Abstract

Archive preservation plays an important role in an organization's preservation and accessibility of documents with historical, legal, administrative, and cultural values for future generations. The problem addressed in this study is how the Archive Depot of Malang City Library and Archives Office ensures the preservation of the archives it manages. This study aims to identify and analyze the preservation strategies of archives implemented in the Archive Depot of Malang City Library and Archives Office. The method used in this study was a case study with a qualitative approach. The data collection techniques used were observation, interviews, and documentation. This study used a theory of preservation strategy by Sari & Putranto (2023). The results of the study showed that there are three main strategies in maintaining archive preservation. First, the storage environment is managed by maintaining the room temperature according to the standard, using appropriate storage media, such as roll-o-pack shelves and acid-free materials, and controlling humidity using silica gel. Second, preventing damage from external factors is implemented through fumigation, disinfectant spraying, camphorization, proper air circulation, and disaster mitigation training for archivists. Third, the implementation of technology is carried out through archive digitalization, storage on the digital platform e-Arsip (a digital-based electronic archive management system in the institution environment) and SIKN/JIKN (National Archive Information System and Network managed by ANRI as a platform for national archive integration and access), and improving the quality of archive visuals through a photo editing application. Through these strategies, archive institutions such as the Archive Depot of Malang City Library and Archives Office contribute to building a solid foundation for preserving the nation's collective memory and providing opportunities for inclusive and sustainable information access.

Abstract

The vast territory of Malang Regency has prompted the Population and Civil Registration Office of Malang Regency to bring services closer to the community. The 'Desaku Tuntas' program is a population administration service program implemented at the village/sub-district level. This study aims to analyze the implementation of the 'Desaku Tuntas' program in population administration services in Malang Regency using David C. Korten's program implementation theory. This research employs a qualitative research method with a case study variant. The findings show that the program is in accordance with community needs, the implementing organization has adequate competence, and the compatibility between the implementing organization and the beneficiaries is good. However, there is not yet a specific policy or budget allocation for this program.

Abstract

Research on policy implementation altered from building meta-theory towards explaining concerted action across institutional boundaries, the diversity of actors, loci, and levels. Current theory about factors determining the success of public policy implementation includes managerial, organisational, resources, bureaucracy, and politics. The establishment of Public Service Malls (PSM) in Indonesia is used as a case study to carry out this assessment because it represents a considerable challenge in the implementation process. This study aims to provide new perspectives about the determinants of successful public policy implementation, especially in a highly diverse political context such as Indonesia. This policy implementation involves several ministries at the central level and 540 local governments. This study uses an exploratory qualitative approach, and the data was collected through FGDs and in-depth interviews conducted with relevant ministries and local governments. The data is then analysed using NVIVO to find the structure of the concepts and themes according to the conceptual framework used. This research suggests that factors in policy implementation should be placed in a hierarchical order because they are determinants that cause other factors to emerge. In the case of implementing the PSM policy in Indonesia, the political factor becomes the determining factor, which is the highest position, followed by the bureaucracy, managerial, resources, and the organisational at the end

Abstract

  Effectiveness of Kelurahan Tangguh Bencana Program from a Capacity Building Perspective. The establishment of in Disaster-Resilient Urban Area (Kelurahan Tangguh Bencana, KTB) Indonesia offers hope for communities to enhance preparedness in facing frequent disasters. The urgency of the KTB lies in fostering community-based volunteers who are ready and resilient in addressing potential disasters. Community capacity building in disaster management is expected to enhance the ability of communities to cope with disasters. This capacity building is further supported by providing affordable early warning systems and disaster preparedness equipment as part of the program's framework. The aim of this research is to describe and analyze the effectiveness and challenges of the KTB Program from a capacity-building perspective. This study employs a qualitative approach with data analysis using the interactive model by Miles, Huberman, and Saldana, assisted by the NVivo. The finding indicates that the KTB Program in Penanggungan has been effectively implemented from a capacity-building perspective, as evidenced by achieving the eight capacity-building objectives outlined by Chaskin (2001). However, several challenges were identified, including time constraints and dynamic membership changes among human resources, limited budgets, inadequate inter-regional coordination, and the difficulty of altering deeply rooted harmful community habits that could trigger disasters.
