Abstract

Central Singapadu Village is located in the Sukawati sub-district, Gianyar Regency, Bali. It is a traditional village that is still thick in customs and culture. Various economic activities that have developed since before the pandemic include: batik crafts, sculptures, carvings, paintings, Money Kepeng, handicrafts (handicrafts), and Balinese styl building crafts. The average resident in Central Singapadu village has the ability to craft Balinese-style buildings. Carving art is very influential on Balinese traditional buildings because in making Balinese traditional buildings various types of carvings are needed in it. In the midst of the dynamic development of micro, small, and medium enterprises, the community or business group is expected to have legality, while legacy ownership of its business is still low. The purpose of this activity is to see the development of community group businesses in Central Singapadu village, Gianyar which can be developed as regional superior products and increase community effort and creativity in an effort to improve their welfare. The method of implementing activities used is Asset Based on Community Development (ABCD) by emphasizing community business assets and mobilizing community assets into a pure opportunity for the community in encouraging businesses to become superior products. After this activity was carried out, the partners invited to collaborate in this activity experienced an increase in knowledge about anthropometric applications, the process of recording financial activities, carving techniques, and traditional Balinese buildings.

Abstract

Since the Covid-19 pandemic in Indonesia last March 2, 2020, all service and empowerment activities in 2020 have followed restrictions on direct activities involving large crowds and crowds. The Covid-19 pandemic has devastated all aspects of economic and social life, especially for the tourism world, especially in Bali. Central Singapadu Village, which has only been designated as a Tourism Village in Gianyar Regency since 2018, is one of the newly developed tourist villages with potential that also experiences physical and non-physical problems. The Asset Based Community Development (ABCD) approach emphasizes village potential and the utilization of this potential becomes an opportunity in the development of education, adventure, and resilient tourism villages during the COVID-19 period. This approach focuses on the needs in village development by mapping problems in the community, including partner groups, community leaders and village government.

Abstract

The program (BLT-DD) is an assistance program issued by the government with the aim of minimizing the gap that occurs in the underprivileged community in each village. This research was conducted to determine the Evaluation of the Village Fund Direct Cash Assistance Program (BLT-DD) to the community in Dauh Puri Kaja Village, Denpasar City. This study uses a qualitative research approach method with a descriptive approach. In this study, 6 evaluation indicators were used, namely; Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The data of this research was obtained from observations, interviews with 5 informants, documentation, and other secondary data. Based on the results of the interview, it shows that the implementation of the program (BLT-DD) to the community in Dauh Puri Kaja Village, Denpasar City has been implemented quite well in implementing the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration (PDTT) of the Republic of Indonesia Number 13 of 2023 Regarding Operational Guidelines on the Focus on the Use of Village Funds for Program Implementation (BLT-DD) in 2024. It can be said that this is because it is proven that the community feels relieved of the funds given every month to finance family needs. The implementation has shown the accuracy of the assistance targets, the evenness of assistance that the village is able to distribute to the underprivileged, and the government is always responsive to complaints or problems reported by the community. However, there are still obstacles such as data problems from the central government and villages that are often different regarding Beneficiary Families (KPM) data. There was a delay in the disbursement of aid at the beginning of the year. Complaints about the implementation of socialization are still lacking, because it is carried out every six months. As well as the use of human resources that are still somewhat insufficient to assist the implementing party in running the program (BLT-DD). The advice that can be given is that the government always coordinates to ensure that the data of the parties (KPM) is correct and valid, there needs to be regular and scheduled socialization carried out by the village government so that information is evenly received by all communities. The village government needs to pay attention to the assignment of human resources with the required number so that the report work is completed on time.

Abstract

Sistem digital dengan berbagai programnya, seperti website, SMS Center/Call Center, e-paper, Pelayanan Terpadu Satu Pintu(PTSP), e-ktp, e-planning, e-budgeting, e-procurement, e-warehouse mampu mendorong peningkatan transparansi pengelolan anggaran daerah, mendorong terbentuknya penguatan kepastian hukum dan ketaatan terhadap hukum (rule of law) bagi para penyelenggaran pemerintahan daerah dalam melaksanakan tugasnya. Dengan menerapkan sistem digital, aspek efektifitas dan efisiensi kerja semakin dapat ditingkatkan pula. Sistem digital yang memberikan ruang transparansi akhirnya dapat mendorong pula peningkatan sikap responsif para penyelenggara pemerintahan daerah, masyarakat sebagai pemilik kedaulatan juga diberikan ruang yang sama (kesetaraan/equity) dalam memperoleh layanan dari aparatur pemerintah daerah.

