Abstract

The survey results regarding the level of tolerance in Padang City are low. To increase the Tolerant City Index (IKT), there needs to be an example of the practice of religious tolerance in Padang City to be developed at all levels of local society. This research aims to find practices of religious tolerance in Padang City, with the research locus in Pondok Village. This field research uses a qualitative approach with case study methods. The focus of the study is on the experience and meaning of the practice of religious tolerance in society. Data collection techniques include interviews with a number of parties, such as religious leaders, government officials, administrators of places of worship, and residents. The research results show that the community in Pondok Village represents the practice of religious tolerance through interaction between religious believers, preservation of local culture, and community involvement in various social organizations. Three research findings: 1) Interfaith social interaction in Pondok Village occurs actively and harmoniously; 2) The community in Pondok Village carries out various activities to support the practice of tolerance between religious believers; 3) Citizenship networks are built through community networks and social encounters.

Abstract

Kekerasan seksual terhadap perempuan di Indonesia masih menjadi masalah yang terstruktur, berhubungan erat dengan budaya patriarki, lemahnya penegakan hukum, dan kurangnya tempat aman bagi para penyintas, meskipun Undang-Undang Nomor 12 Tahun 2022 tentang Tindak Pidana Kekerasan Seksual telah disetujui. Dalam situasi ini, Women’s March Jakarta muncul sebagai salah satu gerakan sosial yang mengubah pengalaman traumatik individu menjadi tuntutan politik bersama di ruang publik. Penelitian ini bertujuan untuk mengkaji cara gerakan anti kekerasan seksual dalam Women’s March Jakarta berperan sebagai bentuk perlawanan sosial, terutama dalam membangun identitas kolektif para penyintas, mendefinisikan kekerasan seksual sebagai sebuah ketidakadilan struktural, dan menuntut tanggung jawab negara dalam melindungi korban. Metode penelitian yang digunakan adalah kualitatif dengan desain studi kasusan Women’s March Jakarta untuk periode 2022-2023, melalui wawancara mendalam dengan peserta serta pengorganisir aksi, observasi di lapangan, dan penelusuran dokumen serta artefak gerakan seperti banner, slogan, dan postingan di media sosial. Hasil penelitian menunjukkan bahwa Women’s March Jakarta menciptakan counter-public yang membantu penyintas keluar dari isolasi pengalaman pribadi, mengarah pada identitas sebagai survivor-activist melalui praktik narasi, simbol visual, dan aksi yang dilakukan secara berulang. Gerakan ini juga menggabungkan aktivisme feminis perkotaan dengan elemen budaya setempat, membuka ruang solidaritas yang melintasi kelas, usia, dan identitas, serta menegosiasikan dinamika dengan aparat pemerintah dan kelompok konservatif. Temuan ini menggarisbawahi bahwa aksi di jalanan usai disahkannya TPKS bukan hanya sekadar bentuk protes, melainkan merupakan strategi perlawanan yang hibrid (daring dan luring) yang berkontribusi pada perubahan wacana dan pengelolaan kekerasan seksual di Indonesia.

Abstract

The low level of literacy among children in coastal areas of Padang City constitutes a critical issue influenced by limited access to education, low socio-economic conditions, and high social vulnerability. This condition is further reinforced by the low Community Literacy Development Index (IPLM) of West Sumatra, which stands at only 9.8%, indicating a weak literacy culture within the community. Therefore, innovative and contextual community-based interventions are urgently needed. This community engagement aims to provide assistance and analyze the contribution of the Tanah Ombak Community in improving literacy among coastal children in Purus Beach, Padang. The study employs a qualitative approach with a case study design, utilizing in-depth interviews, participatory observation, and documentation.The findings reveal that art- and community-based literacy interventions significantly enhance children's engagement and reading habits. This is evidenced by a routine of reading at least 15 pages per day, increased participation in literacy activities, and behavioral changes toward more productive activities. The main strategies include integrating literacy with art and theater, innovating mobile library services through the “Vespa Pustaka,” and fostering continuous reading and writing practices. The implications of these findings confirm that creativity- and community-based literacy approaches are effective in building a reading culture, enhancing children's cognitive and social capacities, and contributing to social transformation in marginalized communities. This model is relevant for replication in similar contexts as a strategy for strengthening locally grounded literacy initiatives.

Abstract

Student organizations are integral to the campus political ecosystem, playing a crucial role in planning, decision-making, and allocating roles and interests within the academic environment. However, weak institutional capacity often leaves student organizations trapped in ceremonial activities without a sustainable development direction. This article reflects on the implementation of a capacity-building program for the Student Association (HIMA) of the Faculty of Sharia at the Sultan Thaha Saifuddin State Islamic University of Jambi, as an effort to strengthen the political planning for student organization development. The service program was implemented through a participatory approach, using lecture-discussion methods, focus group discussions (FGDs), simulations, and discovery learning, to enhance HIMA administrators' ability to formulate organizational visions, develop strategic plans, and collectively and accountably manage work programs. The reflection results indicate that capacity building plays a crucial role in fostering organizational political awareness, particularly in understanding the relationships among leadership, decision-making, and program sustainability. This capacity-building encourages student organizations to be more responsive to internal campus issues and more adaptive to broader social dynamics. This article emphasizes that capacity building is a political instrument for student organization development, thereby strengthening HIMA's position as an actor in planning, implementing, and controlling campus-level policies.

