Abstract

This study aims to see the relationship of Sister City cooperation between the city of Surabaya and Kitakyushu in realizing the Green City of Surabaya. The focus of this research is to determine the effectiveness of the relationship between the two countries in realizing the Green City of Surabaya. This study uses an analytical method based on secondary data obtained from books, journals, and news in accordance with the research analyzed by the author. A qualitative approach is used to see the phenomenon of research that focuses on the effectiveness of the relationship between the Sister City of Surabaya and Kitakyushu in realizing the Green City of Surabaya. The results of this study indicate that there are policies and programs of cooperation between the city of Surabaya and Kitakyushu in the Sister City relationship in order to realize a more effective relationship in realizing the Green City of Surabaya. The cooperation between the two cities is known to have existed since 1997 but encountered various obstacles, so that in 2012 a Sister City collaboration was established with various policies and programs that were more effective in realizing the Green City of Surabaya. The collaboration between the two cities focuses on overcoming environmental problems that are often experienced by industrial cities in the world.

Abstract

Decentralization have encouraged substate actors to take the opportunity to conduct international relations and cooperation in an effort to combat the negative impacts of Covid-19. The method of this study is a literature review of 20 journal articles from Google Scholar and ResearchGate with paradiplomacy, the global role of cities, and the handling of covid-19 as keywords. The study also used sources from credible news websites. Data analysis using MAXQDA with coding methods. The codes are classified based on the categories of journals and articles that have been collected. As a result, the world’s city governments have some aggressive responses to combat Covid-19. The responses are cooperation through sister city schemes, global city networks, partnerships with NGOs, partnerships with IGO, seeks to promote dialogue in diplomatic tensions, partnerships with foreign military forces and conducting foreign missions. The current article aims to support future research in this growing field by highlighting some of the most important findings, questions, and approaches, focusing on how paradiplomacy creates a pattern of communication between cities, especially during difficult times such as a pandemic. Studi ini menggambarkan bagaimana peran global pemerintah kota dalam menanggulangi Covid-19 dengan paradiplomacy. Globalisasi dan Desentralisasi telah mendorong para pelaku substate untuk mengambil kesempatan melakukan hubungan dan kerja sama internasional dalam upaya untuk memerangi dampak negatif Covid-19. Metode dari penelitian ini adalah tinjauan literatur dari 20 artikel jurnal dari Google Scholar dan ResearchGate dengan kata kunci paradiplomasi, peran global kota, dan penanganan covid-19. Studi ini juga menggunakan sumber-sumber dari situs web berita yang kredibel. Analisis data menggunakan MAXQDA dengan metode coding. Kode-kode tersebut diklasifikasikan berdasarkan kategori dari jurnal dan artikel yang telah dikumpulkan. Hasilnya, pemerintah kota di dunia memiliki beberapa respons agresif untuk memerangi Covid-19. Respon tersebut antara adalah kerjasama melalui skema sister city, jaringan kota global, kemitraan dengan LSM, kemitraan dengan IGO, berusaha untuk mempromosikan dialog dalam ketegangan diplomatik, kemitraan dengan pasukan militer asing dan melakukan misi asing.

Abstract

The Bandung City has carried out various international cooperations to obtain investments in the long or short term, support for infrastructure development, youth exchanges, cooperation in culture, and receipt of fees and grant funds. One of the various cooperations is the efforts of Bandung in paradiplomacy through the sister city concept. This study is necessary because Bandung and Braunschweig have carried out the Sister City Program from 1960 to 2021. This research is a descriptive study with a qualitative approach, examining why Bandung maintains cooperation with Braunschweig (Germany), running for more than 40 years. This article employed data collected from journals, news in the mass media, and information from the official websites of related parties as supporting references. In answering the research question, the author utilized the concepts of smart city and sister city. This study discovered that Bandung maintained its cooperation with Braunschweig due to its interest in building a smart city.

Abstract

This study aims to analyze the failure of cooperation sister city. This research focuses on cooperation sister cities carried out by several local governments, which leads to the unsuccessful achievement of cooperation or even failure. The complexity of issues in international relations facilitates the emergence of local actors who play a role in foreign relations activities. The emergence of this sub-state actor is one of the impacts of a country's decentralization and regional autonomy policies so that the regions can participate in foreign relations. This study uses qualitative research methods through a literature review. In analyzing qualitative data, the author uses software, computer namely vosviewer. This study uses 20 journals from various cities in Indonesia that discuss the failure of sister cities. This study concludes that not all collaborations can run smoothly or as agreed. The failure occurred due to two factors, namely internal and external factors. The internal factors that occurred were the lack of communication between the two cities and the absence of significant results related to cooperation, then several external factors that occurred, such as changes in policies of the two regions, then policies at the global level impact on the state and influence local government policies.

