Utilization of Village Funds in Improving the Economy of Village Communities Endang Indartuti

Abstract

The government has a policy in the form of village funds sourced from the State Revenue and Expenditure Budget (APBN) because not all villages have good sources of income (Yudistira et al., 2019). Without government funds, the implementation of village autonomy will not run well. This study aims to analyze whether the government has invested village money in improving the economy of rural communities. This type of research is a literature study using qualitative descriptive and content analysis techniques. In library and qualitative research, data analysis is sufficient with non-statistical analysis in the form of reduction, display, and verification. The results show the utilization of village funds in 2021, where village funds are distributed in two categories, namely Regular and Independent. The category is determined based on the annual assessment results and determined by the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration. The distribution of the 2021 Village Fund in several regions has been delayed. It is due to several administrative problems by the local government and village government. There is an improvement in the 2022 Village Fund allocation policy, which is expected to impact the distribution and utilization process positively. The role of village funds in supporting national economic recovery and handling Covid-19 includes direct cash assistance from village funds, support for Covid-19 handling funds of at least 8% of the allocation of Village Funds, Work-Intensive Village Funds, and stunting management.

Abstract

Population Administration is one of the services that must be carried out by the local government. With so many complaints by the public regarding population administration services, the Surabaya City Government has created an innovation, namely E-Klampid. E-klampid is an online service for managing birth certificates, death certificates, moving in and out for Indonesian citizens, as well as marriage certificates and divorce certificates for non-Muslims. The type of research used is descriptive qualitative by collecting, processing and analyzing data from research results. The focus of the research is e-klampid innovation in population administration services in the Ngagel Rejo Village, Surabaya. The theory used in analyzing is the attribute theory of innovation according to Rogers, namely relative advantage, ease of observation, suitability, complexity, and possibility of trying. The results of the research that has been carried out, namely the E-Klampid Program at the Ngagel Rejo Sub-District Office have been able to provide benefits in the form of easier service because it is enough to get to the village, you don't need to come to the Population and Civil Registry Office. In the kelurahan there is also no need to incur costs, it is faster and saves energy because there is no need to come over and over again. The implementation of E-Klampid in improving population administration facilities is in accordance with the applicable SOPs, and the implementation of E-Klampid is in accordance with the needs of the community in obtaining population administration service facilities. The implementation of E-Klampid in the Ngagel Rejo Village, Surabaya, has no complications when it is being operated. However, for people who feel that complexity only occurs in people who lack technological knowledge. Through the implementation of E-Klampid, the community can easily observe how far the service process for making population administration documents that have been registered is by accessing the klapid.surabaya.go.id web. AbstraksiAdministrasi Kependudukan merupakan salah satu pelayanan yang wajib diselenggarakan oleh pemerintah daerah. Dengan banyaknya keluhan oleh masyarakat terkait pelayanan administrasi kependudukan maka Pemerintah Kota Surabaya membuat sebuah inovasi yaitu E-Klampid. E-klampid merupakan layanan online dalam pengurusan akta kelahiran, akta kematian, pindah datang dan pindah keluar bagi WNI, serta akta perkawinan dan akta perceraian bagi masyarakat non-muslim. Jenis penelitian yang digunakan adalah kualitatif deskriptif dengan mengumpulkan, mengolah dan menganalisis data dari hasil penelitian. Fokus penelitian yaitu inovasi e-klampid dalam pelayanan administrasi kependudukan di Kelurahan Ngagel Rejo Surabaya. Teori yang digunakan dalam menganalisis yaitu Teori atribut inovasi menurut Rogers yaitu Keuntungan relatif, Kemudahan diamati, Kesesuaian, Kerumitan, dan Kemungkinan dicoba. Hasil penelitian yang telah dilakukan yaitu Program E-Klampid di Kantor Kelurahan Ngagel Rejo telah mampu memberikan keuntungan yakni berupa pelayanan menjadi lebih mudah karena cukup sampai dikelurahan saja tidak perlu datang ke dispendukcapil. Di kelurahan juga tidak perlu mengeluarkan biaya, lebih cepat dan hemat tenaga karena tidak perlu berkali-kali datang. Implementasi E-Klampid dalam peningkatan kemudahan administrasi kependudukan telah sesuai dengan SOP yang berlaku, serta implementasi E-Klampid telah sesuai dengan kebutuhan-kebutuhan masyarakat dalam memperoleh kemudahan pelayanan administrasi kependudukan. Implementasi E-Klampid di Kelurahan Ngagel Rejo Surabaya tidak memiliki kerumitan saat sedang dioperasikan. Namun, untuk masyarakat yang merasa kerumitan hanya terjadi pada masyarakat yang kurang memiliki pengetahuan teknologi. Melalui implementasi E-Klampid masyarakat dapat dengan mudah mengamati sejauh mana proses pelayanan pembuatan dokumen administrasi kependudukan yang telah didaftarkan, yaitu dengan cara mengakses web klampid.surabaya.go.id.

