Abstract

Kendal Regency is the one of the regencies in Central Java with high poverty levels. One of the efforts to reduce poverty, issued The Regional Regulation No. 4 of 2011 on Poverty Reduction in Kendal Regency and poverty reduction programs. Based on that Regional Regulation No. 4 of 2011, the main priority of poverty reduction in Kendal Regency is regarding food needs. So, the community empowerment program initiated by the Food Resilience Village programs that aimed for handling of regional food insecurity and poverty. This research focuses on the implementation of the Food Resilience Village programs in Margosari Village, Limbangan Subdistrict, Kendal Regency.The type of research is qualitative analytical descriptive. Data was obtained from the primary and secondary data source, using purposive sampling technique for selecting informants. Data collection techniques used were observation, indepth interviews, and literature / documents.The results showed that the implementation of the community empowerment program based on the Food Resilience Village programs in Margosari Village, Limbangan Subdistrict, Kendal Regency was successful and has entered the stage of independently. This is due to the support and the role of community and village government were pretty good. Although, there are several obstacles factors in the implementation of Food Resilience Village activities, such as lack of human resources, administrative problems, the level of public awareness, and the problems that occur in cattle.The writer gives some advice to District of Kendal’s Government and the society of Margosari Village as beneficiaries Food Resilience Village programs. For local governments in order to further reinforce efforts to reduce poverty and overcome problems that occurred during the implementation of the program. As for the villagers, they have to improve their human resources and skills possessed by, therefore can overcome obstacles in the implementation of the activities, especially the problem of administration.

Abstract

Eradicating poverty is one of the main case in Indonesian lifelihood. Sincethe independence day of Indonesia's republic. The exertions to increased life'squality and eradicating poverty always efforted by them till this recent time. Itsthroughed by PNPM urban private. Based on empowerement which has purposesas sustaiable development and can be synergized through societies withinpoverty's problem solving. This research is limited by limitation space and alsofactors which can be called as obstacle of implementation in Wonogiri regency.Particularly in Bulusulur village. This research uses descriptive qualitative bycollege data technique through interview. Its name preferencing informanpurposive sampling.The result of roll loan giving program PNPM urban private towards smalland medium enterprises in Bulusulur village, Wonogiri district, Wonogiri regencyshowed that this program was able to reached the purposes and targets throughedstandart dimension and policy's goal, implementation sources, communication,implementor agency characterictics, implementor disposition, and environmentalcondition towards sosial,economy and politics. The loan giving program has beenassisted the lowest societies in giving loan modal towards the small enterprisesand also assisted to improved the family's income. Yet in this case is still facedmany obstacles. Such as the less of loan or KSM within giving back of loan, andthere's no an available ingredients in that surrounding.Recomendation.this research is expected to be able keep along andincrease the same program, and build closer relationship between implementor,all target communities and founding the other new enterprises.Keywords : Program impelementation, Loan Revolving, Small and MediumEnterprises, Village of Bulusulur.

Abstract

Poverty in Indonesia, one of them comes from fishery sector because the fishermen are minimal in the fulfillment of clothes, foods, shelters, health and education altough Indonesia has a total sea area of about 3.544 million km2 and has a huge potential for fisheries. The Ministry of Maritime Affairs may overcome the poverty in fishery sector through the developing of Program Usaha Mina Perdesaan (PUMP). Therefore, the formulation of the problem in this research is "How does the evaluation of PUMP Bendar Village, Juwana Sub- district, District of Pati, in alleviating the poverty of fishermen communitiy?".This study aimed to describe the evaluation of the program implementation of PUMP in Bendar Village, Juwana Sub- district, District of Pati and problems that occur in the field with its solutions, thus it can be known how far PUMP program can alleviate poverty of fishermen community in Bendar village. The method used is descriptive qualitative. The primary data source is obtained through interviews with a purposive sampling and secondary data from documents, archives, internet, and other sources associated with the research. Analysis techniques are qualitative data analysis with data reduction, data presentation and drawing conclusion or verification .Based on results of the research, it is known that PUMP program (Program Usaha Mina Perdesaan) is implemented in Bendar village in 2011. This PUMP program overcomes poverty in the form of cash money assistance amount to 100 million rupiahs that must be spent in the form of fishing gear, repair nets, purchasing of machinery or repair the engine, so this program is expected to create prosperity. PUMP program had been implemented in Bendar Village, but the level of prosperity of its citizen has not changed significantly since its members had lacking awareness to develop KUB.Advises that can be given are increased quality of human resources involved, socialization to Bendar Village communities about PUMP program that should be enhanced and maximized. The improving of cooperation in all elements both leader and member of fishermen groups in Bender Village is aimed to lessen negative perspective of bureaucracy in fishery bureau, so the citizen ready to develop KUB which may bring prosperity for them.Keywords: PUMP Program, Poverty, Bendar Village

