Abstract

Penelitian ini bertujuan untuk mendeskripsikan tentang Pemberdayan Masyarakat Di Kampung Tambak Lorok Kelurahan Tanjung Mas Kecamatan Semarang Utara. Yang mana tujuannya adalah untuk mengetahui apakah angka kemiskinan di Kampung Tambak Lorok pertahunnya menurun ataukah meningkat karena Kampung Tambak Lorok adalah kampung yang mendapatkan bantuan berupa program KUBE.Dalam konsep pemberdayaan menurut Prijono dan Pranaka, manusia adalah subjek dari dirinya sendiri. Proses peberdayaan yang menekankan pada proses memberikan kemampuan kepada masyaraat agar menjadi berdaya, mendorong atau memotifasi individu agar mempunyai kemampuan atau keberdayaan untuk menentukan pilihan hidupnya, lebih lanjut bahwa pemberdayaan harus ditunjukan pada kelompok atau lapisan masyarakat yang tertinggal.[1]Metode yang digunakan adalah kualitatif dengan sumber data primer dan sekunder. Data primer diperoleh secara langsung dari narasumber, data sekunder diperoleh tidak langsung dri narasumber. Penelitian ini melakukan wawancara terhadap beberapa narasumber yaitu :Dr. Bunyamin selaku ketua Badan Pembangunan Daerah Kota Semarang.Bapak Margono Hariyadi selaku Lurah Kampung Tambak Lorok dan Masyarakat Kampung Tambak Lorok.Ibu Ari selaku Kepala Seksi Data Kemiskinan Dinas Sosial Kota Semarang.Dengan dokumentasi meliputi data kemiskinan serta foto bukti berjalannya program KUBE tersebut.Berdasarkan alur mekanisme pelaksanaan program Kelompok Usaha Bersama yang pertama kali dilakukan adalah survey oleh Badan Pusat Statistk Kota Semarang untuk memilih kampung-kampung yang akan menerima bantuan, kemudian setelah menetapkan Kampung yang terpilih, mereka memberiknan sosialisasi kepada masyarakat juga menyampaikan kegiatan yang akan dilaksanakan dengan potensi yang dimiliki. Kemudian dibentuklah Kelompok Program KUBE tersebut dimana terbentuk 3 (tiga) yaitu Anggrek,Melati dan Flamboyan. Masyarakat yang mengikuti program tersebut sebagian besar adalah wanita yang latar belakangnya adalah pedagang ikan kecil. Bentuk pemberdayaan yang diberikan oleh pemerintah dinas sosial adalah berupa uang tunai sebesar Rp.60.000.000,- yang mana dibagikan kepada masing-masing kelompok KUBE Rp.20.000.000,- serta pelatihan setiap bulannya agar program tersebut dapat terus bekembang kedepannya dan anggota KUBE dapat mandiri membuka usaha sendiri tanpa naungan Program KUBE.Pemberdayaan yang dilakukan oleh pemerintah Kota Semarang (Dinas Sosial) melalui program KUBE ini betul-betul mampu menurukan angka kemiskinan masyarakat di Kampung Tambak Lorok. Kata kunci : Pemberdayaan, Kemiskinan, Kelompok Usaha Bersama.[1] Aprilia Theresia, Dkk. Abstract

Minimum wage becomes a sensitive issue because it involves the welfare of labour and there is a complicated complexity. Wage issue is the most important priority of the various matters in Federation of Indonesian Metal Workers Union or worker unions else. It caused by the issue of wages become an urgency and it was like a labour as veins, so the blood is wages. FSPMI in Purwakarta has an important role in fighting for the welfare of labour.This study aimed to describe role of FSPMI in Purwakarta on minimum wage fixing process who was conducted by Wage Council in Purwakarta, in this case FSPMI has the representative in Wage Council of Purwakarta. Moreover, also described the various problems in the field such as supporting and inhibiting factors either the internal or the external, so that can be concluded extent of the FSPMI influence for the labour welfare. This study used the descriptive qualitative method. Triangulation of data or sources technique is used in this study to obtain a data validity. The primary data sources was obtained through interviews with the relevant informants and secondary data was obtained from documents, records, internet, and other sources that are related to this research.Based on these results, it can be seen that FSPMI have two alternatives in solving minimum wage, the alternatives are lobby and action. Along with the joining of FSPMI in Wage Council of Purwakarta since 2012, minimum wage increases in Purwakarta significantly occurred. In carrying out its role, FSPMI was faced with a variety of supporting and inhibiting factors either the internal or the external. FSPMI has an important meaning for the labour member if viewed from two aspects, that aspects are the purpose and benefits of joining the FSPMI. Objectives and benefits is closely related to welfare problems.Recommendations which can be given that such elements exist in the Wage Council could establish the best synergy especially the elements of workers union. When it was sitting on the Wage Council is no longer the name of the organization but it represents the aspirations of all workers in Purwakarta. Employers should not only promote the company's profits, but also must be able to create a symbiotic mutualism between employers and workers.Keywords: Workers Union, Minimum Wage, Purwakarta.