Abstract

This article analyses the influence of the use of social media among terrorist groups toward the development of terrorism in Indonesia. This research is crucial and interesting because the development of social media could be a prominent tool for a particular person or one group’s existence. Data were collected through literature reviews and studies on social media publications on the issue. The collected data were checked, classified, and analysed by using Nvivo plus 12. Based on the data analysis, it was found that terrorist groups have already used various social media such as Twitter, Facebook, YouTube, Instagram, and WhatsApp to recruit, share their ideologies, and spread their threats towards people. Each activity has its target and steps to strengthen their existences. These groups have implemented artificial intelligence (AI) by arranging the content management strategy for using social media within their groups or collaborating with other terrorist organisations' links. The result of this study could be the consideration of government policies in facing the development of terrorist groups, primarily which exist in social media.

Abstract

Kondisi keluarga pra sejahtera di RW 004 Kelurahan Tulusrejo memprihatinkan sejak adanya pandemic COVID-19. Banyaknya anggota keluarga yang meninggal di era pandemi, menyebabkan trauma tersendiri bagi mereka. Sedangkan, kondisi kebersihan di lingkungan tempat tinggal mereka tidak mendukung untuk kebersihan dan kesehatan yang layak. Program pengabdian ini dilakukan untuk memberikan sosialisasi kebersihan dan kesehatan kepada anak-anak pra sejahtera di RW 004 Kelurahan Tulusrejo agar mereka memahami pola hidup sehat. Hal ini bertujuan untuk pola hidup sehat dan antisipasi jika terjadi pandemi dikemudian hari. Metode pelaksanaan kegiatan ini terbagi menjadi dua yaitu sosialisasi dan pendampingan. Pertama, metode sosialisasi dilaksanakan selama dua kali dengan memberikan pengetahuan secara umum tentang kebersihan dan kesehatan badan dan lingkungan. Yang kedua adalah pendampingan hidup bersih dan sehat di lingkungan RW 004 Kelurahan Tulusrejo. Pendampingan juga dilakukan dengan tujuan pematangan bagi setiap aspek yang menjadi target kegiatan pengabdian ini. Kegiatan pengabdian memperkuat wawasan anak-anak pra sejahtera tentang kebersihan dan kesehatan tim pengabdi juga memberikan beberapa alat kesehatan seperti sabun, shampoo, sikat gigi, pasta gigi, dan alat kebersihan lainnya. Bersamaan dengan pemberian alat kebersihan, anak-anak juga diajarkan untuk mencuci tangan dan membersihkan gigi dengan benar.

Abstract

Abstract: This article discusses the collaboration model between the government and pesantren in dealing with the issue of terrorism in Indonesia. This topic is important because terrorism has become a complex issue, and the solution requires good collaboration from all groups, both government and non-government. Therefore, the authors conducted qualitative research using in-depth interviews, literature reviews, and Focus Group Discussions (FGD) as data collection methods. The informants and participants were the representatives of the government officers and the leaders of pesantren with various backgrounds. The data collected were analyzed using Nvivo 12 plus. The authors found that the government and pesantren had collaborated to face the issue of terrorism, but these efforts were not optimal because there were still several challenges. Thus, it is necessary to develop a model of job sharing to develop the preceding collaboration. Keywords: model, collaboration, government, pesantren, terrorism, Indonesia

Abstract

Background: In discussing consumption and the environment as part of social change, Malang City and Regency become a study of the relationship between the state and civil society in efforts to overcome the challenges of climate change, one of which is the waste problem. Unfortunately, less attention to analyze how and why civil society supports the global development agenda. Aims: This article attempts to discuss the intersubjective factors that encourage the role of civil society in supporting the achievement of sustainable urban development targets. Methods: The research applies qualitative methods with content analysis referring to primary data sourced from interviews, observations, social media content and government publication documents accessed online. Secondary data was obtained from literature studies and analysis of news articles. Results: Through a constructivist perspective, the 'zero waste living' community is believed to act as a creative class and norm empowerment to support the realization of a sustainable city. The process of institutionalization and norm diffusion occurs in the interaction and communication of community networks at all levels of activity. Conclusion: There is a process of internalization of the norm of 'your trash is your responsibility' and the principle of 'prevent-sort-process' in intensive communication and interaction networks in interconnected areas, both in environmental activist community forums, student guardian/student guardian friendship forums, and citizen/ Family Empowerment and Welfare (PKK) forums.
