Abstract

Indonesia is a country that is vulnerable to natural disasters such as climate change, where climate change is a complex and unpredictable issue and has a major impact on community welfare and political stability, requiring a strong and adaptive governance system that can be used as a solution in facing the challenges of rapid global change. Therefore, this study aims to determine the adaptive level of Indonesian governance in dealing with climate change. The data used in this study uses secondary data sourced from research studies and research theories. The analysis technique used in this study is the systematic literature review method. The results of this study indicate that Indonesian government governance is characterized by flexibility because it has advantages in community empowerment and involvement as well as knowledge and decision-making but lacks coordination between actors and leadership capacity.

Abstract

Urban growth in Luwuk District has resulted in public green open space (GOS) covering only 5.29 hectares or approximately 2.52% of the total urban area of 209.74 hectares. This condition contributes to a significant increase in surface temperature, which at certain times reaches extreme levels. This study aims to formulate a green open space optimization strategy based on surface temperature distribution in the regional activity center of Luwuk District. The methodology consists of four stages: (1) identifying the distribution and characteristics of GOS using GIS analysis, (2) identifying surface temperature distribution through scoring analysis, (3) analyzing GOS optimization criteria using content analysis, and (4) formulating optimization directives through data triangulation. The results indicate that the existing public GOS should be maintained with improved management supported by government funding. In addition, the use of private GOS, such as residential yards with a potential area of ±78.85 hectares (37.57%), can be optimized to increase the total GOS proportion to ±84.14 hectares or 40.11% of the total area. Additional strategies include the development of green corridors in high-density areas, the use of vertical gardens in limited spaces, and the evaluation of parking areas for planting vegetation with ecological functions. This approach offers an alternative for controlling temperature and improving urban environmental quality. Abstract

Sustainable urban development requires alignment between national policies, local spatial planning, and commitments to global agendas. Palu City, as a growth center in Central Sulawesi and an area with high disaster vulnerability, needs a Detailed Spatial Plan (RDTR) that not only regulates land use but also integrates principles of sustainability and disaster resilience. This study aims to assess the extent to which Palu City’s RDTR aligns with Law No. 11 of 2020 on Job Creation, Government Regulation No. 21 of 2021 on Spatial Planning Implementation, and Sustainable Development Goal (SDG) 11. This research employed a document-based literature review, analyzing relevant regulations, the RDTR document, and academic literature. The evaluation was conducted using a policy coherence framework to examine internal, vertical, and horizontal consistency. The findings reveal that Palu City’s RDTR demonstrates strong internal consistency, with clear integration between objectives, strategies, and regulatory instruments. Vertically, it aligns with the national legal framework, particularly in zoning, protection of conservation areas, and land-use control. Horizontally, it contributes to several SDG 11 targets, including safe and affordable transportation access, disaster risk reduction, and the provision of green public spaces. However, disaster mitigation integration lacks measurable indicators, cross-sectoral synergy remains limited, and public participation needs to be extended to the implementation stage. Strengthening multi-hazard risk mapping, adopting inclusive cross-sectoral strategies, and establishing sustainable public participation mechanisms are recommended to make Palu City’s RDTR more adaptive, responsive, and aligned with sustainable development principles.