Abstract

ABSTRACTPoverty is a phenomenon or a social phenomenon that is almost as old as the human civilization. In each area there is poverty in Indonesia name must always be there no matter how good the area is, because of poverty and well-being are like two sides of a coin that can not be liberated. Therefore, to address the problem of poverty that exist in Indramayu Regency, Regents and Local Government / agencies related to the problem of poverty has put together a strategy to address the problem of poverty in the district of Indramayu.Research approaches in Poor People Empowerment Program Year 2011 (Case Studies Business Group in the Village Mundak Jaya sub-district of Indramayu district Cikedung). This departs from the meaning of descriptive research approach itself, that an analytical descriptive method of gathering facts through the proper interpretation. This method is shown to study the issues that arise in the community in certain situations, including public relations, activities, attitudes, opinions, as well as ongoing processes and their effects on certain phenomena in the society.The fact shows that the implementation of the program in the field of KUBE FM in the village Mundak Jaya sub-district of Indramayu district Cikedung can not say success, is evident from the 8 (Eight) KUBE FM in the village Mundak Jaya. The program is now not active / running again, but the goats on the KUBE FM Desa Jaya Mundak from the year 2011 until now there are growing well and the goat, which is only 4 KUBE FM who still survive, thrive and breed goats that KUBE FM "Harapan Jaya, Tanjung Jaya Mulya Hope and Jaya Mulya" the goat still survive and thrive better than in 2011-until now. So failure KUBE FM program in the village Mundak Jaya starts from the number of goats that do not develop properly and die, so that members of KUBE FM getting lazy (pessimistic) to take care of the goats in the implementation of future programs KUBE FM. Therefore, not a few of the members KUBE FM out of the group, because goats are dying and not well maintained, so many goats were submitted / deposited to the people who breed goats personal (non-program) and there is also a goat deposited / submitted to be treated to Mundak Jaya Village residents who also receive assistance from government programs that cultivate other programs in the field of poultry rearing Mundak Jaya village with the intention that the goats stay healthy and breed well.Keywords: Problems, Poverty, social empowerment.

Abstract

ABSTRACTDisposal of waste results from industrial activities can cause pollution if not managed properly. Perkampungan Industri Kecil (PIK) is an area of the metal casting industry that produces metal waste containing hazardous and toxic materials. Industrial environmental management is needed to prevent pollution of waste that can have an impact on the environment. In the environmental management industry in PIK apply the policy principles of Good Corporate Governance (GCG) so that the management can be known how much adherence to the rules.This study uses a mixture(mixing)between qualitative and quantitative research using data observation, interviews, documentation, and a questionnaire to explain in detail the real situation. In this study, informants taken include the Environment Agency Tegal regency and PT LUT Son Solder as the manager of PIK as well as in-depth interviews to the public, while the questionnaire given to the metalworkers using techniques Proportional purposive sampling is to apply specific criteria in accordance with the research purposes.The application of corporate governance principles is done using the five principles of transparency, accountability, responsibility, independence and fairness. This implementation is done according to Law No. 23 of 2997 on Environmental Management. Based on research conducted showed that GCG principles have been applied in the management of the environment and the level of compliance with environmental management through GCG is abiding by a percentage of 86.8%. As well as many obstacles in the form of limited human resources in implementation.The recommendations given in this study were (1) the importance of socialization legislation governing industrial and environmental management; (2) simulation of the craftsman regarding cleaner production in metal processing activities at PIK; (3) imposing sanctions on the one who has not executed correctly K3; (4) the application of the principles of good corporate governance to all stakeholders, including metalworkers. Keywords: Principles of Good Corporate Governance, Environmental Management Industry, Industrial Area, B3

