Sektor industri merupakan salah satu sektor ekonomi yang cukup potensial dalam hal penyerapan tenaga kerja. Meski demikian, perkembangan penyerapan tenaga kerja di sektor ini kerap mengalami dinamika seiring dengan gejolak ekonomi yang terjadi. Tidak terkecuali, Jawa Timur sebagai salah satu propinsi penyumbang output nasional yang relatif besar, sering berhadapan dengan problematika ketenagakerjaan di sektor industri.Sebagai kajian awal, tulisan ini secara empiris menelaah model permintaan tenaga kerja sektor industri Jawa Timur khususnya yang terkait dengan determinan ekonomi : tingkat upah, nilai tambah, dan jumlah perusahaan yang terlibat. Hasil penelitian menunjukkan bahwa faktor ekonomi dimaksud memiliki pengaruh yang signifikan terhadap permintaan tenaga kerja sektor industri di Jawa Timur.

Tobacco is one of Indonesia's unique agricultural commodities. During the slowdown global market for tobacco products, Indonesia still has a relatively important position. This considerable potential is relatively difficult to maintain because both internally and externally, the commodity of tobacco which is the main ingredient of cigarettes, faces very fierce obstacles. This study aims to analyze the competitiveness of tobacco commodities in Indonesia during the period 1970-2016. The competitiveness indicator used is the trade balance index. The method used is quantitative descriptive and regression methods to evaluate the association between competitiveness indicators and their main determinants: production. The results showed that at the beginning of the period of development, tobacco products had good competitiveness. However, entering the 1990s the position of the tobacco trade was reversed. On the other hand, demand for tobacco consumption and the prevalence of smoking in Indonesia are always increasing. As a result, the tendency to weaken competitiveness shown by import penetration will continue. The implication is that the government must stem tobacco imports to achieve two goals at once: improve the tobacco trade balance and hold the smoking prevalence rate that tends to increase.

Di tengah kesulitan pemerintah untuk menemukan sumber penerimaan negara, wacana kenaikan cukai ini memang merupakan opsi yang bisa diterima. Akan tetapi, pihak industri tentu tidak akan tinggal diam menyikapi isu ini. Dengan latar belakang tersebut, paper ini bertujuan untuk menganalisis efek kuantitatif perubahan cukai terhadap permintaan rokok sekaligus implikasinya terhadap penerimaan negara. Data yang digunakan adalah hasil survei Indonesia Family Life Survey (IFLS) rilis terbaru (2014) yang menyediakan seksi khusus mengenai kebiasaan merokok. Menggunakan model estimasi permintaan myopic, riset ini menghasilkan beberapa temuan penting. Pertama, respon permintaan rokok terhadap cukai ternyata asimetris. Untuk kelas cukai yang berbeda, dihasilkan estimasi elastisitas harga yang berbeda pula. Kedua, sebagai konsekwensi dari temuan sebelumnya, efek kenaikan rokok terhadap penerimaan cukai juga tidak linear. Kenaikan cukai tidak selalu berimplikasi pada penurunan penerimaan secara tajam. Tipe rokok dengan level harga yang relatif mahal, relatif memiliki jenis permintaan yang relatif inelastik. Kenaikan harga cukai rokok pada segmen pasar kelas ini tidak banyak mengurangi permintaan.

This study aims to analyze the growth profile among the districts in East Java since decentralization in 2000. The main issues analyzed are economic inequality in East Java province during the period 2000 - 2013. Several previous studies indicate that decentralization did not have a significant impact on equity. To test the hypothesis of convergence or divergence, this study uses research framework introduced by Barro. The results show that regional income among regions in East Java tends to be convergent. OLS Tests shows that the convergence hypothesis has not been proven. After correcting specific regional factors that are formulated through a panel data analysis approach, the convergence hypothesis can be proven quite significant. In other words, there is a potential that the economic gap between regions has narrowed. From internal point of view, East Java's economy can be said to be relatively safe because there are indications that the gap between regions are diminishing. After the determinants of growth can be identified, the expected regional disparities will be more rapidly eliminated.

The objective of this research was to investigate disincentive and crowding-out effect food aid program (public transfer) in household level. Beside the humanitarian roles, there are widespread sceptisms of food assistance regarding its possible influence on disincentive to work and on crowding out of private transfer (inter-household or intergeneration transfer). Based on Indonesia Family Life Survey data and using instrumental variables approach, this paper estimates disincentive effect and crowding out effect “Rice Program for Poor Families” (Raskin) on intergenerational food transfer (child to parents transfer). This research observe significant negative impact on total household income. The decline in income mostly happened through a reduction in head household worker. The paper also find indication of crowding out relation between private and public transfers. It suggests that the Indonesian government should have designed its public transfer scheme carefully in order to improve the effectiveness and efficiency of its social safety net programs.

