Abstract

Regional expansion is argued to improve people's welfare, the quality of public services, create good and efficient local government, and build substantive democracy at the local level. Regional expansion must consider aspects of urgency and capacity. The policy process for regional expansion in Indonesia is bottom-up and is dominated by a political process rather than an administrative process. This issue raised in the momentum of the Pilkada, but until the 2018 period it had not yet been realized. This study aims to explain the issue of regional expansion of Luwu Raya during the regional elections for Governor and the Vice Governor of South Sulawesi in 2009, 2013 and 2018 and the obstacles. Data obtained from official government documents and reports. The data presented is the result of the clustering process, descriptive analysis of interview transcripts and processed as research results. The relationship between the elite is the focus of the analysis in this study. Researchers further explore the political dynamics of local elites in the discourse of regional expansion. It examines the issue of regional expansion becomes a political campaign maneuver aims to collect electoral votes. The concept of decentralization does not made the political process of regional expansion easily to realize. The practice of decentralization governance not only changing the implementation of governance in the regional administrative but also the implementation of politics at the local level. Political elites compete for electoral barns as a manifestation of local political practices that coincide with the issue of regional expansion.

Abstract

Research to answer the question of why pemekaran in Luwu Raya is so complex. The study was conducted in Luwu Raya, South Sulawesi Province. Using qualitative methods with data collection techniques in the form of observation and in-depth interviews. Then analyze the data by elaborating on the results of interviews and secondary data in the form of official government reports (BPS). The results showed that the dynamics and complexity of pemekaran took place in Luwu due to the tug-of-war of the local political elite. Elite tug-of-war takes place in a very open arena, involving various local elites, including political elites and bureaucratic elites. The tug-of-war of the local elite finally makes the agenda of pemekaran that has been normatively determined to be absent from its proper schedule. Field findings also confirm that the division is not only constrained in technical terms. As much is seen from an administrative perspective, but in a political perspective there is something more than that. The author sees it as a matter of local politics. Therefore, the main argument in this study is that the tug-of-war between local political elites is the main cause of the mandate of the pemekaran process that took place in Luwu Raya.

Abstract

Produksi Kakao di Indonesia sejak sepuluh tahun terakhir telah menyita perhatian pasar Global. Pasar Kako tidak hanya menjadi komiditi dalam hal ekonomi, tetapi lebih dari itu telah bertransformasi menjadi komiditas politik. Melibatkan aktor government dan non government. Penelitian ini akan melihat bagaimana peran dan keterlibatan pemerintah serta swasta dalam meningkatkan daya saing Kakao di Indonesia. Menggunakan pendekatan studi literatur, artikel ini berusaha menjawab bagaimana peran dan keterlibatan pemerintah serta swasta dalam meningkatkan daya saing Kakao di Indonesia. Lokasi penelitian adalah Sulawesi Selatan, salah satu provinsi dengan produksi Kakao terbesar di Indonesia. Penelitian ini menggunakan pendekatan Global Value Chain (GVC) sebagai pendekatan untuk menjelaskan keterlibatan peran pemerintan dan swasta pada pasar kakao secara di Indonesia.

Abstract

The face of democracy in Indonesia is now starting to lead to the emergence of populism in democracy in Indonesia. A number of existing studies have concluded about the rise of populism as a phenomenon in electoral democracy. This article will look at the forms and patterns of populism played by actors at the local level in the arena of electoral democracy. By taking a case study, in South Sulawesi. The emergence of Nurdin Abdullah as a populist political actor won the electoral battle at the local level. By using a literature study, this article builds an argument. Although populism does not contradict democracy, populism also has its limitations. Populism strengthens when social and political institutions are functionally problematic, so the emergence of charismatic political actors is an unavoidable alternative.

Abstract

This research focuses on women who dominate structural positions in the Education Office of Gowa Regency, South Sulawesi Province. This study analyzes why women hold more structural positions than men at the Education Office of the Gowa Regency. I also explained how gender identification is used to place structural positions at the Education Office of the Gowa Regency. This research is qualitative and has a case study. Data was obtained through direct interviews with informants, namely the head of the Gowa Regency Education Office, the Regional Personnel Agency, and the Gowa Regent. The existing data were analyzed using triangulation analysis techniques between data obtained from interviews. The results of this study found that two factors cause the dominance of women in structural positions; the first is normative factors, including regulations related to gender mainstreaming and work experience, and the second is political factors, including the interests of the local government of Gowa Regency. This reveals that gender identification is no longer the leading indicator; positions are given based on ability and expertise, and thus, men and women have the same opportunities or access.

Abstract

This study explores the campaign strategies and the role of social networks in shaping electoral success in the 2024 legislative elections in Kolaka Regency, Indonesia. Using a qualitative approach with a case study design, the research reveals that successful candidates primarily relied on community-based campaign strategies, emphasizing door-to-door outreach, participation in religious and cultural events, and symbolic acts of social solidarity. Rather than formal party platforms, candidates' presence and emotional closeness with voters influenced voter behavior. The findings demonstrate that social networks, particularly kinship ties, religious groups such as Majelis Taklim, and youth communities served as critical channels for political mobilization. Candidates embedded in these networks gained greater visibility and legitimacy, which was essential for electoral trust. In semi-urban areas like Watubangga and Tanggetada, digital platforms such as WhatsApp, Facebook, and Instagram were also used strategically, especially among young voters. However, the effectiveness of digital communication was deeply rooted in offline relational capital. The study also underscores the persistence of patron-client relations in local electoral dynamics. Voter support was frequently driven by past personal assistance, social reciprocity, and community recognition rather than policy considerations. Patronage was not always transactional; it often took the form of moral obligations and long-term social investment. Overall, the research highlights that effective electoral strategies in Kolaka are built on message delivery, sustained social engagement, and embeddedness in local relational structures.
