Abstract

Kajian yang akan dilakukan untuk mengetahui (1) bagaimana kondisi aktual sektor pertanian dan perkebunan menurut kecamatan di Kabupaten Kepulauan Selayar, (2) upaya-upaya bagaimana yang dapat dilakukan untuk meningkatkan kinerja sub sektor tanaman pangan, hortikultura dan perkebunan di setiap kecamatan dan di Kabupaten kepulauan Selayar. Analisis data dalam penelitian ini adalah kondisi aktual sub sektor tanaman pangan, hortikultura dan perkebunan tingkat kecamatan dan tingkat Kabupaten Kepulauan Selayar akan dianalisis secara deskriptif dan hasilnya akan ditampilkan dalam bentuk tabel, grafik dan gambar, Identifikasi upaya akan dianalisis menggunakan metoda SWOT (Strength, Weakness, Opportunity dan Threat. Berdasarkan hasil analisis dan pembahasan diperoleh bahwa berdasarkan hasil analisis SWOT bahwa jumlah skor yang diperoleh dari hasil penjumlahan antara skor penilaian faktor eksternal peluang dan ancaman yaitu 0.80 (1,343 – 0,54). Hasil ini menunjukkan bahwa pengembangan potensi pertanian dan perkebunan mempunyai peluang dalam pengembangan kabupaten mengingat skor berada pada rentang nilai dengan kategori berpeluang pada kuadran 1 yakni strategi pertumbuhan. Strategi pengembangan potensi pertanian dan perkebunan dilakukan dengan meningkatkan hasil produksi tanaman hortikultura khususnya komoditi jeruk, peningkatan strategi pemasaran, pengolahan hasil bahan baku agar memiliki nilai tambah, peningkatan sarana dan prasarana penunjang. Selain itu juga pengembangan kawasan harus disesuaikan dengan fungsi dan potensi wilayah.

Abstract

Infrastructure is basically a government asset that is built in the context of serving the community. Road and electricity infrastructure have a large, positive and significant influence on economic growth without exception in Fakfak Regency, West Papua. So that it can determine the direction of government policy in infrastructure development that is in accordance with the conditions in Fakfak Regency. This study aims (1) to determine the effect of roads on economic growth in Fakfak District (2) to determine the effect of electricity on economic growth in Fakfak District. This research is a quantitative descriptive study using panel data regression analysis from 2017 to 2021 in Fakfak district. The objects studied include (1) GRDP (economic growth) (2) Infrastructure consisting of: road infrastructure and electricity infrastructure.Keywords: Infrastructure, Panel Data, Growth, Fakfak.

Abstract

Construction waste is a threat to the community environment and living creatures around construction projects. It is necessary to handle construction waste appropriately considering that not all materials can be used 100% during the construction process. Construction waste causes hazardous chemical contamination which is the result of a number of hazardous chemicals being applied to building materials, or the discharge of chemicals in the construction and demolition waste stream. This research aims to apply the 3R principle (Reduse, Reuse and Recycle) contained in the Responsible Waste Management Hierarchy structure. Case study of the Tuumburuni Market development project in Fakfak Regency. Tumburuni Market is the first modern market built in Fakfak Regency and has become a role model for other construction projects. Good waste management in the construction process will reduce the impact on the environment. The research method uses survey and interview methods. The data obtained is explained in data tabulation and described based on the Waste Management Hierarchy theory. Research results show that as many as 80% of consumable materials go through a reuse process before finally being thrown away. Meanwhile, 20% of wood waste is not used because it is broken and unfit for use.

Abstract

Determining the working and operational areas of a fishing port is very important because it strengthens the existence of a fishing port while supporting port operations. The purpose of this study is to determine the working and operational areas of the Untia fishing port based on the ratio of space utilization in land and water areas. The research method used is quantitative descriptive. Secondary data was obtained through literature surveys and institutional surveys to obtain port design plans and spatial planning plans, while primary data was obtained using satellite imagery and verified directly in the field to obtain geographical coordinates. Analysis was conducted on the position of the Untia port in relation to the provincial spatial planning plan, the physical condition, and the operational aspects of the port. The results obtained include the determination of geographical coordinates for the operational areas on land and water used for the construction and operation of main facilities, functional facilities, and supporting facilities for Untia fishing port. Based on the analysis results, the total operational area of the Untia Fisheries Port is determined to be 232.33 hectares, consisting of a land operational area of 9.8 hectares, a water operational area of 92.84 hectares, a land operational area of 23.56 hectares, and a water operational area of 106.13 hectares.

Abstract

ABSTRAK Aksesibilitas dari kawasan perkotaan Fakfak menuju Bandar Udara Siboru saat ini masih belum efisien, yang ditunjukkan oleh waktu tempuh sekitar dua jam untuk jarak 35,6 km. Kondisi ini terutama disebabkan oleh tingginya hambatan samping pada rute eksisting. Penelitian ini bertujuan merumuskan trase jalan alternatif melalui pendekatan spasial kuantitatif menggunakan metode Least Cost Path Analysis (LCPA) berbasis Geographic Information System (GIS). Penentuan jalur optimal dilakukan dengan mempertimbangkan tiga variabel pembatas utama, yaitu kemiringan lereng, tutupan lahan, dan status kawasan hutan. Hasil pemodelan spasial menunjukkan bahwa trase alternatif terpilih memiliki panjang 26,70 km dan secara komputasional mampu menghindari lereng sangat curam serta kawasan konservasi cagar alam (0%), sekaligus meminimalkan intervensi terhadap kawasan permukiman hingga 2,33%. Temuan ini menunjukkan bahwa integrasi algoritma LCPA dengan pembatas konservasi tidak hanya menghasilkan efisiensi dalam perencanaan biaya konstruksi, tetapi juga efektif dalam meminimalkan potensi konflik tata ruang dan dampak kerusakan ekologis. Secara operasional, trase usulan berpotensi menurunkan waktu tempuh menjadi sekitar 45–60 menit. Dengan demikian, penelitian ini memberikan dasar yang kuat bagi perencanaan infrastruktur transportasi yang efisien, berkelanjutan, dan adaptif dalam mendukung pengembangan konektivitas multimoda di Papua Barat. Kata kunci: aksesibilitas, Bandar Udara Siboru, konektivitas wilayah, Least Cost Path Analysis, Geographic Information System   ABSTRACT Accessibility from the urban area of Fakfak to Siboru Airport is currently inefficient, as indicated by a travel time of approximately two hours for a distance of 35.6 km. This condition is primarily caused by high side friction along the existing route. This study aims to formulate an alternative road alignment using a quantitative spatial approach through the Geographic Information System (GIS)-based Least Cost Path Analysis (LCPA) method. The determination of the optimal route is based on three main constraint variables: slope, land cover, and forest area status. The spatial modeling results indicate that the selected alternative alignment has a total length of 26.70 km and is computationally capable of avoiding very steep slopes and protected nature reserve areas (0%), while minimizing intervention in residential areas to only 2.33%. These findings demonstrate that the integration of the LCPA algorithm with conservation constraints not only enhances efficiency in construction cost planning but also effectively reduces potential spatial conflicts and ecological degradation. Operationally, the proposed alignment has the potential to reduce travel time to approximately 45–60 minutes. Therefore, this study provides a robust foundation for planning efficient, sustainable, and adaptive transportation infrastructure to support the development of multimodal connectivity in West Papua.
