Abstract

Kegiatan Pengabdian Kepada Masyarakat yang dilaksanakan oleh Tim Pengabdian Program Studi S1 Ilmu Pemerintahan Fisipol Universitas Mulawarman. mengacu kepada pemberian sosialisasi dalam menyambut pesta demokrasi yaitu PILKADA SERENTAK 2020. Salah satu wilayah yang masuk kualifikasi partisipasi politik yang masih rendah ialah Kecamatan Samarinda Utara. Hal ini mengindikasikan bahwa telah terjadi apatisme di kalangan pemilih, di saat arus demokrasi dan kebebasan berpolitik masyarkat sedang marak-maraknya. Partisipasi politik menjadi salah satu kebutuhan agar keberlanjutan demokrasi dan sistem politik tidak mengalami hambatan. Dalam menyambut pemilihan kepala daerah 2020 mendatang, maka dapat dijadikan tolak ukur untuk menilai partisipasi masyarakat sebagai bagian dari proses Pendidikan politik yang baik. Semakin tinggi partisipasi menjadi nilai tersendiri akan penguatan proses Pendidikan politik, demikian sebaliknya. Upaya yang dapat dilakukan Tim Pengabdian Program Studi S1 Ilmu Pemerintahan Fisipol Universitas Mulawarman bekerjasama dengan Kecamatan Samarinda Utara dalam melaksanakan kegiatan pengabdian berupa pemberian Sosialisasi Pendidikan Politik kepada masyarakat Kecamatan Samarinda Utara. Sosialisasi dilaksanakan oleh Kesatuan Bangsa dan Politik berkolaborasi dengan Tim Pengabdian Program Studi S1 Ilmu Pemerintahan Fisipol Universitas Mulawarman berupa pemberian sosialisasi beserta materi Pendidikan politik kepada setiap masyarakat yang hadir.

Abstract

The Community Service Program in order to carry out the Tri Dharma of Higher Education aims to encourage active involvement of students in the community and provide them with work experience in community development efforts. One of the implementation of KKN Batch 50 Year 2024 was carried out in Pegat Bukur Village, which is one of the villages in Sambaliung District, Berau Regency. One of the problems in Pegat Bukur Village is a health problem that is focused on handling stunting. One of the activities is the implementation of Socialization on the prevention of Anemia and Stunting along with making Infographics. Young women as future mothers need to prepare themselves to give birth to a quality generation. The need for nutritional knowledge about stunting and its prevention in adolescents is one way to reduce stunting rates in the future. The purpose of this activity is to increase the understanding of adolescent girls regarding anemia and stunting. The benefits of this activity are to carry out early prevention of the potential for anemia and stunting, by equipping adolescent girls as prospective mothers who are expected to give birth to healthy children and avoid stunting. The Anemia and Stunting Socialization also included the provision of blood supplement tablets to students of SMP Negeri 5 Kampung Pegat Bukur. This activity is a work program that can be attempted as a form of stunting prevention from as early as possible. From the results of data processing from pretest and posttest scores, it can be concluded that the socialization carried out is proven to increase the understanding of adolescent girls related to anemia and stunting. It is hoped that the service team can work with third parties who have legality in handling stunting so that the program implemented can have a deeper effect on the community.

Abstract

Stunting is a chronic health problem that affects the growth and development of children and is one of the highest causes of death in children in Indonesia. To address this, the government issued Presidential Regulation Number 72 of 2021 concerning the acceleration of stunting reduction. This policy was followed up by the Tarakan City Government through Mayor Regulation Number 1 of 2024, in line with the vision and mission of the regional head which emphasizes improving the degree of public health. This study aims to evaluate the effectiveness of the strategies implemented by the Tarakan City Government in reducing stunting rates and their impact on the community. The research was conducted using qualitative methods through in-depth interviews with purposively selected informants, as well as document analysis and secondary data from official reports and other relevant sources. The results showed that the strategy was effective, received a positive response from the community, and showed a downward trend in stunting rates. Policy implementation also shows inter-agency collaboration in accordance with the duties and functions of each regional apparatus, supporting the achievement of national targets.

