Abstract

Selama periode 2015–2024, Indeks Pembangunan Manusia (IPM) di wilayah eks-Karesidenan Madiun meliputi Kabupaten Madiun, Kabupaten Ngawi, Magetan, Ponorogo, dan Pacitan menunjukkan peningkatan setiap tahun. Namun, peningkatan tersebut terjadi di tengah kondisi ekonomi daerah yang tidak stabil, ditandai dengan tingkat pengangguran dan pertumbuhan ekonomi yang berfluktuasi, sementara belanja pemerintah cenderung meningkat. Perbedaan pola ini menunjukkan adanya indikasi bahwa peningkatan pembangunan manusia bukan hanya mendapat pengaruh dari faktor ekonomi, akan tetapi datang juga dari peran pemerintah, sehingga penting untuk dilakukan analisis lebih lanjut. Penelitian ini memiliki tujuan untuk membuat analisis pengaruh tingkat pengangguran, pertumbuhan ekonomi, dan belanja pemerintah terhadap Indeks Pembangunan Manusia (IPM). Metode yang dipergunakan yaitu analisis regresi linier berganda dengan data sekunder yang diperoleh dari Badan Pusat Statistik. Hasil dari penelitian yang telah dilakukan menyatakan bahwa tingkat pengangguran tidak berpengaruh positif signifikan terhadap Indeks Pembangunan Manusia (IPM), pertumbuhan ekonomi berpengaruh signifikan dengan arah negatif terhadap Indeks Pembangunan Manusia (IPM), sedangkan belanja pemerintah berpengaruh positif dan signifikan terhadap Indeks Pembangunan Manusia (IPM).

Abstract

Desentralisasi fiskal menempatkan kapasitas keuangan daerah sebagai salah satu faktor penting dalam mendorong pertumbuhan ekonomi regional. Penelitian ini bertujuan menganalisis pengaruh Pendapatan Asli Daerah, Dana Perimbangan, dan Belanja Modal terhadap pertumbuhan ekonomi Kabupaten Nganjuk selama periode 2011–2025. Penelitian menggunakan pendekatan kuantitatif dengan data sekunder yang diperoleh dari Badan Pusat Statistik dan Direktorat Jenderal Perimbangan Keuangan. Data dianalisis menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa Dana Perimbangan berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan Pendapatan Asli Daerah dan Belanja Modal menunjukkan pengaruh positif tetapi tidak signifikan. Secara simultan, ketiga variabel berkontribusi signifikan dalam menjelaskan variasi pertumbuhan ekonomi daerah. Temuan ini mengindikasikan bahwa pertumbuhan ekonomi Kabupaten Nganjuk masih lebih bergantung pada transfer fiskal antarpemerintah dibandingkan kapasitas pendapatan daerah dan efektivitas belanja modal. Penelitian ini menegaskan perlunya penguatan kemandirian fiskal, peningkatan kualitas alokasi belanja modal, dan pengelolaan transfer yang lebih produktif untuk mendukung pertumbuhan ekonomi daerah yang berkelanjutan.

