Abstract

Kabupaten Klungkung menjadi salah satu contoh wilayah yang mengembangkan pembangkit listrik alternatif melalui program Tempat Olah Sampah Setempat (TOSS). Program ini telah dijalankan 3 tahun dan pelaksanaannya, program TOSS ini mengalami banyak hambatan seperti kemampuan pengelolaan desa masing-masing, dana hingga keterbatasan pengadaan alat pengelolaan sampah. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Data diperoleh dengan menyebarkan kuisioner kepada 98 orang dan dari laporan-laporan, artikel ilmiah atau penelitian sejenis yang berhubungan dengan Program TOS). Keefektifan TOSS dilihat dalam tiga bagian yakni: input, proses, dan output. Dari sisi input, hasil penelitian menunjukkan jenis sampah yang diperoleh melalui pemilahan sampah memperoleh rata-rata skor sebesar 2,28 hal ini menandakan bahwa masyarakat kurang baik dalam melakukan pemilahan sampah. Dari sisi proses, pengumpulan sampah oleh petugas sudah menunjukkan kategori baik. Hal ini didukung oleh tersedianya kendaraan pengangkut sampah ke tempat pengolahan. Sedangkan pengelolaan sampah yang dilakukan petugas menunjukkan bahwa seluruh pekerja TOSS menyatakan secara rutin dan terus menerus mengolah sampah yang masuk ke TOSS Desa Gunaksa. Dari sisi output, perubahan volume sampah yang dihasilkan masyarakat menunjukkan rata-rata skor 2,66 yang berarti berada dalam kategori baik. Dengan demikian maka dapat dikatakan perubahan volume sampah semakin berkurang dengan adanya TOSS di Desa Gunaksa ini. Kata Kunci: Efektivitas, Pengelolaan Sampah, Tempat Olah Sampah Setempat, Kabupaten Klungkung.

Abstract

Regional financial performance is the government from a work in the region that receives regional revenues and expenditures using a financial system determined through policies or statutory provisions for one budget period. Good management of the regional financial system must comply with the applicable provisions, management must be carried out with the principles of transparency, accountability, effectiveness and efficiency as well as targets and benefits. This study conducted an assessment of the 2019 level of mandatory Local Government Financial Reports (LKPD) from 2015 to 2015 to find the findings of the LKPD. This study aims to analyze problems related to the fulfillment of an Unqualified Opinion (WTP) by the examiner/auditor. Findings The results show that the real condition of the LKPD still needs to be improved, should the BPK RI Representatives of Bali Province give a maximum opinion on the Fair with Exception Criteria (WDP), very few relevant relevant opinions are given. The results of the measurement of regional financial management are expected to spur and motivate local governments in improving regional financial management performance, including the Jembrana Regency Government.

Abstract

Based on data from the Bali Provincial Environmental Service, the amount of waste generated or in other words the volume of waste or the weight of waste produced in Bali continues to increase every year. Klungkung occupies the second position with waste piles reaching 2,893 cubic meters per day. The waste capacity overload that occurred in various areas in Bali including Klungkung Regency was used as an opportunity for the Klungkung Regent to produce an innovation in waste management in Klungkung Regency. This innovation is known as the Local Waste Processing Site (TOSS) Program. This innovation, which was initiated by the Regent of Klungkung, is the only local government waste management innovation in Bali Province. The method used in this study is a quantitative method. Data obtained from primary data and secondary data. Primary data was obtained by distributing questionnaires by 98 respondents and field interviews with informants. While secondary data is obtained from reports, scientific articles or similar research related to the Local Waste Processing Site (TOSS) Program. Based on the results of the analysis of the Community Response Variables to the Local Waste Processing Place (Toss) Program in Gunaksa Village, the community desire to act/actively participate is very low.

Abstract

The administrative system that was previously done manually greatly hampered employee performance in terms of time and cost so that the development of information technology can affect employee performance in playing a very important role in managing management information systems, such as the following: data entry, data management, and information data transmission. In adapting to the rapid development of technology, one example is the adaptation of technology used by the Bali Provincial Government, namely SIKePO (Online Employee Performance Information System). The SIKePO application is an application that records all daily activities of employees within the scope of the Bali Provincial Government. BAPPEDA Bali Province is one of the Bali Provincial government agencies that implements SIKePO with the hope that this system can be more effective and efficient in terms of time and cost to supervise the performance of civil servants. The problem of research on the application of SIKePO in BAPPEDA Bali Province is the influence of the application of SIKePO on the performance of civil servants, therefore, the purpose of this study was to determine how much influence the application of SIKEPO has on the performance of civil servants in the Regional Development Planning Agency of Bali Province. This research method is an associative research method with a quantitative approach. The data needed in this study are primary data and secondary data. Data collection techniques used through observation, questionnaires, and documentation. Data was obtained from a questionnaire distributed to all civil servants in BAPPEDA Bali Province containing a total of 32 respondents. The sampling method in this study used saturated samples. The population in this study is all civil servants in BAPPEDA Bali Province. Based on the results of this study, it shows that the correlation results between variables X and Y amounted to rxy = 0.534 which means that the variable application of SIKePO has a positive and significant effect on the Performance of Civil Servants, with a simple linear regression analysis of Y' = 5.64 + 0.67 X which means that there is a positive relationship (unidirectional between x and y) and the results of determination have an influence on the application of SIKePO stimultan has a contribution of 28.5% to the Performance of Civil Servants Civil, while the other 71.5% were contributions from other variables that were not studied in this study. It can be concluded that there is a significant relationship and the hypothesis proposed is proven correct.