Abstract

This study explores the campaign strategies and the role of social networks in shaping electoral success in the 2024 legislative elections in Kolaka Regency, Indonesia. Using a qualitative approach with a case study design, the research reveals that successful candidates primarily relied on community-based campaign strategies, emphasizing door-to-door outreach, participation in religious and cultural events, and symbolic acts of social solidarity. Rather than formal party platforms, candidates' presence and emotional closeness with voters influenced voter behavior. The findings demonstrate that social networks, particularly kinship ties, religious groups such as Majelis Taklim, and youth communities served as critical channels for political mobilization. Candidates embedded in these networks gained greater visibility and legitimacy, which was essential for electoral trust. In semi-urban areas like Watubangga and Tanggetada, digital platforms such as WhatsApp, Facebook, and Instagram were also used strategically, especially among young voters. However, the effectiveness of digital communication was deeply rooted in offline relational capital. The study also underscores the persistence of patron-client relations in local electoral dynamics. Voter support was frequently driven by past personal assistance, social reciprocity, and community recognition rather than policy considerations. Patronage was not always transactional; it often took the form of moral obligations and long-term social investment. Overall, the research highlights that effective electoral strategies in Kolaka are built on message delivery, sustained social engagement, and embeddedness in local relational structures.

Abstract

This community service program was implemented in Rawa Makmur Village, Samarinda City, with a focus on improving political literacy and strengthening the social capacity of the fishing community. The activities used participatory methods through socialization, political literacy training, digital literacy, and community leadership combined with interactive lectures and group discussions. The program was held on September 11, 2025, and was attended by 50 participants from five fishing groups. The pre-test results showed that residents had a low understanding of democratic principles, the function of elections, and political rights, while the post-test results showed a significant improvement in these aspects. In addition, the active involvement of women and youth groups in the discussions marked the expansion of more inclusive political participation. Learning media in the form of printed modules, short videos, and community forums proved effective in facilitating the education process. This activity not only increased residents' political knowledge but also encouraged the creation of communication forums among fishermen as a platform for public policy advocacy. Thus, this program shows that community-based political education can be an effective strategy for strengthening participatory and sustainable local democracy.

Abstract

This article examines the evolution of the political role of women in Indonesia, particularly in South Sulawesi, from symbolic representation to substantive political power. This transformation began with the 30% quota policy for women's representation, but more profound changes occurred when political parties started implementing selection mechanisms based on capacity and meritocracy. Using a qualitative-descriptive approach through literature analysis and case studies of female political figures in South Sulawesi, this study explores the internal dynamics of parties, social capital, and feminist leadership styles that influence women's substantive positions. The findings indicate that women can navigate patriarchal and patronage cultures through a combination of individual capacity, institutional support, and local legitimacy. Figures such as Husniah Talenrang, Andi Ina Kartika Sari, and Risfayanti Muin reflect a collaborative and empathetic leadership model that strengthens women's political influence. This study confirms the shift in women's politics from mere quantitative presence to strategic roles in decision-making. Nationally, this transformation is also reinforced by increased technocratic capacity, gender-inclusive cadre reforms, and cross-party solidarity networks that collectively promote women's politics as a transformative force for Indonesian democracy.

Abstract

Dengue Hemorrhagic Fever (DHF) is an endemic disease in Indonesia, including in Bukit Raya Village, Sepaku Subdistrict, Penajam Paser Utara Regency. Low community knowledge regarding symptoms, prevention, and case reporting may lead to delayed treatment. This activity aimed to improve the knowledge of Dasawisma mothers through health education. The methods included interactive lectures with presentation media, ice breaking, quizzes, and evaluation using pre-test and post-test. Sixteen Dasawisma Pelangi mothers participated in the program. The results showed an increase in the average knowledge score from 44.38 in the pre-test to 74.38 in the post-test. The paired sample t-test revealed a significant difference (p < 0.001). Health education proved effective in improving community knowledge about dengue and is expected to encourage active participation in prevention and early case reporting.

