Abstract

This article examines the students in the perspective of hadith. Hadith provide an idea of the ideal learner in order to achieve the expected educational goals of becoming scholars who basthotan fi ilmi and basthotan fi rizqi. Educators, learners and educational objectives have interrelated links between components of one component to another, so the educational process should be an integral and harmonious blend to produce an ideal education. Therefore, educational activities must deliver learners to achieve a life goal that has been outlined in Islamic teachings.

Abstract

This study aims to analyze the quality of public services at the Bandung Service Center, Placement and Protection of Indonesian Workes (BP3TKI) Bandung. This research method uses  qualitative methods with descriptive approach. Data collection techniques used were in-depth interviews and documentation studies. Informants in this study were Head Of Correctional and Program Institution Section, Head of Placement Preparation Section, service staff and TKI. In addition, the steps in data analysis according to Miles and Huberman consist of three stages, namely: data reduction, data presentation and conclusion/ verification. The results of this study were obtained from the results of interviews that: (1) The quality of public service at the Indonesian Workforce Service, Placement and Protection Center (BP3TKI) Bandung has implemented five dimensions namely: Tangible, Reliability, Responsiviness, Assurance, Emphaty along with indicators. However, from some indicators there are still those that have not gone according to the wishes of Indonesian infrastructure, there are still officers who are capable and expert in operating the tools  available at BP3TKI Bandung, and the officers? inability to process service to TKI. (2) barriers that existin the implementation of public service at the Indonesian Workforce Service, Placement and Protection Center (BP3TKI) in Bandung is that there is no place for medical examinations for Indonesian migrant workers, and banks to pay for insurance so that migrant workers must leave the office, and for facilities and infrastructure that are still not maximal to support the service process.

Abstract

Salah satu sumber pendapatan asli daerah adalah dari pajak daerah. PBB adalah pajak daerah yang memiliki kontribusi terbesar terhadap pembangunan daerah. Penelitian ini memiliki tujuan untuk mengetahui tingkat kepatuhan wajib pajak dalam membayar PBB di Kecamatan Cibiru Kota Bandung, hambatan yang ditemui hingga upaya yang dilakukan oleh Pemerintah Daerah. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa dengan rentang tahun 2018-2020 kepatuhan wajib pajak di Kecamatan Cibiru Kota Bandung dapat dikatakan cukup patuh berdasarkan realisasi penerimaan PBB 3 tahun terakhir meskipun selalu tidak mencapai target yang ingin diraih. Terdapat beberapa hambatan di lapangan seperti masih adanya wajib pajak yang tidak membayar PBB dengan tepat waktu, serta tidak melaporkan perubahan subjek ataupun objek PBB kepada petugas pajak. Upaya pemerintah daerah yaitu dengan mengadakan sosialisasi PBB, memasang spanduk di titik ruas jalan, memberlakukan untuk melampirkan bukti lunas PBB setiap kali akan melakukan layanan administrasi pemerintahan ke Kelurahan, serta program operasi terpadu untuk memudahkan masyarakat dalam membayar PBB. Peneliti merekomendasikan untuk Pemerintah lebih mengoptimalkan sosialisasi kepada masyarakat akan pentingnya membayar PBB, selain itu pemerintah perlunya meningkatkan target realisasi penerimaan PBB pada tahun selanjutnya guna menunjang keberhasilan pembangunan daerah sebagaimana pada tahun-tahun sebelumnya.

Abstract

Dihadapkan pada permasalahan pandemi Covid-19 menyebabkan penurunan daya beli masyarakat yang berdampak pada pemasaran produk Usaha Mikro Kecil Menengah. Dinas Koperasi dan UMKM Kabupaten Bandung melakukan langkah dengan mengoptimalkan program digitalisasi marketing sebagai upaya percepatan pemulihan ekonomi di sektor UMKM. Namun, pelaksanaan program ini masih memiliki banyak kendala. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan evaluasi program digitalisasi pemasaran yang telah berjalan di Dinas Koperasi dan UMKM serta kendala apa saja yang menghambat proses pelaksanaannya. Metode dalam penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan cara observasi, wawancara, dokumentasi dan audio visual. Hasil penelitian menunjukkan bahwa program digitalisasi pemasaran telah berjalan dengan baik dan memberikan dampak positif yang terlihat dari peningkatan nilai PDRB di Kabupaten Bandung. Namun, program ini juga ditemukan beberapa permasalahan yang perlu dievaluasi antara lain kurangnya pemerataan dalam pelaksanaan program, kurangnya sarana dan prasarana pendukung.