Abstract

Kabupaten Badung merupakan salah satu kabupaten di Provinsi Bali, yang sebagian besar pendapatan daerahnya bersumber dari sektor pariwisata. Pengembangan potensi sumber daya sebagai daya tarik wisata di Badung salah satunya adalah pengembangan pariwisata pedesaan dengan konsep pariwisata milik masyarakat dan pemberdayaan masyarakat lokal. Pemerintah Kabupaten Badung mendorong program pariwisata berbasis masyarakat dan pedesaan dengan membentuk Desa Wisata yang bertujuan untuk memanfaatkan fungsi lingkungan guna kepentingan wisata budaya, wisata agro, wisata tirta, wisata spiritual, wisata olahraga, peningkatan dan pemberdayaan ekonomi kerakyatan seperti tertuang dalam Peraturan Bupati Badung No 22 Tahun 2021, Kabupaten Badung memiliki 11 Desa Wisata dimana salah satunya adalah Desa Munggu, Kecamatan Mengwi. Topografi wilayah Desa Munggu berpotensi untuk dikembangkan menjadi daerah tujuan wisata dengan potensi alamnya, seperti pantai yang bercirikan berpasir hitam, sungai yang dibatasi dengan tebing dan pepohonan hutan yang masih asri dan persawahan yang masih sangat hijau. Salah satu potensi desa wisata yang akan dikembangkan dan menjadi salah satu program prioritas desa adalah kawasan Subak Cemagi Anyar. Adapun beberapa alternatif dalam penataan fasilitas penunjang di kawasan ini antara lain pembuatan rancangan penataan fasilitas penunjang wisata olahraga berupa Layout Plan, perancangan Detail Engineering Drawing (DED) dan Rencana Anggaran Biaya (RAB) yang dapat dijadikan landasan mitra dalam pengajuan bantuan pembangunan kepada Pemerintah Kabupaten Badung maupun Provinsi.

Abstract

Based on data from the Bali Provincial Environmental Service, the amount of waste generated or in other words the volume of waste or the weight of waste produced in Bali continues to increase every year. Klungkung occupies the second position with waste piles reaching 2,893 cubic meters per day. The waste capacity overload that occurred in various areas in Bali including Klungkung Regency was used as an opportunity for the Klungkung Regent to produce an innovation in waste management in Klungkung Regency. This innovation is known as the Local Waste Processing Site (TOSS) Program. This innovation, which was initiated by the Regent of Klungkung, is the only local government waste management innovation in Bali Province. The method used in this study is a quantitative method. Data obtained from primary data and secondary data. Primary data was obtained by distributing questionnaires by 98 respondents and field interviews with informants. While secondary data is obtained from reports, scientific articles or similar research related to the Local Waste Processing Site (TOSS) Program. Based on the results of the analysis of the Community Response Variables to the Local Waste Processing Place (Toss) Program in Gunaksa Village, the community desire to act/actively participate is very low.

Abstract

The administrative system that was previously done manually greatly hampered employee performance in terms of time and cost so that the development of information technology can affect employee performance in playing a very important role in managing management information systems, such as the following: data entry, data management, and information data transmission. In adapting to the rapid development of technology, one example is the adaptation of technology used by the Bali Provincial Government, namely SIKePO (Online Employee Performance Information System). The SIKePO application is an application that records all daily activities of employees within the scope of the Bali Provincial Government. BAPPEDA Bali Province is one of the Bali Provincial government agencies that implements SIKePO with the hope that this system can be more effective and efficient in terms of time and cost to supervise the performance of civil servants. The problem of research on the application of SIKePO in BAPPEDA Bali Province is the influence of the application of SIKePO on the performance of civil servants, therefore, the purpose of this study was to determine how much influence the application of SIKEPO has on the performance of civil servants in the Regional Development Planning Agency of Bali Province. This research method is an associative research method with a quantitative approach. The data needed in this study are primary data and secondary data. Data collection techniques used through observation, questionnaires, and documentation. Data was obtained from a questionnaire distributed to all civil servants in BAPPEDA Bali Province containing a total of 32 respondents. The sampling method in this study used saturated samples. The population in this study is all civil servants in BAPPEDA Bali Province. Based on the results of this study, it shows that the correlation results between variables X and Y amounted to rxy = 0.534 which means that the variable application of SIKePO has a positive and significant effect on the Performance of Civil Servants, with a simple linear regression analysis of Y' = 5.64 + 0.67 X which means that there is a positive relationship (unidirectional between x and y) and the results of determination have an influence on the application of SIKePO stimultan has a contribution of 28.5% to the Performance of Civil Servants Civil, while the other 71.5% were contributions from other variables that were not studied in this study. It can be concluded that there is a significant relationship and the hypothesis proposed is proven correct.

