Abstract

Bencana banjir yang terjadi secara terus-menerus dapat menyebabkan berbagai kondisi yang apabila terjadi dapat menimbulkan berbagai kerentanan yang memerlukan pemikiran yang lebih dalam untuk mengantisipasi bencana banjir. Mitigasi dan Adaptasi Bencana Banjir di Kecamatan Pallangga Kabupaten Gowa bertujuan untuk memetakan tingkat kerentanan bencana banjir dan upaya mitigasi dan adaptasi yang tepat berdasarakan tingkat kerentanan bencana banjir di Kecamatan Pallangga. Sejalan dengan tujuan penelitian ini maka dalam penelitian ini menggunakan metode penelitian deskriptif kualitatif, untuk menentukan tingkat kerentanan dengan analisis spasial overlay dan skoring parameter penentu kerentanan banjir. Hasil dari penelitian ini adalah Kecamatan Pallangga diklasifikasi dalam tiga tingkat kerentanan bencana banjir meliputi rentan tinggi, rentan sedang dan rentan rendah serta arahan mitigasi dan adaptasi bencana banjir berdasarkan tingkat kerentanan. The floods disasters that occur continuously can cause various conditions which can cause a variety of vulnerabilities that require deeper thought to anticipate. Flood mitigation and adaptation in Pallangga District of Gowa aims to map the level of flood vulnerability and provide mitigation and adaptation directions based on the level of flood vulnerability in Pallangga. This research uses descriptive qualitative research methods, to determine the level of vulnerability with spatial overlay analysis and weight scoring of parameters determining flood vulnerability. The results of this research are in Pallangga classified into three levels of vulnerability to flood disasters including high vulnerability, medium vulnerability and low vulnerability with directives flood mitigation and adaptation based on the level of vulnerability.

Abstract

Normal Difference Vegetation Index (NDVI) merupakan algoritma untuk mendeteksi indeks vegetasi dari citra satelit. Pengolahan indeks vegetasi pada penelitian ini menggunakan algoritma NDVI dengan memanfaatkan kanal/band 5 (NIR) dan 4 (RED) pada Landsat 9 OLI 2 perekaman tanggal 26 Oktober 2024 Hasil pada penelitian ini menunjukkan terjadi perbedaan hasil analisis pada masing-masing kelas pada software Global Mapper dan ArcGIS. Luas Kelas Klassifikasi Kerapatan Vegetasi pada Software Global Mapper menunjukkan bahwa luas tertinggi pada kelas Non Vegetasi seluas 16696,2 Ha atau 46,82% diikuti Kelas Tingkat Kehijauan Tinggi seluas 5755,9 Ha atau 16,14% dan luas yang terendah pada kelas Kehijauan Sangat Rendah seluas 3245,7 Ha atau 9,1%. Sedangkan pada Software ArcGIS hasil yang diperoleh, luas Kelas klasifikasi tertinggi pada Kehijauan Rendah Seluas 9396,4 Ha atau 26,35% dan diikuti kelas Non Vegetasi seluas 9206,7 Ha atau 25,82%. Luas terendah ditempati kelas Kehijauan Tinggi seluas 3821,3 Ha atau 10,72%. Hasil uji ketelitian, menunjukkan bahwa menggunakan Software ArcGIS terdapat 8 area yang sesuai dengan kondisi eksisting atau sekitar 80% kesesuaian dari area sampel sedangkan dengan menggunakan software Global Mapper menunjukkan area yang sesuai dengan kondisi eksisting hanya 2 area atau 20% dari area sample. Abstract

Indonesia is a country that is vulnerable to natural disasters such as climate change, where climate change is a complex and unpredictable issue and has a major impact on community welfare and political stability, requiring a strong and adaptive governance system that can be used as a solution in facing the challenges of rapid global change. Therefore, this study aims to determine the adaptive level of Indonesian governance in dealing with climate change. The data used in this study uses secondary data sourced from research studies and research theories. The analysis technique used in this study is the systematic literature review method. The results of this study indicate that Indonesian government governance is characterized by flexibility because it has advantages in community empowerment and involvement as well as knowledge and decision-making but lacks coordination between actors and leadership capacity.

Abstract

This study aims to analyze the readiness of spatial planning policies in Palu City in supporting the achievement of Sustainable Development Goal (SDG) 11, which emphasizes the development of inclusive, safe, resilient, and sustainable cities and human settlements. As a disaster-prone area, Palu City has experienced significant spatial pressures, particularly in the aftermath of the 2018 earthquake, tsunami, and liquefaction events. Utilizing a qualitative descriptive approach and secondary data analysis, this study evaluates spatial planning documents such as the Regional Spatial Plan (RTRW), the Detailed Spatial Plan (RDTR), and the Regional Medium-Term Development Plan (RPJMD) of Palu City for the periods 2016–2021 and 2021–2026. The assessment is based on the alignment of these policies with the key indicators of SDG 11, including the provision of adequate housing, green open spaces, sustainable transportation systems, and disaster risk mitigation. The analysis shows that while SDG 11 principles are reflected in planning documents, their implementation remains limited.. Major challenges include the lack of integrated spatial data, weak inter-agency coordination, and limited community participation in the planning process. Therefore, institutional strengthening, improvements in geospatial data quality, and the mainstreaming of sustainability principles across all sectoral policies are urgently needed. This research contributes to the understanding of the nexus between spatial planning and sustainable development in disaster-prone cities and serves as a reference for future policy improvement.

Abstract

Sustainable urban development requires alignment between national policies, local spatial planning, and commitments to global agendas. Palu City, as a growth center in Central Sulawesi and an area with high disaster vulnerability, needs a Detailed Spatial Plan (RDTR) that not only regulates land use but also integrates principles of sustainability and disaster resilience. This study aims to assess the extent to which Palu City’s RDTR aligns with Law No. 11 of 2020 on Job Creation, Government Regulation No. 21 of 2021 on Spatial Planning Implementation, and Sustainable Development Goal (SDG) 11. This research employed a document-based literature review, analyzing relevant regulations, the RDTR document, and academic literature. The evaluation was conducted using a policy coherence framework to examine internal, vertical, and horizontal consistency. The findings reveal that Palu City’s RDTR demonstrates strong internal consistency, with clear integration between objectives, strategies, and regulatory instruments. Vertically, it aligns with the national legal framework, particularly in zoning, protection of conservation areas, and land-use control. Horizontally, it contributes to several SDG 11 targets, including safe and affordable transportation access, disaster risk reduction, and the provision of green public spaces. However, disaster mitigation integration lacks measurable indicators, cross-sectoral synergy remains limited, and public participation needs to be extended to the implementation stage. Strengthening multi-hazard risk mapping, adopting inclusive cross-sectoral strategies, and establishing sustainable public participation mechanisms are recommended to make Palu City’s RDTR more adaptive, responsive, and aligned with sustainable development principles.
