Regional autonomy demands a division of authority between the Center and the regions, which in turn has an impact on budgeting policies. On the one hand, central government spending is oriented towards equity, but on the other hand, the regions understand very well their respective characteristics. The government's budget is always results-oriented, so this research can later be used as a benchmark in planning budgeting. In terms of spending on Education in Indonesia, the budget is channeled through central government spending and local government spending. This research is structured to see between the Central Government or Local Government, more significant in accelerating human quality (IPM) in Indonesia. This study uses Vector Auto Regression with Bayesian Vector Auto Regression model specifications to determine the effect between the variables studied. The variables used in this study are the Central Government Expenditure budget, Regional Government Expenditure on Education through Transfers from the Center to the Regions, Adjusted Per Capita Expenditure, and the Human Development Index from 2007 – 2020. The estimation results show a tendency for local government spending to be more able to increase Human Development Index compared to the Education budget through central government spending. This finding indicates that in the end, the results of decentralization, one of which is the delegation of authority for local government spending, can accelerate the human development index higher than the expenditure issued by the central government.

Abstrak: Paper ini mengulas tentang ekonomi kreatif, yang mulai menjadi sebuah topik, yang dianggap mampu berkontribusi lebih terhadap perekonomian suatu negara dan kawasan. Hal ini ditandai dari berdirinya sektor aktivitas kultural dan industri kreatif yang berjalan beriringan dengan gelombang promosi suatu negara dalam memperkenalkan budayanya, industri kreatif menjadi salah satu sektor yang memungkinkan menjadi identitas khusus dari suatu negara. Metode yang digunakan dalam penelitian ini adalah studi komparatif. Paper ini mengangkat tiga fenomena kasus yang sedang populer di masyarakat dunia yaitu Cool Wave (Jepang), Korean Wave “Hallyu” (Korea Selatan), dan Creative Europe (Uni Eropa). Studi yang dilakukan menunjukkan bahwa masing-masing gebrakan yang dilakukan memiliki setidaknya: keamanan dari kacamata pencipta yang diatur dalam hak cipta dan potensi sektor tersebut untuk lebih berkembang kedepan. This paper reviews how the creative economy has started to become a topic that is considered capable of contributing more to the economy of a country and region. Starting from the establishment of the cultural activity sector and the creative industry that goes hand in hand with a wave of promotion of a country in introducing its culture, the creative industry is one sector that allows it to become a special identity of a country. The method used in this research is a comparative study, where this paper raises three cases phenomena that are currently popular in the world community: the Cool Wave (Japan), the Korean Wave "Hallyu" (South Korea), and Creative Europe (European Union). The studies showed that each of the breakthroughs carried out has at least: security from the creators perspective regulated in copyright and also the potential for the sector to develop further in the future. Masalah sampah merupakan masalah yang selalu dialami oleh manusia, baik di desa maupun di kota. Sampah menjadi masalah yang sangat berbahaya bagi masyarakat bila tidak di tangani secara serius, karena sampah berdampak pada kehidupan manusia baik lingkungan, kesehatan, sosial, dan ekonomi. Tujuan dari pengabdian masyarakat ini adalah untuk untuk memberi pelatihan kepada masyarakat Desa Besuk terkait pemanfaatan atau mengolah dengan baik sampah organik menjadi pupuk organik cair dengan teknologi komposter. Metode pelaksanaan ini dilakukan secara langsung dengan melakukan edukasi dan memberi pelatihan terkait pembuatan pupuk organik (kompos) cair. Program kerja pelatihan pemanfaatan sampah organik menjadi pupuk organik dengan teknologi komposter serta sosialiasi pemilahan sampah organik dan non-organik digunakan untuk menanggulangi permasalahan sampah yang dihasilkan oleh masyarakat Desa Besuk. Kegiatan pelatihan ini dilaksanakan pada tanggal 23 Mei 2022, dilakukan dengan metode pelatihan pembuatan pupuk organik, serta sosialisasi tentang pemilahan sampah organik dan non-organik yang tepat dan juga perlu adanya gerobak untuk pengangkutan sampah. Dengan adanya kegiatan ini, masyarakat Desa Besuk dapat memperoleh beberapa manfaat yaitu masyarakat dapat hidup lebih sehat dan terhindar dari polusi udara karena masyarakat dapat mengolah sampah-sampah organik dengan menggunakan teknologi komposter menjadi pupuk organik, serta dapat meningkatkan pengetahuan masyarakat Desa Besuk dalam pengelolaan dan pengolahan sampah dengan baik dan benar sehingga lingkungan di desa bisa menjadi lebih bersih dan nyaman.