Abstract

The implementation of electronic government is part of an effort to improve the quality of public services. The implementation of electronic government in Indonesia is currently not running optimally because there are still a number of challenges and obstacles. Banyuwangi Regency through the Smart Kampung Banyuwangi application also hopes for better changes in terms of service quality, but in its implementation there are still obstacles in using the Smart Kampung Banyuwangi application as a means of accessing services. The research focuses on knowing the effect of the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency. Previous research related to Smart Kampung Banyuwangi, no one has discussed the effect of the Smart Kampung Banyuwangi application on service quality, so research needs to be done to find out whether the use of the Smart Kampung Banyuwangi application is in accordance with the purpose of creating the system so that further efforts can be formulated in using the Smart Kampung Banyuwangi application. The research includes aspects of system security, accuracy of documents produced, design, ease of use, social involvement, and the opportunity for the community to assess the performance of the application system, so as to complement aspects that have not been studied in previous studies. The research was conducted using quantitative methods, with data collection techniques through observation, questionnaires, and documentation. The data analysis process was carried out through descriptive statistical techniques and inferential statistics. The analytical test tools used include validity, reliability, product moment correlation, simple linear regression, and coefficient of determination analysis using SPSS version 25. Based on the results of the correlation test, a correlation value of 0.827 was obtained, indicating a very strong level of relationship between the Smart Kampung Banyuwangi application and the quality of population administration services. The results of the simple linear regression analysis test obtained the regression equation Y = 3.543 + 0.908X which shows a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services. The results of the coefficient of determination analysis obtained an R^2 value of 0.685, indicating the magnitude of the influence of the Smart Kampung Banyuwangi application on the quality of population administration services by 68.5%. Thus the hypothesis that there is a positive and significant influence between the Smart Kampung Banyuwangi application on the quality of population administration services at the Population and Civil Registration Office of Banyuwangi Regency can be accepted.

Abstract

The Bali Provincial Election Supervisory Body has started implementing an integrated dynamic archiving information system application since October 2023. Based on direct observation at the Bali Provincial Election Supervisory Body (BAWASLU) on December 16-19, 2024, there was a problem of employee accountability in using the SRIKANDI Application. There are three main problems: First, the lack of accountability related to understanding the use of the application, as seen from the lack of employee knowledge. Second, there is no direct accountability from Bali Provincial BAWASLU employees in dealing with hacker attacks that cause the SRIKANDI Application to be inaccessible. Third, there is no accountability related to the limitations of the application features, especially the absence of a notification feature for incoming mail. These problems underlie the importance of conducting research to determine employee accountability in using the SRIKANDI Application at the Bali Provincial Election Supervisory Body. The study uses the Accountability theory according to Sheila Elwood, namely, Legal and Honesty Accountability, Process Accountability, Program Accountability, and Policy Accountability. The research method uses qualitative descriptive. Data collection techniques through observation, interviews and documentation. The data sources for this study are primary data and secondary data. The study unit and informants of this research consisted of 4 informants consisting of 2 employees, the head of the section, and the head of the secretariat of the Bali Province Bawaslu. The data analysis technique used was through data condensation, data presentation, drawing and verifying conclusions. The results of the research on the accountability of Bali Province BAWASLU employees in using the SRIKANDI Application showed varying results in five aspects. Legal accountability is good with a strong regulatory basis. Honesty accountability is seen through monitoring that identifies deficiencies in user features. In process accountability, although the application increases efficiency, there are still security constraints due to hacker attacks. Program accountability is implemented in stages with tiered reports and is measured through the success of letter verification and TTE implementation. Policy accountability is characterized by a structured accountability system from the provincial to central levels that shows a commitment to smooth operations.

Abstract

Santi Padu is a technology-based innovation program designed to minimize the accumulation of patients and speed up the administrative process at Klungkung Hospital through an online queue system, especially registration to the polyclinic related to complaints that occurred previously, namely the accumulation of the number of patients, the difficulty of registering at the registration counter, the length of time to get information about the laboratory and the place to complain. This study aims to evaluate the application of Santi Padu in optimizing health services, using a descriptive qualitative approach research method with data collection techniques such as observation, interviews, and documentation. Interviews were conducted with informants who were directly involved in the implementation of the Santi Padu application at Klungkung Hospital, namely the Plt. Program Development Division of Klungkung Hospital, registration counter officers, and also the community as application users. The evaluation was carried out based on six indicators of public policy evaluation, according to William Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of the study showed that the Santi Padu application was effective in reducing patient waiting time, with an average reduction in service time. The app is also efficient in resource usage, minimizes operational costs, and simplifies administrative processes. In terms of adequacy, features such as online registration, bed availability information, and complaint services have helped improve the quality of service. In terms of equity, this application provides equal access to people in all Klungkung areas with internet support, including remote areas. The responsiveness of Klungkung Hospital to community complaints is quite good, with a special team that handles complaints quickly. In addition, this application is considered right on target in solving major problems such as the accumulation of patients at the registration counter. Based on these findings, it can be concluded that the Santi Padu application has a positive impact on improving health services so that it can be used as a model for health service innovation in other regions, although further development and the addition of other features are needed.
