Abstract

This study analyzed the winning strategy that couples Drs. H. Tafta Zani, MM and his deputy Drs. H. Moh. Dachirin Said, SH, M.Sc. on the election Demak in 2011. Incumbent couples carried by the coalition party PKS, PPP, Golkar, and PKB was capable of winning a unanimous decision over its competitors in the election of regional heads in Demak 2011. Then , how the road concretisation strategy, campaign strategy, career strategy, mass mobilization , coalition , development and empowerment of political parties and the general strategy used pair Drs . H. Tafta Zani , MM and his deputy Drs . H. Moh . Dachirin Said , SH , M.Si in a regional election in Demak in 2011.In this study, researchers used a qualitative approach that will generate descriptive data. This research was conducted in Demak, Central Java. The data in this study was obtained through interviews, observation, and documentation. The key informant interviews were conducted by the head of the Campaign Team and some members are included in the structure of the winning team, the bearer party cadres, and the general public. While the documentation of data obtained from the secretary of the Campaign Team, the National Election Commission Demak, and BPS Demak.Winning strategy that couples Tafta Zani and Dachirin Said elections of regional heads Demak 2011 in the form of election road concretisation strategy, campaign strategy, career, mass mobilization, coalition, development and empowerment of political parties, and the public. While the campaign strategy used is researching and analyzing political opponents, polling, political alliances, promotions, campaigns on the streets, public relations, coordination and planning time for candidates, financial planning, fundraising, administration and bookkeeping, mobilization on the day of the election and planning time.The success of this winning strategy was able to win a couple of Drs. H. Tafta Zani, MM and his deputy Drs. H. Moh. Dachirin Said, SH, M.Si by a vote 377.644 votes with a percentage of 74.38 % . Couples of Tafta Zani and Dachirin Said beat of couples Sa'idah - Haryanto who get acquisition 70.849 votes with percentage of 13.95 %, couples Najib - Azzah with the acquisition of 42.644 votes with a percentage of 8.40%, and couples Purnomo – Maryono with the acquisition of 16 583 votes with percentage of 3.27 %. The victory against the backdrop of successful infrastructure development undertaken road concretisation Tafta Zani at the time served as Regent of Demak in the first period. Keywords: General Election, Regional Head Election, Winning Strategies.

Abstract

In Semarang District Regional Employment Board to be a very important government agency. This is because one of the tasks is organizing pokonya monitoring, evaluation, and reporting on the implementation of the tasks field of personnel, training and education that includes planning and employee development, education and training, and mutation. With this task BKD to "police" for civil servants throughout the Semarang District. But in reality it is still a lot of BKD employees who violate the adult is called a bureaucratic pathology. This study used quantitative research type descriptive analytic approach. Data collection techniques used in this study kuesiner, interviews and observation / direct observation in the field.The results of this study indicate that the presence of pathology birorasi in Semarang District Personnel Board. Besides many other types of bureaucratic pathologies that exist in Semarang District Personnel Board. Efforts to mitigate them is still not maximized, both the efforts of the local government itself or from the central government.In this study described the types of pathologies that occur in Semarang District Personnel Board. Most types of pathology that occurs due to the bureaucracy itself. Bureaucratic culture since antiquity still can not be changed by the bureaucracy itself. In doing errands a day much of the bureaucracy that is not maximized in the run, especially the bureaucracy associated with the service. Parigma changes still needed in the bureaucracy itself.Efforts to reduce bureaucratic pathologies are still few and not comprehensive in local government agencies. Efforts are made still seem half-and lack of seriousness of the government, both national and local governments to reduce bureaucracy pathology. However, the Semarang District BKD fewer still that effort, with coordination between members is carried out every week. Abstract

