Abstract

This study aims to evaluate the implementation of the Village Information System (SID) as a strategic effort to digitize village documents. The primary objective of this system is to transition traditional paper-based administration into a secure digital format, thereby enhancing data management and accessibility within the village office. The research follows a qualitative descriptive methodology. Data collection was conducted through field observations, in-depth interviews, and documentation studies. This approach allows for a comprehensive understanding of the system's integration into daily administrative routines. The findings indicate that the Village Information System (SID) significantly improves public service delivery in North Milangodaa Village, Tomini District, South Bolaang Mongondow Regency. As a specialized application, SID assists the village government in documenting and managing administrative data more efficiently, which ultimately facilitates a more streamlined public service process and faster data retrieval.

Abstract

Study this aim researching influence application New Siransija application to productivity Apparatus r State Civil on Service Investment , ESDM and Transmigration Province Gorontalo. it considered need done related with effort Upgrade service public by institution waiter public and Apparatus State Civil in environment Government Province Gorontalo, which since 2021 has apply New Sirisija application in whole ranks organization device area province. A total of 111 ASN people as population at a time as sample entirely is ASN employees on Service Investment, ESDM and Transmigration Province Gorontalo. Source of data used is the primary data obtained from deployment The next questionnaire processed with the help of the SPSS for Windows program. Results study concluded that there is significant influence Among Application New Sirisija application with ASN productivity at Service Investment, ESDM and Transmigration Province Gorontalo.  Where number coefficient R Square 0.447 means that 44.7% of ASN productivity at Service Investment, ESDM and Transmigration could explained by application New Siransija application while the remaining 54.3%. influenced other factors.

Abstract

The research objectives are: 1) to find out more about how to implement protocol policies; 2) to find out what factors can influence the implementation of protocol policies; 3) the results of this study are expected to be useful and beneficial for government employees, especially employees in the Protocol and Communication Section of the Regional Secretariat of the North BolaangMongondow Regency; 4) this research is also expected to increase knowledge to be able to improve services to regional leaders; 5) as a reference and also a reference/sources for further researchers in research related to the implementation of protocol policies. This study uses a descriptive qualitative research type, with an inductive approach where this research describes systematically and accurately about specific facts and then draws a generalization that has a general nature from a series of efforts to answer various questions regarding problems in policy protocols in an effort to improve services to leaders. area in an argumentative manner from the results of the researcher's thinking. The results of this study are indicate that: there are 4 factors that influence the implementation of protocol policies in improving the service of regional leaders in North BolaangMongondow Regency, namely: 1) communication; 2) resources; 3) disposition; 4) bureaucratic structure.

Abstract

This study aims to analyze the management of public participation in the formulation of development planning at the Regional Development Planning Agency (Bappeda) of Gorontalo City. The study employs a qualitative approach with a case study design, enabling an in-depth exploration of processes, actor dynamics, and institutional contexts in the implementation of public participation. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that the management of public participation is carried out through three main stages: planning, implementation, and evaluation with follow-up actions. At the planning stage, Bappeda conducts stakeholder mapping and develops participation mechanisms based on regulatory frameworks. During the implementation stage, participation is facilitated through Musrenbang (Development Planning Deliberation) and public consultation forums, although challenges remain in terms of representation and the quality of participation. At the evaluation stage, some community proposals are accommodated in planning documents; however, feedback mechanisms remain suboptimal. This study concludes that public participation is still at a consultative level and has not yet fully achieved substantive participation. Therefore, strengthening institutional capacity, improving the quality of facilitation, and developing more inclusive and transparent participation mechanisms are necessary to enhance the effectiveness of regional development planning.
