Abstract

This present research aims to analyze how the performance management of the Ministry of State Secretary in managing the service of public information. The approach employed in this research is qualitative with descriptive research. To obtain data, the technique used is a literature review through books, journals, articles, and other research. LINDU-DIS is a new breakthrough made by the Deputy Assistant Public Relations to support the implementation of their duties and functions. LINDU-DIS can support providing excellent services to the public who want to obtain information within the Ministry of State Secretary so that it can increase community satisfaction to the Ministry, and in the end, will specifically improve the positive image of the Ministry in the community and generally the government at large. But the thing that needs to be the focus on is that the amount of budget needed in the construction of LINDU-DIS is very large, do not let this budget become ineffective because of the ability of human resources who are not ready to become a barrier in LINDU-DIS operations. Continuous evaluation is also needed to measure the extent to which this program can run and can be replicated by other agencies.Keywords: Public Service, Performance Management, Bureaucracy, Public Information

Abstract

This journal discusses the climate of communication of local wisdom-based organizations in Puslatbang PKASN LAN-RI Jatinangor. Especially the application of the value of local wisdom in the organizational communication climate at the PKATN LAN-RI Jatinangor Puslatbang. The purpose of this research is to find out how Climate Communication of Local Wisdom-based Organizations in PKlatN LAN-RI Jatinangor, to find out the barriers that occur in the climate of communication of local wisdom-based organizations in PKlatN LAN-RI Jatinangor, and find out the efforts made to overcome obstacles in climate communication of local wisdom-based organizations at the PKATN LAN-RI Jatinangor Puslatbang. The study was conducted using the case study method with a qualitative approach. Data collection techniques using interview techniques and study documentation. The results of this study are that the climate of organizational communication based on local wisdom is not yet optimal in terms of the delivery of written information that is difficult for members to understand. And the lack of attention to ethics and valuesthat apply, especially in the achievement of ideas, ideas or information.

Abstract

This journal discusses the application of performance-based budgeting at the Bandung City Health Office. The budgeting process at government agencies currently uses a performance-based budgeting approach. This study aims to determine the implementation of performance-based budgeting at the Bandung City Health Office by looking at inhibiting factors in the implementation of performance-based budgeting, as well as knowing the steps that have been taken by the Bandung City Health Office in overcoming budgeting problems. The results of this study indicate the application of performance-based budgeting at the Bandung City Health Office has been carried out in a clear, relevant, economic, adequate and monitorable manner. However, the implementation is still not optimal, this is due to the lack of available budget, the existence of collaborative tasks with other agencies and the lack of information support provided by health workers. Barriers come from internally such as lack of available budget and come from externals such as changes in the economic and social environment that cause changes in prices and changes in disease patterns.

Abstract

The main problem of this research is that to apply e-government, indeed, a readiness of user is needed. The users here refer to the staff of the Religious Affairs Office (KUA) of Cigugur District and the societies holding weddings in 2020. One of the inhibiting factors in implementing this SIMKAH application is the readiness of users and information about SIMKAH application is still not widely disseminated. Thus, the information cannot be conveyed effectively to the public. The aim of this research is to analyze E-readiness Pengguna Sistem Informasi Manajemen Nikah (SIMKAH) at Religious Affairs Office (KUA) in Cigugur District, Pangandaran. The research employs descriptive methods and a qualitative approach. The data is being collected through observation and interviews. Analyzing the data involves reducing the amount of data, presenting the data, and drawing conclusions. Overall, it can be concluded from the results and discussions above that the Office of Religious Affairs (KUA) in Cigugur District of Pangandaran Regency is quite ready to use the Marriage Management Information System (SIMKAH). It is based on several factors, including Network Access, Community Access, Economic Access, and Policy Access to support users of the marriage management information system (SIMKAH) in Cigugur District, Pangandaran Regency.

Abstract

Komunikasi organisasi adalah suatu sistem komunikasi yang ada dalam suatu organisasi tertentu untuk mencapai apa yang diinginkan. Permasalahan Kanwil Kemenag Provinsi Jawa Barat adalah minimnya informasi dari pihak kerajaan Arab Saudi sehingga belum mendapat kepastian hukum keberangkatan jemaah haji, pemberangkatan haji saat ini masih tertunda dan sesuai dengan kuota yang ada dari Arab Saudi dan kuota yang diberikan terbatas. Pertimbangan mendasar antara lain melindungi warga negara dari kesehatan dan keselamatan keselamatan, hal ini diatur dalam peraturan kebijakan KMA Nomor 660 Tahun 2021. Tujuan dari penelitian ini adalah untuk memberikan gambaran secara mendalam tentang proses komunikasi organisasi dan fungsi komunikasi dalam menangani ketidakpastian. keberangkatan haji. selama masa pandemi Covid-19 di Kantor Wilayah Kementerian Agama Provinsi Jawa Barat. Penelitian ini menggunakan metode deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data diperoleh melalui data wawancara, data observasi, data dokumentasi, dan data studi kepustakaan. Hasil penelitian ini menunjukkan bahwa pendekatan komunikasi organisasi dalam sistem proses integratif sudah berjalan dengan baik dari dimensi analisis level sistem, level analisis dan dimensi struktural, sehingga komunikasi dalam penanganan ketidakpastian keberangkatan haji pada masa pandemi mendapatkan hasil yang baik.