Abstract

Pati Regency is number one salt supplier in Central Java but it doesn’t guarantee the quality. Iodine Deficiency Disorders (GAKY) in Central Java is suspected because the salt produced in Pati Regency does not meet the quality standards of iodized salt. GAKY problems is a serious issue considering the danger affect life sustainability and human resource quality. The problem with under standard quality of iodized salt has urged the Regency’s government to issue Local Regulation no. 9 in 2008 about Iodized Consumption Salt. The issue means one step forward to regulate the existence of salt industry and customer protection. The regulation has also placed a legal stepping stone against the violations of existing regulations.Method of the research is qualitative. In this research, author conducted descriptive-analytic research which aims to reflect, describe or picture systematically, factually and accurately over facts, characteristics as well as associations of the phenomenon studied. To collect data, author use purpose sampling method and conducted interviews with the Development Planning Agency at Sub-National Level (Bappeda) of Pati Regency, Health Department of Pati Regency, Industry and Commerce Department of Pati Regency, salt manufacturers in Pati Regency and the Head of APROGAKOB of Pati Regency.Local Regulation no. 9 year 2008 about Iodized Consumption Salt came into effect 6 (six) months after being established in December 17, 2008. The six-month deadline given by the government is used to socialize the regulation to the entire salt manufacturers in Pati Regency as the regulation target. They are directed to obey the regulation not only to produce iodizedsalt of 30 ppm – 80ppm but also starting from the washing of the materials, drying, iodine mixing, oven process and packing. However, the main problem faced by the manufacturers is the iodine content. The implementation of the Local Regulation is to emphasize the quality of iodized salt according to the standart. Given the fact over the years since the regulation has come into effect, the level of manufacturers’ compliance has increased significantly. In 2011 – 2012, only 28,5% of manufacturers have met ppm standard. In 2013, it drastically increased to level 64,89% of manufacturers who have met the ppm standard. In 2014, the number ixmproved to 69,48%.Author recommends the salt manufactures should increase the quality. Firmness in the enforcement of the regulation to provide a deterrent effect on manufacturers who do not comply and underestimate the government. Coaching, supervision, quality control management, socialization and unannounced visits should be enhanced to remind the salt manufacturers to produce good quality of iodized salt according to standard.Key words: Policy Implementation, Local Regulation no. 9 year 2008 about Iodized Consumption Salt

Abstract

Indonesia merupakan salah satu negara yang memiliki destinasi wisata yang cukup banyak dan mengagumkan untuk dikunjungi. Wilayah tujuan wisata di Indonesia yang sering dituju adalah Yogyakarta. Yogyakarta menjadi salah satu tujuan para wisatawan sebab Yogyakarta memiliki situs-situs budaya yang menarik untuk dikunjungi. Setiap tahunnya wisatawan yang berkunjung di Yogyakarta semakin meningkat. Peningkatan jumlah wisatawan juga diikuti oleh peningkatan jumlah pembangunan Hotel atau akomodasi penginapan lainnya di Yogyakarta. Pembangunan Hotel yang pesat dan tidak terkontrol memberikan dampak dan gejolak pada masyarakat.Dalam melakukan penelitian ini penulis menggunakan metode deskriptif kualitatif. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan Pengendalian Pembangunan Hotel di Yogyakarta, serta dampak yang ditimbulkan. Disini peneliti mendiskripsikan, mencatat, menganalisis dan menginterprestasikan kondisi Pembangunan Hotel yang terjadi di Yogyakarta pada tahun 2014-2016.Hasil dari penelitian menunjukkan bahwa dalam implementasi kebijakan Peraturan Walikota Yogyakarta No. 77 tahun 2013 oleh Dinas Perizinan sudah menjalankan sesuai dengan apa yang terkandung di dalam peraturan. Akan tetapi, pembangunan masih banyak terjadi sehingga memberikan keresahan bagi masyarakat. Keresahan tersebut yakni terjadinya kemarau panjang, berkurangnya debit air tanah, dan udara yang semakin panas karena berkurangnya pepohonan. Implementasi kebijakan inipun juga kurang adanya komunikasi antar pihak yang terlibat dengan masyarakat.Kata Kunci: Pengendalian, Pembangunan, Moratorium Hotel

Abstract

This research was conducted with background of the government policy of Purworejo District through the Agrieculture Food Marine and Fisheries service. In the effort to realize the empowerment of Kaligesing goat Farmers in Purworejo District, policies were realized and efforts from government for benefits of Kaligesing goat farmers that spread around Purworejo District and incorporated in livestock farmers group of Kaligesing goat farmers. This study research focused on implementing livestock field. This research is using qualitative research methods that refer to the descriptive type. This research subject isthe parties that involved in the implementation of the policy to Kaligesing goat farmers that incorporated in the Kaligesing goat livestock group including agriculture food marine and fisheries service of Purworejo District. The technique of collecting data through observation , interviews, documentation, literature and then analyzed through data reduction techniques, data presentation and verification/draw conclusions. The results of this study indicate that the implementation support to the farmer groups of Kaligesing goats has not been maximized in increasing livestock productivity effectively, that matter because of the difficulty to change the mindset of the farmers and lack of guidance due to technical development of livestock business. To improve the policy, of course there should be complements both administratively and technically. Abstract

