Abstract

This research aims to determine the Perceptions of Students of the Islamic Religion Education Study Program on the Professionalism of Lecturers at the Faculty of Tarbiyah and Teaching Sciences, State Islamic University of Raden Fatah Palembang. In this research using qualitative methods, qualitative research. The results of the research show that the perceptions of students of the Islamic Religious Education Study Program towards Lecturer Professionalism at the Tarbiyah and Teacher Training Faculty of UIN Raden Fatah Palembang, reveal varying perceptions, between one student and another, because everyone who expresses perceptions critically is influenced by feelings, experiences, thinking abilities, and other aspects according to what is felt, then their perception can be revealed. On average according to students regarding the professionalism of lecturers in terms of lecturer pedagogic competence, of course there is no doubt from the scientific field, insight, educational foundation, but all of that cannot be denied that there are also some lecturers who do not apply their pedagogic competence as there are some lecturers who do not use media and methods varied learning so that lectures feel bored and monotonous.

Abstract

This study aimed to determine the concept of education financing management in the era of regional autonomy. This research is a literature review or literature review to formulate education financing management in the era of regional autonomy. The results of this study indicate that budget leakage or in its most severe form, such as educational corruption, causes a reduction in the education budget, damages the mentality of the education bureaucracy, increases the burden of costs that must be borne by the community and decreases the quality of education services. The data shows that the education budget is an easy target for specific individuals to commit abuse. In addition, the education budget allocated to educational institutions must be supervised and monitored. Empirical conditions show that the actual receipt of education funds has yet to meet operational demands ideally. This is caused by various things that affect the provision of education funds, such as limited government funds, education tax policies have not been established, the ability of the community, especially parents, still varies in income compared to expenses that must be handled, as well as the private sector is still not much concerned about financial contributions to the implementation of education. Therefore, the implementation of education is the responsibility of all parties, in the sense that the implementation of education requires the support of various parties so that it can run as expected.

Abstract

Pelayanan publik merupakan salah satu bentuk tanggung jawab pemerintah dalam memenuhi kebutuhan dasar masyarakat serta mewujudkan tata kelola pemerintahan yang baik. Kualitas pelayanan publik menjadi indikator penting dalam menilai efektivitas kinerja aparatur pemerintah, khususnya pada tingkat kelurahan yang berhubungan langsung dengan masyarakat. Namun, dalam praktiknya masih ditemukan berbagai kendala yang memengaruhi kualitas pelayanan, seperti keterbatasan sarana dan prasarana, kurangnya sumber daya manusia, serta penerapan standar pelayanan yang belum optimal. Penelitian ini bertujuan untuk menganalisis pelaksanaan pelayanan publik di Kantor Kelurahan Lebuay Bandung Kabupaten Lahat serta mengetahui faktor-faktor pendukung dan penghambat dalam pelaksanaannya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi non-partisipan, wawancara terstruktur, dan dokumentasi. Informan penelitian terdiri dari kepala lurah, sekretaris lurah, pegawai kelurahan, dan masyarakat sebagai penerima layanan. Teknik analisis data dilakukan melalui reduksi data, penyajian data, verifikasi, dan penarikan kesimpulan. Keabsahan data diuji menggunakan triangulasi sumber, triangulasi teknik, dan triangulasi waktu. Hasil penelitian menunjukkan bahwa pelaksanaan pelayanan publik di Kantor Kelurahan Lebuay Bandung telah berjalan cukup baik. Hal tersebut terlihat dari adanya prosedur pelayanan yang jelas, waktu penyelesaian yang terukur, sikap aparatur yang ramah, serta tersedianya beberapa fasilitas pendukung pelayanan. Namun demikian, masih terdapat beberapa kendala seperti keterbatasan sarana dan prasarana, kurangnya jumlah aparatur, serta kemampuan teknologi aparatur yang belum maksimal. Faktor pendukung pelayanan publik meliputi kesadaran aparatur, aturan pelayanan yang jelas, struktur organisasi yang tertata, serta kemampuan aparatur dalam memberikan pelayanan kepada masyarakat. Dengan demikian, peningkatan kualitas pelayanan publik perlu dilakukan melalui penguatan kompetensi aparatur, peningkatan fasilitas pelayanan, serta optimalisasi penerapan standar pelayanan publik agar pelayanan kepada masyarakat dapat berjalan lebih efektif, transparan, dan akuntabel.