Abstract

Masalah yang diakibatkan pandemi membuat pemerintah Indonesia mengeluarkan kebijakan penanganan Covid-19 terhadap belanja keuangan pemerintah, yakni Instruksi Presiden No. 4 Tahun 2020 tentang Refocusing Anggaran. DPRD Kabupaten Bandung melakukan sebuah pengawasan terhadap pelaksanaan Refocusing Anggaran pada APBD selama masa pandemic Covid-19 Tahun 2020-2021. Namun, dalam pelaksanaannya masih terdapat dampak yang terasa bagi pemerintah dan masyarakat. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan Fungsi Legislatif dalam Kebijakan Refocusing Anggaran di Kabupaten Bandung untuk melihat dampak apa saja yang terjadi dan pengawasan perubahan APBD. Metode dalam penelitian ini menggunakan pendekatan kualitatif dengan tipe eksploratif deskriptif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dokumentasi dan audio material. Hasil penelitian menunjukkan bahwa pengawasan yang dilakukan oleh DPRD terhadap Refocusing Anggaran ini berjalan dengan semestinya memberikan dampak positif bagi percepatan penanganan Covid-19. Namun dampak lain ialah masalah masih belum pulih, dalam skala kinerja SKPD maupun kebermanfaatan refocusing yang dirasakan masyarakat masih belum terasa. Dan dapat disimpulkan keefektivitasan fungsi pengawasan legislative dalam refocusing anggaran masih belum bisa dikatakan berhasil, sehingga perlu dilakukan evaluasi terhadap pengawasan perubahan APBD Refocusing.

Abstract

Penelitian ini dilatarbelakang oleh sebuah kebijakan yang dikeluarkan oleh Dirjen Bimas Islam DJ.II / 369 Tahun 2013 Tentang penerapan Sistem informasi Manajemen Nikah di Kantor Urusan Agama Kecamatan. Adapun rumusan masalah yang peneliti kaji yaitu bagaimana implementasi Keputusan Direktorat Jenderal Umat Islam Nomor DJ.II/369 Tahun 2013 tentang Penerapan Sistem Informasi Manajemen Nikah (SIMKAH) pada Kantor Urusan Agama di Kota Bandung, dan faktor pendukung serta faktor penghambat di dalamnya yang dilakukan oleh Kantor Urusan Agama di Kota Bandung. Metode yang digunakan dalam penelitian ini ialah deskriptif dengan pendekatan kualitatif. Hasil penelitian mengunkap bahwa penerapan aplikasi Simkah berbasis Web di KUA Kota Bandung belum sepenuhnya optimal, masih banyak masyarakat yang belum paham tata cara mengakses aplikasi tersebut sehingga memerlukan bantuan dari operator Simkah di KUA setempat. Sarana dan prasarana yang kurang memadai di setiap KUA membuat pelayanan yang diberikan tidak dapat dilakukan secara maksimal, sehingga hal ini perlu menjadi perhatian khusus bagi Kementerian Agama Pusat untuk memberikan fasilitas yang memadai pada setiap KUA.

Abstract

The purpose of this study was to analyze the application of e-government through Samsat Mobile Jawa Barat at the Regional Revenue Agency of West Java Province. The theory used in this study uses e-government theory which includes (1) content development, (2) competency building, (3) connectivity, (4) cyber law, (5) citizen interface, and (6) capital. The research approach used is a qualitative approach. Data collection techniques by interview, observation and documentation. The data analysis technique is based on Creswell's thinking with a bottom-up hierarchical approach model. The results of this study indicate that the implementation of e-government through Samsat Mobile Jawa Barat in the Regional Revenue Agency of West Java Province has been running quite well. Although based on Idrajati's e-government theory, there are several criteria that need to be improved. Such as content development criteria that still do not provide an iOS-based Samsat Mobile Jawa Barat application, competency building criteria have not yet produced employees who are experts in managing the appearance of the Bapenda West Java website design and content. The connectivity criteria are good because they are in the West Java region. Cyber law criteria must be added specifically, because it only follows the rules of the central government, the citizen interface criteria still need to be developed because it only has two channels, namely the website and the android application. While the criteria for capital is sufficient, it only needs additional sources of capital apart from the APBD.

Abstract

This research is in the background behind the problems of Bandung City, which for the past five years still have a reasonable opinion with exceptions, one of the reasons is the high level of accounts receivable at the Bandung City Financial and Asset Management Agency every year, and billing is less effective every year. receivables for leasing land and buildings in the city of Bandung. This study aims to determine the internal control system on the effectiveness of receivables collection in Bandung City BPKA and the magnitude of the influence of the dimensions of the internal control system on the effectiveness of receivables collection in Bandung City BPKA partially and simultaneously. The research used in this study is associative research with a quantitative approach because it aims to determine the effect of the internal control system on the effectiveness of accounts receivable collection at the Bandung City Financial and Asset Management Agency. Data collection uses literature studies, documentary studies and questionnaires on apparatus in Bandung City BPKA. Data analysis techniques are carried out using the correlation coefficient of determination, simple linear regression analysis and t (t-test).

Abstract

The Cipeundeuy Village Government runs the Village Financial System, but the implementation still has several problems, including lack of facilities and infrastructure, lack of human resources and communication capabilities that are not going well. The purpose of this research is to find out how to implement the Village Financial System (SISKEUDES) Policy in Cipeundeuy Village. This study uses the theory of the implementation of Van Horn and Van Metter in Agustino (2014). The method used is descriptive qualitative. Data collection techniques used were interviews, observation, and documentation. Analysis of the data used is the Hubberman model in Mukhtar (2017). The results showed that the implementation of the use of siskeudes has not gone well. This can be seen from the lack of infrastructure, lack of human resources and communication capabilities that are not going well. Suggestions that can be given are the fulfillment of supporting facilities, there must be a shared desire to run the siskeudes and improve and strengthen communication patterns.