Perencanaan daerah menjadi salah satu elemen penting pembangunan daerah. Terkait dengan hal tersebut, Bappenas serta Fakultas Ekonomi dan Bisnis UTM menyelenggarakan pelatihan perencanaan pembangunan daerah bagi aparat perencana daerah. Tujuan dari artikel ini adalah untuk mendeskripsikan kegiatan pelatihan yang meliputi bahan kajian, metode penyampaian serta evaluasi hasil pelatihan. Metode penyajian di desain dengan pendekatan before-after treatment evaluation. Sebelum dilakukan pelatihan, terlebih dahulu dilakukan simulasi perhitungan data oleh peserta yang diukur waktunya oleh narasumber dan tim. Setelah dilakukan pelatihan, peserta diwajibkan untuk mengerjakan tugas dengan data riil pembangunan. Hasil evaluasi menunjukkan bahwa lebih dari separuh (75%) peserta dapat mengerjakan tes dalam waktu yang lebih cepat. Diantara 25% peserta yang masih kesulitan mengerjakan tes dalam waktu lebih cepat mengakui bahwa belum pernah membuat analisis kuantitatif. Namun setelah diberikan toleransi perpanjangan waktu, semua peserta dapat melakukan tugas proyeksi secara tuntas. Berdasarkan hasil pelatihan ini disimpulkan bahwa pengenalan model proyeksi yang lebih sederhana terbukti efektif dalam meningkatkan kemampuan aparat dalam melakukan perencanaan daerah.

Abstrak: Kegiatan pengabdian masyarakat dalam bentuk pendampingan dalam penentuan prioritas pembangunan bertujuan untuk membantu aparat daerah dalam menentukan strategi pengembangan wilayah untuk wisata lokal. Kegiatan ini dilaksanakan sebagai tindak lanjut perjanjian kerja sama antara Pemerintah Kabupaten Bangkalan dengan Pihak Universitas Trunojoyo Madura. Metode pelaksanaan secara umum terbagi dalam tiga tahap. Pertama, identifikasi masalah penentuan prioritas pembangunan. Dalam tahap ini, tim dari Universitas Trunojoyo Madura melakukan studi awal untuk mengidentifikasi problem dan berbagai alternatif pemecahan masalah. Kedua, penyampaian hasil temuan awal dan kolaborasi dengan pihak Balitbangda Kabupaten Bangkalan sebagai mitra kegiatan. Ketiga, sosialisasi hasil kegiatan dalam bentuk diseminasi hasil kegiatan pengabdian masyarakat. Hasil kegiatan menunjukkan bahwa identifikasi prioritas pengembangan wilayah berhasil dilakukan. Selanjutnya, aparat pemerintah dapat menggunakan pendekatan yang sama untuk menentukan prioritas pengembangan wilayah untuk kasus yang berbeda.Abstract: Community service activities in the form of assistance in determining development priorities aim to assist regional officials in determining regional development strategies for local tourism. This activity was carried out as a follow up to the cooperation agreement between the District Government of Bangkalan and Universitas Trunojoyo Madura. The method of implementation is generally divided into three stages. First, identify the problem of determining development priorities. In this stage, a team from the University of Trunojoyo Madura conducted a preliminary study to identify problems and various alternative solutions to problems. Second, delivery of initial findings and collaboration with the Balitbangda Bangkalan as the activity partner. Third, the dissemination of results of activities in the form of dissemination of the results of community service activities. The results of the activities showed that the identification of priority for regional development was successfully carried out. Furthermore, government officials can use the same approach to determine regional development priorities for different cases

The purpose of this study is to determine the level of technical efficiency of rice farming in East Java districts/cities in 2019-2020. The results show that there are 27 regencies/cities or around 71.05 percent of the total, while in this study there are 11 regencies/cities or about 28.94 percent of the inefficient rice farms that have been efficient in using inputs. The results of the analysis show that rice farming in districts/cities in East Java is in a position to increase its return to scale, which is in a position where the increase in output is greater than the increase in inputs.

This study aims to evaluate the potential government revenue from alcoholic baverages (MMEA) excise. To measure the potential revenue from MMEA, this study uses a micro consumption database of household consumption for MMEA published by the Central Statistics Agency (BPS) in the SUSENAS. Data on consumption of MMEA is converted in standard units (liters) and multiplied by the new excise tax rate. The estimation results of excise receipts from MMEA indicate that the magnitude of the potential for excise duty can reach around IDR 9 Trillion. While the actual state revenue from MMEA excise is still in the range of IDR 5 to 6 Trillion. This finding indicates that Indonesia’s current MMEA excise tax revenue is relatively unoptimal. Some major suggestions conveyed in this study are:(a) the need to increase enforcement efforts so that excise violations can be minimized;, and (b) the need to introduce traditional MMEA into the MMEA excise scheme so that the excise control function for alcoholic drinks can be further improved.