ABSTRAKSI Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan Kemitraan Pemerintah Kota Semarang dengan PT. Gojek Indonesia sebagai penyedia layanan Go-Pay untuk pembayaran PBB di Kota Semarang dan mengindentifikasi keuntungan yang diterima oleh kedua belah pihak. Teori-teori yang dipakai sebagai landasan penelitian ini menggunakan teori kemitraan, Public Private Partnership, Pelayanan Publi, dan Pajak Bumi dan Bangunan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil dari penelitian ini menjelaskan bahwa pelaksanan kemitraan sudah berjalan dengan baik dengan membentuk suatu kemitraan yang mutualistik dimana kedua belah pihak saling menguntungkan dan merasa penting untuk menjunjung tujuan kemitraan. Kemitraan ini memberikan keuntungan secara langsung dan tidak langsung bagi pihak yang terlibat, seperti peningkatan pendapatan asli daerah dan pelayanan publik bagi Pemerintah Kota Semarang, dan meningkatnya branding serta kepercayaan masyarakat terhadap layanan jasa keuangan bagi PT. Gojek Indonesia. Selama keberjalanan, terdapat pula kendala dan kekurangan dalam kemitraan ini, namun masing-masing pihak dapat menyelesaikannya dengan baik dan terus melakukan inovasi baru untuk meningkatkan pelayanan kepada masyarakat sebagaimana tujuan dari kemitraan ini.

Abstract

Political parties and parliament (legislature) are the two main factors of political society, which is a mandate from civil society with a role in organizing power and gained control over the country in the interests of society. NasDem party as a relatively new party, the election agenda is part of implementation of commitments in the restoration and alteration. In 2014 elections, NasDem party have targets to win the legislative elections. One of the winning strategy is to recruit one character that has the capacity, integrity, popularity and the same ideology as NasDem party.The purpose of this study was to determine what kind of recruitment patterns that NasDem party do against its legislative candidates, and to determine the factors that influence the recruitment of candidates on NasDem party.The research method used is qualitative research to explore in depth information. This research aims to determine strategies of NasDem party in determining legislative candidates who will occupy Central Java Provincial Parliament (DPRD Provinsi Jawa Tengah). Spesification of this research is descriptive analytical.sOf the results obtained, indicate that : 1) the pattern of recruitment is done by DPD NasDem party of Central Java using the Merit System. 2) there are two factors that influence the recruitment patterns of NasDem party, namely internal and eksternal factors. Internal factors include systemic dimension, where the system and structural building NasDem party itself has a great influence in attracting the party membership and recruitment of legislative candidates. Reification demension is about the image and political assessment of NasDem party. The next external factor is a factor that comes from the prospective member of legislative candidates regarding the qualifications and personality of each prospective member of the legislature itself.Conclusions of this study is DPD Nasdem party has done with recruitment process as appropriate in accordance special prevailing party lines and other common applicable regulatory pathways.

Abstract

ABSTRAKPerkembangan pasar modern yang semakin tak terkendali di Kota Semarangditandai dengan banyaknya jumlah pasar modern melebihi jumlah pasar tradisionalnya.Hal ini berdampak negatif terhadap pertumbuhan pasar tradisional yakni dapatmenggeser peran pasar tradisional sebagai tempat masyarakat berbelanja. Denganadanya pasar modern yang menyediakan fasilitas yang bagus, maka masyarakat akancenderung berbelanja di pasar modern dari pada di pasar tradisional.Penelitian ini dilakukan untuk mengetahui dan membandingkan seberapa besarkontribusi pasar tradisional dan pasar modern bagi Pendapatan Asli Daerah (PAD) KotaSemarang tahun 2011, bagaimana mekanisme kontribusi dilakukan dan apa saja regulasiyang digunakan oleh Pemerintah Kota Semarang dalam mengatur kedua pasar tersebut.Penulis mengambil objek penelitian di Wilayah Kecamatan Banyumanik untukkemudahan dan kapabilitas data yang diperoleh. Metode yang digunakan dalampenelitian ini menggunakan metode kualitatif yaitu dengan menggambarkan keadaansubjek dan objek penelitian pada saat sekarang berdasarkan fakta-fakta yang tampak.Dalam pengumpulan data, menggunakan teknik wawancara sebagai data primer,sedangkan data sekunder berasal dari buku literatur dan peraturan-peraturan pemerintah.Hasil penelitian menunjukan bahwa pasar tradisional di Wilayah KecamatanBanyumanik berkontribusi terhadap Pendapatan Asli Daerah Kota Semarang sebesarRp. 364.128.420,- pada tahun 2011 sedangkan pasar modern tidak diketahui. Pasartradisional berkontribusi melalui retribusi pasar yang dipungut setiap hari dan setiapbulan, sedangkan pasar modern berkontribusi melalui retribusi perijinan sebelummendirikan pasar modern, yakni melalui Ijin Mendirikan Bangunan (IMB) dan IjinGangguan (HO). Namun karena dalam perijinannya pengusaha pasar modernmenggunakan nama pribadi dan tidak menggunakan nama usahanya, sehingga tidakdiketahui besarnya kontribusi yang berasal dari pasar modern. Hal ini belum bisa diatasioleh Pemerintah Kota Semarang karena tidak ada Perda yang mengatur pasar modern.Pemerintah Kota Semarang sebagai instansi resmi yang berwenang mengaturpasar di Wilayahnya harus segera mengesahkan peraturan daerah tentang pengelolaanpasar modern agar keberadaannya tidak mengganggu pertumbuhan pasar tradisionalsehingga kedua pasar ini dapat berkembang tanpa ada salah satu yang merasa dirugikan.Kata Kunci: Pasar Tradisional, Pasar Modern, Kontribusi, Pendapatan Asli Daerah

