This article examines the development of the Islamic State of Iraq and Syria (ISIS) as the local movement in Iraq into a transnational movement until spreading in Indonesia. The explanation focused on the historical development of ISIS from time to time and then have contact with Islamic revivalism group in Indonesia. The aspire of ISIS is to establish an Islamic caliphate in Iraq and Syria. In an effort to realize its objectives, ISIS spreading its ideology through various propaganda to attract followers from many countries. In Indonesia context, the inclusion of ISIS not be separated from contact with the Islamic revivalism groups that previously have long been present in Indonesia. Early development of the network and ISIS sympathizers in Indonesia was marked by the release of a video on Youtube titled âJoin the Ranksâ, hereinafter the government responded by banning ISIS either formally or informally because ISIS ideology incompatible with Pancasila and the condition of diversity in Indonesia.

ASEAN Community has been officially implemented since early 2016. Although there is a longtime between the idea of ASEAN Community agreed and accepted in 2003 and its implementationin 2015, the understanding of society about ASEAN Community still low. Even though, ASEANCommunity is ready to integrate Southeast Asian society through political-security, economic, andsocio-cultural dimensions. Therefore, it takes a lot of efforts to develop awareness and ASEAN wefeeling, one of them through community service program. This paper describes activities ofcommunity service program to develop ASEAN we feeling in Senior High School DiponegoroTumpang in Malang Regency, East Java. These activities include socialization of ASEANCommunity and ASEAN socio-cultural, decor classes competition with ASEAN-themed, ASEANCorner initiation, and development of ASEAN-oriented schools. These activities are to increasestudents knowledge about ASEAN and ASEAN Community and developed ASEAN we feeling asan ASEAN society.

Abstract
This paper examines the challenges of implementing the ASEAN Community that are elaborated based on the understanding and views of the management of International Relations Students Association in Malang. The data used is the primary data obtained from the results of structured interviews and questionnaires to 60 respondents. While secondary data is used to support the discussion. As the result, there are three challenges of implementing the ASEAN Community. First, the understanding of society related to the description of the characteristics/goals of each pillars of ASEAN Community is low. The second challenge is people are more familiar with the term of MEA, so there are reduction of understanding about ASEAN Community is limited to the economic dimension. Third, the lack of understanding and the reduction of understanding is inseparable from the source of information about ASEAN Community which originated more dominant from secondary information.

Abstrak
Tulisan ini mengkaji mengenai tantangan implementasi ASEAN Community yang dielaborasi berdasarkan pengetahuan dan pandangan mahasiswa pengurus Himahi di Kota Malang. Data yang digunakan merupakan data primer yang diperoleh dari hasil wawancara terstruktur dan pengisian angket kepada 60 responden. Adapun data sekunder digunakan untuk mendukung uraian pembahasan. Hasil penelitian menemukan bahwa ada tiga tantangan dalam implementasi ASEAN Community. Pertama, pemahaman masyarakat masih rendah terutama berkaitan dengan penjabaran dari karakteristik/tujuan masing-masing pilar ASEAN Community. Tantangan kedua adalah masyarakat lebih familiar dengan istilah MEA sehingga terjadi reduksi pemahaman tentang ASEAN Community hanya sebatas pada dimensi ekonomi. Ketiga, rendahnya pemahaman dan adanya reduksi pemahaman itu tidak terlepas dari sumber informasi tentang ASEAN Community yang lebih dominan diperoleh dari informasi sekunder.

This paper examines the role of civil society, women activists, in an attempt to protest the prohibition of women driving policy by the government of Saudi Arabia. Using the concept of civil society, this paper shows that the efforts of women activists are conducted through Women2Drive campaigns by utilizing social media instruments. The results found that through a campaign in social media, Saudi women activists managed to push for a policy change of Saudi Arabian government to allow women driving.

