Abstract

This study aims to determine the effect of service quality and product quality on user satisfaction of electronic mortgage service (HT-el) users at the Land Office of Ogan Komering Ulu Regency. In order to approach this problem, Kotler and Keller's theoretical reference is used, where customer satisfaction is a comparison of service quality and product quality which is expected by customers with what they receive. Meanwhile, the operational theory uses the E-GovQual model by Papadomichelaki and Mentzas, and the product quality model by Kotler and Armstrong. The data were collected through the distribution of questionnaires and analyzed quantitatively. This study concludes that service quality affects the satisfaction of HT-el service users by 48.7 percent, product quality affects the satisfaction of HT-el service users by 63.3 percent, henceforth service quality and product quality simultaneously have a positive and significant effect of 66.1 percent. For this reason, it is necessary to improve the quality of electronic mortgage (HT-el) services, especially on the support capacity (citizen support) involving HT-el implementers. It is recommended to the Land Office to enforce some activities which are related with improving the technical skills and developing the character of HT-el implementers, that is employees of the Land Office of Ogan Komering Ulu.

Abstract

Penelitian ini bertujuan untuk menganalisis hubungan antara perjanjian perdagangan regional dengan rezim perdagangan dunia WTO. Terdapat sebuah dikotomi perdebatan, apakah perjanjian perdagangan regional menjadi batu sandungan atau batu loncatan bagi negara berkembang dalam kerjasama di ranah WTO. Oleh karena itu, studi empiris dilakukan dengan melihat komitmen Indonesia dalam perdagangan jasa telekomunikasi sub-sektor internet access services. Fokus penjelasannya tentang komitmen yang telah dilakukan oleh Indonesia pada perjanjian General Agreement on Trade in Services (GATS) dan perjanjian perdagangan jasa regional di Asia-Pasifik. Perspektif neo-liberal institutionalism digunakan oleh penulis untuk menganalisis komitmen yang dilakukan oleh Indonesia dalam pelaksanaan liberalisasi perdagangan sektor jasa telekomunikasi. Data yang didapatkan dianalisis menggunakan metode kualitatif. Hasil dari penelitian ini menunjukan bahwa komitmen Indonesia dalam GATS menjadi dasar Indonesia dalam memberikan komitmen kerjasama perdagangan regional. Namun, komitmen pemberian akses pasar Indonesia tidaklah homogen terutama pada mode 3 (commercial presence). Terdapat variasi komitmen yang diberikan oleh Indonesia pada liberalisasi perdagangan jasa telekomunikasi dalam kerangka GATS, AFAS, dan ASEAN+. Variasi komitmen yang diberikan oleh Indonesia perlu dipandang sebagai tindakan positif karena adanya kepentingan negara untuk semakin mengintegrasikan pasarnya dalam mekanisme rezim perdagangan jasa dunia.

Abstract

The objective of this research is to find out how the implementation of the Minister of Home Affairs Regulation Number 18 of 2020 concerning the Implementation Regulation of Government Regulation Number 13 of 2019 concerning Reports and Evaluation of the Implementation of Local Government carried out by Pangkalpinang City Government in 2020, the supporting and hindering factors in the implementation. The research focused on preparing reports based on government policies using the implementation theory of George Edwards III. Data collecting through document analysis, interviews, and observations using a qualitative approach. Based on the findings in the field, the implementation of Policy for Preparing Regional Government Implementation Reports for 2020 in Pangkalpinang City Government has not gone well. Inhibiting factors include a not yet optimal communication between the central government and local governments in delivering policy information, inadequate quantity of human resources to prepare various kinds of reports, uneven supporting facilities for the preparation of LPPD in each regional agency , a not yet optimal commitment of several regional agencies to meeting data  and documents needed to improve the quality of Key Performance Indicators (IKK), the lack of  coordination among regional agencies in data fulfillment, and the unavailability of a Standard Operational Procedure (SOP). Supporting factors include good communication between the Secretariat Team and drafting officers, the quality of human resources in terms of education, high commitment of the Secretariat Team, which is chaired by the Regional Secretary, and drafting officers.

Abstract

The purpose of this study is to analyze research trends related to the development of fire policy research in Indonesia. To process and analyze the topic and content of the article, this study uses bibliometric analysis and content analysis from the Google Scholar database. In addition, bibliometric maps are created with the Vosviewer application. The findings show that the most publications made in 2022 are 40% and each year has an increase in research. In 20 journals clarified and analyzed show problems related to forest and land policies consisting of settlements, ecosystem damage, increasing carbon emission problems, global public health, overlapping views of policies related to restoration areas/maps, overlapping views of policies related to restoration areas/maps, budget factors each year, budget factors each year, lack of community participation in the process of implementing all policies. The bibliometric method can be used to analyze publication trends related to the "development of forest and land fire policy research in Indonesia". However, it needs a complete dataset and computing system support. The results of the analysis of forest and land fire policy articles show an increase in publication trends related to forest and land fire policies in Indonesia.