Abstract

Political party is one of democracy consolidation agent which replaces personal-authority based feodalistic system into people-authority based democracy system. Considering the success of democracy consolidation by political party can be measured from good recruitment system and cadre system, clear political party’s orientation, and political configuration which is based on principle and method of democracy. This analytical writing starts from the idea of PDI Perjuangan as a big political party in Indonesia which has militant supporter base since this party takes “Soekarnoisme Ideology”. PDI Perjuangan is identical with a leadership of Soekarno’s offspring by the emergence of Megawati and Puan Maharani within party’s leadership. PDI Perjuangan Kendal county is identical as well by the emergence of Hendy Boedoro’s family. Twice of governmental election in Kendal county that was held directly won by PDI Perjuangan. The purpose which is going to approach in this reaserch is to know recruitment pattern cadre process, and political institution which is run by PDI Perjuangan Kendal county. Reaserch result shows that it is a tendency into oligarchy culture in PDI Perjuangan Kendal county. This is caused by domination of party leadership by the family of Hendy Boedoro. Party’s dependence toward in-charge party’s elite to strengthen cultural oligarchy. Such thing can be inffered in party’s leader election and candidate election of regent which was held by PDI Perjuangan Kendal county dependent on figures Hendy Boedoro and Widya Kandi Susanti. PDI Perjuangan has centralistic tendency with full authority which is owned by central PDI Perjuangan for policy in county level such as having the right of declaring the chairman who will be advised by PDI Perjuangan.Keywords: recruitment system, cadre system, oligarchy culture

Abstract

Management Policy Flood Canal River West / Kaligarang in Semarang isa policy made by the Government that the Government Regulation No. 38 of 2011 on the River Management Regulations as well as on River ManagementCooperation. This policy is a policy that has the objective to cope with the floodand improve the local economy through events and destinations new tourist attractions in the form of water attractions (Riverpark) in Semarang.This study is a qualitative study with the primary objective to describe thedepth of the River Management Policy Implementation West Flood Canal /Kaligarang in Semarang. Data collection techniques in this study using in-depthinterviews and documentation and analysis of documents. Analysis of the data in this study include stage data reduction, data presentation, and data verification orconclusion.From the results of this study concluded that the Policy ManagementFlood Canal River West / Kaligarang in Semarang has not run optimally, withindications that implementation is not fully maximized because they stagesocialization agencies / related local government offices in the preparation of the"Cooperation Agreement" West Flood Canal river management / Kaligarang, Security river by the individual assets or people around who use these assets tothe negative things, the problem of hygiene, lack of coordination between the City Government and the Provincial Government.It is necessary for the optimization of the Central Government to theProvincial Government and the City so that the policy can be run with the maximum, penyempurnaam phase of socialization among agencies / SKPDsconcerned and especially in the community, the follow-up compilation"Cooperation Agreement" West Flood Canal river management / Kaligarang in the city, as well as segeranya followed up by the private sector to be managed as a tourist spot of water in order to improve the economy of the community, especially people of Semarang.

