Abstract

Pertumbuhan ekonomi menjadi cita-cita besar pemerintah daerah dalam bingkai otonomi daerah saat ini, memanfaatkan potensi daerah salah satu jalan namun tidak semua pemerintah daerah memiliki kemampuan sama dalam mengelolah sumber dayanya sehingga membutuhkan investor. Tapi sulitnya mendapatkan investor untuk menanamkan modalnya pada suatu daerah menjadi masalah baru seperti Kabupaten Jeneponto yang menjadi daerah tertinggal di provinsi Sulawesi selatan berdasarkan Peraturan Presiden Nomor 131/2015 tentang Penetapan Daerah Tertinggal Tahun 2015–2019. Sedangkan potensi yang dimiliki sangat melimpah dan unggul seperti penghasil garam, rumput laut, Gula merah, sayuran dan destinasi wisata yang beragam. Kurangnya investasi membuat potensi tersebut tidak termanfaatkan, hal ini diakibatkan karena kurangnya promosi perizinan yang rumit dan kolaborasi yang tidak dibangun pemerintah daerah dengan pihak lain. Metode penelitian yang digunakan penelitian deskriptif kualitatif, Fokus penelitian yaitu Strategi dari Jeneponto Smart Branding (JSB) dalam meningkatkan investasi, Data yang terkumpul merupakan hasil yang diperoleh melalui pengumpulan data primer seperti observasi, studi pustaka, dan pengumpulan data sekunder seperi data pendukung yang diperoleh dari arsip/dokumen yang sudah ada atau literatur tulisan yang sangat berkaitan dengan judul penelitian. Hasil Penelitian menemukan bahwa program Jeneponto Smart Branding yang dilaksanakan dengan prinsip kolaborasi, perubahan pola pikir dan digital kekinian berjalan baik dengan meningkatnya realisasi investasi mencapai Rp 2,714 triliun atau meningkat 6,04% dibandingkan tahun 2017 dan tertinggi di Sulawesi selatan.

Abstract

ABSTRACT The Covid-19 disaster caused the tourism sektor to decline, including the city of Surabaya, for that innovation was carried out to revive it through a virtual tour policy. The research method used is descriptive qualitative research. The data collected is the result obtained through observation, literature study, and existing archives/documents or written literature closely related to the research title. The Research Results Show that the Covid-19 disaster mitigation efforts carried out in the tourism sektor by providing virtual tour facilities have a good impact on the revival of tourism objects that have been closed. The form of mitigation fulfills several principles and strategies stated in the introductory chapter, namely the principles of cost and benefit, involving various parties and producing results. However, this form of virtual tour mitigation only has a good impact on tourism object managers, while in the tourism sektor, other elements also need attention, such as transportation services, UMKM, hotels, and restaurants. Suggestions from the authors should be that in implementing the virtual tour, the manager provides space for UMKM to promote goods and services. Keywords: Pandemic; covid-19; mitigasi; virtual tour

Abstract

Artikel ini bertujuan untuk menjelaskan aksesibilitas para penyandang disabilitas di Kabupaten Sidoarjo dalam berbagai aspek kehidupan, tidak hanya meyangkut persoalan sarana dan prasaran fisik tetapi juga akses terhadap kegiatan sosial yang sesuai dengan prinsip human governance. Penelitian ini penting untuk dilakukan, sebagai upaya untuk mengevaluasi berjalannya prinsip keadilan sosial bagi seluruh warga dalam penggunaan fasilitas publik, terutama bagi penyandang disabilitas yang seringkali menjadi pihak yang termarginalkan. Penelitian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Wawancara dilakukan dengan anggota Perkumpulan Penyandang Disabilitas Indonesia (PPDI) Cabang Sidoarjo dan anggota Persatuan Tuna Netra Indonesia (PERTUNI). Hasil wawancara didukung oleh hasil observasi, studi literatur serta data dokumentasi yang berasal dari Dinas Sosial Kabupaten Sidoarjo. Teknik analisis data dilakukan melalui tahapan identifikasi menurut kelompok tujuan penelitian, mengelola dan menginterpretasikan data, kemudian dilakukan abstraksi, reduksi, dan memeriksa keabsahan data. Hasil penelitian dengan menggunakan konsep human governance ditemukan dari ketujuh prinsip human governance, masih belum sepenuhnya di implementasikan oleh pemerintah kabupaten Sidoarjo. Aspek yang sudah terpenuhi adalah partisipasi dan kehandalan. Sementara aspek yang masih belum terpenuhi meliputi; (a) akuntabilitas sosial; (b) pendidikan warga negara; (c) kesamaan dan kebebasan; (d) sustainabilitas; dan (f) kinerja pemerintah yang adaptif.