Abstract

Village-Owned Enterprises, hereinafter referred to as BUMDes, are business entities whose capital is wholly or substantially owned by the Village through direct participation originating from Village assets which are separated to manage assets, services, and other businesses for the greatest possible welfare of the Village community. . However, for various reasons, both administrative procedures and economic feasibility, there are still many villages in Indonesia that pay little attention to establishing these village economic institutions. So that a lot of the economic potential of the villages cannot be used optimally by the village to improve the economy and welfare of the community. The results of several studies show that there are many BUMDes that fail, there are also many BUMDes that are successful and independent. This research is a qualitative research using library research methods, namely research conducted in libraries, which usually conduct literature reviews, especially on research that has been done before, journals, and other sources available in libraries. Results and Discussion: the establishment of BUMDes has been successful, while others have failed in helping the village economy. The failure of BUMDes is due to planning paralysis (paralysis in planning). This situation shows that the Village in establishing BUMDes is only based on achieving the targets of the program determined by the Central Government, so it does not dig deeper into the needs of the village. As a result, the management strategy used is a directionless strategy. On the other hand, BUMDes are successful because their planning strategy is ready (in the sense that they can determine their core business). It can be concluded that each village is not too hasty in determining the dam to build BUMDes. In strategic management, villages must know their economic potential which can be developed into BUMDes. AbstraksiBadan Usaha Milik Desa, yang selanjutnya disebut BUMDes, adalah badan usaha yang seluruh atau sebagian besar modalnya dimiliki oleh Desa melalui penyertaan secara langsung yang berasal dari kekayaan Desa yang dipisahkan guna mengelola aset, jasa pelayanan, dan usaha lainnya untuk sebesar-besarnya kesejahteraan masyarakat Desa. Namun dengan berbagai alasan baik prosedur administrative dan kelayakan ekonomis masih banyak desa di Indonesia kurang memberikan perhatian untuk membentuk lembaga ekonomi desa tersebut. Sehingga banyak sekali potensi ekonomi desa-desa tidak dapat dimanfaat secara optimal oleh desa untuk peningkatan ekonomi dan kesejahteraan masyarakat. Hasil beberapa penelitian menunjukkan ada banyak BUMDes yang gagal, banyak pula BUMDes yang berhasil dan mandiri. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode penelitian perpustakaan , yaitu Penelitian yang dilakukan di perpustakaan, yang biasanya melakukan kajian terhadap literatur, terutama pada penelitian yang telah dilakukan sebelumnya, jurnal, dan sumber-sumber lain yang tersedia di perpustakaan. Hasil dan Pembahasan : berdirinya BUMDes ada yang berhasil adapula yang gagal dalam membantu perekonomian desa, Kegagalan BUMDes disebabkan karena adanya planning paralysis (kelumpuhan dalam perencanaa). Keadaan ini terlihat bahwa Desa dalam membuat BUMDes hanyalah didasarkan pada pencapaian target dari program yang ditentukan oleh Pemerintah Pusat, sehingga tidak menggali lebih dalam kebutuhan desanya. Akibatnya, manajemen strategi yang digunakan berupa Strategi Tanpa Arah (directionless strategies). Sebaliknya BUMDes yang berhasil disebabkan karena strategi perencanaannya sudah siap (dalam arti sudah bisa menentukan core bisnisnya). Dapat disimpulkan bahwa setiap Desa tidak terlalu terburu dalam menentukan dam membangun BUMDes. Secara manajemen strategi, Desa harus mengetahui potensi perkonomiannya yang bisa dikembangkan menjadi BUMDes.
