Abstract

The Service Computing Framework with Scrum (SCFS) is a framework that combines Services Computing Systems Engineering (SCSE) with the Scrum Framework. This framework was created to produce a system with a good service concept by following the SCSE workflow in an agile manner through the application of Scrum principles. This paper will provide an overview of how to evaluate the SCFS framework using SOA and Agile principles through a case study. The research methodology used in this paper is a Design Science Research Methodology (DSRM). This research results in project evaluations using SCFS with good Service Oriented Architecture (SOA) parameter results. The SCFS framework can also be used in Agile development environments with fairly good parameters of velocity, story points, sprint burn down, release burn up, value delivered, and job satisfaction. In case studies conducted, this framework can help accelerate the release of service systems. The first release on the test only took 34 working days, 18 working days to get the second release, and 21 working days to get the third release. If done as a whole in one cycle, the service system will take approximately 73 working days to be used.

Abstract

Currently, realizing good governance related to data disclosure in government agencies is an initiative as a manifestation of open government data. However, there are still problems with the quality of published data. As a solution, organizations need to establish policies, strategies, and initiatives for data management activities This paper proposes adding data management activities to the platform to enhance the quality of published data. As for the value of the quality of the data tested using the XYZ district budget, there is an increase in the uniqueness quality dimension from valid DQI 98.7203 to 100; the conformity quality dimension has also increased from 94.7368 to 100; the accuracy quality dimension also increased significantly from 0 to 100; integrity quality dimension increased from 66.6667 to 100. As a concern, the validity of the data is by manual checking after deleting data duplication.

Abstract

Openness and transparency in government is now becoming a global movement. Various programs and initiatives have been built toward openness and public participation. Although existing legislation obligates the government to be more open about the data and information, in practice, the process of obtaining government data by Indonesian citizen is still difficult, due to the bureaucracy. Information technology has not been fully utilized for this process. This paper proposes open government data system engineering process that facilitates publication of government data by the government and access to data by citizen. Case study for the research was conducted in Cimahi City, West Java. This paper also demonstrates the adaptation of system engineering methods in the process of software system engineering with the adjustment and mapping of the techniques used in each stage. Result of user acceptance and usability testing shows that the system meets the performance criteria required by users and has good usability score. The survey on public perception about government transparency and participation with support of the system shows an increase of 39.1% compared to initial condition.

Abstract

The corn crop cannot be separated from the presence of weeds as crop disturbers. The presence of weeds often causes a decrease in yield and seed quality in corn crops. The yield reduction depends on the type of weed, density, duration of competition, and allelopathic compounds released by weeds. This study aimed to determine the age of the critical period of competition of hybrid varieties of corn plants against weeds, as well as corn grain production due to competition with weeds. The research was conducted in a group randomized design consisting of seven weed control treatments based on corn planting age and repeated three times. Observation parameters consisted of plant height, number of leaves, cob length, cob weight, and cob circumference. The observation results were analyzed followed by Least Significant Different (LSD) at 0.05 percent level. The test results showed that the critical period of competition of corn plants against weeds occurred at the age of 20-45 days after planting. The highest average corn cob weight occurred in the weed control treatment in the third week after planting which was 126.67 gr. Abstract

This article examines the urgency of establishing an Indonesian Cyber Force from a strategic intelligence perspective. Cyber threats against national strategic infrastructure continue to escalate, as reflected in billions of detected cyber traffic anomalies in 2025 and the hacking of the Temporary National Data Center (PDNS) in 2024. This study aims to analyze the institutional, regulatory, and cyber defense capacity gaps Indonesia faces amid increasingly asymmetric and difficult-to-attribute threats. A descriptive-analytical qualitative method with a normative-empirical orientation was applied through policy document analysis, statutory review, and in-depth interviews with expert informants in intelligence, defense, and cybersecurity. The results indicate a strategic gap between the escalation of multidimensional cyber threats and the current institutional readiness of Indonesia's defense. The study concludes that establishing a Cyber Force is a logical consequence of the shifting non-conventional threat paradigm. The primary recommendation is a phased approach starting from the consolidation of a unified cyber command to the evolution into an independent fourth branch within the Indonesian National Armed Forces to ensure digital sovereignty and adaptive national resilience.