Abstract

The implementation of electronic government is part of an effort to improve the quality of public services. The implementation of electronic government in Indonesia is currently not running optimally because there are still a number of challenges and obstacles. Banyuwangi Regency through the Smart Kampung Banyuwangi application also hopes for better changes in terms of service quality, but in its implementation there are still obstacles in using the Smart Kampung Banyuwangi application as a means of accessing services. The research focuses on knowing the effect of the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency. Previous research related to Smart Kampung Banyuwangi, no one has discussed the effect of the Smart Kampung Banyuwangi application on service quality, so research needs to be done to find out whether the use of the Smart Kampung Banyuwangi application is in accordance with the purpose of creating the system so that further efforts can be formulated in using the Smart Kampung Banyuwangi application. The research includes aspects of system security, accuracy of documents produced, design, ease of use, social involvement, and the opportunity for the community to assess the performance of the application system, so as to complement aspects that have not been studied in previous studies. The research was conducted using quantitative methods, with data collection techniques through observation, questionnaires, and documentation. The data analysis process was carried out through descriptive statistical techniques and inferential statistics. The analytical test tools used include validity, reliability, product moment correlation, simple linear regression, and coefficient of determination analysis using SPSS version 25. Based on the results of the correlation test, a correlation value of 0.827 was obtained, indicating a very strong level of relationship between the Smart Kampung Banyuwangi application and the quality of population administration services. The results of the simple linear regression analysis test obtained the regression equation Y = 3.543 + 0.908X which shows a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services. The results of the coefficient of determination analysis obtained an R^2 value of 0.685, indicating the magnitude of the influence of the Smart Kampung Banyuwangi application on the quality of population administration services by 68.5%. Thus the hypothesis that there is a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency can be accepted.

Abstract

This research is a study on the influence of career development and work motivation on employee performance at the North Kuta Subdistrict Office, Badung Regency. This research aims to examine the extent of the influence of career development and work motivation on employee performance at the North Kuta Subdistrict Office, Badung Regency. This research is a causal associative study with a quantitative approach. The data collection techniques in this study include observation, questionnaires, and documentation methods. The respondents in this study consisted of 44 employees from the sub-district office using the saturated sampling method. The research results show that the influence of career development on employee performance has a regression coefficient value of 0.368, a t-value of 3.653, while the t-table value is 2.019 and the t-test significance value is 0.001 < 0.05. The influence of work motivation on employee performance has a regression coefficient value of 0.356, a t-value of 3.575, while the t-table value is 2.019 and the t-test significance value is 0.001 < 0.05. The influence of career development and work motivation on employee performance has an F-value of 38.225 with a significance of 0.000 < 0.05. The coefficient of determination value indicates that the influence of career development and work motivation on employee performance at the North Kuta District Office is 65.1%, while the remaining 34.9% is influenced by other factors not examined in this study.

Abstract

The Bali Provincial Election Supervisory Body has started implementing an integrated dynamic archiving information system application since October 2023. Based on direct observation at the Bali Provincial Election Supervisory Body (BAWASLU) on December 16-19, 2024, there was a problem of employee accountability in using the SRIKANDI Application. There are three main problems: First, the lack of accountability related to understanding the use of the application, as seen from the lack of employee knowledge. Second, there is no direct accountability from Bali Provincial BAWASLU employees in dealing with hacker attacks that cause the SRIKANDI Application to be inaccessible. Third, there is no accountability related to the limitations of the application features, especially the absence of a notification feature for incoming mail. These problems underlie the importance of conducting research to determine employee accountability in using the SRIKANDI Application at the Bali Provincial Election Supervisory Body. The study uses the Accountability theory according to Sheila Elwood, namely, Legal and Honesty Accountability, Process Accountability, Program Accountability, and Policy Accountability. The research method uses qualitative descriptive. Data collection techniques through observation, interviews and documentation. The data sources for this study are primary data and secondary data. The study unit and informants of this research consisted of 4 informants consisting of 2 employees, the head of the section, and the head of the secretariat of the Bali Province Bawaslu. The data analysis technique used was through data condensation, data presentation, drawing and verifying conclusions. The results of the research on the accountability of Bali Province BAWASLU employees in using the SRIKANDI Application showed varying results in five aspects. Legal accountability is good with a strong regulatory basis. Honesty accountability is seen through monitoring that identifies deficiencies in user features. In process accountability, although the application increases efficiency, there are still security constraints due to hacker attacks. Program accountability is implemented in stages with tiered reports and is measured through the success of letter verification and TTE implementation. Policy accountability is characterized by a structured accountability system from the provincial to central levels that shows a commitment to smooth operations.