Abstract

This study examines the reproduction of political identity in the construction of Muslim public spaces in West Sumatra. Studies that integrate policy aspects, visual symbols in public spaces, and social practices in the reproduction of political identities based on Islam and Adat remain relatively limited. Using a qualitative approach, data were collected through in-depth interviews, observations related to the visual symbols of Adat Basandi Syari’at, Syari’at Basandi Kitabullah (ABS-SBK), and analysis of a number of local regulations and policy documents. The research findings indicate that political identity in West Sumatra post-New Order is reproduced through regulations, regional development planning, and the creation of visual symbols and public discourse. Although this reproduction of identity has strengthened Minangkabau identity, it also has the potential to give rise to the politicization of identity and issues of inclusivity. Identities constructed through ABS-SBK practices and discourse tend to remain at the level of hegemonic jargon used for moral and political legitimization, while simultaneously being positioned as a “panacea” for responding to various forms of moral panic amid societal change. This study confirms that the reproduction of these identities tends to function symbolically and as slogans rather than substantively.

Abstract

Penelitian ini mengkaji proses inovasi kebijakan "Si Akang Gembul", program penggemukan sapi di Serdang Bedagai, menggunakan kerangka analisis Jordan & Huitema serta teori difusi Rogers. Melalui pendekatan kualitatif-studi kasus dengan wawancara mendalam dan analisis dokumen, ditemukan paradoks signifikan: meskipun program ini memenangkan CNN Awards 2024, ia tidak dikenal oleh mayoritas peternak mandiri. Tiga temuan utama diidentifikasi. Pertama, inovasi ini lahir dari inisiatif seorang policy entrepreneur (Bupati) yang divalidasi melalui kompetisi eksternal sebelum diadopsi secara resmi, sebuah pola unik. Kedua, difusi inovasi gagal meluas karena terputusnya komunikasi vertikal (untuk legitimasi eksternal) dan komunikasi horizontal (untuk penyebaran akar rumput). Ketiga, keberlanjutan program terancam oleh lemahnya pelembagaan formal, ketiadaan alokasi anggaran dalam RPJMD, dan ambiguitas kepemilikan antar-dinas. Model kemitraan publik-swasta-masyarakat yang diterapkan berhasil secara teknis, namun gagal mentransformasi ekosistem peternakan secara luas. Penelitian ini menyimpulkan bahwa kesuksesan simbolik tidak menjamin difusi dan keberlanjutan, serta menekankan krusialnya strategi komunikasi grassroots dan formalisasi dalam perencanaan untuk dampak jangka panjang.

Abstract

The implementation of the school zoning policy in student admissions often focuses heavily on quantitative administrative targets while overlooking underground adaptation strategies that unfold once formal rules meet local realities. This study aims to identify the forms, patterns, and mechanisms of classic negative unintended consequences generated by domicile-based zoning policy implementation at the junior high school level, using an in-depth case in Padang Panjang during the 2024/2025 academic year as the empirical anchor and extending the locus through a cross-regional documentary synthesis of zoning implementation across Sumatra, Java, Kalimantan, Sulawesi, and Nusa Tenggara. Using a qualitative case study design combined with a systematic comparative document review, this research integrates semi-structured interviews, official Department of Education documents, and registration-data analysis from Padang Panjang with published academic studies and independent-oversight reports covering more than a dozen other Indonesian regions, all interpreted through Genia Kostka's policy implementation framework, specifically its fourth quadrant of classic negative unintended consequences. The results reveal two interconnected clusters that recur, with local variation, across the reviewed regions: a socio-relational cluster comprising administrative manipulation of residency documents and informal patronage networks, and a structural-technical cluster involving digital-infrastructure and geolocation dysfunctions. Cross-regional mapping indicates that these deviation forms are not confined to a single locality but reappear across at least sixteen documented cases spanning four major islands, suggesting that they constitute a structurally recurring implementation pattern rather than a context-specific anomaly. The study concludes that unintended deviations in zoning implementation nationwide arise from the friction between formal impersonal rules and personal relational realities, requiring coordinated multi-site verification and structural equilibrium rather than isolated local patches. This study remains limited by its reliance on secondary documentary evidence for the regions beyond Padang Panjang, so future research is recommended to pursue a fully comparative multi-site primary-data design to statistically test the durability of these unintended-consequence clusters as the zoning criterion itself shifts nationally toward distance-based domicile verification

Abstract

Digital Public Service Mall is a national bureaucratic reform policy that integrates health worker licensing services through a centralized digital platform, and the City of Bukittinggi was designated as one of ten national pilot project loci and the sole representative of West Sumatra Province. This research aims to analyze the implementation of the pilot project of MPP Digital in Bukittinggi City using the Van Meter and Van Horn (1975) model, which encompasses six indicators: policy standards and objectives, resources, characteristics of implementing agencies, inter-organizational communication and enforcement activities, the disposition of implementers, and economic, social, and political conditions. The research employs a qualitative approach with an intrinsic case study design; data were collected through in-depth interviews with nineteen informants as well as documentary study, and validated through source triangulation. The findings show that the policy's standards and objectives are layered and continuously negotiated; resources display an asymmetric profile, combining strength in technology and authority with weaknesses in financing and data; the characteristics of implementing agencies are marked by heterogeneity in inter-agency work norms; communication occurs across three networks of unequal effectiveness; implementer disposition ranges along a gradient from proactive to compliance-bounded; and economic, social, and political conditions reveal tension between strong political support and constraints of fiscal limitations and digital literacy gaps. The study concludes that the pilot project implementation has been procedurally successful but not yet substantively optimal, with the principal obstacles stemming from weak cross-ministerial institutional interoperability at the central government level rather than from local government capacity. These findings both reinforce and extend the propositions of Van Meter and Van Horn, while also revealing the model's limitations in explaining policies that remain in pilot status and are based on a centralized digital platform.