Abstract

Studies on the transformation of public services, especially in the era New Normal, not only focus on digitalization efforts but also relate to culture and crises that require social restrictions and solutions to local approaches are not comprehensive in analyzing qualitatively and from two government perspectives, namely Department of Occupation and Civil Registry (Dispendukcapil) of Madiun City and Society. This article aims to describe and analyze people's perspectives on transforming public services carried out by the Madiun Municipal Dispendukcapil. This research was conducted by observing Madiun City people who take care of the Madiun City Dispendukcapil and studying literature. The results showed that the community was still not adaptive to the service transformation carried out, but this was because the dissemination of information from the Dispendukcapil was not widespread, so that people still came to the service office, besides that the limited ability of the digital platform by the community was also an obstacle. The government's strategy that must be carried out in improving services in the era new normal is to consider the risks of ASN in serving, especially the provision of ASN with complete personal protective equipment. It requires collaborative leadership where all sectors must be carried out as well as unlimited creativity and responsiveness.

Abstract

This study discusses government communication in disaster management in Masamba, North Luwu Regency, South Sulawesi Province. The purpose of this study was to describe the communication process of the North Luwu Regency Government, South Sulawesi Province in handling banjir bandang disasters in Masamba. This research method uses a qualitative descriptive approach. The results of the study indicate that the central government's efforts in disaster management focus on handling refugees and restoring housing and public facilities. However, in government communication that occurred in the Masamba flash flood, North Luwu Regency, South Sulawesi Province, the central government was less communicative, causing several problems such as the utilization of volunteers and the distribution of logistics was uneven and less focused. This is evidenced by the rejection by the central government through the Minister of Human Development and Culture regarding the construction of temporary shelters initiated by the Indonesian National Armed Forces (TNI) from the Hasanuddin Military Command not utilized even though the construction has been completed. Finally, the Regent of North Luwu with a humanistic approach was able to resolve the problem between the community and the central government

Abstract

Artikel ini mengkaji implementasi sebuah program pemerintah nasional di tingkat kecamatan atau pemerintah daerah dan pengaruh sistem pemerintahan terhadap implementasinya. Tingginya angka kemiskinan serta Undang-Undang 40 tahun 2004 tentang sistem jaminan nasional telah membuka ruang harapan untuk keluarga indonesia yang berada pada level menengah kebawah agar lebih berdaya. Tujuan penelitian ini adalah untuk mengetahui proses serta kendala dalam implementasi PKH di Kecamatan Waru Kabupaten Sidoarjo Jawa Timur. Metode penelitian yang digunakan adalah metode penelitian kualitatif, teknik pengumpulan data dilakukan melalui observasi langsung dan wawancara dengan aparat dinas sosial serta masyarakat yang menjadi peserta program keluarga harapan. Selanjutnya hasil penelitian direduksi, kemudian dideskripsikan dengan menghubungkan beberapa data sekunder dan catatan lapangan. Data yang diperoleh akhirnya disajikan sebagai hasil penelitian. Hasil penelitian menemukan bahwa meskipun implementasi secara keseluruhan telah dilakukan dengan cukup baik, akan tetapi rumitnya garis koordinasi antara penanggung jawab suatu wilayah kepada level tertinggi masih dinilai menjadi kendala serta faktor politik dan konflik yang timbul menjadi salah satu sebab implementasi PKH masih memerlukan formulasi baru. langkah strategis yang bisa dilakukan oleh komponen PKH di daerah terutama yang bertugas di kecamatan-kecataman, agar mampu lebih kreatif dan tidak terlibat dalam dinamika politik kontestasi.

