Abstract

The process of development planning in the City of Bandung on the level of the village held council development plan that aims to determine the priority program development. The purpose of this research is to know the process of the proposed program of activities and choose the program priority development through the method of delbecq. The study was conducted with a qualitative method to investigate in depth the process of determining the scale pioritas in program development, as well as the obstacles encountered in determining program priorities of development with the study of the region in the Village of Karang Pamulang Kecamatan Mandalajati Kota Bandung. Research instruments used were interviews, observation, and document study. Data analysis techniques using triangulation of data. Results of the study by using the method of delbecq in determining the scale of the development priorities in the Village of Karang Pamulang can easily program proposal development priorities with the right fit the needs of the community.

Abstract

Pengaruh Kepemimpinan Kepala Sekolah Dan Budaya Organisasi Terhadap Kinerja Guru Pada SD Muhammad Al-‘Unaizy Sukabumi. Fokus penelitian ini untuk mengetahui seberapa besar pengaruh kepemimpinan kepala sekolah dan budaya organisasi secara parsial ataupun simultan terhadap kinerja guru pa pada SD Muhammad Al-‘Unaizy Sukabumi. Metode penelitian yang digunakan dalam penelitian ini yaitu metode kuantitatif, menggunakan teknik survei. Teknik pengambilan datanya adalah menggunakan kuesioner yang diberikan kepada responden (guru) dengan jumlah populasi 44 responden, sedangkan analisis data mengunakan analisis regresi linier berganda dan analisis alur (path analysis). Hipotesis yang digunakan adalah SPSS 26.0 (Statistical Package for the Social Sciences). Hasil penelitian menunjukkan bahwa Kepemimpinan Kepala Sekolah dan Budaya Organisasi secara bersama-sama berpangaruh secara signifikan dan positif terhadap kinerja guru dengan kontribusi sebesar 23,2% dan sisanya 76,8% dipengaruhi oleh faktor lain yang tidak menjadi bahan penelitian ini, sehingga dapat disimpulkan bahwa seluruh koefisien sudah signifikan.

Abstract

The village financial report is an important financial position that comes from transactions carried out by the village government and is a medium for an entity to account for its activities to the public and also serves to provide information in making decisions and evaluating the performance of local governments. Therefore, the financial information presented must have value so that the financial information can be useful for its users. To increase accountability for the use of village fund budgets, each village is required to make an accountability report for the use of village finances. The use of the village financial information system (Siskeudes) in the preparation of village financial accountability reports is expected to improve the quality of the report. The results of the analysis of the quality of village reports in the Warungkiara District, Sukabumi Regency, concluded as follows: (1) The aspect of the relevance of the financial statements has been met quite well, (2) The reliability aspect of the financial statements has been met quite well, (3) The aspect of ability to be compared financial statements have been fulfilled quite well, and (4) the aspect of ease of understanding of Sukabumi's financial statements has been fulfilled quite well.

Abstract

Abstrak: Pelatihan kepemimpinan pengawas, merupakan jawaban atas permasalahan yang dihadapi oleh kepala bagian dan kepala seksi di lingkungan Pemerintahan Kabupaten Sukabumi, yaitu kurang up to date nya informasi mengenai isu-isu strategis kepemimpinan pelayanan publik, kurangnya pemahaman mengenai model kepemimpinan yang dikembangkan untuk mengatasi krisis kepemimpinan, kurang pahamnya penerapan kepemimpinan yang melayani (servant leadership), serta kurangnya strategi dalam menghadapi tantangan kepemimpinan kini dan masa depan.. Tujuan kegiatan ini adalah memberikan edukasi untuk meningkatkan pemahaman softskill Kabag dan Kasie di lingkungan pemerintahan Kabupaten Sukabumi. Metode kegiatan pengabdian masyarakat ini adalah pelatihan yang dilaksanakan secara offline di Aula Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Sukabumi dengan peserta sebanyak 40 orang. Mitra dalam kegiatan pelatihan ini adalah Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Sukabumi. Evaluasi peningkatan pemahaman softskill yaitu membagikan kuesioner yang terdiri dari 4 bagian dengan total pertanyaan sebanyak 15, sebelum (pretest) dan sesudah (posttest) penyampaian materi kepada peserta. Hasil kegiatan pelatihan ini adalah meningkatnya pemahaman softskill peserta sebesar 30%.Abstract: Supervisory leadership training, is an answer to the problems faced by section heads and section heads within the Sukabumi Regency Government, namely lack of up-to-date information on strategic issues of public service leadership, lack of understanding of leadership models developed to overcome leadership crises, lack of understanding of the application of servant leadership, as well as a lack of strategy in dealing with present and future leadership challenges. The purpose of this activity is to provide education to improve the understanding of soft skills of Kabag and Kasie within the Sukabumi Regency government. The method of this community service activity is training which is carried out offline at the Hall of the Human Resources Development and Personnel Agency of Sukabumi Regency with 40 participants. The partner in this training activity is the Sukabumi Regency Human Resources Development and Personnel Agency. Evaluation of increasing understanding of soft skills, namely distributing questionnaires consisting of 4 parts with a total of 15 questions, before (pretest) and after (posttest) material delivery to participants. The result of this training activity was an increase in participants' understanding of soft skills by 30%.

