Abstract

Partai Keadilan Sejahtera (PKS) is a unique and phenomenal party, it was born from the womb of a social-religious movement named Jama'ah Tarbiyah which later morphed into an Islamic political party. The PKS social base is a middle-class, educated and young Muslim community. This research explores the strategy of developing PKS in Kebumen District from 1999 to 2014 in the dynamics of Indonesian Islamic politics. This research reveals the unique pheno­menon of PKS Kebumen's role in an electoral manner in the distribution of votes and seats in the Dewan Perwakilan Rakyat Daerah (DPRD). The method of approach uses pheno­menological studies. The results of this study are that PKS was born of an ideology or Islamic religious thought. His birth was acceptable to the community because PKS approached the community through collective actions such as; majlis ta'līm, social services, natural disaster assistance, channeling financial loan funds, establishing school buildings, and places of worship.

Abstract

The Malay Moslem community is actually a minority group in Singapore, which consist 14.3%, while Chinese ethnic is a majority with 76%. The previous studies on minority in Southeast Asia such as Thailand, Philippines and Myanmar showed that mostly the Muslim minority was treated as marginal community and political pressure. This study is to seek whether the Malay Muslim in Singapore has been treated as well as it in neighbor or contrary Malay Moslem has a different position and role in Singaporean politics. Furthermore, in term of foreign policy, this study is going to find the influence of Moslem existance, whereas Singapore is well-known as a secular state. In Singaporean leader’s perspectives, Islam is a threat, as it has been shown in several communal riots during the early history of Singapore, pressure from Malaysia and Indonesia. This is a vulnerable situation for Singapore. Therefore, Singapore addressed moderate policies toward Moslem through accommodation of Islam with several Islamic friendly policies in the country, and accommodation of Malaysian and Indonesian interests. In the other hand, Singapore also anticipates the threat from neighbors through close relations with United States and its allies.

Abstract

As a supranational organization The European Union (EU) seems to compete the UN’s reputations.UNO has more members since its scope is worldly, but UN does not issue its own currency while EUhas Euro. The Euro is the second largest reserve currency as well as the second most traded currencyin the world after the United States dollar. The currency is also used in a further many Europeancountries and consequently used daily by some 332 million Europeans. Additionally, over 175 millionpeople worldwide - including 150 million people in Africa - use currencies which are pegged to theEuro. No other transnational organization has such a specific currency. Although not as a unifiedmilitary conventional power, EU has such a “Battlegroups” initiative, each of which is planned to beable to deploy quickly about 1500 personnel. EU forces have been deployed on peacekeeping missionsfrom Africa to the former Yugoslavia and the Middle East. EU military operations are supported by anumber of bodies, including the European Defense Agency, European Union Satellite Centre and theEuropean Union Military Staff. In an EU consisting of 27 members, substantial security and defensecooperation is increasingly relying on great power cooperation.Despite those organizational strengths,only 27 of 57 European states are members of EU. And only 17 of 27 EU state members are usingEuro is their official currency. One prominent EU member like British stay tough with their ownPound-sterling.This paper is set to learn more about: why as a Europe continent based organization,EU state members are still less than half of European states? And why only 17 EU state members areusing Euro as their official currency?

Abstract

This study aims to make a scientific contribution to the development of Islamic studies and the politics of Islamic law, especially democracy from the perspective of Muhammadiyah cadres in Central Kalimantan. This research was conducted using empirical research methods with a qualitative-descriptive approach. The data collection technique used was interviewing key information, namely Muhammadiyah cadres and literature studies in the form of writing related to the discussion. The results of the study show that the development of Indonesian democracy in the Reform Era, 2005 to 2019 as understood is quite dynamic, this can be seen from issues such as; general elections, human rights and gender, terrorism and democracy, then the response of Muhammadiyah cadres to democracy; (1) democracy is compatible or in line with Islamic values; and (2) these three subjects are more concerned with procedural democracy than substantive democracy, such as holding general elections and national and regional political recruitment, which must be corrected and improved.

Abstract

This research analyzes the Sister City collaboration model that influences the success of economic cooperation between local governments. Sister City Relationship (SCR) is a form of subnational diplomacy that connects cities across countries through formal agreements, aiming to promote economic, cultural, and social cooperation. However, many SCR initiatives remain symbolic and fail to generate tangible benefits. This study proposes a more strategic approach by examining how asymmetry between cities can enhance economic cooperation. The theoretical framework adopts an asymmetric approach, arguing that mutual compatibility can emerge from unequal relationships. Compatibility is operationalized through indicators such as: (1) Area, (2) Gross Domestic Products (GDP) and (3) Human Development Index (HDI), which reflect the economic and developmental capacity of a city or region. A coupling model is used to categorize relationships into Big-Small and Small-Big pairings, referring respectively to partnerships where a big Local Cities collaborates with a smaller Foreign Cities, and vice versa. These asymmetric configurations are found to be more effective than symmetrical pairings, which often struggle with overlapping interests and lack of reciprocity. Empirical findings based on selected SCR cases in Indonesia such as Bandung, Surabaya and Medan, shows that coupling cities with complementary resources, rather than equal status, enables more dynamic and outcome-driven engagements. The study offers both theoretical and practical contribution for designing more strategic and resource-based asymmetric relations.