Abstract

Industrial development is not simply about the significant contributions for national economic growth , but also provide more jobs for the unemployment rate in Indonesia. Especially in Semarang, industrial development in the Semarang City hit by the problems that Perda No. 14 Tahun 2011 about to the regional landscaping plan Semarang City 2011-2031 which in it is because the management of the area set Simongan a mixture of investments from the industry and settlement be residential compound.In this research, researchers used a method of qualitative data will produce a descriptive. To obtain the purpose of research data sources in accordance, researchers using a technique purpose of sampling to do an interview with The Planning and Regional Development of Semarang City, The Office of Town Planning and Housing the Semarang City, House of Representatives of Semarang City, The Industry Simongan Semarang, Workers and People who live in the area of Simongan Semarang.The research results show that the arrangement Simongan area must be done for a long time because the area was not a Simongan the Industrial Park, designation but the area of settlement goods and services trading. See the Simongan area along the Kaligarang’s river was also considered less ideal as an industrial park for because in worried about will have an impact on a river that pollution which a brook Kaligarang be used as a source of springs in the Semarang City.The scientists, in definition the spatial planning should be on all agreement includes minorities. So it makes the spatial planning is not only the relevant authorities. Abstract

The implementation of the village administration takes the role of villageofficials, as well as the secretary of the village in the Sawit district of Boyolali is areliable, professionalism and competent in their fields of a village secretary.Theappointment of the secretary of the village was being expected to motivate othervillage officials, who is not being civil servants to be more active, whilethe secretaryof the village carry out their duties and functions. Therefore, the formulation of theproblem in this research is "How to know the performance of the village secretary inSawit district of Boyolali?".This study aims to determine the performance of the village secretary in theCepokosawit and Gombangvillage, which located in the area of Sawit District ofBoyolali. Theuse of method in this research is descriptive qualitative. The primarydata source was obtained through interviews, and secondary data from documents,archives, other sources were associated with this research. This research usingqualitative data analysis techniques with analysis in the form of description,depiction and conclusion on the symptoms studied.The researchshows the performance of the village secretaryin the Sawitdistrict of Boyolali in terms of the government organization that emphasizesteamwork, discipline, creativity, prosperity of society, and responsibility for thewelfare. The indicators of cooperation and creativity in the Cepokosawit andGombang village. remains low, the village secretary can not be able to establish agood cooperation with other village officials and just wait the command from thevillage secretary to carry out their duties. While the indicators of discipline andresponsibility had a slight change. As an examplethe village secretary is tocome andgo in accordance with the rule of hours 08.00 pm until 14.00 pm, it is quite differentbefore he is not being civil servants who was tend to come and go as they pleasedfrom offices. Previously, the village secretary responsibility only finished to thevillage head, but now the responsibility is also to the head district and regent.Adviceamong others can be givento improve the ability of the secretary ofthe village, who is to perform their duties must master in the field of IT, includingthe Internet. Abstract

Social media is an effective and efficient media because it’s able to give informations about the candidates in the local election widely and in a faster way, so the appearance of social media as a campaign tools in local election becomes one of the modern way to increase popularity and electability of the candidates. This research is objected to describe the use of social media in election campaign for Governor and Vice Governor of Central Java in 2013 and to describe the political messages socialized by each candidates through social media. This research used descriptive qualitative research method which the data are collected from interview with the representative of the campaign team from each candidate pairs and voters who use social media and documentation of social medias that are used in the campaign period.   The results of this research indicate that the use of social media is considered as one of the important campaign instrument because it is simple yet can reach the young voters and mid to high class citizens, it is also can spread the news about the candidates faster. Each candidate pairs used 4 kind of social media, those are Websites, Twitter, Facebook and Youtube. The political messages which is communicated by each candidates are generally mean to build their image, persuade the people to vote them, and informing achievements, vision and mission or main programs. The success of this social media campaign is depend on the citizen’s characteristic, whether the citizens active in social media or not. Beside that the campign’s activeness and candidate’s popularity in social media isn’t always help the candidate to gain the highest votes, there are other factor that help the candidate to win the election, such as the party political machine.  This research recommends that each candidates should use variative campaign instruments, not only counting on the social media because it haven’t became massive yet in the local area. The campaign teams and each candidate pairs have to see the voters’ character before building the campaign strategy, so the  campaign will work properly.Keywords: campaign, candidate, social media, political message
