position as the Regional Government in building and facilitating support in the formulation of regional government policies, which can accommodate and channel the aspirations of the community so that they can be well received. However, in reality, the DPRD has not fully been able to perform its functions well, and in practice, it often blurs the meaning of democracy itself. The implementation of regional autonomy by the Regional Government and DPRD must be carried out according to their respective functions. The DPRD is required to maximize its legislative function to accommodate all aspirations of the people and to prosper the local community, which is the DPRD's obligation. The implementation of the legislative function must be followed up with regional regulations, in this case, in accordance with the Regulations of the Bangli District DPRD No. 1 of 2020 concerning the Rules of Procedure of the Bangli District DPRD, which outline the functions of the DPRD. This research employs a qualitative approach and was conducted at the Bangli District Regional People's Representative Council located on JL. Brigjen Ngurah Rai, Bangli. The results of this study indicate that during the period of 2019-2024, the Bangli District DPRD has not yet shown a number of achievements that deserve appreciation or has not yet optimally fulfilled its role as a representative institution. In terms of the formation of laws and regional regulations, the Bangli DPRD has not successfully produced a series of policies that were planned within annual targets, although the policies or regional regulations that have been established reflect the commitment of the DPRD in responding to the needs and aspirations of the local community. Efforts to improve the performance of the Bangli District DPRD during the period of 2019-2024 in implementing regional autonomy in Bangli District include training, developing oversight strategies, appointing Expert Groups and Advisory Teams, and approving the rules of procedure of the Bangli District DPRD

Abstract

Subak represents a distinctive agricultural culture in Bali, functioning as an indigenous community organization with significant socio-agrarian and cultural implications. The inclusion of Subak within the Jatiluwih World Cultural Heritage Area, recognized by UNESCO as a valuable intangible heritage, underscores its importance. However, the rapid expansion of tourism and service industries has raised concerns about land conversion, potentially jeopardizing agricultural productivity through the development of villas, homestays, and restaurants. The study employs qualitative research methods to systematically document and observe field information and phenomena. While Subak's role is deemed partially effective compared to non-designated counterparts, land conversion persists due to various factors including internal motivations, external environmental conditions, and regulatory frameworks governing land use. Enhancing integration is crucial, involving the design of additional regulations to fortify the eco-cultural tourism system and foster collaboration between agricultural and tourism sectors. There is a pressing need to increase support for Subak, encompassing both moral and material assistance.

Abstract

The central government allocates budgets to sub-districts through the Additional Allocation of General Allocation Funds (Additional DAU) scheme. At the same time, the regional government of Karangasem Regency also provides financial support to sub-districts as part of its commitment to fostering local development. The allocation of these funds is guided by Minister of Home Affairs Regulation Number 130 of 2018, which pertains to the development of sub-district facilities, infrastructure, and community empowerment. This study evaluates and analyzes sub-district fund policies' effectiveness in infrastructure development and community empowerment within the Karangasem Sub-district. Specifically, it seeks to identify whether implementing these policies is optimal and, if not, to determine the underlying causes of any sub-optimal performance and propose solutions to address these issues. The methodology employed for data analysis is qualitative descriptive analysis. The findings indicate that implementing sub-district fund policies in the Karangasem Sub-district is sub-optimal due to several impediments. According to the C. Edwards III model, only the disposition indicator is satisfactory, while communication, resources, and bureaucratic structure need improvement. Key issues include poor communication between the government and community, insufficient employee understanding of new policies, low community participation, the inadequate role of societal institutions like LPM, and the lack of standard operating procedures (SOPs) or technical guidance. Solutions include enhancing communication and coordination, providing training and educational opportunities, encouraging community involvement, and strengthening the role of societal institutions.

Abstract

This research aimed at understanding the implementation concerning the Denpasar Municipality government policy which is called “Kube". Kube is a form of community joint business group program that aims to empower village communities in the form of cash assistance. This research used a qualitative approach and explores the opinions of key informants. The results of the analysis showed that various problems in the field caused the “Kube” program to be ineffective due to limited facilities and infrastructure, small development capital and the absence of final marketing of home industry products. Eventually, it became one of the causes of high poverty rates in villages. To overcome this problem, the government is expected to provide greater capital, create a marketing network for home industry products, and train community groups and provide technical assistants in the field

Abstract

Subak survival in Bali is worrying. Land conversion has paralyzed the Subak irrigation system. Social changes and Bali's growing population have converted rice fields into housing, causing Subak to lose land for crops like rice. Subak plays a crucial role in reducing the rate of land conversion through the implementation of customary rules (awig-awig) and wise land management. In light of Subak's pivotal role, concerted socialization and educational initiatives are imperative to bolster its resilience. These efforts should encompass the reintroduction of traditional agricultural instruments to the community, with a particular focus on engaging the younger demographic. This activity is expected to raise awareness of the importance of preserving Subak as an integral part of Balinese culture and agriculture. It is anticipated that this PKM activity will effectively reinforce the values of Tri Hita Karana, the prevailing philosophy of Subak, thereby serving as a crucial foundation in addressing the challenges posed by modernization, climate change, and the shift in interest among the younger generation towards the agricultural sector. The socialization of traditional agricultural tools in Penatih Dangin Puri Village, Denpasar, involves the introduction of these tools and direct demonstrations and training from Subak members. This approach is expected to enhance Subak members' abilities to recognize, maintain, and utilize agricultural tools.

Abstract

Improving public service quality can be achieved through effective community aspiration and complaint services, as mandated by Law No. 25 of 2009. In North Denpasar District, the integration of requests and complaints into a unified system is lacking, leading to unresolved issues. The introduction of the Online Community Complaint and Information Service (LAPOR MASBRO) aimed to address this by providing a platform for public submissions and aspirations. However, the service has seen low participation, with many complaints still directed to the sub-district office. This study evaluates LAPOR MASBRO's effectiveness using descriptive qualitative methods and Budiani's theory of effectiveness. Results show the service is ineffective due to low engagement and lack of prominence. Recommendations include enhancing promotion and collaboration with other complaint services.