Konflik sumber daya alam menjadi situasi yang selalu muncul di Indonesia. Kabupaten Magelangmenjadi salah satu tempat kekayaan sumber daya alam berupa material pasir Gunung Merapi. Eksploitasi pasir akan semakin tidak terukur ketika kurangnya peran para aktor penambangan yang berdampak pada sosial, ekonomi, dan lingkungan masyarakat lereng Gunung Merapi, tak terkecualimenimbulkan konflik horizontal antar penambang manual dan mekanik. Serikat Buruh SlenggrongMerapi “PUNOKAWAN” terus mengupayakan perjuangan untuk penambang manual yang semakintersisih oleh penambang mekanik. Berdasarkan faktor-faktor tersebut maka peneliti menganalisistahapan konflik yang berupa prakonflik, konfrontasi, krisis, akibat, dan pascakonflik yangkemudian menyusun pemetaan konflik penambangan untuk mewujudkan keberhasilan upayaresolusi konflik dari peran penambang, pemerintah, dan masyarakat. Dengan menggunakan metodepenelitian kualitatif deskriptif, penelitian ini mempunyai sasaran untuk menganalisis konflik dariidentifikasi peran para aktor penambangan. Hingga saat ini, perkembangan kegiatan pertambangandi Kawasan Gunung Merapi, Kabupaten Magelang belum menemukan resolusi konflik tambangpasir. Pemerintah sebagai pengelola dianggap tidak berhasil dalam mewujudkan kepentingan parapihak konflik. Adanya oknum pada masing-masing aktor menjadi penyebab ketidakberhasilanupaya resolusi konflik tambang pasir. Namun penambang yang sebelumnya terjadi konflikhorizontal telah mengupayakan penyelesaian konflik dengan bekerjasama antara penambangmanual dan mekanik dengan menggunakan nama Koperasi. Konflik yang masih terjadi antarapenambang dan masyarakat serta terhadap Pemerintah. Terdapat pengelompokan pada masyarakatyang pro dan kontra terhadap penambangan, dampak lingkungan sebagai faktor utama masyarakatmenolak penambangan mekanik sedangkan Pemerintah belum ada sosialisasi terkait penambangan kepada masyarakat dan pengawasan terhadap penambangan tanpa izin.

Abstract

Micro Small and Medium Enterprises (MSMEs) is one of the prime powers of economic activity in Indonesia. The contribution of the MSME sector to Gross Domestic Product increased from 57.84 percent to 60.34 percent in 2017. By seeing the magnitude of the influence of SMEs, the role of government in the empowerment of SMEs is necessary so that business can still exist and survive in the economic flow. Kudus is the smallest district in Central Java, but the industry in the district is also growing quite rapidly. The industrial sector became the main pillar of the economy of Kudus district with a contribution of 81.09 percent. One of the main buffers of the economy is the sector of MSME where in Kudus there are many SMEs from various sectors such as border, batik, bag, knife and food. Loram Kulon Village as one of the centers of bags also requires the role of government in the empowerment of SMEs. One part of government that has a role in the empowerment of SMEs is the Department of Labor, Industry, Cooperatives and SMEs.This study aims to determine the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village. In addition, this study also aims to determine the supporting factors and inhibiting factors in the effort of empowerment. This research uses descriptive qualitative method with observation, interview and documentation techniques.            The results of this study indicate that the role of the Department of Labor, Industry, Cooperatives and SMEs in the empowerment of bag business in West Loram Village as a bag-making center has not run optimally. This happens because from the official itself there has been no specific agenda for the village. In addition, one of the factors that become obstacles in empowerment efforts is the absence of organizations or associations that become a container for business players. It is because the bag from the community itself is also difficult to be invited to organize so that the government also has difficulty to channel assistance.Keywords: Role of Government, Empowerment, MSME

Abstract

Social welfare is a state of fulfillment of living for the people , so that they can developthemselves and to carry out social functions that governments , local governments andcommunities in the form of social services that include social rehabilitation , social security ,social empowerment , and social protection ( Law No. 11 of 2009 article 1 and 2 ) .This study aims to examine the government's policy of Semarang in developingcommunity capacity through the construction of an abandoned orphanage. The orphanage is asocial welfare institution that has the responsibility to provide social welfare services toneglected children and various other social problem with implementing sponsorship and poverty, provide replacement services of physical , mental and social well in foster care , so as to obtainample opportunity , appropriate and adequate for the development of his personality as expectedas part of the next generation of the ideals of the nation and as individuals who will participateactively in the field of national development.In the development of child welfare orphanage children who mostly come from waif ,Semarang government provides assistance in two forms , namely in the form of materialassistance that may include money , goods , or groceries , and coaching support in order to createa special skill for both children to foster and orphanage administrators.Semarang City Government should be able to formulate specific local regulationsregarding the construction of the orphanage, both in physical development and educationaldevelopment. So the orphanage in Semarang has its own budget in the construction and built it,and orphanages can also have a clear standard under development goals. With the specialregulations of Semarang City Government can monitor and control the orphanage in the city ofSemarang by looking at the number of orphanages now too many and difficult to monitor.Keywords: Implementation, SocialWelfare, Orphanages