AbstrakTulisan ini mengkaji mengenai bagaimana sinergitas multi aktor di Kota Malang dalam merespons isu dan ancaman ISIS di level lokal. Sebagaimana dipahami bahwa ISIS merupakan ancaman global di mana ideologinya telah menyebar, bahkan hingga di Kota Malang. Untuk itu, keterlibatan dan sinergitas multiaktor dalam kerangka local governance menjadi penting. Penelitian ini menggunakan metode kualitatif dengan tujuan deskriptif. Data difokuskan pada temuan di lapangan yang dikumpulkan secara langsung melalui wawancara. Penelitian menemukan bahwa aktor publik dan aktor non-publik di level Kota Malang cukup sinergis dalam merespons isu dan ancaman ISIS. Namun, adanya perbedaan pandangan dan persepsi ancaman antara aktor publik (terutama Pemkot) dengan stakeholders perguruan tinggi menjadi tantangan tersendiri.Kata Kunci: ISIS, Local Governance, Sinergitas Multi Aktor AbstractThis paper study about how multi actors in Malang City synergy to response ISIS?s threat and issues. As we known, ISIS as a global threat and its ideology has spreading even to the Malang City. So, the multi actors involvement and synergy with framework of local governance is important thing. This research used qualitative methods with aimed descriptive. Data focused on the field research with direct technique by means of interview to many informants. The found of this research is that public actors and non-public actors in the level of Malang City has synergy to response ISIS?s threat and issues. However, the challenge is that dissimilarity opinion and threat perceptions between public actors (especially local government) and university stakeholders.Keywords: ISIS, Local Governance, Multi Actors Synergy

This program is aimed to providing knowledge to students of MTs. Muhammadiyah 1 Malang about ASEAN and ASEAN Community. This is based on the lack of information for students about ASEAN because of the limitations of learning materials and information about ASEAN is only as a sub-subject. In addition, the school sees the importance of international insight to realize the vision of Elegant Morally, Excellent Intelectually. Therefore, through the ASEAN Class Program, there are activities such as the introduction of ASEAN and ASEAN community, sharing culture with Thai students, and sharing experiences and motivation with students who have international experience. The methods of activities include lectures, sharing, and discussion as well as pre-test and post-test. The result shows that there is an increased knowledge and understanding of participants about ASEAN and ASEAN Community and misinformation about ASEAN member countries and the ASEAN Community pillar can be corrected.

In 2015, Japan had to step down when Indonesia chose China in the 142.3 km Jakarta-Bandung fast train project. In 2016, the Government of Indonesia held a meeting with the Government of Japan, to discuss a project to continue the fast train, with the Jakarta-Surabaya route. Interestingly, the Jakarta-Surabaya fast train project was carried out directly without going through a tender process like the Jakarta-Bandung fast train project. Using an empirical rationality theory approach, this paper seeks to look at several factors behind the Indonesian government's policy of choosing Japan in the Jakarta-Surabaya semi-fast train project. Several aspects that will be examined in this research are, first, conditions and situations in Indonesia that require decision making. Second, Japan's commitment to Indonesia and the capacity and capability of Japan's fast train technology. Third, the various benefits obtained by Indonesia from the cooperation of the semi-fast train with Japan.

The complexity of maritime security issues and problems in Southeast Asia became attention of ASEAN states which further encouraged the formation of the ASEAN Maritime Forum (AMF). AMF is a concept and proposal submitted by Indonesia and became one of the ASEAN Political-Security Community points. This research examines Indonesia’s national interest in establishment of AMF. Based on national interest concept, there are three Indonesia’s interest as focus of this study. First, Indonesia’s interest as an Archipelago States and has a history of maritime glories. Second, maritime as sovereignty and the AMF existence as Indonesia efforts to maintaining maritime territorial integrity. Third, maritime economic as the third Indonesia’s interests in propose of AMF establishment. In addition, this study also examine how the achievement of the Indonesia’s national interests in AMF.Keywords: AMF, archipelago states, Indonesia, national interest