Abstract

ABSTRACTION THE EVALUATION OF POLICY IMPLEMENTATION OF FREE EDUCATION ON HIGH SCHOOL EDUCATION IN SUKOHARJO DISTRICT The research is motivated because Sukoharjo District as one of regional government in Indonesia applies the free education policy until high school education since 2008. The education fee is too high, hence many people complain. On the otherside, ironically, there are some funds such as BOS, BOP, from APBD and other funding source that is distributed to school, but student’s parent still complain because of the addtional fee from school. This research is made to evaluate the policy implemantationof free education on senior high school education in Sukoharjo district. The research type is qualitative uses descriptive method. Data in this research are taken from collecting data through documentation and in depth interview with key informant which is related to the free education policy which is performed by Department of Education Sukoharjo District and High school education so data are accurate and concrete. The result of the research shows that policy implementation of free education on high school education in Sukoharjo district process is reviewed on resource, communication, disposition and bureaucracy structure. Resource and communication indicator shows at low level, budget resource that is given to school only capable on academic activity and lack of information explanation about the definition of free education to the society. Meanwhile, disposition and breaucracy structure indicator are no problem at all, implementor and policy target have obvious commitment which is supported by cooperation and coordination that clear among government, implementor and school. The result of the analysis above, advices that can be given are policy implementation of free education on high school education need to be supported with concern of these things. 1) The need of budget resource 2) The definition of free education among governmen, department of education and society must be similar, 3) the management mechanism and responsibility free education fund and 4) the succession of free education policy. Abstract

This research discussed about how conflict seetlement beetwen employers and labours caused by the minimum wages increasement in Tangerang Municipality which was applied to all footwear industries, as labour intensive manufacture industry, finished through a bipartite negotiation process from companies decentralization trusted by goverment as a first procedure in industrial conflict resolution. The samples taken from two footwear companies in Tangerang. The researched used qualitative method to understand and describe not only how bipartite negotiation proceed and also know what are the consequences. The result had showed that there were differencies beetwen two companies on bipartite negotiaton had to do according their companies form and condition. Although reaching a mutual agreement beetwen the two parties. Actually the labours were in a very weak  position, because the consequences such as contract structure and working hour which they got, was designed only by one side the employers without passing over the proposal of those working changing to the labours. More over it didn’t discuss in bipartite negotiation in the same way as they discussed about the raising minimum wages. The management  main interest were to cover the profit deficit, to cover that production cost (unit labour cost) with labours productivity and the wages cost which depend on the labours educational background. The main workers interest was a job security.Key words: Industrial relation, Manpower Supervision, Labour.

Abstract

AbstractIn an era of global competition is increasingly fierce and open aphenomenon that must be faced by businesses to produce products that have astrong competitiveness and competitive price products. MSMEs as one of thesupporting force of the movement of domestic trade and driving economicdevelopment has a very important role and is crucial in order to improveregional and national economies, So to encourage the presence of these UMKMneed a policy that supports UMKM in order to develop, and can help economicgrowth. As Klaten district in empowering the UMKM sector, metal cast intoone of the local revenue contributor.This study used a qualitative method is to conduct a survey andinterviews with the cast metal yng businesses located in the village of Batursubdistrict Ceper Klaten to obtain data on the role of government in enablingbusinesses of cast metal which decreased.The results showed that of the answer businessmen about government'srole in the Klaten district policy UMKM sector, especially in the village ofBatur cast metal Ceper District of Klaten District overall has been going well,but there are some indicators which businesses are still not good and not inaccordance expectations. From the results of this study appear several solutionsto improve local government services to entrepreneurs Klaten cast metal. Toimprove the success rate of these policies certainly Klaten District Government,Cooperative Batur victorious and the business must work in synergy.

Abstract

AbstractRevitalization is one way to maintain the old buildings that still maintained its authencitiy. Therevitalization must have positive and negative impacts. Positive impact of revitalization,among others caring for the building in oder look more beutiful, and negative impactscompromising the surrounding community. In the revitalization of the harness there must beconflict steakholder.This research, Dualism view point kepatihan revilization (Ssuryatmajan road corridor) aimsto determine the causes of differences between civil society and kepatihan office. In addition,it is also explain what efforts were made Kepatihan to handle the conflict. This research usesqualitative research methods with techniques of data collection through in-depth interviews(depth interviews) and analysis of documentation.The results showed that the social conflict in Revitalization Kepatihan Office forest happenedsince colonial times untill this time is caused by some factors. Social conflict is caused by fourfactors: differences in perception, differences in interests (economic), changes in values andrecognition of land ownership. Kepatihan has done a variety of ways to resolve and reduce theconflict, such as socialization of Revitalization, education Sultan Ground, providing supportand so on. Based on the result, this research recommends some alternatives for conflictresolution, through a collaborative approach with open communication with the public space,management of forest resources are more participatory, improving the quality of humanresources, and strengthening the management of organization.Keywords: different view, different interest, conflict resolution.