Abstract

This study aims to analyze the quality of the examination of State Financial Management conducted by the Financial Examination Agency (BPK) of the Republic of Indonesia representative of South Sulawesi. Analyze how the criteria in giving opinion on regional finance so that the Opinion is in line with the findings of irregularities, besides how the results of the BPK's examination or findings can be used as a basis for law enforcement against the examinee if found to be a violation which is great for some parties. The method used in this research is descriptive type with the aim to provide a factual description of the quality of audits conducted by the BPK on State Finance. Qualitatively analyzed based on reports and records in the field. With data collection techniques including primary data, namely observation and interviews and secondary data, namely library research and documentation. The results of the study show that the audit process carried out by the BPK, namely, Planning, Implementation and Reporting of Examination, has a process that gives the entity a great opportunity to achieve WTP, namely the value of materiality which is quite tolerant and the number of meeting opportunities provided by the examiner and entity so that opportunity to commit fraud by negotiating so that the auditor does not contain findings. The advantage gained by the entity from the results of BPK's examination is getting trust from the community, obtaining Regional Incentive Funds and as a high selling point in political contestation.Penelitian ini bertujuan untuk menganalisis kualitas dari pemeriksaan Pengelolaan Keuangan Negara yang dilakukan oleh Badan Pemeriksa Keuang (BPK) Republik Indonesia perwakilan Sulawesi Selatan. Menganalisa bagaimana kriteria dalam memberikan opini terhadap keuangan daerah sehingga Opini selaras dengan temuan penyimpangan yang diungkap oleh BPK, selain itu juga bagaimana hasil pemeriksaan atau temuan BPK dapat dijadikan dasar penegakan hukum terhadap terperiksa jika ditemukan ada pelanggaran serta dengan diperolehnya opini terbaik dari BPK akan menjadi keuntungan yang besar bagi beberapa pihak. Metode yang digunakan dalam penelitian ini adalah tipe deskriptif dengan tujuan untuk memberikan gambaran faktual mengenai Kualitas pemeriksaan yang dilakukan BPK terhadap Keuangan Negara. Dianalisa secara kualitatif berdasarkan laporan dan catatan yang ada di lapangan. Dengan teknik pengumpulan data meliputi data primer yaitu observasi dan wawancara serta data sekunder yaitu studi kepustakaan dan dokumentasi. Dari Hasil penelitian menujukkan bahwa rangkaian proses pemeriksaan yang dilakukan BPK yaitu, Perencaanaan, Pelaksanaan dan Pelaporan Pemeriksaan terdapat proses yang memberi peluang besar entitas meraih WTP yaitu pada penetapan nilai materialitas yang cukup tinggi toleransinya serta banyaknya kesempatan pertemuan yang diberikan oleh prosedur antara pemeriksa dan entitas sehingga peluang untuk melakukan kecurangan dengan menegosiasikan agar auditor tidak memuat temuan. Keuntungan yang diperoleh oleh entitas dari hasil pemeriksaan BPK adalah mendapat kepercayaan dari masyarakat, memperoleh Dana Insentif Daerah dan sebagai nilai jual yang tinggi dalam kontestasi politik.

Abstract

The consideration in this article clarifies the openness of people with disabilities in Sidoarjo Rule to different perspectives of life, not as it was related to physical offices and foundation but to get to social exercises utilizing the concept of Human Administration which has not been found in numerous comprehensive considers. People with incapacities are those who have physical limitations, so they have trouble altering their exercises in common. Essentially, people with incapacities moreover have the same rights and commitments as citizens. In any case, the get to of people with inabilities to physical and non-physical offices and foundation in Sidoarjo Rule is still considered not accessible appropriately. The approach used in this research is qualitative, sourced from primary data and secondary data. Data collection techniques are interviews, observation, and literature study. The results of research using the concept of Human Governance are found from the seven principles of Human Governance, which have not been fully implemented by the Sidoarjo regency government, especially those related to social accountability, education for citizens and reliability. There are still many Disability Associations in Sidoarjo Regency who do not attend school, especially formal schools, besides that the facilities and infrastructure such as those at SMAN 4 Sidoarjo are not disability friendly. Meanwhile, from the aspect of reliability, although the Sidoarjo regency government has been more serious in providing accessibility for persons with disabilities, the quality is still very low, such as the People Pedestrian Bridge (JPO) that is damaged, sidewalks in some locations are damaged and used for trading.

Abstract

The government of Santiago Sub-District, Tahuna District has found that there are undocumented citizens who have been working and living in the Santiago Sub-District, Tahuna District for years. Refers to the 1945 Constitution Article 26 Paragraph 2, undocumented citizens who have worked and live in the area of the Santiago Sub-District are citizens who are entitled to public services as described in Law Number 25 of 2009 Article 1. This study aims to determine the responsiveness of the Santiago Sub-District government in handling undocumented citizens in the Santiago Sub-District, Sangihe Islands Regency. The type of research used is qualitative with a case study approach to explain the phenomenon related to the responsiveness of the Santiago Sub-District government in dealing with the problem of undocumented citizens by using 3 responsiveness indicators, namely the ability to respond, speed of service, and accuracy of serving. The results showed that the responsiveness of the Santiago Sub-District government in handling undocumented citizens was going well and was right on target.

Abstract

The purpose of this study is to analyze and find the supporting and inhibiting factors of regional financial accountability and specifically regarding regional expenditures for the North Luwu district government. The method used in this study is a qualitative descriptive type with data collection techniques including primary data and secondary data. The results of the study which were analyzed based on the four elements of accountability according to Jonathan Koppel showed that the Transparency Dimension still had weaknesses in terms of timeliness in budget preparation and access to public information. Dimensions of Liability, where the consequences of misuse of the budget for employees who are not actively working are required to be returned in the amount of Rp. 91,848,019. In the Control Dimension, the Internal Inspectorate Supervisor is still not optimal, such as the low value of the follow-up to the findings of the BPK-RI that has been completed, while the DPRD supervision is quite good. Meanwhile, the responsibility dimension is still lacking because there is an expenditure budget that is used in vain and does not bring outcomes, such as equity participation in PDAM Luwu Utara. The last dimension is responsiveness, which can be seen from 1464 proposals for musrenbang only 606 proposals are accommodated. In addition, there are also supporting and inhibiting factors in the accountability of North Luwu Expenditures.