Abstract

This study aims to analyze the quality of digital public services using the SAMAGOV application in the Pelabuhan sub-district of Samarinda City. The digitization of public services is part of local government efforts to improve the effectiveness, efficiency, transparency, and accountability of services to the community in line with developments in information technology and the implementation of the Smart City concept. This study uses a qualitative descriptive approach, with data collected through semi-structured interviews, field observations, and document analysis. Research informants include the Village Head, Village Secretary, village officials/staff, and the community as users of digital public services. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing, using four dimensions of digital public service quality as the analytical framework: usability, reliability, responsiveness, and citizen support. The results showed that the SAMAGOV application improved the accessibility and efficiency of administrative services at the village level, especially for people with adequate digital literacy. However, obstacles persisted among the elderly and users with limited technological capabilities, who required assistance from village officials. In terms of reliability, digital services still face technical disruptions affected by the stability of servers and networks managed at the city level. However, the village administration has demonstrated a high level of responsiveness and support through direct assistance and the provision of digital services. Overall, the quality of digital public services through the SAMAGOV application in Pelabuhan Village is quite good, but still requires continuous improvement, particularly in strengthening technological infrastructure, increasing human resource capacity, and expanding digital literacy and awareness among the community.

Abstract

Human trafficking in Indonesia's border regions is closely linked to illegal or non-procedural migration practices, particularly in Nunukan Regency, which borders Malaysia. This situation is exacerbated by a highly centralized governance structure, which limits the role of local governments in responding to the rapid and informal nature of migration and human trafficking. This study aims to analyse the policy framework for handling human trafficking crimes in the context of illegal migration, highlighting the limitations of local government authority in a decentralized system. This study uses a literature review and qualitative policy analysis based on documents, including laws and regulations, national and regional policies, relevant academic literature, and reports from international organizations. The analysis was conducted using a transnational governance framework and the concept of delegated authority. The results of the analysis show that there is a governance gap in the supervision of non-procedural migration, data collection on migrant workers, cross-border coordination, and initial protection of victims of human trafficking due to the dominance of central government authority. These findings are analytical and normative, not empirical, and show that the limitations of local governments' roles are a consequence of the policy's institutional design. This study concludes that the development of a limited, accountable delegated authority scheme has the potential to strengthen local governments' roles in border areas in addressing the link between illegal migration and human trafficking, and recommends further empirical research to test its effectiveness in implementation.

Abstract

The Village Consultative Body (BPK) is a representative institution of the community that plays an important role in village governance, particularly in discussing village regulations, channeling community aspirations, and supervising the performance of the village government. This study aims to analyze the implementation of the BPK's functions in Sakaq Tada Village, Mook Manaar Bulatn Subdistrict, West Kutai Regency, and to examine the compatibility between normative provisions and empirical practices in the field. This study uses a qualitative, descriptive-analytical approach. Data were collected through in-depth interviews, observations, and documentation of informants, including the BPK Chair and Members, Village Officials, village government officials, and the Head of the Neighborhood Association (RT). Data analysis was conducted inductively using Miles and Huberman's interactive analysis model, which includes the stages of data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that normatively, the BPK has carried out its three main functions in accordance with applicable regulations. However, empirically, the implementation of these functions has not been fully optimal. The legislative function is still limited to discussing routine regulations; the supervisory function has not been carried out systematically; and the function of channeling community aspirations is often carried out through informal mechanisms. This condition is influenced by limited human resource capacity, minimal technical training, and suboptimal institutional working mechanisms at the BPK. This study concludes that strengthening the BPK's role requires increasing institutional and human resource capacity, as well as strengthening coordination between the BPK and village governments to support more effective and accountable village administration.