Abstract

Abstrac: Management of the Religious Courts in Indonesia turn to changes in the Reformation era. Before the Reformation era, management of the Religious Courts was carried out by two institutions;, namely the Ministry of Religion and the Supreme Court, while in the Reformation era its management was only carried out by the Supreme Court. This paper looks at the phenomenon of formation change processes and its influence on the Religious Court, especially related to the reasons for changes and the factors that influence these changes. This phenomenon is influenced by internal factors and external factors. Its internal factor is efficiency in judicial management and the opening of opportunities for the Religious Courts officials to compete with other judicial officers below the Supreme Court. Its external factor is the enactment of several laws and regulations as mandated by judicial reform in Indonesia. These changes have caused significant results as can be seen in several aspects, such as the revitalization of positions, roles, functions and institutions, organizational structure, institutional processes (litigation and non-litigation processes), human resources, and public services that are fast, transparent and easy. However, the change in management still has unresolved problems, such as budgetary aspects and employee recruitment. Also, the independence of the religious courts during the reform era is not fully independent in totality because it still influenced by the power outside the religious courts or the supreme court; executive and legislative power.Abstrak: Pada era reformasi, telah terjadi perubahan pembinaan terhadap Peradilan Agama (PA). Jika sebelum era Reformasi pembinaan PA menganut sistem peradilan dua atap, dalam arti bahwa pembinaan peradilan PA dilakukan oleh dua lembaga, yaitu Kementerian Agama dan Mahkamah Agung, maka pada era Reformasi pembinaan PA menganut sistem peradilan satu atap, yakni bahwa pembinaan hanya dilakukan oleh Mahkamah Agung. Tulisan ini melihat fenomena proses perubahan pembinaan dan pengaruhnya terhadap PA, terutama terkait dengan alasan perubahan dan faktor-faktor yang mempengaruhi perubahan tersebut. Perubahan pembinanan yang terjadi pada PA dipengaruhi oleh faktor internal dan faktor eksternal. Faktor internal yang mempengaruhi perubahan tersebut adalah keinginan dari aparat PA untuk melakukan pengelolaan pengadilan secara lebih efisien dan memudahkan komunikasi di antara aparat PA dan juga harapan agar aparat PA mampu bersaing dengan aparat peradilan lainnya di bawah MA. Sementara faktor eksternalnya adalah diberlakukannya beberapa peraturan perundangan sebagai amanat reformasi peradilan di Indonesia. Perubahan tersebut telah menyebabkan perubahan yang cukup signifikan sebagaimana dapat dilihat pada beberapa aspek, seperti revitalisasi kedudukan, peran, fungsi dan lembaga, struktur organisasi, proses kelembagaan (proses berperkara dan nonperkara), sumber daya manusia, dan pelayanan publik yang cepat, transparan dan mudah. Namun perubahan pembinaan tersebut juga masih menyisakan problem yang belum terselesaikan, yaitu aspek anggaran dan rekruitmen pegawai sehingga kemandirian yang terjadi di lingkungan PA pada masa reformasi belum sepenuhnya mandiri secara totalitas karena terkait kekuasaan di luar PA ataupun MA, yaitu kekuasan eksekutif dan legislatif.

Abstract

Abstract: This article seeks to explore the influential factors behind the high number of votes for the regent candidate promoted by Muhammadiyah Religious Organization through the National Mandate Party (PAN) in the Kauman Region of Temanggung Regency. Based on the theory of rational choice, this study reveals that the the Muhammadiyah elites in Temanggung in the 2013 Regional Election tended to apply moderate-accommodative political behavior. Muhammadiyah elites were inclined to take the middle path and took adaptive measurements to respond the emerging dynamics in the political realms of the regions. The community (respondents) opted to vote for Anif Punto as the regent candidate based on rational factors considering various indicators, such as the promises of the candidates and parties, the candidates’ capabilities, the candidate’s self-confidence in his performance, and the candidate’s and the party’s vision, mission and programs. Meanwhile, as seen from the perspective of maqasid asy-syari'ah theory, the elites and the Muhammadiyah citizens at large tended to apply freedom of choice in their political behavior and politicalawareness without restricted by ideological barriers, parties or community organizations they are engaged in. They opted to vote for candidates who, in their opinion, could provide them with better future assurance and at the same time provide greater benefit to the community. Abstrak: Artikel ini mengeksplorasi faktor-faktor yang mempengaruhi tingginya perolehan suara calon bupati yang diusung oleh Muhammadiyah melalui Partai Amanat Nasional (PAN) di wilayah Kauman Temanggung. Berdasar teori pilihan rasional, kajian ini menemukan fakta bahwa perilaku politik elite Muhammadiyah di Temanggung pada Pilkada 2013 adalah moderat-akomodatif. Elite Muhammadiyah memiliki kecenderungan mengambil jalan tengah dan beradaptasi dengan dinamika yang terjadi dalam realitas perpolitikan di daerah. Faktor-faktor yang mempengaruhi masyarakat (responden) memilih Anif Punto sebagai calon bupati adalah faktor rasional, yaitu mempertimbangkan berbagai indikator, seperti janji-janji calon dan partai, kemampuan calon, keyakinan terhadap kinerja calon, visi, misi, dan program calon dan partai. Sementara itu, jika dilihat dari perspektif maqashid asy-syari’ah, perilaku politik elite dan kesadaran warga Muhammadiyah dalam menentukan pilihannya tidak terbelenggu oleh sekat ideologi, partai atau organisasi masyarakat yang dinaungi. Pilihan ditujukan kepada calon yang menurut mereka bisa memberikan perlindungan yang lebih baik dan sekaligus memberikan kemanfaatan yang lebih besar kepada masyarakat.