Abstract

ABSTRAK Pertumbuhan ekonomi perkotaan di Indonesia semakin bergantung pada sektor berbasis kreativitas dan inovasi, terutama di era digital. Kota Surabaya sebagai pusat kegiatan ekonomi Jawa Timur memiliki potensi besar dalam pengembangan ekonomi kreatif melalui berbagai subsektor seperti kriya (craft), fashion, kuliner, desain, musik, film dan video, penerbitan, permainan digital, serta jasa kreatif lainnya. Penelitian ini bertujuan untuk menganalisis peran ekonomi kreatif sebagai solusi strategis dalam meningkatkan pertumbuhan ekonomi di Kota Surabaya. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan studi literatur terhadap data sekunder yang bersumber dari artikel jurnal ilmiah, publikasi Badan Pusat Statistik, laporan Kementerian Pariwisata dan Ekonomi Kreatif, serta dokumen kebijakan terkait. Hasil kajian menunjukkan bahwa ekonomi kreatif berkontribusi terhadap pertumbuhan ekonomi Surabaya melalui penciptaan nilai tambah, penyerapan tenaga kerja, penguatan UMKM, dan efek multiplikatif terhadap sektor lain seperti perdagangan, jasa, dan pariwisata. Perkembangan subsektor ekonomi kreatif, baik secara kuantitatif maupun berbasis komunitas, memperlihatkan perannya dalam memperkuat struktur ekonomi perkotaan. Meskipun demikian, pengembangan ekonomi kreatif masih menghadapi tantangan berupa keterbatasan akses permodalan, literasi digital, dan penguatan ekosistem kebijakan. Oleh karena itu, ekonomi kreatif berpotensi menjadi motor pertumbuhan ekonomi Surabaya yang berkelanjutan apabila didukung kebijakan yang terintegrasi dan kolaboratif.   A B S T R A CT Urban economic growth in Indonesia is increasingly dependent on creativity and innovation-based sectors, especially in the digital era. As the economic center of East Java, the city of Surabaya has great potential for creative economic development through various sub-sectors such as crafts, fashion, culinary arts, design, music, film and video, publishing, digital games, and other creative services. This study aims to analyze the role of the creative economy as a strategic solution for enhancing economic growth in the City of Surabaya. The research employs a descriptive qualitative approach using a literature review of secondary data sourced from academic journal articles, publications of the Central Bureau of Statistics, reports from the Ministry of Tourism and Creative Economy, and relevant policy documents. The findings indicate that the creative economy contributes to Surabaya’s economic growth through value creation, employment generation, strengthening of creative MSMEs, and multiplier effects on related sectors such as trade, services, and tourism. The development of creative economy subsectors, both quantitatively and through community-based initiatives, demonstrates their role in reinforcing the urban economic structure. Nevertheless, the growth of the creative economy still faces challenges, including limited access to capital, uneven digital literacy, and the need for stronger policy ecosystems. Therefore, the creative economy has strong potential to become a sustainable driver of Surabaya’s economic growth if supported by integrated and collaborative policies.

Abstract

Poverty remains a major development challenge in Indonesia, particularly in regions experiencing persistent socioeconomic disparities, such as Sampang Regency. Although fiscal decentralization provides greater authority for local governments to manage regional resources, its effectiveness in reducing poverty depends on the quality of budget allocation, human development conditions, and income distribution. This study aims to examine the effects of fiscal decentralization, the Human Development Index (HDI), and income inequality on poverty levels in Sampang Regency. This research employed a quantitative approach with an explanatory research design. The study utilized secondary data obtained from official sources, including regional financial reports and statistical publications covering the period from 2015 to 2024. Data analysis was conducted using multiple linear regression analysis, supported by classical assumption tests, F-tests, and t-tests to evaluate the relationships between the independent and dependent variables. The results indicate that fiscal decentralization and HDI have significant negative effects on poverty levels, suggesting that effective fiscal management and improvements in education, healthcare, and living standards contribute to poverty reduction. Meanwhile, income inequality has a significant positive effect on poverty levels, indicating that unequal income distribution increases vulnerability among disadvantaged communities. Simultaneously, fiscal decentralization, HDI, and income inequality significantly influence poverty levels in Sampang Regency. This study concludes that poverty alleviation requires integrated policies emphasizing efficient fiscal governance, human capital development, and inclusive economic growth.

Abstract

This study is motivated by the suboptimal contribution of the tourism sector to the Regional Original Revenue (PAD) of Banyuwangi Regency, despite the continuous increase in the number of tourists and tourism facilities. This study aims to analyze the effect of domestic tourists, international tourists, hotels, and restaurants on PAD in Banyuwangi Regency. This research uses secondary data in the form of time series from 2010 to 2024 obtained from relevant government institutions. The analytical method used is multiple linear regression using EViews software. The results show that, simultaneously, all independent variables affect PAD. However, partially, only the number of restaurants has a positive and significant effect on PAD, while domestic tourists, international tourists, and hotels have no significant effect. These findings indicate that an increase in the quantity of tourism indicators does not necessarily lead to higher local revenue. Therefore, tourism development should focus more on increasing the economic value of tourism activities, particularly through higher tourist spending and strengthening the culinary sector as a key source of local government revenue.

Abstract

Income inequality is one of the major issues in economic development, reflecting the unequal distribution of development outcomes across regions. This study aims to analyze the effect of road infrastructure, health infrastructure, education infrastructure, and economic growth on income inequality in East Java Province. This study employs a quantitative approach using panel data consisting of 38 regencies/cities in East Java Province during the period of 2015–2024. The analytical method used is panel data regression with the Fixed Effect Model (FEM) approach. The results indicate that road infrastructure, health infrastructure, and economic growth have a negative and significant effect on income inequality. Meanwhile, education infrastructure has a negative but insignificant effect on income inequality. These findings suggest that infrastructure development should be directed toward improving equal access and the quality of public services so that development benefits can be distributed more broadly among communities. This study provides implications for local governments in formulating development policies that support economic equality across regions.