Abstract

 Health is one of the primary needs for everyone so the need for health insurance. Health insurance basically aims to provide health services to the community because in reality many of the limitations of the poor to meet the primary needs that the government also intervened in this matter, as stipulated in Law No. 36 of 2009 Number of health states that the government is responsible for the willingness access to information, eduksi, and health care facilities for the community. So the Jakarta administration to make a health policy based on Jakarta Governor Decree No. 187 of 2012 About Acquisition Cost of Health Care named Jakarta Health Cards "KJS".  Policy of Jakarta Healthy Card or "KJS" is a guarantee of health care for the poor residents of Jakarta and vulnerable to the residence for a minimum of three (3) years, with the aim of improving public health Jakarta optimally and comprehensively. Based on Jakarta Governor Regulation No. 14 Year 2013 on Amendment to Regulation No. 187 of 2012 Governor On Acquisition Costs of Health Services.This study aims to analyze policy implementation Jakarta Health Card and see the factors inhibiting and supporting policies that affect the success of Jakarta Health Card (KJS). As for analyzes using indicators proposed by Van Meter and Van Horn. To obtain the research data and events using descriptive qualitative method.Where all actors implementing examined using interviews. The conclusions of this study are as follows. When described as a whole then the conclusion is not yet achieved the goal to maximum KJS. Some of the factors that affect the function and role of health centers and hospitals that do not comply with the part that is dealing KJS to the public, causing a buildup of KJS cards at health centers and resulted in many people who do not get a card with KJS and related facilities and infrastructure. Although the government continues to increase the facilities, in fact there are still many patients who have to wait to get a third class room in the hospital so the health care received by patients experiencing delays. This study took the scope of work in the area of Jakarta Provincial Government. Phenomenon and the data successfully identified and collected in this study, arranged to get a picture of implementation of policy Jakarta Health Card (KJS) within the scope and focus of the analysis.

Abstract

ABSTRACTIONSocial problems are mushrooming in various ways, such as the emergence of street children, vagrants and beggars, especially in big cities becoming the drivers of the formation of policies to alleviate these problems. As well as in the city, the government is required to resolve the social problems of this one with the issue the Regional Regulation No. 5 in 2014 are expected to be able to reduce Persons Social Welfare Society in the city of Semarang. Therefore, how the implementation of programs to alleviate the problems and solutions issued by the Social Service of Semarang in reducing the increase in street children, vagrants, beggars and how to deal with these constraints? This study aim is to give the illustration (description) regarding to the implementation of programs to alleviate social problems, constraints and solutions that provided by the Department of Social Welfare to overcome these obstacles. Data were collected through observation, in-depth interviews, documentation and related research. Qualitative data analysis techniques with analyzing in the form of description, depiction and conclusion on the symptoms studied.                                        From the research, it is known that the problem of street children and the alleviation programs is based on the Regional Regulation of Semarang No. 5 Year 2014. The aim that wanted to be achieved from this program is to provide social assistance, skills training and changed the way of people thinking with a social mindset, in order to live in proper life without having vagrancy or begging for economic demands, and to improve the quality and fairness, in order to improve their social welfare and alleviate social problems. From the discussion, it can be concluded: the alleviation of social problems in this program has been effective and efficient by the standards, objectives, characteristics of enforcement agencies, communication between the implementor, disposition implementor; but the resources, environmental conditions as well as the mindset of the persons which still become the obstacle of the alleviation of this social problem.With the problems of social welfare, in addition to already issued Regulation No. 5 In 2014, the government must implement and enforce these rules well and coordinate with other agencies or institutions concerned. Keywords: ProgramImplementation, Issues Street Children, Vagrants and Beggars, Regional Regulation No.5 In 2014

Abstract

AbstractOne of the problems that hinder the development of educational todayis Dropout. Dropout is a condition in which a student stops in running theeducation or no longer attending school for any reason. With high rates ofschool dropouts can cause other problems in all aspects of state next period. InBatang poor condition of high school is still seen from the Gross EnrollmentRate which is still below 50%, and is one of the causes of dropouts.This study used qualitative methods to understand and interpret themeaning of an event interaction of human behavior in certain situationsaccording to the researcher's own perspective. The data collection techniquesthat use in this study are interviews, and literature.The results showed that to overcome the problem of dropouts at the highschool in Batang central government, provincial governments and localgovernments work together to resolve the problem by issuing policies BSM,BKKM and BKTMB. In the policy implementation is based on the research isconsidered good enough to see the implementation of the policy variables. Thenfor the causes of dropout found 6 factors that cause students Delinquencyfactor, Loss Motivation Factor, Academic Factors, Economic Factors, SchoolsDistance Factor and Adaptation Capabilities Factors. However, governmentpolicies focused on economic factors alone.