Abstract

In order to improve public services, the City of Bandung as one of the cities in Indonesia that has implemented a smart city is increasingly trying to optimize its services, including health services, one of which is in dealing with the problem of stunting. Where in 2020, the stunting rate in the city of Bandung increased to 8.86%. To that end, the Bandung City government created the Bandung Tanginas program (Tanggap Stunting Dengan Pangan Aman Dan Sehat) which is a program aimed at enabling the City of Bandung to become a City with Zero News Stunting. Therefore, the goal to be achieved in this research is to find out how to optimize the Tanginas Program in Bandung City from a Smart city Perspective. This research is descriptive with a qualitative approach. The results of this study indicate that the optimization of the Tanginas program in the city of Bandung seen from the smart city perspective is still not optimal. This is based on the limited amount of healthy food intake, population density, lack of green open space and the lack of use of information technology.

Abstract

This study aims to evaluate the Village Fund Direct Cash Assistance (BLT) program in Batujaya Village. This research is a qualitative research. By using the program evaluation model according to Stufflebeam which consists of context evaluation, input evaluation, process evaluation, and product evaluation. Sources of data in this study came from primary data sources and secondary data sources with data collection techniques using observation, interviews, and documentation studies. The data analysis technique is done through data reduction, data presentation, and drawing conclusions. The result of the study that this program is indeed needed by the Batujaya Village community affected by the Covid-19. The implementation of the Village Fund Direct Cash Assistance program in Batujaya Village has also been carried out well. However, at the stage of collecting data on potential beneficiaries, there ware problems, namely it was difficult to determine which people really matched the established criteria, and the data in DTKS did not match the current conditions in the community. The limited village fund in the distribution of BLT Village Fund, which are only at least 40% of village fund, make this program not fully equitable. Regardless of that, this program is quite helpful in alleviating the needs of the affected village communities.therefore, there must be regular updating of DTKS data in order to minimize data that is not on target. Keywords: Policy, Policy Evaluation, Village Fund Direct Cash Assistance (BLT), Covid-19.

Abstract

In an effort to improve the water quality of the Citarum River, the central government launched a program called the Citarum Harum Program through Presidential Regulation (Perpres) no. 15 of 2018, this program is targeted to be completed for a period of 7 years from the beginning of the issuance of the policy. The purpose of this research is to find out in depth how the implementation of Collaborative Governance carried out by the Sector 6 Task Force team of the Citarum Harum Program where the program can provide good results in improving the water quality of the Citarum River. Descriptive method through qualitative approach is the method used in this research, observation, interview, and documentation study are the three techniques used in the data collection process in this study. The results of the study indicate that the collaboration process carried out by the Citarum Harum Sector 6 Task Force team in general has gone well, causing the water quality of the Citarum River to show a better graph. It is based on 5 dimensions written by Ansell and Gash. Where the five aspects include; face-to-face dialogue; build trust; commitment to the process; mutual understanding; and intermediate results. But on the other hand, there is still a need for improvement from some of these aspects to provide even more maximum results and the problems that exist in the Citarum River can gradually be resolved.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana evaluasi penggunaan anggaran di Kabupaten Margahayu untuk tahun anggaran 2018-2020 tahun dilihat berdasarkan analisis belanja yang terdiri dari analisis varians, analisis pertumbuhan belanja, analisis keserasian belanja dan rasio efisiensi belanja. Mahmudi menyatakan bahwa analisis belanja dapat dilakukan dalam mengevaluasi penggunaan anggaran yang diperlukan dalam meninjau sejauh mana pemerintah dapatmenggunakan anggaran secara ekonomis, efektif, dan efisien. Sumber data berasal dari primer dan sekunder. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif, serta teknik pengumpulan data menggunakan wawancara dan studi dokumentasi. Teknik analisis yang digunakan adalah menggunakan triangulasi data berupa dari tiga alur kegiatan, yaitu kegiatan reduksi data, kegiatan penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil dari penelitian ini adalah evaluasi penggunaan anggaran di Kabupaten Margahayu untuk tahun anggaran 2018-2020 berdasarkan analisis varians dapat dikatakan baik, berdasarkan analisis pertumbuhan belanja dapat dikatakan baik, berdasarkan rasio efisiensi belanja dapat dikatakan baik, sedangkan berdasarkan analisis keserasian belanja dapat dikatakan kurang baik.