ABSTRAKKampung kerupuk memiliki keunggulan daya saing lokasi yang dekat dengan tulang punggung logistik di Indonesia yaitu Surabaya. Berada ditengah dua kota besar menyebabkan pengiriman dapat dilakukan dengan cepat dan efisien. Namun produsen masih belum mampu memaksimalkan keunggulan ini untuk meningkatkan produksi dan penjualan mereka. Salah satu faktor penghambat adalah karena manajemen stock opname yang masih sederhana, sehingga pencatatan dan pengelolaan persediaan menjadi terbatas. Intesep kebijakan yang dirancang untuk mengatasi permasalahan tersebut adalah dengan memperkenalkan produsen dengan digitalisasi pencatatan dan sistem penyimpanan yang terkoneksi. Dengan menggunakan estock inventory management, produsen dapat secara efisien melakukan pencatatan dengan lebih presisi dan real time. Dari program yang telah dilaksanakan ditemukan fakta bahwa, meskipun hampir keseluruhan produsen berkeberatan untuk mengadopsi digitalisasi ini, namun setelah diberikan sosialiasi, hampir semua produsen akan menggunakan estock inventory ini secara kontinyu. Beberapa produsen yang enggan mengadopsi sistem terkendala karena masalah teknis dan tidak serta merta menghilangkan niat untuk menggunakan sistem tersebut dimasa yang akan datang Kata kunci: estock inventory management; kampung kerupuk sidoarjo; aplikasi berbasis internet. ABSTRACTKampung Kerupuk has the advantage of being close to Surabaya, the logistics backbone in Indonesia. with logistical advantage in the middle of two big cities, shipping and forwarding can be done quickly and efficiently. Although they have logistical advantage, producers are still not able to maximize this advantage to increase their production and sales. One of the inhibiting factors is that the management of stock taking is still traditional and conservative, so that the record and management of inventory is limited. The policy concept designed to address this problem is to introduce manufacturers to the digitization of records and connected storage systems. By using stock inventory management, manufacturers can efficiently record with more precision and real time. From the programs that have been implemented, it is found that, although almost all producers object to adopting this digitalization, after being given socialization, almost all producers will use this stock inventory continuously. Some producers who are reluctant to adopt the system are constrained by technical problems and do not necessarily eliminate the intention to use the system in the future Keywords: estock inventory management; kampung kerupuk sidoarjo; internet-based application.

Diverse, nutritious, balanced, and safe food (B2SA) is an aspect that needs to be applied in daily life, specifically applied to the diet of each individual, because each individual has different needs in meeting their nutritional components. Therefore, counseling about B2SA is very important to increase self-awareness of eating patterns that create a healthy lifestyle. In this case, the physical health of each individual in daily life is reflected in a healthy diet. This service method uses pre-test, counseling, and post-test. The pre-test was carried out before being given counseling to test the extent of the mothers' understanding of healthy eating patterns. The counseling material about the B2SA menu was carried out through discussion and question and answer methods using a tool (Microsoft Powerpoint) as a learning medium. Then, the post-test was carried out after the mothers received counseling. The results of this counseling and education showed that PKK mothers experienced an increase in knowledge about B2SA when judged from the answers to the pre-test and post-test that had been done.

Service activities of group 75 on thematic community programs University of Pembangunan Nasional Veteran east Java which are located in karangpoh village,tandes sub-district with scheme the tourism village has a significant impact on the local community.the excistence of historical buildings such as Punden and Sumur Windhu become religious tourism for people who are looking for tranquility, but there are still many people around gadel village who don’t have awareness to participate in preserving buildings that are considered sacred by local community.according to the problem, we are students of group 75 UPN, have tried to make people around us understand the history of punden by making QR programs as our first step and community socialization as our next continuing control.The QR code are connected to our group youtube account which are containing of an ancient illustration video. The video is supposed to be the best guide for the next generation to find out the true stories of punden history from the beginning existence.we were using interviews and socializations methods.
