Abstract

Demokrasi merupakan salah satu kata atau kalimat yang memiliki pengaruh yang besar bagi bangsa dan negara. Bermacam definisi atau penafsiran tertulis bahkan disampaikan dalam orasi politik, seminar dan pertemuan ilmiah lainnya. Kata demokrasi selalu menjadi dilema tersendiri dalam kehidupan, demokrasi telah mewabah kepelosok desa, di mana terkadang menjadi virus bagi masyarakat awam dalam memahami arti atau tujuan dasar dari demokrasi itu sendiri. Apa itu demokrasi dan darimana ia lahir atau datang bahkan berkembang, masih menjadi teka-teki besar bagi kalangan awam. Namun, disisi lain demokrasi ini juga memudahkan kaum intelektual menjadi penguasa yang tidak amanah atau berwajah demokrasi tapi berniat dhalim dalam melayani rakyat. Demokrasi umumnya didefenisikan oleh pemikir-pemikir atau pakar politik dari barat, disisi lain banyak ulama-ulama atau pemikir-pemikir islam juga mengupas tentang demokrasi dalam islam

Abstract

Artikel ini menganalisis signifikansi kebijakan Uji Kemahiran Berbahasa Indonesia (UKBI) Adaptif Merdeka dalam konteks tata kelola nasional dan upaya penguatan kedaulatan linguistik. Penelitian menggunakan metode campuran (mixed-methods), menggabungkan analisis konten normatif terhadap regulasi (Permendikbud No. 70/2016; Permendikbudristek No. 29/2023; Permendikbudristek No. 18/2024) dengan analisis kuantitatif deskriptif data implementasi dan distribusi skor. Hasil penelitian menunjukkan bahwa kebijakan UKBI telah mencapai keberhasilan signifikan dalam mobilisasi massa, melampaui target partisipasi tahunan sebesar 275% dan mengumpulkan lebih dari 1 juta peserta kumulatif (Badan Bahasa, 2025). Secara teknis, rigor pengujian terkonfirmasi, dengan predikat tertinggi (Istimewa) yang mensyaratkan kemahiran untuk keperluan keilmiahan, sangat sulit dicapai, bahkan oleh Warga Negara Asing yang teruji. UKBI adalah instrumen ideologis dan strategis yang vital bagi pembentukan modal intelektual bangsa, tetapi memerlukan pemutakhiran regulasi dan penguatan institusional yang koheren untuk mewujudkan kedaulatan bahasa sepenuhnya.

Abstract

Land disputes involving plantation companies and local communities often develop into complex and prolonged social conflicts. One of the agrarian conflicts that until now has not found a solution occurred between PT. Bahruni & Sons with the communities of Gampong Krueng Simpoe and Rantoe Panyang, Bireuen Regency. This conflict is related to the issue of legality and the extension of the Right to Use (HGU) on oil palm plantation land that has been managed by the company since the 1960s. This study aims to analyze the role of the Bireuen Regency Land Office in handling land disputes and accompanying social conflicts. The research used a descriptive qualitative approach with a case study method. Data was obtained through interviews with Land Office officials, documentation studies in the form of official meeting minutes, and review of licensing documents and land tenure chronology. The results of the study show that the Land Office has carried out its role as a facilitator, mediator, and coordinator in the dispute resolution process. However, this role has not been optimally run due to differences in interests between the parties, low public trust, and historical and social complexity of land tenure. This research emphasizes the importance of strengthening the mediation function of local governments and the application of good governance principles in resolving agrarian disputes

Abstract

This study aims to analyze the transformational leadership style and work discipline in improving employee performance at the Kota Juang Sub-district Office. This study uses inductive methods and descriptive analysis with qualitative techniques. The results of this study showed that so far the leaders at the Kota Juang Sub-district Office, Bireuen Regency were also less able to provide full direction and guidance to employees, regarding optimal guidance or direction for employees achieved by participating in training held by the company. The leaders of the Kota Juang Sub-district Office, Bireuen Regency have so far paid less attention to their employees in discipline when coming to work or leaving early because they considered that the attendance system was the main controller so that leaders did not care too much about it. The performance of the employees at the Kota Juang Sub-district Office, Bireuen Regency has not been in accordance with the procedures established by the institution.