Abstract

The background of this research is the lack of awareness in the development of the surrounding environment, the lack of opportunities to express ideas, the lack of self-help in the form of funds, labor and materials. The purpose of this study is to obtain an overview of several factors that cause low participation, referring to Theresia's theory. et. al (2014) in Hajar (2018:32-34) namely community participation in development activities. The main premise: Physical participation will be successful if it is supported by the right decision making, optimal implementation, proper monitoring and evaluation, and adequate utilization of the results. Minor premise : Based on the research results, physical participation: decision making is not right, implementation is not optimal, monitoring and evaluation is not good, and utilization of results is not optimal. This research uses a qualitative approach with a descriptive study, conducted in the village of Curughurur Sagaranten, Sukabumi Regency. There were 5 informants using purposive sampling and snowball sampling. The objects in this study are: the Head of the BPD, the Village Head, the Head of the Activity Implementation Team (TPK), the Community. Collecting data through participatory observation; semi-structured interviews; documentation study using observation guides, interview guides, field notes; data validation using triangulation (technique, source, and time); and analyzed using reduction. Presentation of data and drawing conclusions.

Abstract

The Regional People's Representative Council (DPRD) as an element of government is explained in Law Number 23 of 2014, which stipulates that the DPRD and Regional Government have maximum autonomy within the framework of the Unitary State of the Republic of Indonesia. Articles 149 and 150 states that the DPRD has three main functions: legislation, budget, and supervision. The legislative function includes the creation of Regional Regulations (Perda) through DPRD initiatives or proposals, which are then discussed and approved or rejected. Sukabumi City Propemperda has targets and work plans in drafting regional regulations to create regional regulations that are productive and beneficial for the progress of the city. However, of the expected 59 Propemperda targets, only 37 were successfully realized. Of the 37 Propemperda that were passed as regional regulations, only 2 of them came from DPRD initiatives. This research aims to evaluate the function of DPRD legislation in the process of forming regional regulations in the City of Sukabumi, using William N. Dunn's (2003) public policy evaluation theoretical framework, which includes effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The research method used is descriptive qualitative, with data collection techniques in the form of semi-structured interviews, observation, and documentation studies. Data analysis was carried out based on the Miles and Huberman approach. The research results show that there are still many targets that have not been achieved each year, and the implementation of regional regulations is not always by the expected goals. The advice given is the need for commitment from the council and local government to implement regional regulations optimally

Abstract

The purpose of this study was to determine how much influence discipline and work motivation have on teacher performance. The population in this study were 78 teachers at Setukpa Lemdikpol Sukabumi who worked in the student guidance section. The sample size of this study is the same as the population size using the Saturated Sampling Technique. Survey method was used for this research, and questionnaire was the research tool. Simple regression analysis, multiple regression analysis, and simple and multiple correlation analysis were the ways to look at the data. Before testing the proposed hypothesis, an analysis requirement test was conducted. The results of descriptive analysis show that the performance, work discipline, and work motivation of teaching staff are in the high category. While the results of hypothesis testing show: There is a significant positive effect of work discipline on the performance of educators in the student development section of Setukpa Lemdikpol Sukabumi; Work motivation affects the performance of educators in the student development section of Setukpa Lemdikpol Sukabumi. This effect is significant and positive; and There is a significant positive effect of educators' work discipline and work motivation on the performance of educators in the student development section of Setukpa Lemdikpol Sukabumi.

Abstract

Accountability for the performance of government officials plays an important and decisive role in achieving organizational goals in regional government, both in the fields of service, empowerment and development. This article attempts to discuss or explain several things related to accountability for the performance of government officials in regional financial management with the focus being APBD management.  The aim is to develop insight, both normatively, theoretically and empirically related to the quality of the APBD, especially shopping issues and the integration of planning and budgeting (the process of preparing and determining the APBD) as well as the quality of the apparatus' human resources (competence and character) as implementers or managers of the APBD. The results of this study show that the quality of regional spending in the APBD can determine whether the performance of government officials is good or bad in managing regional finances.  The quality of spending in this APBD includes optimal fulfillment of 6 (six) quality elements, namely economic values, efficiency, effectiveness, equity, accountability and responsibility.  The existence of a larger proportion of public spending than personnel/apparatus spending and the integration of planning and budgeting in the process of preparing/determining APBD can also be a determining factor in the quality of this spending. The realization of good and adequate quality of the apparatus' human resources which is built from high competence and good character is the main factor and determines the optimal implementation of administrative reform in general, especially in terms of realizing accountability for the performance of government officials in regional financial management (APBD).