Abstract

Bagus Agro Pelaga is a tourism destination located in Badung Regency, particularly in the North Badung area. This destination utilizes the agricultural environment as a tourism attraction. In examining efforts to realize agro-tourism development, this study discusses the implementation of collaborative governance in the development of Bagus Agro Pelaga tourism destination in Pelaga Village, Petang District, Badung Regency. Collaborative governance is considered a new paradigm for addressing diverse issues in complex societies, with a fundamental principle emphasizing equality of relationships among stakeholders from the government, private sector, and community. This study aims to analyze the development of the Bagus Agro Pelaga tourism destination. The research employs a qualitative approach, with data collected through direct observation, interviews with relevant stakeholders including the Badung Regency Tourism Office, the management of  Bagus Agro Pelaga, and local communities and documentation studies related to the development of Bagus Agro Pelaga. The findings indicate that collaborative governance in the development of  Bagus Agro Pelaga has been implemented, but has not yet been fully optimized in all aspects. Initially originating from the agricultural sector, the area was later developed into an agro-tourism destination in response to the limited economic returns from agriculture, with the early roles of the government and local community remaining relatively limited. From an institutional perspective, there is no specific institution that functions as a mediator for collaboration among stakeholders, resulting in management that remains predominantly independent and led by the private sector. Leadership relations between the government and the management are relatively well established, as reflected in the active role of the government in regulation and training, as well as the management’s commitment to empowering the local community. The collaborative process demonstrates progress through dialogue and the creation of mutual benefits; however, it continues to face challenges related to stakeholder commitment and shared understanding. Overall, the development of  Bagus Agro Pelaga has had a positive impact on the local economy and community welfare, although stronger, more systematic, and sustainable collaborative mechanisms are still required.

Abstract

Tujuan dari penelitian ini adalah untuk memperbaiki sistem akuntansi pada Lembaga Perkreditan Desa Pakraman. Metode yang digunakan dalam penelitian ini adalah dengan menggunakan pendekatan pengurus dan prajuru desa agar membuka diri untuk menerima perbaikan yang harus dilakukan sehubungan perkembangan LPD. Bentuk pengabdian pada masyarakat di LPD ini dilaksanakan dengan melakukan penataan sistem akuntansi LPD, memberikan masukan pemikiran akan pentingnya sistem akuntansi yang memadai melalui rapat pengurus untuk bersama-sama membangun LPD sebagai soko guru perekonomian pedesaan. Hasil penelitian ini menunjukkan bahwa 1) Sistem akuntansi pengeluaran kas atas kredit pada LPD Desa Pakraman Duda: a) Fungsi atau bagian yang terkait dalam sistem akuntansi pengeluaran kas atas kredit adalah Bagian pemasaran dan analisis kredit, Bagian administrasi, Bagian umum dan Tata Usaha serta Bagian kasir. b) Dokumen yang digunakan dalam prosedur pengeluaran kas atas kredit adalah Bukti Kas Keluar. c) Catatan akuntansi yang digunakan dalam prosedur pengeluaran kas atas kredit adalah Mutasi kas, Jurnal harian serta Rekapitulasi mutasi harian. 2) Sistem akuntansi pengeluaran kas atas tabungan pada LPD Desa Pakraman Duda: a) Sistem akuntansi pengeluaran kredit pada LPD desa pakraman Duda pada praktinya ada 2 yaitu dengan cara nasabah datang sendiri kekantor atau dengan cara jemput bola. b) Fungsi atau bagian yang terkait dalam prosedur pengeluaran kas atas tabungan adalah Kolektor dan Bagian Umum, Bagian Kasir dan Bagian Dana. c) Dokumen yang digunakan dalamp rosedur pengeluaran kas atas tabungan adalah Bukti kas keluar. d) Catatan akuntansi yang digunakan dalam prosedur pengeluaran kas atas tabungan adalah Jurnal harian, Neraca dan Rekapitulasi mutasi harian tabungan.
